Tourism Commission Meeting Minutes November 10, 2014

The following individuals were in attendance:

Commission Members – Tourism Commission Chair and Council Secretary MaryKnight; Mayor Rick Meehan; Councilman Dennis Dare; Michael James, EDC; G. HaleHarrison, HMRA; Brett Wolf, Chamber of Commerce. Staff members present wereJennie Knapp, representing the City Manager; Donna Abbott, Tourism Director; Larry Noccolino, Convention Center Director; Lisa Osman, Tourism Department. Also presentwere Melanie Pursel, Chamber of Commerce and Scott Lenox, Fish In OC. Mediarepresentatives present were Zach Hoopes, Ocean City Today; and Joanne Shriner,Maryland Coast Dispatch.

Mary Knight called the meeting to order at 3 p.m.

Approval of Minutes

The vote was unanimous to approve the minutes from the September meeting.

Fishing In OCScott Lenox of Hooked on O.C. did a presentation on Fishing In OC, a marketing conceptto promote fishing in Ocean City. Scott approached Donna Abbott several months agowith a proposal to market Ocean City as a destination for fishing similar to how GolfGetaway markets with the co-op of all the golf courses. Scott had appeared before TAB, but while TAB liked the concept they felt it was more of a marketing opportunity insteadof a new event and requested he go before the Tourism Commission. Scott proposedattending trade shows to promote fishing and sought Ocean City as a partner. Scott hassolicited support from the local fishing industry including marinas, charter boats,restaurants and hotels. He requested town support of $15,000 and in exchange the townwould be represented at trade specific fishing shows in prime target areas, receive a logoon the trade show booth, have tourism videos at shows, the Ocean City logo on the frontcover of a fishing planner guide, link from the fishinoc.com website to the town’s tourismwebsite, access to emails acquired at the shows and distribution of Ocean City guides atthe shows.Donna said there was $10,000 in the current year’s budget for consumer travel shows,which could be used. The Tourism Commission voted unanimously to recommend thatthe Mayor and Council support this initiative with a $10,000 contribution and the use ofsome of the tourism department’s booth materials.

Updates from other Departments & Organizations

Convention CenterLarry Noccolino reported there has been much progress made within this last week on thePAC construction. Continuing site tours of the PAC. Maryland Tourism and travelSummit will be held at the Convention Center this week. Resort Gift Show is moving in



this week. Gearing up for the Holiday Shoppers Fair. As of this past Friday, a fewhundred tickets have been sold for the Texas Tenors on December 10.

Chamber of CommerceMelanie distributed copies of Ocean City’s Voice for Business newsletter to all attendees.Melanie distributed a handout for Delmarva’s Space Coast promotion.

HMRAG. Hale reported that Susan Jones is at Burley Oak with representatives fromapproximately 80 hotels and restaurants, trying to promote Ocean City as a craft beerdestination. HMRA is hosting a dinner meeting at the Princess Royale on November 20.The guest speaker will be the State Tourism Director, Margo Amelia.

EDCMichael James reported that he took a tour of the new Performing Arts Center and itlooks wonderful. EDC is partnering with the Worcester County Economic DevelopmentOffice in holding an event in the PAC in December called the 2014 EconomicDevelopment Summit. This will be the first event held in the PAC.

TourismDonna presented recommendations on a few interactive projects. She feels the PACneeds to have a microsite and MGH has also recommended adding a trip planner to thetourism website, which will offer prospective visitors an improved way to plan their visitsto Ocean City. Funds are in the budget. Donna and Larry agreed that a microsite isneeded for the Performing Arts Center, with all the new events that will be scheduled.

Also, last year, we lost some Tourism web cams due to new security on the boardwalk.Donna has identified a new place for a new webcam that will be solely for Tourism, and alocal business may be interested in sponsoring it to cover some of the costs. G. HaleHarrison also offered the Harbor Watch location for a webcam. Donna will follow up onwebcams.

The next Tourism Strategic Planning Session will be held on November 24, and will runmost of the day.

Michael James made a motion to adjourn. Councilmember Dare seconded. The meetingadjourned at 4 p.m. The next Tourism Commission meeting will be held on January 12 at3:00 p.m. in Room 214 at the Convention Center.

Recreation and Parks Commission

Meeting MinutesNovember 12, 2014

1.

Call to Order: The meeting was called to order at 4:05 p.m. at

Northside Park. Present were Lloyd Martin, Dennis Dare, David

Recor, Kate Gaddis, Frank Miller and Susan Petito. Guests includedJoAnne Shriner. Norma Simmons was also in attendance.

2. Approval of Minutes: The minutes of the October 28th

meeting were

approved as submitted. Commission members requested that meeting

minutes be emailed to them for review.

3.

Introduction of New Commission Members: Councilman Lloyd

Martin stated the new members have not yet been appointed but it will

be completed by the next meeting.

4.

Program Report: Kate Gaddis gave the Commission the following

updates:

2014 Summer Camps hosted nearly 3,000 kids which is

up from last year

2014 Camp Horizon & Scamper Camp ran for 8 weeks

compared to 7 weeks in 2013.

2015 Art Camp will expand to an all day camp

2015 will include some new camps

2015 Camp Dates are now available on our website

2014 Tennis Center revenue is up and continues to

increase

Women’s Tennis programs have grown tremendously

2014 Youth & Pee Wee Tennis camps have done very

well

2015 Pickle Ball will be added at the Tennis Center

A USTA funded project to install modified lines at the

Tennis Center will be implemented to encourage younger

players to use our courts We have an agreement in place with Sunset Island who

pays us a flat fee to use our courts. We would like to talk

with the Marriott Hotel to try and put a similar agreement

in place.

Rod Dulany will be returning as the Ocean City Tennis

Center Manager for 2015.

Kate reported that Mr. Bill Davis who is a long time

Recreation Booster and volunteer at Northside Park is

leaving the area. Kate will inform Commission regarding

recognition opportunities.

5. New Private Events: Frank Miller reported on the following new

event requests.

3v3 Live OC Beach Soccer – Requested for July 11 & 12,

2015 on Caroline Street on the beach. Commission agreed

to hear the request but needs more information. Lisa will

follow up with the event planner and compare this request

with other events happening on July 11 & 12. More

information to follow.

Keep Punching Winter Brawl Ocean Plunge for Brain

Cancer – Requested for Dec 31, 2014 at 81st Street.

Concerns regarding water safety and use of restrooms wereexpressed. Commission expressed concern that there may

not be enough time to put all resources in place. Lisa will

follow up and bring back December 9th

.

KBGA Volleyball Tournament Series – Requested series to

start May 2 & 3, 2015 running for various weekends and

ending on October 3 & 4, 2015. This organization is

connected with the Delmarva Volleyball Academy who

currently holds tournaments within the Town. Councilman

Dare would like more information. Lisa Mitchell will

investigate the difference between previous events held by

Delmarva Volleyball Academy and this new event.

90 Second Movie Premier – Requested for July 31, 2015 at

10th

Street on the Beach. This event consists of a 1 hour

film of all 90 second clips of extreme sports. The attendees

then vote on their favorite clip. The event conflicts with one

of our planned movie nights which is a concern. They also

requested use of our movie equipment which is not available

for private use. This event was held last year on private

property. After discussion, Councilman Martin feels that private land would be a better place for the event, however,

Lisa will follow up.

6. Other Business: No new business at this time.

7. The Commission moved to Closed Session at 4:40 p.m.

This annual event is a community parade, which celebrates thebeginning of the Christmas Season.

FISCAL IMPACT: Potential positive economic impact from lodging, food andbeverage, recreation and other incidental expenditures related tothis event.

RECOMMENDATION: Approve the request as presented.

Ocean City Special Events – Private Events

Things to Note:

Elaine Jarvis for the Gold Coast Mall Merchants’ Association is requesting a continuance to their 3-year event

approval. They would like to receive approval for the Ocean City Christmas Parade to take place on Saturday,

December 3, 2016. There have been no changes, additions or omissions requested for this event.

This event is a parade to celebrate the beginning of the Christmas season as a community.

The event would take place from 11:00 am until 1:00 pm within all four (4) southbound lanes of Coastal Highwayfrom Old Landing Road north to 115th Street.

Set-up for this event would take place the Friday before, as well as the morning of the event.

Staging of this event would take place from 100 th Street to Old Landing Road. Breakdown of the event would take place directly after the event has ended.

Event coordinator requests Ocean City paramedics participate in the parade and are on-site during the event.

Event coordinator requests to borrow the following items from the town: Judges Stand, PA System, two (2) tables,eight (8) chairs, and two (2) sets of bleachers.

Event coordinator requests the Town of Ocean City set-up and monitor the parade route.

Comments from Department Representatives:

PUBLIC WORKS – Will set-up bleachers, judges’ stand, PA system and traffic pattern. This has been an ongoing

event for the town for many years; therefore our department has no issues with granting approval. Cost estimated at$8,710.22.

RISK MANAGEMENT – Insurance Certificate must be provided prior to the event. Route on Coastal Highway must be submitted and approved by SHA.

OCPD – Will complete an agency special order detailing officers for traffic control along the parade route. Costsestimated to be $5,040.

REC & PARKS – Will make sure bleach trailer is available for Public Works to pick-up and set, then receive and storeupon return.

TRANSPORTATION – The applicant requested no tasks. However, historically, the Town of Ocean City requests aBoardwalk Tram to use in the parade for Mayor and Council members. Total cost to the department is $210.00. Also,southbound traffic in the vicinity of the parade will be diverted into a northbound travel lane. Bus passengers

boarding and alighting will occur on the median strip of that area.

FIRE MARSHAL – We usually participate in this parade with a medic unit. I would ask that our EMS unit go to thefront of the line in the parade so we may leave in the event of an emergency.

EMERGENCY SERVICES, OCCC, OCBP, and TOURISM - No comments, concerns or costs.

ISSUE(S): Ordinance to amend Local Homestead Tax Credit Percentage forOcean City to 100% in accordance with strategic plan.

SUMMARY: Goal 3 of strategic plan is to make Ocean City a “More LivableCommunity for Residents”, with objectives to create morereasons for people and employees to make the choice to live inOcean City and to increase the number of year round residents.

Section 9-105 of the Tax Property Article of the Annotated Codeof Maryland permits municipal corporations to set a homesteadcredit percentage by November 25 of each year to be no greaterthan 110% and no less than 100%. Setting a credit percentageof 100% would support the objectives of the plan.

FISCAL IMPACT: A change in the property tax credit for owner occupied homes to100% means the taxable assessment would not increase eachyear unless there is a change in use or the property is sold.

Potential reduction in future assessment increases resulting inannual savings of about $80,000 in taxes per year for owner-occupied homeowners at the current property tax rate.

RECOMMENDATION: Set homestead tax credit percentage to 100%.

More Livable Community for Residents

ALTERNATIVES: Leave at current Worcester County rate of 103%.
