Special Grantsburg Village Board Meeting October 10, 2016

The Village of Grantsburg Board of Trustees met on Monday, October 10, 2016 at 3:00 p.m. at the Grantsburg Village Office, 316 S Brad Street, Grantsburg, Wisconsin. Present: Glenn Rolloff, Greg Peer, Larry Ebersold, Rod Kleiss, Diane Barton. Also Present: Sheila Meyer, Jeff Schinzing, Chris Bartlett, Matt Messina, Keith Gerard, Tim Thompson, Scott Hanson, Nate Ehalt, Dale Dresel, Steve Briggs of the Burnett County Sentinel, Gregg Westigard of the Inter County Leader.

1. The meeting was called to order at 3:00 p.m. 2. Keith Gerard and Matt Messina from the Bureau of Aeronautics was present to discuss the Grantsburg

Municipal Airport. They discussed project funding and federal aid and assurances. Discussion was held.

3. Discussion/Action: Hangar Area Lease. The area hangar lease was discussed. Rolloff suggested that a paragraph be inserted that if the airport was no longer able to function due to an act of God, that the Village is not held liable. Rolloff is asking for sample language from the Lessee to be brought back to the Village for consideration. No action was taken at this time.

4. Cake for Outgoing Clerk. Cake was served for outgoing Clerk Zeiler, who has taken another position with another municipality.

Regular Village Board Meeting October 10, 2016

Additional attendance at 5:00 p.m.: Roger Corty, Jane Corty, Kristina Kelly-Johnson, Kevin Nelson, Jerad Hanaman-WI Technical Network, LLC, Carol Zeiler.

1. The regular meeting was called to order at 5:00 p.m. 2. The Pledge of Allegiance was recited. 3. Discussion/Action: Minutes. Motion by Barton, seconded by Peer to approve the following minutes:

September 12, 2016 Village Board, September 29, 2016, September 12, 2016 Plan Commission, September 26, 2016 Public Safety, September 29, 2016 Property Committee, September 29, 2016 Administration and September 29, 2016 Village Board Meeting. Carried.

4. Discussion/Action: Appointment to Vacant Position. Motion by Barton, seconded by Peer to appoint Cay/in Muehlberg to the vacant trustee position to a term to expire April of 2018. Carried.

5. Discussion/Action: Roger Corty - Water Hookup Charge. Roger Corty appeared to contest his water hookup charge and express his concern that the service is only at 4 feet deep because of the location of the main on Highway 70, as he is concerned about it freezing. He also is requesting permission that the well be left intact. He was required to hookup to water per Village ordinance. Discussion was held. Motion by Roi/off, seconded by Ebersold to take the crew labor and payloader charge off the invoice to Roger Corty (Total invoice is $1168.95.). Carried.

6. Discussion/Action: Mike Janke - Request to have Fireworks on island at Memory Lake on 11/5/2016 at 7:30 p.m. Janke requested permission to have fireworks on 11 /5/2016 in celebration of his 10-year anniversary. He has appropriate liability insurance for this event. The park will be cleaned up after the event. Motion by Peer, seconded by Barton to approve Mike Janke's request to have fireworks on the island at Memory Lake on 111512016 at 7:30 p.m. provided a certificate of insurance is provided to the Village. Carried.

7. Discussion/Action: Jerad Hanaman - WI Technical Network LLC - request for approval of placement of utility pole. Hanaman of WI Technical Network LLC appeared to request approval of placement of utility pole in the right of way. This item was tabled until 10/17 /2016.

8. Discussion/Action: Holiday in the Park Request. Carol Zeiler appeared to request permission for Holiday in the Park beginning November 26, 2016 - January 8, 2017. The Lions will provide a certificate of insurance. She also requested that the Village pay for the electricity and plow the campground. In addition, she also requested that the Village decorate the registration building. Motion by Roi/off, seconded by Ebersold to approve Holiday in Park from November 26, 2016 through January 8, 2017 with the Village paying for the electricity and the plowing. Carried. Scott De Rocker arrived at 5:45 p.m.

9. Board and Staff Reports. 1) Public Works a) Director Report. Chris reported that the streets will be swept the first week of November. Additional items were discussed. b) Brush Site Policy. The brush site will be open to Village residents only and coordination of opening the site will be done at the Village Office. A key access code will be looked into. Motion by Roi/off, seconded by Barton to lock up the brush site to non-Village residents. Carried. 2) Police Report. The September police report was reviewed. 3) Administration. a) Treasurer Report. Meyer discussed the actual to expected report. b) Clerk Report. 4) Housing Authority. No report. 5) Fire Association. Barton gave a brief report. 6) Library a) Director Report. Kristina Kelly-Johnson gave the library report. A break was taken at 6:30 p.m. Rod Kleiss left the meeting. The meeting was called to order at 6:45 p.m. 7) Plan Commission. No report. 8) Parks. Dave Ferris reviewed site #14 at the campground. The area around the campground site needs to not be mowed to help protect the bank. Scott DeRocker asked to rent the brush hog to get the snowshoe trails going again. Motion by Peer, seconded by Roi/off to allow Scott DeRocker to rent the brush hog to clean up the snowshoe trails. Carried. 9) Airport a) DNR request to use airport for training. Motion by Roi/off, seconded by DeRocker to allow the DNR to use the airport for training October 11-13, 2016. Carried. 10) Cemetery Association. No report.

10. Discussion/Action: Amendment to Ordinance Sec. 2-2-9 Meetings. Motion by Roi/off seconded by Barton to approve amending the ordinance 2-2-9 meetings (changing the meeting time to 6 p.m.). Carried. Ebersold opposed.

11. Discussion/Action: Dollar General Building Permit Application. No action taken. This item will be placed on the October 17, 2016 Village Board meeting agenda.

12. Discussion/Action: Adoption of Resolution and Tax Increment Bond for DGl-Grantsburg, LLC. No action was taken at this time. This item was tabled.

13. Discussion/Action: Authorization to Purchase Tables (for Community Center/Election Use). Motion by Roi/off, seconded by Peer to authorize the five purchase of tables for the community center/election use. Carried.

14. Discussion/Action: Diane Barton -Attendance at Annual League Conference. Motion by Roi/off, seconded by Ebersold to authorize Diane Barton to attend the annual League Conference. Carried.

15. Discussion/Action: Agreement with Food Shelf. Motion by Roi/off, seconded by DeRocker to approve an agreement with the food shelffrom November 1, 2016 through November 1, 2017. Carried.

16. Discussion/Action: 1) Sign Permit Application from TA Operating (Mi nit Mart) 2) Sign Ordinance. Motion by Roi/off, seconded by Barton to approve the wall sign for TA Operating- Minit Mart. Carried.

17. Discussion/Action: Set Halloween Trick or Treat Hours - 10/31/16 from 5pm - 8pm. Motion by Roi/off, seconded by Barton to set Halloween trick or treat hours from 10131116 from 5-8 p.m. Carried.

18. Discussion/Action: Approval of Payment of Bills. Motion by Barton, seconded by Peer to approve payment of the following bills: General 29910-29961 $215,343.21 Payroll V4336-V4376

October 17, 2016

Administration Committee Meeting

The Administration Committee met on Monday, October 17, 2016 at 4:00 p.m. at the Grantsburg Village

Office, 316 S. Brad Street, Grantsburg Wisconsin. Present: Glenn Rolloff, Greg Peer, Larry Ebersold.

Also present: Diane Barton, Jeff Schinzing, Dan Wald, Joel Klatt, Chris Bartlett, Steve Coy (at 4:30).

The meeting was called to order.

1. Discussion/Action: 2017 Budget Considerations/Wages & Insurance. Discussed was held on

Village employee wages and health insurance. Glenn talked about wage scales that need to be

worked on for Village employees. Motion by Peer, second by Ebersold to recommend to the

Village Board to include a 2.5% increase in wages for full-time and permanent part-time

employees in the 2017 budget. Carried. Motion by Roi/off, second by Peer to recommend to the

Village Board to stay with Anthem Blue Cross Blue Shield and the existing employee health

insurance plan for 2017. There will be a 9.3% increase in premiums which will amount to

approximately $10,350 more than 2016. Carried.

2. Discussion/Action: Review Clerk Applications. Clerk applications were reviewed and briefly

discussed. 14 applications were received. The committee decided to meet again in closed

session on Wednesday, October 19, 2016 at 4 p.m. Each committee member should select their

top 3 candidates before the meeting.

October 17, 2016 Special Grantsburg Village Board Meeting

The Village of Grantsburg Board of Trustees met on Monday, October 17, 2016 at 5:00 p.m. at

the Grantsburg Village Office, 316 S. Brad Street, Grantsburg, Wisconsin. Present: Glenn

Rolloff, Greg Peer, Caylin Muehlberg, Diane Barton, Rod Kleiss (left meeting at 6:30 p.m.), Scott

DeRocker (arrived at 5:25 p.m.) Also present: Georgianne Kleiss, Dan Wald, Steve Coy, Scott

Hanson, Joel Klatt, Jeff Schinzing, Chris Bartlett, Kristina Kelley-Johnson and Greg Westigard,

Inter-County Leader.

1. President Rolloff called the meeting to order.

2. Pledge of Allegiance was recited.

3. Discussion/Action: Dollar General Building Permit Application. This item was tabled

until the property has been purchased by DGI Grantsburg LLC.

4. Discussion/Action: Airport Hangar Lease. A proposed hangar lease was presented by

Trustee Rod Kleiss. A sample lease was also available from the WI Bureau of

Aeronautics. The Village Board discussed several sections of the proposed lease and

decided to incorporate several sections from the sample lease. The new draft lease will

be sent to the Village Attorney for review and comments and will be on the agenda for

the November, 14th, 2016 meeting.

5. Discussion/Action: Jerad Hanaman - WI Technical Network LLC - request for

approval of placement of utility pole. Hanaman appeared to request approval of

placement of a utility pole in the right of way southeast of Burnett Medical Center on

the south side of State Road 70. Approval from the Village Board is needed before WI

DOT approval. Motion by Roi/off, second by Muehlberg to approve placement of the

utility pole providing the pole is lit and approval is obtained from WI DOT and FAA.

Carried.

6. Discussion/Action: Review 2017 draft budgets for General, Water, Sewer and Storm

Water Funds. Approve budgets for publication. Set Public Hearing date for 2017 budgets. Budgets were reviewed. All requested items over $2,000 were discussed to

determine if they should be 1) kept in the 2017 budget, 2) taken out of the 2017

budget, 3) completed before 2016 year-end and paid from cash balance or 4) moved to

the 2017 Capital Projects Fund budget and paid for with borrowed funds. Due to the

number of adjustments, the Board decided to have the budgets redrafted with all

changes and meet again on Wednesday, October 19th, 2016 at 6 p.m. to finalize budgets

for publication.

7. Motion by Muehlberg second by Barton to adjourn the meeting at 7:45 p.m. Carried.

Administration Committee Meeting

The Administration Committee met on Wednesday, October 19, 2016 at 4 p.m. at the Village

Office, 316 S. Brad Street, Grantsburg, Wisconsin. Present: Glenn Rolloff, Greg Peer, Larry

Ebersold. Also present: Chris Bartlett, Jeff Schinzing

1. The meeting was called to order.

2. Discussion/Action: The Administration Committee will enter into closed session

pursuant to Wisconsin State Statute 19.85 (1) © to review Clerk applications and

select applicants for interviews. Motion by Roi/off, second by Peer to go into

closed session. Carried. Motion by Roi/off, second by Ebersold to go back into open

session. Carried. 3. Discussion/Action: The Administration Committee will reconvene into open

session to set interview with selected Clerk applicants. Motion by Roi/off, second

by Ebersold to have the full Vi/lage Board interview the top 5 candidates for the Clerk

position.

4. Interviews will be held on November 15, 2016 from 6 p.m. to 8 p.m.

The Village of Grantsburg Board of Trustees met on Wednesday, October 19, 2016 at 6:00 p.m.

at the Grantsburg Village Office at 316 S. Brad Street, Grantsburg, Wisconsin. Present: Glenn

Rolloff, Greg Peer, Larry Ebersold, Caylin Muehlberg, Scott DeRocker, Rod Kleiss. Absent: Diane

Barton. Also present: Jeff Schinzing, Chris Bartlett, Kristina Kelly-Johnson.

1. President Rolloff called the meeting to order.

2. The Pledge of Allegiance was recited.

3. Discussion/Action: Review 2017 draft budgets for General, Water, Sewer, Storm

Water and Capital Projects Funds. Approve budgets for publication. Set Public

Hearing date for 2017 budgets. Revised budgets were reviewed and discussed. Several

adjustments were made. Motion by Roi/off, second by Kleiss to approve the draft

budgets for publication. Carried. A Public Hearing for the 2017 budgets was set for 7:00

p.m. on November 14, 2016.

4. Motion by Muehlberg, second by Kleiss to adjourn the meeting at 8~00 p.m.

been produced in nearly 8 years. As far as 5/8" & S/8x3/4" SRll meters there should not be any issues

getting parts for them and at this time there is no "End of Life date" for these.

been produced in nearly 8 years. As far as 5/8" & 5/8x3/4" SRll meters there should not be any issues

getting parts for them and at this time there is no "End of Life date" for these.

Kampstrup Response to my questions below.

What is the typical payback on a meter due to its more accurate usage reading? Why is it more accurate?

Kamstrup ultrasonic smart meters have the lowest Start Flow of any water meter in the industry, which helps you capture more water flow and generate more revenue. Kamstrup residential ultrasonic smart meters can measure water all the way down to a 0.015 gallons per minute Start Flow, and maintain this consistent low flow measurement for the life of the meter, which helps reduce your non-revenue water (NRW) by accurately measuring every drop of water which is supplied to your network. Water that reaches the end-customer, but is not billed for, can be costly to a utility since this is the point where water reaches its highest cost to produce and deliver.

That is significant because the EPA recently released a study that the average household's leaks account for more than 10,000 gallons of wasted water every year. If you calculate the flow rate of 10,000 gallons over the course of an entire year, you get 0.019 gallons per minute average flow rate. Kamstrup's ultrasonic smart meter is the only meter on the market that will capture that low flow. The average water and sewer rate is $10.00 per 1,000 gallons. Doing the math, 10,000 gallons of unmetered water per year equals an additional $100.00 per year for the life of the meter. With a 20 year lifecycle, that's $2,000 per meter in recovered revenue. Since the Kamstrup residential meters cost under $200, your Return On Investment (ROI) is just under 2 years. What will the village need to use to read meters and how much time will it save.

You will need the Kamstrup AMR Starter Package, which includes READy Software, a READy converter, and related accessories (chargers and antennas). You will also need an Android smart phone or tablet. Regarding the time you will save, 2 of your neighbors, Prescott and Elmwood, are fully deployed with Kamstrup. Prescott, Wl's DPW Hank Zwart has 1894 Kamstrup in place and has stated "what used to take over 7 days to read now takes 2 hours and 40 minutes." Elmwood's DPW Jamie Reitz has 373 Kamstrup in place which take roughly Y2 hour to read. Taking your 628 meters into consideration, we would estimate roughly an hour needed to read your meters.

How long have these meters been around? Is this new technology?

Ultrasonic meter technology has been around for more than 25 years. It is not a new technology. Kamstrup has manufactured meters for 70 years and is a pioneer in ultrasonic smart metering. Kamstrup is a world-leading supplier of intelligent energy and water metering solutions and has been manufacturing and deploying this ultrasonic smart meter technology in Europe for the last 24 years. Kamstrup has more experience manufacturing ultrasonic meters than any other meter manufacturer in the US water utility market. Ultrasonic meters have been readily available in the U.S. for the last 6 years.

Why is their life span only 20 years?

The water meter manufacturers standardized on 20 year warranties about 8 years ago because of battery technology. Water meters can last longer than 20 years, but traditional mechanical meters experience decreased accuracy after 5 years and even further again after 15 years. At the same time, battery technology got better so manufacturers married the expected battery life (for radio read products) with the meter accuracy curve drop-off and standardized on 20 years.

Why are meters going to this 20 year lifespan instead of being able to replace batteries?

Meter manufacturers can produce and offer the best quality products when the meters and radio read devices are hermetically sealed at their factories. This completely airtight seal prevents water, moisture, and debris intrusion, as well as deters tamper and theft. Replaceable batteries lessen the quality of the products.

Is Kamstrup looking into meters that the batteries can be replaced and the meter can stay in?

No. In fact, Neptune was the last water meter manufacturer to promote replaceable batteries and they don't offer them in their newest technology products. Regarding a long range replacement plan, setting money aside along the way to eventually replace those meters would make good sense. This fund could consist of the additional revenue generated with the consistent low flow measurement which is maintained for the life of the meter. Considering the dual savings in time and labor costs for those involved in reading and billing, coupled with the capability to capture more water flow, generate more revenue, and reduce your non-revenue water (NRW), Kamstrup's solution is a great investment for your utility.

What is the typical payback on a meter due to it being more accurate? This is determined by meter accuracy and water quality, there are computer models available to determine this based on previous test data and water/sewer rates.

Why is it more accurate? Magnetic meter technology used in the Sensus iPERL will monitor flows to the 1/10 (.10) of a gpm vs. mechanical technology which is only performs to the X gpm. Revenue is now collected for leaky toilets and faucets where is had gone unnoticed.

Does the annual fee cover any upgrades to the system?

Annual fees do not cover upgrades, however does include updates, two terms often mistaken. Updates refer to updates to the version of software included, we have customers using our devices for as many as 10 years and still going. Annual support also covers on-site training and support from HD Supply AMR/AMI Specialists and phone support from Sensus.

If we go to eventually all radio read what would we have to add or do? All of your Sensus meters already on touch read (touch pads) are compatible, you would need to simply connect a radio unit to the touch pad @ about $125 each.

Would we still use the same equipment? Your hand held if a 5500 series or newer can be accessorized with Blue Tooth and a GPS Receiver for less than $1500. You also can trade up to a new 6500 series and start with new.

What besides reading usage can these meters do? The meters without radios store 45 days of date in one hour increments which would likely solve many mysteries.

Leakage, history, alerts. What are the benefits?

This can be done with a simple tool (Uni-Pro Communicator) for as little as $350, a free download and training included, with radio read the benefits can be compounded to hourly read/leak detection. You may now be able to proactively warn the customer before the customer comes to you.

How long has these meters been around?

The Sensus iPERL has been marketed since 2010 with well over a 100 customers in just my sales territory.

Is tl~is new technology? Mag meter technolgy started at least 25 years ago in the oil industry, Mag meters could easily pick up turbidity and later where introduced to the wastewater industry. Since that time like all technology they were able to perfect even more to accurately measure clean cold drinking water.

Ponds: Grade = D Permittee Response: I did look back and found that we did a draw down in pond 2 to do some work in October last month. We bypassed and sent the effluent to the old seepage cell. This wasn't metered. This doesn't account for all the discrepancy between the two. The guy who does our calibrating of the flow meters has said it is difficult to calibrate the influent flow meter because of its location. Every year he adjusts it. The percentage of error between the two flow meters can be off in opposite directions quite a bit. I have looked into options of either re-positioning the existing flow meter and/or putting in a different type of flow meter. The price was more than I expected. We did have the calibration guy adjust the influent when he came in December. DNR Response:

I agree with Chris's approach to check on accuracy and agreement between meters, as well as a better influent metering location or method. It may be worth looking back at previous CMAR reports to see if this discrepancy. has been a chronic problem, or just in the last few years.

November Police Report

On October 20th I attended the county meeting on Mental Health. Enclosed is a copy of the

2016 totals regarding Mental Health calls so far this year. The state facility in Winnebago is

getting 10-20 admits daily. On October 25 I attended a meeting held by the FBI in Eau Claire

and met with our new agent in charge Justin Tolomeo. The following three days I attended

training put on by the Wisconsin Department of Justice regarding Officer involved shootings

and other critical incidents. The following day the shooting in Rusk County occurred.

I have included a report that was done by the Wisconsin Professional Police Association

regarding Officer involved shootings recent in Wisconsin.

One of the items the Village Board should talk about is what plan do we have in place for an

employee who is involved in a critical incident that affects them in some way. Not just for the

Police but all employees ....

Since the start of the pokeman game our cemetery has people going into the area at all hours

of the night according to our officers. There currently is no closed hours set for the cemetery.

Do we want to establish hours the cemetery is open?

Not all of the items we listed on the Wisconsin surplus site sold. Thoughts on disposal of items

left which include bicycles. The old squad went for 1,700.

We have received a notice from the Wisconsin DOT regarding our speed display sign put up on

Hwy 70. They would like us to get a permit before it is placed back up for next summer.

Officer Klatt will be taking some time off when his family has a new child expected any time this

month.

Despite the attention paid to officer-involved shootings, there is no governmental agenc! or news organization that collects and reports data relative to the officer-involved shootmg ev.ents th~t occur in our state. Recognizing that void, the WPPA began collecting that data w1~h the mtent of sharing it with our members, the media, and the greater public throughout the state.

There were a total of 29 officer-involved shootings in Wisconsin in 2015 with 41 o/c (12) of them r_esulting in a fatality. ' 0

Of the total number of fatal officer-involved shooting incidents:

92% of the subjects in these incidents were armed; 50% of the subjects were armed with firearms·

' • 36% of the subjects were armed with edged weapons;

The racial breakdown of the individuals in the fatal shootings alone was as follows:

• 58% (7) were white; • 25% (3) were black; and • 17% (2) were Hispanic.

In the incident in which the individual shot by law enforcement officers was "unarmed," the officer in suffered a close-range attack while being pursued backwards down a narrow stairwell.

All of the individuals fatally shot by officers in 2015 either confronted officers with a weapon or attacked them.

Through October 24, there were been a total of 25 officer-involved shootings in Wisconsin, with 17 of them resulting in a fatality.

Of the total number of fatal officer-involved shooting incidents:

• 100% of the subjects in these incidents were armed; • 53% of the subjects were armed with firearms; • 35% of the subjects, were armed with edged weapons; • Of the remaining subjects, 1 was shot while driving a motor vehicle in the

direction of officers, and 1 was armed with a conducted electrical weapon (CEW). .

The racial breakdown of the individuals in the fatal shootings alone is as follows:

• 71 % (12) were white. • 2 9% (SJ were black.

In addition to responding to shootings by its law enforcement officer members, the WPPA also responds to other fatal critical incidents as well, including suicides (both in the presence of officers and otherwise) and motor-vehicle related casualties, among others. The broad range of officer-related shootings with which the WPPA has been involved include cases such as the shooting of a man that had attacked an officer during· a traffic

REALiving strives to offer employees and businesses products designed to help them be their BEST. Because we recognize each person is unique, we also know that sometimes specialized employment situations also require a customized level of understanding in order to offer a REAL resource.

Emergency services is a field that is "special." Law Enforcement Officers, Correctional Workers, Paramedics, Firefighters and 9-1-1 Dispatchers all engage in work and experience situations that have a unique impact on the employee. The support services offered to these employees are of an accelerated importance because the consequences of a career in the field are well documented. Both Police Chief and Fire Chief Magazine have published numerous articles highlighting studies that show that emergency services workers who experience ongoing stress are more likely to display anger, distance themselves from their family members, and have unsatisfactory marital and family relationships. Additionally, both publications, as well as other trade industry groups, cite studies that point to a greater incidence of suicidal ideation and successful suicide in these groups, as compared to other industries.

REALiving's EAP includes access to a number of products specialized for Emergency Services Professionals. Our EAP is much more than an Employee Assistance Program. Actually, it's an Employee Achievement Program (EAP). Our

program includes access to a counselor to assist with navigating "bumps in the road" (also known as problems) AND access to a professional coach to assist in professional skill development. By including both resources, we change up the paradigm of EAP services. REALiving is a company with a mission and passion to help people be their BEST. That mission has driven us to incorporate some unique concepts into our EAP, including exclusive supports for this industry, which include:

• 10-7 6 to Wellness, a newsletter which targets the unique issues facing this group of employees and their families. It is published six times per year and mailed to the employee's home, in hopes that it will be viewed by the employee, a spouse or a family member.

• Emergency Services Supporters who are not counselors, but someone experienced in the emergency services field. Having access to this confidential peer-to-peer resource is something we believe may be more palatable to emergency services workers, and is a nice "first line resource."

• Crisis Response Services customized to the circumstances of high stress calls and the unique needs of the involved employees.

Book Drive Grantsburg Library and Grantsburg HS Library Club are collecting books for a Children's Book Drive. New books for ages 0-18 can be dropped off at the Library and area schools beginning November 1 and running through November 30. The books will be distributed at Grantsburg Food Shelf in the month of December.

Let's go to the movies I ...

Every Thursday night in December the library will be showing a different

movie in the Library Learning Center. Stop-in or call the library to find out

what movie we'll be showihg. Hot chocolate and popcorn will be provided.

Movies start at 5:30 pm.

Santa Day

On Saturday, December 3rd, from 10:00 am to 12:30 pm, the library will

welcome the Grantsburg community to the annual Santa Day celebration.

for every 20' the elevation can go up a foot. He did state we are allowed to

cut the trees 5' below this height so that it isn't a yearly event. It would

give us 5 to 10 years before we had to cut again.

My recommendation:

We focus on location 0114 that is at medium risk and is getting close to high risk. This location we currently don't have an easement for.

The cost to top the trees would be $600.00. The possible difficult part would be getting approval. The other locations are just into the low

risk and we have time before they become an issue. Also, one location has new ownership and the easement for this area only says we can

top the trees. The topping of all the trees would be a more costly project and even Siren Tree service and Leudtke said they wouldn't want to tackle it.

The other location we don't have an easement for as well. I say we tackle the highest risk location this Fall and look into the others next year.

Above shows the consequences if the FAA wants to. With the other two locations at Low risk we can explain our situation and I think they would

understand.

The inspections are done at random as far as I know. Ifs up to you how long it takes to complete the removal of the obstructions, but the state

will not be able to do a different project if your approaches have obstructions. If the village decides they want to keep the airport for the long

term, I recommend that they turn this into a project run through BOA. We would acquire easements over those properties so you would always

have the right to keep your approach clear. We would then hire a contractor as part of the project to go out and clear/top the obstructions.

I'm interested in continuing to be the Building Inspection Agency for the Village of Grantsburg, providing Construction, Erosion Control, Plumbing, HV AC and Electrical Inspections for one and two family dwellings. Attached is a copy of the proposed 2017 fee schedule. The rates are the same as the 2016 fee schedule. The fee includes consultations with homeowners, conducting plan examinations, issuing UDC building permits and seals,

collecting fees, conducting required inspections, maintaining log of inspections including date of inspection, type of inspection and results of inspection, forwarding copy of application and final inspection report to state and municipality, if required, retain records for seven years following completion of contract as required by state, assist builders and homeowners in understanding UDC permit and inspection process, coordination with Division oflndustry Services and their consultants regarding code implementation, issue noncompliance orders, make recommendations on appeals, appear as a witness during legal proceedings, arrange for backup enforcement services during periods of absence or when a conflict of interest would otherwise exist and provide all obligations in a timeframe acceptable to the state. The fee schedule includes completion ofISO Building Code yearly audit for your municipality. I have additional Inspectors available to handle increased workload if required and will do what it takes to keep up. Our goal

Quinn be the building inspector for the Village of Grantsburg, Burnett County, Wisconsin, for a period from, January 1, 2017 to December 31, 2017. After said period, this agreement may be continued as is, terminated, or modified with mutual consent. The Village of Grantsburg shall have Dennis P. Quinn perform services outlined herein required by Wisconsin State Statue or Regulation or by County and Village ordinance. The position is subject to an annual review at a minimum. The scope of services to be provided includes enforcement of the Wisconsin Uniform Dwelling (UDC) statewide building code covering one- and two family dwellings built since June 1, 1980 and their additions and alterations. Provide a means for building permit applicants for new dwellings to readily contact the Inspection Agency, Conduct plan examinations per s. SPS 320.09. Collect building permit fees from building permit applicants. On a Monthly basis, forward completed copies of the Wisconsin Uniform Building Permit Application, form SBD-5823, to municipality and the State, along with state seal number information. Perform progress construction inspections per s. SPS 320.10. Maintain a Log of all inspections requested or performed for each project, including type of inspection, results and date of inspection. Forward copy of final inspection report to the municipality and the State. Documents, papers and records shall be retained for seven years following completion of contract as required by state. Assist builders and homeowners in understanding UDC building permit & inspection process. Coordination with state building inspectors and plan review officials. Assist State in insuring compliance by issuing noncompliance orders, making recommendations on appeals, appearing as a witness during legal proceedings. Provide all obligations, inspections and other services required under this contract in a form and timeframe acceptable to the state. Anange for backup enforcement services during periods of absence or when a conflict of interest would otherwise exist. The Village of Grantsburg authorizes the inspector to issue stop work orders on jobs where necessary. This authority could be exercised in cases of noncompliance or refusal to permit the inspector on the premises. The building inspector shall maintain current State Certification as a registered UDC inspection agency as specified by chapter Comm 5. He shall receive no Workers Compensation, Unemployment Compensation or Social Security coverage

from the Village of Grantsburg. The Building Inspector, at his expense, shall maintain the right to have another ce1tified inspector do inspections, to have qualified individuals do occasional spot checks and to use secretarial staff as necessary to fulfill the inspection services as specified by the Department of Commerce. Dennis P. Quinn shall be responsible for liability coverage. North Lakes Mechanical Consulting Services, Inc. shall list Village of Grantsburg as additional insured. Dennis P. Quinn shall hold the Village of Grantsburg harmless for his acts with-in scopes of his duties. Fee for services shall be paid by the Permit Applicant to North Lakes Mechanical Consulting Services, Inc. per the attached fee schedule. This agreement may be terminated by the Village of Grantsburg as to the building inspector for fraud, deceit, loss of ce1tification, negligence, incompetence, misconduct, criminal charges related to duties, conflict of interest or any violation of this agreement. This agreement may be terminated by the building inspector as to the Village of Grantsburg for any violation of this agreement.

(a) State Statutes Adopted. The provisions describing and defining regulations with respect to all-te1rnin vehicles in the following-enumerated Subsections of Sec. 23.33, Wis. Stats., and any future amendments or revisions, are hereby adopted by reference and made part of this Section as if fully set forth herein. The statutory sections adopted by reference herein shall be designated as pati of this Code by adding the prefix "10-4-1-" to each statute section number. Any acts required to be performed by the following Statutory Subsections or which are prohibited by such Statutory Subsections ai·e required to be performed by this Section or are prohibited by this Section:

(b) · All-Terrain Vehicle Use in Village. The Village Board may, by resolution, designate ATV routes/trails within the Village of Grantsburg.

(c) Conditions. (1) All ATV operators shall obey posted route speed limit of 10 mph.

(2) All ATV operators shall ride in single file on the right hand side of the paved p01tion of the roadway.

(3) Operators must be sixteen (16) years of age or older. (4) All ATV operators born after Janua1y 1, 1988 must have a valid safety certificate. (5) Hours of operation of ATVs shall be from 6:00 a.m. to 10:00 p.m. on all routes

within the Village of Grantsburg. (6) Routes must be signed in accordance with NR 64.12(7), Wis. Adm. Code. (7) All ATVs operated on routes must activate their headlights and taillights. (8) All ATV operators and passengers under the age of eighteen (18) must wear a helmet.

( d) Enforcement. This Section shall be enforced by any law enforcement officer authorized to enforce the laws of the State of Wisconsin.

(e) Penalties. Wisconsin State All-Terrain Vehicle penalties as found in Sec. 23.33, Wis. Stats., are adopted by reference and Section 1-1-6 General Penalty is also applicable.

Sec. 10-4-2 Unauthorized Operation of Motor Vehicles on Public or Private Property; Golf Carts.

(a) · Purpose. (1) The unauthorized off-road operation of motor vehicles has resulted in serious damage

to public and private lands including damage or destruction of vegetation, animal life and improvement to the lands; and

(2) The unauthorized off-road operation of motor vehicles has resulted in the permanent scarring of land and an increase in both erosion and air pollution; and

(3) The unauthorized off-road operation of motor vehicles has resulted in collisions and near collisions threatening the life and safety of the operators of such vehicles as well as of other persons; and

(4) The unauthorized off-road operation of motor vehicles has resulted in a loss of the privacy, quietude and serenity to which the owners and users of land are rightfully entitled.

(b) Definitions. For purposes of this Section, the tenns below shall be defined as follows: (1) Unauthorized shall mean without the express prior consent of the owner, lessee,

manager or other person authorized to give consent by the owner or lessee of land. Authorization shall not be implied from a failure to post pdvate or public land.

(2) Off-Road shall mean any location which:

a. Is not a paved or maintained public street or alley; or b. Is not used or maintained by the owner or lessee of land as a driveway, parking

lot or other way for motor vehicles; or c. Is a private trail for use only by the owner or his/her pennittees for recreational

or other vehicular use. Off-road shall not include any creekbed, riverbed or lalce

provided, however, that this Subsection shall not apply to snowmobiles or other vehicles being operated on the ice covering such creekbed, liverbed or lake.

(3) Operation shall mean the physical manipulation or activation of any of the controls of a motor vehicle necessary to put it in motion.

(4) Motor Vehicle shall mean, for purposes of this Section, any vehicle which is self­propelled and shall include but not be limited to automobiles, trucks, jeeps, vans, motorcycles, motorbikes, go-karts, mot01ized three-wheeled vehicles, all-terrain vehicles, motorized scooters, light utility vehicles, mopeds, snowmobiles, dune buggies and tractors. Motor vehicle shall not mean any airplane, railroad train, boat, wheelchair or bicycle. A vehicle which would otherwise be defined as a motor vehicle under this Section shall not be so defined while: a. It is being operated solely for the purpose of construction or maintenance of an

improvement to land or solely for access to construction or maintenance sites provided such operation is by persons having legitimate business on such lands or sites;

b. It is being operated by or at the direction of public employees or utility company employees as part of their employment duties.

c. It is being operated by the holder of an easement or right of access on or over the land on which operation is occmTing or the holder's employees or agents.

(c) Unauthorized Off-road Operation Prohibited. (1) The unauthodzed off-road operation of a motor vehicle is prohibited. (2) Except for authorized maintenance vehicles and snowrµobiles or all-terrain vehicles

(per Section 10-4-3) operating in areas authorized by the Village Board, it shall be unla\vful to operate any minibilce, go-kart, all-terrain vehicle, mot01ized scooter, light utility vehicle, or any other motor-ddven craft or vehicle principally manufactured for off-highway use on the Village streets, alleys, parks, sidewalks, bilceways, parking lots or on any public lands or p1ivate lands or parking lots held open to the public. The operator shall at all times have the written consent of the owner before operation of such craft or vehicle on private lands.

(d) Golf Cart Use in the Village. Golf carts may operate directly from a Village resident's home to the golf course and directly back on Village streets. No more than two (2) occupants shall be allowed on a golf cart at any one time. All golf carts shall be operated during daylight hours only. Operation shall only be allowed between April 1st and November 1st of the calendar year. .Operators must be at least eighteen (18) years of age or sixteen (16) years of age with a valid driver's license. Operators are to obey all traffic laws.

Sec. 10-4-3 Mini-Bikes and Self-Propelled Vehicles Regulated.

(a) Definitions. The following definitions shall be applicable in this Section: (1) Mini-Bike. Any motorized vehicle primaiily used for transportation or sport,

including, but not limited to, motorcycles, off-the-road trail bikes and motorized bicycles.

(2) Self-Propelled Vehicles. Any motorized vehicle primarily used for off-the-road use, including but not limited to, go-caits, all-terrain vehicles and all other vehicles not registered pursuant to Chapter 341, Wis. Stats., but not snowmobiles.

(3) Motorized Vehicle. Any self-propelled device in, upon or by which any person or property is or may be transp01ted.

( 4) Highway. All public ways and thoroughfares and bridges on the same. It includes the entire highway right-of-way width, not limited to the actual traveled portion, but also includes the shoulders, ditches and other areas adjacent thereto.

(b) Operation of Mini-Bikes and Self-Propelled Vehicles. No person shall operate a mini­bike or self-propelled vehicle in the Village of Grantsburg in the following manner: (1) At a rate of speed that is unreasonable or imprudent under the circumstances. (2) In any careless way so as to endanger the person or prope1ty of another. (3) While under the influence of intoxicating liquor, fennented malt beverages, narcotics

or other controlled substances. (4) In such a way that the exhaust of the motor makes an excessive or unusual noise. (5) Without a functioning muffler. (6) Upon any public highway, street or alley, or upon any sidewall<. or parkway in the

Village of Grantsburg unless such vehicle is registered as required by Chapter 341, Wis. Stats., and its operation and operator ai·e specifically permitted to operate the said vehicle by the Wisconsin Statutes or by Title 10, Chapter 3 of this Code of Ordinances.

(7) Upon any slide, ski or skating area, except for the purposes of serving the area or crossing the places where marked.

(8) Upon any lands owned, operated or leased by the Village of Grantsburg. (9) Upon a cemetery, burial ground, school or church property, without the express

consent of the owner. (c) Liability of Parent or Guardian. No parent or guardian of any child under the age of

eighteen (18) years shall authorize or permit such child to violate any of the provisions of this Section. Any child under the age of eighteen (18) years who shall operate a mini-bike or self-propelled device shall be presumed to be operating said vehicle under the authority of a parent or guardian.

(d) Penalties. Any person who shall violate this Section shall, upon conviction thereof, forfeit for each offense not less than Twenty-five Dollars ($25.00) nor more than Two Hundred Dollars ($200.00), together with the costs of prosecution and in default of payment of such forfeiture and costs of prosecution shall be imprisoned in the county jail not to exceed thirty (30) days.

Sec. 10-4-4 Speed Limits.

No person shall operate ai1y all-terrain vehicle within the Village of Grantsburg at a speed in excess of twenty (20) miles per hour. No person may operate an all-terrain vehicle on a designated access route within the Village of Grantsburg at a speed in excess of ten (10) miles per hour.

Article K: Accessory Uses and Structures; Screening and Landscaping; Fences and Hedges

Sec. 13-1-200 Accessory Uses or Structures.

(a) Building Permit Required for Accessory Buildings. (1) Permit Required. No owner shall, within the Village of Grantsburg, build, construct,

use or place any type of an accessory structure or building, including prefabricated . accessory buildings, until a building permit shall have first been obtained from the Building Inspector. Application for an accessory structure permit shall be made in writing to the Building Inspector. With such application, there shall be submitted a fee pursuant to the Village Building Code fee schedule and a complete set of plans and speeifications, including a plot plan or drawing accurately showing the location of the proposed accessory structure with respect to adjoining alleys, lot lines and buildings. If such application meets all requirements of this Section, the application shall be approved.

(2) Applicability to Temporary, Movable and Permanent Buildings. For purposes of this Zoning Code, no regulatory distinction is made between temporary, permanent, prefabricated or movable accessory buildings (such as those mounted on skids).

(b) Principal Use to be Present. An accessory use or structure in any zoning district shall not be established prior to the principal use or structure being present or under construction, unless a special limited-duration one-time waiver is granted by the Village Board due to unique circumstances. Any accessory use or structure shall conform to the applicable regulations of the district in which it is located, except as specifically otherwise provided.

(c) Number of Permitted Garages and Accessory Buildings on Residential Lots. (1) Placement Restrictions. Residential accessory buildings, which are not a part of the

main building, shall not be permitted in the front yard. Accessory buildings and structures such as swimming pools, heating-air conditioning equipment and wind and solar energy conversion equipment are permitted, provided such buildings, structures or equipment: a. In the aggregate, shall not occupy more than thirty-five percent (35%) of any

required rear yard areas, or be larger than one thousand five hundred (1,500) square feet.

b. Shall be located no closer than three (3) feet from any part of any other building or structure.

c. Shall comply with all applicable Village setback requirements for principal structures.

d. Attached garages shall not be larger than fifty percent (50%) of the total area measured on the main floor of the garage and house area combined. The total garage size cannot exceed one thousand five hundred (1,500) square feet.

(2) Carports. For purposes of this Section, a carport, as defined in Section l3-l-320(a)(57), shall be considered to be a garage.

(d) Standards for Attached Accessory Buildings/Garages. (1) Setback Requirements. All accessory buildings which are attached to the principal

building shall comply with the yard/setback requirements of the principal building. (2) Determination of Attached Status. When accessory buildings are attached to the

principal building by a breezeway, passageway or similar means, or are separated by a nominal gap, they are considered to be a part of the principal building and shall comply in all respects with the yard/setback requirements and local building code requirements for the principal building.

(3) Square Footage limits. Accessory structures attached to the principal building shall not exceed the square footage of the non-accessory portion of the principal building.

( e) Standards for Detached Accessory Buildings; Lot Area Coverage; Square Footage. (1) Front or Side Yard Placement Prohibited. No detached accessory building shall

occupy any portion of the required front or side yard. (2) Height. Single-story garages and other single-story detached accessory buildings shall

be twenty (20) feet or less in height. Two-story garages and other detached accessory buildings shall be twenty-five (25) feet or less in height.

(3) Setback from Other Accessory Buildings. No detached accessory building shall be located within five (5) feet of any other accessory building.

(4) Exterior Finishes; Setbacks. Galvanized exterior finishes are not permitted on detached accessory structures. Setbacks shall be as prescribed by district regulations. All accessory structures and garages shall be constructed of durable materials and shall not utilize fabric/plastic/rubber materials used in such a fashion or manner so as to be a substitute for building walls and/or roof or roofs of said accessory structure or garage.

(5) Lot Area Coverage Determination. The dimensions of any swimming pool, children's play structure, detached garage, tennis court and other detached accessory buildings/ structures shall be included in the determination of available lot area coverage for accessory structures.

(6) Setback from Principal Structure. An accessory building shall not be nearer than ten (10) feet to the principal structure unless the applicable building code regulations in regard to one (1) hour fire-resistive construction are complied with. In no event can the accessory uses or structures be forward of the front line of the principal structure.

(7) Required Roof Overhangs. All detached structures over one hundred fifty (150) square feet in size, in a residential district, must have a minimum one (1) foot overhang with facia and soffit on all sides, unless an alternative option is approved by the Village Board, upon the recommendation of the Plan Commission.

(8) Setback/Yard Requirements. Except where a zoning district requires specific setback standards, detached accessory structures shall not be closer than three (3) feet

to any lot line. The rear yard setback for detached garages and accessory buildings in the R-1, R-2, R-3 and R-4 Districts shall be twelve (12) feet.

(f) Use Restrictions - Residential District. Accessory uses or structures in residential districts shall not involve the conduct of any business, trade or industry except for home occupations as defined herein and shall not be occupied as a dwelling unit. Accessory buildings shall not be used for residential purposes.

(g) Placement Restrictions - Nonresidential Districts. Except where a zoning district requires specific setback standards, a11 accessory use or structure in a business, manufacturing or other non-agricultural zoning district may be established in the rear yard or side yard and shall not be nearer than five (5) feet to any side or rear lot line.

(h) Corner Lots. When an accessory structure is located on the rear of a reversed corner lot, it shall not be located beyond the front yard required on the adjacent interior lot to the rear, nor nearer than three (3) feet to the side line of the adjacent structure.

(i) Landscaping Uses. Accessory structures and vegetation used for landscaping and decorating may be placed in any required yard area. Permitted structures and vegetation include flag poles, ornamental light standards, lawn furniture, sun dials, fountains, statuary, bird baths, trees, shrubs and flowers and gardens, pursuant to Subsection (m) below.

U) Temporary Accessory Uses. Temporary accessory uses such as real estate sale field offices or shelters for materials and equipment being used in the construction of the permanent structure may be permitted by the Zoning Administrator.

(k) Garages in Embankments in Front Yards. Where the mean natural grade of a front yard is more than eight (8) feet above the curb level, a private garage may be erected within the front yard, provided as follows: (1) That such private garage shall be located not less than five (5) feet from the front lot

line; (2) That the floor level of such private garage shall be not more than one (1) foot above

the curb level; and (3) That at least one-half (112) the height of such private garage shall be below the mean

grade of the front yard. (l) Outdoor Lighting. Outdoor lighting installations shall not be permitted closer than three

(3) feet to an abutting property line and, where not specifically otherwise regulated, shall not exceed fifteen (15) feet in height and shall be adequately shielded or hooded so that no excessive glare or illumination is cast upon the adjoining properties and shall not register more than one-half foot candles at the property line.

(m) Lawn Accessories. Walks, drives, paved terraces and purely decorative garden accessories such as pools, fountains, statuary, sun dials, flag poles, etc., shall be permitted in setback areas but not closer than three (3) feet to an abutting property line other than a street line.

(n) Retaining Walls. Retaining walls may be permitted anywhere on the lot, provided, however, that no individual wall shall exceed six (6) feet in height, and a terrace of at least three (3) feet in width shall be provided between any series of such walls.

(o) Children's Play Structures. For purposes of this Section, children's play structures, including play houses, tree houses or elevated play structures and climbing gyms, shall be considered accessory structures and shall comply with the requirements of this Section, specifically setback standards, whether such play structures are placed on a foundation or not. Swing sets, slides and sandboxes are not considered children's play structures for purposes of this Section. A building permit is not required for the construction of a play structure. Play structures shall not be used for storage or be constructed out of materials that would constitute a nuisance.

(p) Terrace Area Restrictions. In addition to the definitions and restrictions contained in Title 6, Chapter 2 of this Code of Ordinances, no person shall place any accessory structure or use, including landscaping ornaments, stones and basketball backboard/hoops, in the terrace area.

(q) Offensive Uses Prohibited. No accessory use shall be dangerous, obnoxious or offensive to persons residing in the vicinity, nor shall it impair the use, enjoyment or value of any property.

(r) Prohibited Dwelling Use. No accessory dwelling unit in any Residential District shall be used or let for living purposes, whether for compensation or not.

(s) Gardening. Home gardening is a permitted accessory use on any residential lot with a dwelling or the principal use on any vacant lot or parcel.

(t) Dog Houses/Runs. Dog houses and/or runs shall comply with the setback requirements in Section 13-l-202(n).

(u) Agricultural Structures. Agricultural structures in properly zoned agricultural districts such as barns, silos and windmills shall not exceed in height twice their distance from the nearest lot line.

(v) Tents; Fabric-Covered Structures; Hoop-Supported Structures. (1) Prohibited Use as Permanent Accessory Structure. No tent, plastic or fabric­

covered structure, or a structure supported by hoops or a tubular frame, may be used as a permanent accessory structure in a non-agricultural district; such structures may be erected and used no more than six (6) months per year without being removed. An exception is that a plastic or fabric-covered hoop-supported or tubular greenhouse may be maintained if used exclusively for personal greenhouse use.

(2) Anchoring Requirement. Any permitted tent, plastic or fabric-covered structure, or a structure supported by hoops or a tubular frame shall be fastened or anchored in a stable manner to the ground.

(3) limitations on Utility Service. No plumbing, electrical, heating or other utility service may be installed in a tent, plastic or fabric-covered structure, or a structure supported by hoops or a tubular frame except for seasonal use in personal greenhouses. A tent shall not be used as a dwelling other than for temporary recreational use.

( 4) Compliance with Accessory Building Requirements. Any tent, plastic or fabric­covered structure, or a structure supported by hoops or a tubular frame, shall comply with the dimensional and yard/setback requirements of this Section.

RESOLUTION FOR COUNTY LIBRARY LEVY EXEMPTION

Whereas, Wisconsin Statutes s. 43.64(2) provides for the exemption from the county library levy for any municipality's share of the county library levy, and

Whereas, the Village of Grantsburg has appropriated and will expend up to $78,000 on local library service, and the Village of Grantsburg's share of the 2017 County library levy is $4,965.07

Now, Therefore, the Village of Grantsburg hereby applies for exemption from the Burnett County library levy for 2017.
