Notice Inviting Tender
Purchase of 50 Residential Flats at Kolkata
IDBI Bank Limited (the Bank) is a company incorporated and registered under the Companies Act, 1956 and a banking company under section 5 (c) of the Banking Regulation Act, 1949 and wants to purchase 50 residential flats (with covered/open car parking for each flat) at various locations viz Tollygunge, Ballygunge, EM Bypass, Lake Town, New Town, Shyambazar, Beliaghata in Kolkata on ownership basis, complete with all necessary permissions from the concerned local authorities for use as residential accommodation. These flats must have clear and marketable title, free from encumbrances. The flats which are ready for immediate occupation and guaranteed possession will only be considered. The requirement of flats is as under:

The offers shall be from the reputed promoters/developers/builders having experience in construction of residential flats will be preferred. Offers for minimum 50 flats in one block or complex will be preferred. If 50 flats are not available in one block or complex/building or the rates quoted for the flats by the bidder appears on higher side, Bank may purchase the 50 flats at other places within the Locations. 2. The prospective builders / vendors meeting the above requirement may download the non-transferable Tender Documents (Technical Bid and Price Bid) from the website of the Bank i.e. www.idbi.com or collect the same from the under mentioned branch office of the Bank . The Tender Documents will be issued between 10.00 a.m. to 5.00 p.m. (Monday to Friday) and between 10.00 a.m. to 01.00 p.m. on Saturday from February 18, 2015 to March 5, 2015 (excluding Bank Holidays and Sundays), at the following address. The last date and time for receipt of the Tender Documents shall be 03.00 p.m. on March 6, 2015. Tender Document received by the Bank after 03.00 p.m. on March 6, 2015 onwards shall be rejected outright. 3. If the bidder has flats to be offered, at different locations in Kolkata, within the Location, separate Tender Documents has to be submitted for each location of the flats. Bidder submitting less than 25 flats in one complex will be disqualified. 4. The completed Tender Documents in separate sealed envelopes, duly marked as “Technical Bid” and “Price Bid” are to be placed in a single cover super scribed “Tender for Residential Flats at Kolkata” along with legible copies of credentials like clear title certificate, Municipal /other competent authorities’ approval, sanctioned layout plans etc. as prescribed herein should be submitted on or before the day and time prescribed for submission. 4.1 Duly filled Tender Documents in English language along with legible copies of all supporting documents shall be submitted as under: i) Envelope marked as I: Price Bid to be put in this envelope and sealed. This envelope would be super scribed as Price Bid. The envelope will be opened if the offer is found suitable. ii) Envelope marked as II: Technical Bid, duly completed in all respects to be put in this envelope and sealed. The envelope would be super scribed as Technical Bid. iii) Envelope marked as III: The above two sealed envelopes No. I & II be placed in envelope No.III and sealed (i.e. envelope marked as III, will contain two envelopes marked as I & II). This envelope marked as No.III would be superscripted as “Offer for Residential Flats at Kolkata”. 4.2 The duly filled in and sealed and super scribed tender envelope must be dropped in the Tender Box placed at the above address of the Bank. 5. Tender Document fee of Rs.2,000/- (non-refundable) to be credited through electronic mode (NEFT/RTGS) to the Bank’s Current Account No 0135102000002240 IFSC code IBKL0000135 at its branch situated at IDBI House,44 Shakespeare Sarani, Kolkata and receipt should be enclosed along with the Technical Bid. An initial Earnest Money Deposit of Rs.5,00,000.00 (Rs. Five Lakh Only)(the EMD) also to be credited through electronic mode (NEFT/RTGS) to the Bank’s Current Account No. 0135102000002240 IFSC code:- IBKL0000135 at its branch situated at IDBI House, 44 Shakespeare Sarani, Kolkata and receipt should be enclosed along with the Technical Bid. The EMD of Bidders who are not qualified after opening of their Price Bid will be returned through electronic mode only to the Bidder within 60 days (without interest) from the date of opening of Price Bid. The EMD will be forfeited if the bidder withdraws their offer/bid before

opening the Price Bid for any reasons whatsoever. Offers/bid without Tender Document fee and EMD shall not be considered by the Bank.
6. The Technical Bids will be opened on March 6, 2015 at 03.30 p.m. at the above address in presence of the bidders, who wish to be present. All the bidders are advised in their own interest to be present on that date at the specified time. No separate intimation will be given in this regard. 7. Offers from Brokers/Intermediaries shall not be entertained by the Bank and shall be rejected without assigning any reasons. The Bank does not pay brokerage/commission. 8. Bank reserves the right to reject any or all the tender without assigning any reasons whatsoever. The Bank also reserves its right to amend/modify/alter/withdraw/cancel this tender any point of time without assigning any reasons whatsoever. Canvassing in any form will disqualify the bidder. No brokerage will be paid.

Evaluation of Technical Bid
1. The Bank has adopted system of Combined Quality Cum Cost Based System (CQCCBS) for evaluation of Technical bid received. The salient features of the evaluation system are mentioned as under:- 1.1 All the offers received will be screened and short listed by an in-house Committee of the Bank based on the requirement specified and the details submitted by the bidder, and carrying out inspection of the offered sites. The bidder should have flats in ready condition for the inspection of the Committee, immediately after opening of the “Technical Bid” (Photographs of flat should be attached with, Technical bid). All such short listed offers will be further inspected and examined by the Committee and will be further evaluated on the qualitative aspects in various parameters. The detailed list and marks assigned to each parameter is as under:

Evaluation will be done for different locations as specified and offered separately. Price Bid will be
opened only if the bidder has deposited requisite amount of Security Deposit as mentioned in the
Tender Document (Clause No. 1.2).

Bidders are advised to note importantly that evaluation of offers will be under Combined Quality
cum Cost Based System (CQCCBS). The methodology under this system will be as under:
i) Preliminary evaluation of the technical bids will be done to ensure that the bidders fulfill the
basic selection criteria as per detailed terms and conditions specified in the tender documents.
ii) Thereafter, the technical bids will be subjected to detailed evaluation by allotting marks on
various parameters/criteria prescribed in the bid document to arrive at the qualifying marks.
iii) Qualifying marks obtained by each bidder will be allotted a weightage of 60% while the Price
Bid will be allotted weightage of 40%.
iv) The Price Bids of only those bidders who qualify technically by obtaining a minimum
qualifying mark of 50% in their technical evaluation, will be opened.
v) Price bid of the bidder with the lowest cost will be given a financial score of 100 and other bids
will be given financial score that are inversely proportional to their quoted prices. Similarly
technical bid of the bidder having obtained highest marks will be given technical score of 100 and
other bids will be given technical score inversely proportional to the marks obtained by them.
vi) The total score, both technical and financial, shall be obtained by weighing the quality and cost
scores and adding them up.
vii) On the basis of the combined weightage score for quality and cost, the bidders shall be ranked
in terms of the total score obtained. The bidder obtaining the highest total combined score in
evaluation of cost and quality will be ranked as H-1 followed by the bidders securing lesser marks
as H-2, H-3 etc. The bidder securing the highest combined score and ranked as H-1 will be invited
for negotiation, if required and shall be considered for awarding the contract/order. The formula for
working out the combined score will be as under:

T (w) stands for weightage for Technical score i.e. 0.6
T(s) stands for Technical score evaluated as mentioned in (v) above
F(w) stands for weightage for Financial score i.e. 0.4

We produce below an example to clarify the matters. Suppose, there are three bidders (A, B & C)
qualified based on the marks received / technical parameters and the marks received by them and
rate quoted by them are as under:

For the purpose of evaluation, the three bidders will be given scores as under:

A = 0.6 X 100 + 0.4 X 89.285 = 95.714 (H1)
B= 0.6 X 87.5 + 0.4 X 100 = 92.50 (H3)
C= 0.6 X 93.75 + 0.4 X 96.153 = 94.112 (H2)
Bidder ‘A’ is the successful and L-1. Bank may purchase flats from L-1 after due evaluation. In
case, the complete requirement of flat is not fulfilled by the L-1 bidder, Bank may purchase flats
from L-2 at the rate agreed by L-1 multiplied by the percentile of marks obtained by L-2 in the
Technical Bid or the actual rate quoted by L2 in the Price Bid whichever is lower. Even if the
requirement is not fulfilled, then Bank may purchase flats from L-3 also at the rate agreed by L-1
multiplied by percentile of marks obtained by L-3 or the actual rate quoted by L3 in the Price Bid
whichever is lower. In case there is a tie between two bidders they will be asked to furnish their
revised rates in a sealed cover. There is no binding on the Bank to purchase flats from any of the
bidders.

1.2. Security Deposit (SD): All the bidders whose offers are finally short listed for opening their Price Bid, have to deposit SD @ Rs 5,000/- (Rupees Five Thousand Only) per flat subject to maximum of Rs.2,50,000/- (Rupees Two Lakh Fifty Thousand Only) towards all the flats offered for sale by the bidder. The amount should be credited through electronic mode (NEFT/RTGS) to the Bank’s Current Account No. 0135102000002240 IFSC code:- IBKL0000135 at its branch situated at IDBI House,44 Shakespeare Sarani, Kolkata and receipt of the same to be submitted to the Bank before opening their Price Bid. The Price Bid without SD shall not be opened and their offer/bid shall stand automatically rejected. EMD and SD will be forfeited if the bidder fails to honor the commitment in any manner. EMD and SD of unsuccessful bidders will be returned (without interest) through electronic mode only to the bidder within 60 days of opening of Price Bid. In case, any of the bidder fails to participate in the Price Bid, the Bank shall have the right to proceed with the remaining bidder / bidders 1.3. The tender consists of two parts i.e. Technical Bid including terms & conditions and Price Bid.
Separate Technical Bid and price Bid are to be submitted for each proposal. In case of similar type
of flats in a building, only one proposal needs to be submitted. The Technical Bid and Price Bid
should be sealed in separate envelopes duly marked Technical Bid and Price Bid. Both the envelops
should be placed in a single cover super scribed “Tender for Residential Flats at Kolkata”

Purchase of Residential flats at Kolkata TERMS AND CONDITIONS: 1.1 The terms and conditions shall form part of the tender to be submitted by the bidder. 1.2 Tender document received by the Bank after due date and time i.e. after 03.00 p.m. on March 6, 2015 onwards shall be rejected outright. 1.3 The tenders duly filled and supported by relevant documents should be dropped in the Tender box at the following address: The Deputy General Manager, IDBI Bank Ltd., FIMD Deptt, 7th Floor, 44 Shakespeare Sarani,
Kolkata- 700017.
1.4 All columns in the tender document must be duly filled and no column should be left blank.
“Nil” or “Not Applicable” should be marked where there is nothing to report. All the pages of the
tender documents should be signed by the authorized signatory of the bidder. Any over-writing or
use of white ink should be duly authenticated by the bidder. The Bank reserves the right to reject
incomplete tenders or in cases where information submitted is found incorrect.
1.5 In case the space in the tender document is found insufficient, the bidder may use separate
sheets to provide full information.
1.6 The offer should remain valid at least for a period of four months (120 DAYS) from the date of
opening of Technical Bids. During the validity period of the offer, the bidder should not withdraw /
modify the offer in terms of price and other terms and conditions quoted in the technical and price
bids. The undertaking should be submitted along with the Technical Bid.
1.7 Priority/preference will be accorded to property to be sold or disposed of by Public Sector
Banks/ Undertakings or Government Departments.
1.8 Purchase Preference shall be given under Purchase Preference Policy (PPP) of Govt. of India
for flat offered by Central Public Sector Enterprises (CPSEs).

1.9 There should not be any deviation in the terms and conditions as have been indicated in the
tender. In the event of imposition of any other condition the bidder is required to attach as separate
sheet marking “list of deviations”.
1.10 Canvassing in any form will automatically disqualify the bidder. No brokerage will be paid.
1.11 Property should be situated in good residential area in the Locations with congenial
surroundings and proximity to public amenities like railway station, bus stop, bank, market,
hospitals, schools, post office, etc. The flat/building/property shall also be elevated and not prone to
water logging. The locality shall have amenities of water supply, sewerage, storm water drain etc.
1.12 Offers which are ready for possession or guaranteed possession within 3 months will be
considered / preferred. Even offers which are ready for possession and application has been made
for issue of building use/occupation certificate/application yet to be made for issue of building
use/occupation certificate but guaranteed to be obtained within 3 months will be
considered/preferred. Preference will be given to offer received providing all flats in one building.
Offers of extended constructions over the existing buildings with external columns will not be
considered.
1.13 Bank will not make any advance payment. Any advance payment to the successful
bidder before execution of sale deed and possession will be made only against Bank
Guarantee. Payment will be credited by electronic mode (NEFT/RTGS) in the account of the
bidder only.
1.14 The particulars of amenities provided / proposed to be provided inside the flat, building,
complex should be furnished in the Technical Bid.
1.15 Carpet area
The carpet area would mean the usable carpet area at any floor level BASED ON NET
FINISHED WALL TO WALL INTERNAL ROOM MEASUREMENTS EXCLUDING
EXTERNAL WALLS, INTERNAL WALLS, DUCTS, SHAFTS, ALL PARTIALLY
COVERED AND UNCOVERED BALCONIES, DRY BALCONIES, FLOWER BEDS,
COMMON AREAS OUTSIDE THE FLAT. 50% AREA OF ONLY THE FULLY
COVERED BALCONIES WHICH ARE 900 MM WIDE AND ABOVE TO BE INCLUDED

IN THE CARPET AREA CALCULATION.BALCONIES LESSER THAN 900MM IN
WIDTH WILL NOT BE CONSIDERED FOR INCLUSION IN CARPET AREA OF THE
FLAT.
Joint measurement will be taken in the presence of bank officials and bidder / authorized
representative for computing/finalizing the exact carpet area. In case of flats of different areas
available per floor, if the average carpet area of all the flats on the floor is within the above
mentioned cut off levels, Bank may consider the same. This is specially so as to get exclusive
possession of whole wing / whole building.
1.16 Technical Bids will be opened on March 6, 2015 at 3.30 p.m. in the presence of the bidders/
authorized representatives. All the bidders are advised in their own interest to be present on the date
at the specified time. No separate intimation will be given in this regard.
1.17 The short-listed properties will be visited by Bank Officials (committee) / empanelled Valuers
& Architect for assessing the valuation and to verify the quality of construction, materials used, etc.
The bidders should provide the requisite information / documentary proof to the visiting officials /
Banks approved valuers for verification.
1.18 The particulars of flat numbers floor-wise, wing, building name, etc. should be furnished in
the Technical Bid. Details of measurements of the proposed flat offered should invariably be
furnished in the Technical Bid.
1.19 The flat/building/property offered should be free from encumbrances and have clear and
Marketable title. Adequate documentary evidence to this effect should be furnished along with the
Technical Bid.
1.20 While furnishing the information in Technical Bid, full details of the items / materials used
including the brand name, size, quantity, quality, etc. should be furnished for each and every item
in the respective columns. In case of flooring, windows, doors, door shutters, etc. full particulars of
quality of material used, thickness, size, brand name, etc. should be furnished. These details are
subject to verification.
1.21 Plans duly approved by municipal authorities/competent authority should be submitted along with the Technical Bid. Particulars of TDR used, if any, and the eligible FSI and FSI

used, etc. are to be furnished in the respective column along with the requisite certificates issued by the competent authorities. For old buildings, NOC from the Society may be enclosed. 1.22 All the legal documents required by the Bank for verification of the title clearance of the property should be submitted. The title certificate issued by Banks Solicitor / Advocate only shall be considered. 1.23 It is the policy of the Bank to issue Public Notice in the leading newspapers inviting claims from the public, if any, before entering into Agreement for sale/ Conveyance Deed for the flats. Bank shall enter into individual Agreement for Sale/Conveyance Deed for each flat. The bidder should not have any objection in this regard. 1.24 The bidders, at their own cost, shall obtain Income Tax and other statutory clearances as and when required. 1.25 The following documents should be mandatorily enclosed with the offers: a) Copy of sanctioned plan and layout. b) Copy of title investigation and Search Report for last 20 years along with copy of Title documents. c) Copy of Building use permission / Occupation Certificate from competent authority. In case the same is yet to be applied and obtained, the bidder should arrange for getting it within 3 months time. d) Structural Stability Certificate from licensed structural engineer of Municipal Corporation / Local authority. e) Site plan copy. f) NOC from the Society, in case offered flat is in a complex of the Society. g) Bidder’s constitution documents like Articles of Association & Memorandum of Association / Partnership Deed / Proprietorship registration document etc. or any other related document specified by the Bank. h) Unconditional Acceptance of Terms & Conditions of tender and Tender Documents. i) Undertaking from Bidder that no financial assistance has been availed for the purchase of the land and/or construction of flat/building. In case there is mortgage on the property, NoC from respective bank/FI.

1.26 Bank reserves the right to accept or reject any or all the tenders / offers without assigning any reason whatsoever. 1.27 A pre-bid meeting of all the intending bidders desirous of attending shall be held on March 2, 2015 at 11.00 AM at Bank’s Office at 7th or 8th floor, FIMD Deptt, 44 Shakespeare Sarani, Kolkata-700017 where the intended bidders can have detailed dialogue regarding the tender, procedure for filling tender in the Technical bid, financial Price Bid or any other matter/clarifications covering the tender.

Declaration
I/We further declare, confirm and undertake:
(a) That the flat has clear marketable title and the premises is free from all court cases, litigation,
execution proceeding, attachment and is free from any or all kind of dispute, whatsoever in nature.
(b) That the flat/property will be delivered mortgage free, if mortgaged, at the time of registration.
(c) That the drafts of all documentation for transfer to title in favour of the Bank, which may be
finalized by the Bank and its solicitors/lawyers, shall be final and binding on me/us.
(d) That all the outgoing and other expenses will be borne by the Bank from the date of handing
over of possession of the flat on conclusion of the sale transaction, whichever is later. Any
expenditure/expenses prior to the said date will be borne by me/us.
(e) To furnish the No Dues Certificate / NOC from the concerned Society, for which the entire
payment will be made by me/us.
(f) That the transfer fees or any other charges or contributions or outgo and all other expenses
demanded by and / or payable for transfer of the offered flats to the Society, or to any other
entity/authorities etc. incurred by either parties shall be borne and paid by me/us alone.
(g) I/We am/are aware that the Bank is not bound to accept the lowest or any or all the Tenders and
will not be required to give any reason for rejecting any Tender.

TERMS & CONDITIONS
1. The offer is valid for four months from the date of opening of technical bids. During the validity
period of the offer I/We, irrevocably undertake not to withdraw / modify the offer in terms of price
and other terms and conditions.
2. The rates quoted per sq.ft. for carpet area should be inclusive of all charges whatsoever. (Viz.
for charges such as car parking area charges, maintenance charges, formation of society & apex
body charges, electricity/water/gas connection charges, corpus fund for club house, etc)

3. Bank will not make any upfront payment towards the cost of the flats or any charges.
4. The bidder whose offer is finalised should execute the conveyance deed simultaneously with
possession of the flats complete in all respects within the time frame informed by the Bank.
Separate Conveyance Deed will executed for each flat.
5. Payment Terms: 95% of the cost of flat shall be made at the time of registration of the sale deeds
/ taking over the flat (Building use permission/Occupation Certificate along with water, electrical
and sewerage connection should be ready at the time of registration) and 5% of the cost will be held
as retention money towards defect liability to be payable after a period of one year or expiry of the
first monsoon/after formation of apex body (if applicable) whichever is later. During defect liability
period, the bidder has to undertake all repairs / structural repairs to the building internal / external at
his own cost.
6. The carpet area would mean the usable carpet area at any floor level BASED ON NET
FINISHED WALL TO WALL INTERNAL ROOM MEASUREMENTS EXCLUDING
EXTERNAL WALLS, INTERNAL WALLS, DUCTS, SHAFTS, ALL PARTIALLY
COVERED AND UNCOVERED BALCONIES, DRY BALCONIES, FLOWER BEDS,
COMMON AREAS OUTSIDE THE FLAT. 50% AREA OF ONLY THE FULLY
COVERED BALCONIES WHICH ARE 900MM IN WIDTH AND ABOVE TO BE
INCLUDED IN THE CARPET AREA CALCULATION.BALCONIES LESSER THAN
900MM IN WIDTH WILL NOT BE CONSIDERD FOR INCLUSION IN CARPET AREA
OF THE FLAT.
