A note on criminal gangs of Mewat

Brief physiological features of Mewat region• Though Mewat is a district in Haryana

but ‘Mewat’ which is a subject matter of discussion refers to the region which is infamous for its criminal gangs. The territorial region falls between the important urban centers of Delhi, Agra and Jaipur and consists of Mewat district and parts of Palwal, Gurgaon, Faridabad districts of Haryana, parts of Kosi and Bulandshahar of Uttar Pradesh and parts of Bharatpur and Alwar of Rajasthan. It is a myth to equate that criminal gang of Mewat hails from only Mewat district of Haryana.

Criminal elements of Mewat Region Mewat region has been gaining notoriety as budding ground of criminals

for the last two decades. Several criminal gangs are on records that are operating in Delhi for

committing criminal activities. They earlier indulged in cow slaughtering and came to Delhi just to pick

the livestock which were roaming free, but of late, they are also involved in

M.V. Theft Shutter cutting and night burglary Car/truck jacking/highway robbery

They have graduated from committing petty thefts to brutal murders. They use large/heavy vehicles preferably - TATA 407, Mahindra Pick-up

van etc.

General Profile Gang members are generally illiterate and don’t have any regular

source of income. Spend all their looted money in alcohol and drugs. Generally, move in a group of six to 10 people and carry firearms. Use code names and have several aliases. Generally, they target the moving cattle and roam around for cattle

lifting However, of late they have also started targeting of

industrial/commercial area of Delhi for committing robbery. Currency notes of Rs. 10 denomination are normally kept in bundles

folded vertically by Mewati criminals to pay toll tax.

Changing trends

Some recent instances have revealed that due to the peculiar topography of Mewat region and close relationship of criminals among themselves and particularly its proximity to Delhi and NCR, Mewat is being seen as a safe place for extremists.

The new breed of technologically strong Mewati gang of thugs is now coming up. The use of Cellphones is universal.

Use of firearms was always present but now has increased in view of frequent face-offs between police and criminals.

Even today, the police team feels unsure in mounting a raid at a Mewati Village without a large contingent of force & reinforcement.

While cattle-lifting, has remained the primary motive behind Mewati excursions but in recent crimes of gang rape, ATM Vault robbery and murder of police constable have added a new dimension to the Mewati crime trends.

The Mewati gangs have now also diverted into counterfeit currency smuggling and some modules have been busted in Rajasthan.

Modus Operandi They often take vehicle on rent. However, owner and driver are close

confidant. The vehicles used by them have iron guards at front and back to hit

vehicles intercepting them. They carry country made weapons, stones and bricks in the vehicles to

launch offensive attack if police party chases them. When chased by police, they first start throwing stones and bricks.

They even fire when intercepted/chased by patrolling police parties If required, they throw the stolen cow on the chasing vehicle as well.

Suggested Remedial measures to contain criminal Gangs of Mewat region

To identify the usual routes used by these gangs. Having strong police pickets with barricades and tyre killer to forcibility

stop the offensive vehicle. To have thorough checking of vehicles at borders and staff deployed at

border check posts should be adequately briefed and supervised regularly.

To activate ‘sources’ in Mewat region who could provide reliable/specific inputs regarding movement of Mewati gangs.

To identify local conduits, if any, of these gangs in Delhi and other places.

To identify the persons whom these Mewati gangs supply/dispose of the cow (meat) and other stolen goods.

Close liaison between police personnel at borders. To closely monitor the communication network used by these gangs. To inculcate sources at auto-workshops in Mewat region to give inputs

about these gangs as the gangs, after committing crime, go to workshops for denting/painting and for alibi that the vehicle was parked at the workshop for repair.

Mohd. Anees Gango Case FIR No. 538/09 dated 22.11.2009 u/s 379/411/34 IPC,

PS Malviya Nagar

South District Police had arrested six members of an interstate Mewati gang of auto lifters/robbers who were involved in several cases of auto lifting/robbery of motorcycles in Delhi and NCR. With their arrest, 23 cases of MV thefts were solved and 13 motorcycles, a bunch of master/duplicate keys of different vehicles and instruments used for changing the engine/chassis number were recovered from them.

Cases registered in the year 2010

The infamous Dhaula Kuan rape case committed by a gang of Mewati Criminals in the year 2010 made headlines; therefore, it needs special mention here.

Case FIR No.248/10 dated 24.11.2010 u/s 365/506/376 (g) IPC PS Dhaula Kuan – Dhaula Kuan Rape Case

The Mewati criminals were travelling in a white Bolero pick up van. While they were heading towards Outer Delhi, on the ring road, they noticed a Tavera with girls sitting in the vehicle.  They trailed it for a while and saw that some girls got down on the main ring road and vehicle left after dropping the girls. Seizing the opportunity, they kidnapped one girl and gang raped her in Mangolpuri area. 

PROFILE OF ACCUSED ARRESTED:-

1. Shamshad @ Khutkan age 25 yrs  S/o Hakim Ali R/o Village Dhaujj  P.S. Sector 55, Faridabad, Haryana :-  

An illiterate , earlier arrested in three cases in different  areas:-

In 2005 he was arrested in a cow theft case in PS Sadar, Ballabgarh, Faridabad.

He was again arrested in 2008 in similar case in PS Sec 55 Faridabad.

In 2008 he was arrested in a cow slaughtering case of PS Welcome Delhi while he was working as a labour in the shop of Mobin in Kabutar Market Welcome, Delhi.   He has a vast knowledge about topography of Delhi. He was arrested with co accused Mobin, Salim and Abujar in a cow slaughtering case.

2. Usman @ Kale Age 25 Yrs S/o Subhan Khan R/o Village Mirpur,  PSNuh, Haryana.

An Illiterate, earlier residing in Village Dhaujj, came to Nuh   8 months back.

Arrested 4 times earlier. In 2006-07 he was arrested by the officials of Sec 55

Faridabad Haryana in a Gang Rape Case alongwith his three maternal uncles, and brother.

In 2009 he was arrested alongwith Sahid @ Chotta Billi, Iqbal @ Badda Billi,  Vakil @ Shakeel and Akhtar in a dacoity  case by the officials of PS Sohna Haryana.

Again In 2009 he alongwith his above mentioned co accused was arrested in a cow theft case by the officials of PS Bharatpur, Rajasthan.

Again In 2009 he alongwith his above mentioned co accused was arrested in a cow theft case by the officials of PS Sarai Rohilla, Delhi.

3. Shahid @ ChottaBilli   Age 25 Yrs S/o Kallu R/o Village Dhaujj P.S. Sector 55 Faridabad. Haryana :-

He has studied up to class 5th.

He was driving the vehicle on the day of Dhaula Kuan Rape incident and when South District police started hot pursuit of criminals in Mewat area, he surrendered in the Faridabad Court to escape the heat.

He remained involved in three cases with Usman @ Kale, Iqbal @ BaddaBilli, Vakil@ Shakeel and Akhtar.

4. Kamru @ Mobile Age 25 yrs S/o Suleman R/o Village Dhaujj  P.S. Sector 55 Faridabad. Haryana :-

An Illiterate, was earlier arrested in a gang rape case by the officials of Sec 55 Faridabad alongwith his associates cousin , Salaudin R/o Dhaujj and one more associate.

He was convicted in an attempt to murder case for 6 years of a case of PS Sarai Khwja Faridabad and he had absconded from the court on the day of announcing of his conviction.

On the day of incident he alongwith Shamshad and Shahid @ Chotta Billi forcibly kidnapped the victim.

 5. Iqbal @ BaddaBilliAge 25 Years S/o Sukha R/o Village Dhaujj

P.S. Sector 55 Faridabad. Haryana :- An Illiterate, he has been involved in three cases along

with Usman @ Kale, Sahid @ Chotta Billi, Vakil @ Shakeel and Akhtar.

All the five above mentioned accused persons had purchased the vehicle (Mahindra Pik up Reg No. HR 38 J 0964) for Rs 1,40,000/-. The said vehicle was found registered in the name of one Jaikam R/o village Utavad, Faridabad Haryana.

South District Police busted an interstate ‘SHAMSHER MEWATI’ gang of auto-lifters involved in several cases of Motor Vehicle thefts and other heinous crimes in various areas of Delhi and NCR and arrested two persons. Leader of the Gang Shamsher tried to shoot at the police party by pulling out country made pistol, but he was overpowered. One country made loaded pistol along with two live cartridges, 8 stolen luxury cars including one Honda Civic, one Honda City, one Bolero, three Indigo and two Santro cars and two special master keys made with the help of screw driver were recovered.

 FURTHER INVESTIGATION

It was found that Vakil Ahmad @ Shakeel was resident of Mewat but at present he was living in TikriKheda Village Faridabad, Haryana. They stole cattle from Delhi/NCR area in stolen vehicles. The gang then sold the animals to the slaughter houses for money. They do not hesitate to fire upon the police when intercepted. They managed to escape after firing on police in the area of PS Dabri Delhi. Twice Faridabad police chased them but they managed to escape on both occasions after firing upon the police party.

Complainant reported that he works as a labour in Bhatti Village. On 23.12.11, he was coming from Faridabad to his house at Sanjay Colony on

his motorcycle. When he stopped to urinate near Village Bhatti, someone stole his motor cycle.

Accused Arrested Rafique s/o Naseem R/o Village Badkal, Faridabad, Haryana. 

On interrogation it was found that he is a member of desperate Mewati highway robber gang headed by Ashu Khan.  On 25.12.11, he along with Ashu Khan and Jaheed Khan had stolen the motorcycle in order to follow up their plan to rob a container near Bhati Road.

They were previously found involved in FIR No. 397/11 u/s 392/394/34 IPC PS Suraj Kund, Haryana.  In this case, accused along with Ashu Khan, Jaheed Khan, Kalu @ Rafiq, Taufiq and Tarif, all residents of Noohu, Mewat robbed a container by threatening the driver on the Faridabad-Gurgaon Highway. They had tied up and dumped the driver before taking the container vehicle away.

They were also found involved in FIR No. 53/11 u/s 392 IPC & 25/54/59 Arms Act PS Sector-55, Faridabad, Haryana. In this case, Rafiq along with above mentioned accused persons had forcibly stopped and robbed another container at gun point. Both the robbed containers were recovered at their instance.

Interrogation of the accused revealed that the accused used to stay in a nearby Madarsa. During the stay in Madarasa, accused Zahid brought up an idea for making easy money by stealing vehicles from the area of Shakarpur, Laxmi Nagar & Geeta Colony, Delhi and selling it in Mewat as Mewat is a great hub for disposal of stolen vehicles and the possibilities of recovery are minimal. The Madarsa served as a safe haven for his accomplices who used to come in evening and return in the morning with stolen vehicles, to Mewat.

Case FIR No.115/12 dt 05.05.2012 U/S 392/397/506/411/34 IPC and 25/54/59 Arms Act PS Nangloi, Delhi

In this case, complainant had reported about the robbery of his truck. The truck was fitted with GPS, device. On tracking through the GPS system, truck was recovered near Jind industrial area and following persons were arrested

During interrogation it was found that the accused persons robbed vehicles after incapacitating the drivers. They used the vehicles, mostly commercial trucks, to steal the cattle. They sold the trucks as well as the cattle in Mewat.

Case FIR No. 110/12 dt. 17.5.12 u/s 302/307/34 IPC PS Bharat Nagar - Murder of a Police Constable

On the intervening night of 16-17/05/12, desperate criminals of Mewati Gang had hit the motor cycle patrolling staff in the area of PS

Bharat Nagar, North-West District with their Tata 407and crushed Ct. Naresh. The other staff had also sustained injuries.

South District had arrested one desperate criminal and member of notorious ‘Mewati Gang’ namely Sukha @ Rashid (30 years) s/o Suleman r/o Village Tikri Khera, District Faridabad. A country made pistol with 4 live cartridges and Tata-407 used in commission of crime recovered. 

INTERROGATION:On the sustained interrogation, he admitted that he is a driver by

profession and usually drives a dumper in Haryana.  He came in contact with one Shakir who is the business of beef and was lured to join his gang. In the intervening night of 17/18.05.12, at about 1.50 AM the gang had quarrelled with some people near Community Hall at K - Block, Shakurpur, PS Netaji Subhash Place, Delhi. They had assaulted one Sitaraman s/o Manihar, Age-30 yrs with iron rods when he prevented them from lifting cows in Shakurpur. They had however, dropped a cellphone in the scuffle.

Thereafter, at around 2.15AM, the gang visited the spot again to search for their cell phone. They again assaulted two persons namely Mohan and Laxmi. The gang pelted stones at a crowd which had gathered there. A PCR call enabled the police to give chase.

The tempo was chased by two PCR Vans and one ERV. The Staff on Picket duty at Jhalkari Bai School near Dhyan Chand Sports Complex tried to stop the Tempo with the help of barricades but the gang broke through the barricades. All the time the gang pelted stones at the police.

Beat Constable Naresh Kumar Verma also chased the tempo on his Govt. M/ Cycle along with Ct. Shankar, DHG as pillion rider.  The Tempo reached gandanala Picket, Bharat Nagar Delhi. Ct. Naresh Kumar tried to overtake the Tempo but was crushed under the wheels while Ct. Shankar, DHG sustained injuries.

District Faridabad is illiterate. He is driver by profession. He is married and has two children. His wife died 9 years ago. He usually drives dumper and Tata-407 in Haryana.  In order to get easy money, he joined Shakir Gang. Accused boasts that after sitting on the driving seat no one can chase or stop him on the road.

Case FIR No. 144/12 dt. 4.6.12 u/s 392/397/307/411/34 IPC PS Maurya Enclave – Hira Jewellers case – Mewati shot dead by armed guard

INCIDENT

In the intervening night of 3/4.6.2012 at around 3.45 AM, one Bolero type vehicle (Jeep) stopped at Road No.41, near Hira Jewellers shop, PitamPura, Delhi. 2 young boys came out of it and tried to break open the locks of another Bolero Jeep bearing No. DL4C-NB-5547 which was parked on the slip road in front of Hira Jewellers shop. The Bolero Jeep belonged to Hira Jewellers. Two guards namely Krishan Kumar S/o Sh. Nathu Ram R/o H.No. 53, Bhalasva Village, Delhi and Lalit Kumar S/o Sh. Satyaveer Singh R/o Village-Bagwala, District-Aita (U.P) who are employees of Hira Jewellers got suspicious and warned them to go away. The men threatened both the guards to keep quiet. A few second later, one of the alleged persons opened fire at both the guards. In the meantime, one of the criminals was successful in breaking the locks of Bolero jeep and was trying to start the jeep. As he started moving, both the guards opened fired and one bullet hit the driver straight into his head. The rest of the gang dispersed immediately. Meanwhile police patrolling party on ERV reached the spot and informed the PCR. Local police also reached the spot and found the dead body of the robber at the driving seat of the Bolero Jeep.

INVESTIGATION AND INTERROGATION

During investigation, efforts were made for fixing the identity of the deceased. On 5.6.2012, the deceased robber was identified as Mohd. Arif s/o Mohd. Harun r/o Village Adbar PS Nuh Distt. Mewat Haryana. Police Staff and informers were deployed in that area. Records of PS of Mewat area were also checked and previously involved criminals were interrogated to gather information about this gang. Further investigation in this regard revealed involvement of an Interstate Mewati Gang. Other accused arrested in the case are Sunil Kumar S/O Ram Bhajan Singh R/O H.No. 23 Gali No. 5 Basti Tank Wali Firoj Pur, Punjab, Present Address:-H.No. 310, Gali No. 22, Chauhan Mohalla, Kanthi Mata Wali Gali Saboli, Delhi - 93 Age 32 yrs., Mohd. Aslam S/O Rahim Aslam R/O Nawali, Firozpur Zhirka, Mewat, Haryana, Present Address: - Ram Park, Green City, Loni, UP, Age 37 yrs was also arrested. These accused persons were found involved in a number of cases of vehicle robbery/theft and supply of robbed/stolen vehicles to Punjab. The leader of this gang is one Md. Wahid of Mewat area and Md. Arif (Deceased in Hira Jewellers Pitam Pura case) and his brother Farukh are close associates of Md. Wahid. He along with his associates used to rob trucks and SUVs as per the demand of their customers. Accused Sunil, being of Punjab, used to accompany the robbed/stolen vehicle up to Punjab and accused Md. Aslam being a driver and well known of the topography of Delhi, used to accompany the gang to identify the area where required vehicle could be found and also to provide safe exit to the gang members.
