We are looking forward to hearing from our
August speaker, the Honorable Sarah Davis,
Legislator, District 134. Rep. Davis wears MANY
hats in her very busy life. Her accomplishments as
a public servant, commitment to her career, and
honors and awards would cover this entire page.
Currently, Rep. Davis is Chair of the General Investigating
& Ethics Committee and Chair of the Appropriations Sub-
Committee on Health and Human Services. She also serves on
the Corrections Committee and the Calendars Committee.
Representative Davis has served as the Secretary of the
Women's Health Caucus for multiple consecutive sessions and also
serves as the Speaker's appointee to the Texas Access to Justice
Commission. She was recently named one of the top ten legislators
by Texas Monthly for her work in the 85th Legislative session.
Rep. Davis received a Bachelor’s Degree in Economics from
Baylor in 1998 and her Law Degree from the University of
Houston in 2001. She was just recently named to the Select
Committee to Study Economic Competitiveness. Rep. Davis has
also been named to the Appropriations Sub-Committee on
Hurricane Harvey Resources and Recovery. She is a 41-year-old
breast cancer survivor, and lives with her husband, Kent Adams.

Welcome back from our break! I
hope you are all enjoying your summer.
It’s time to roll up our sleeves and get
involved to get our strong Republican
candidates elected in November. There
are many actions you can take to get
involved, and Rita has done a fantastic
job outlining what these are in her Campaign section. I encourage
you to please choose at least one to help out your favorite candidates.
In June the Texas Republican Convention was held in San
Antonio, TX, where our delegates outlined the RPT platform for
November 2018. You can read more about it in the Legislative
section. Also, TFRW held a “Tribute to Women” luncheon
where they honored our presidents, past and present, for all the
Texas clubs. It was a wonderful lunch, and we got to hear from
our great First Lady of Texas, Cecilia Abbott.
At our June meeting Kaylyn Rock was awarded the
2018 Priscilla Petty Scholarship of $1,000. We are all very
proud of Kaylyn and we wish her all the best as she starts a new
chapter in her life. You can read about all her
accomplishments, which are many, in the Scholarship section.
Also in June we had a very informative speaker,
Commissioner Jack Cagle, Harris County Precinct 4. He gave a
presentation about the flooding challenges in our area and his
plans to prevent future flooding. Related to this is the Bond
Election for Flood Control scheduled for August 25th
. Early
voting starts August 8th

We have Voter Registrar training scheduled for
September 10th
. It will be immediately following our monthly
general meeting. Also, we are planning several membership
events in the coming months, and I’d like each of you to invite
at least one new friend or relative to them. It is important to get
other Republican women involved, and most likely they will
find it rewarding and fun.

NWFRW General Meeting Minutes – Monday, June 11, 2018
RECORDING SECRETARY Winni Attaway
President: Reneé Cromwell called the meeting to order at 11:30 a.m. Chaplain: Tracine Gibson led the invocation and the pledges.

V.P. Campaign: Rita Huggler introduced and welcomed elected
officials and candidates.

V.P. Membership: Mary Gubert welcomed and introduced guests.
1st V.P. Program: Suzanne Hayden introduced our guest speaker, Commissioner R. Jack
Cagle, Harris County Precinct 4. He has served as County Commissioner for Harris
County Precinct 4 since 2011. Commissioner Cagle discussed plans to call a bond
election in August for the Harris County Flood Control District for flood risk reduction
projects throughout the county to make Harris County more resilient for the future.
AFTER LUNCH
The minutes from the April 9, 2018, meeting were approved as printed in the Potpourri.
Treasurer: Gaynell Lira gave the treasurer’s report.
PAC Treasurer: Sue Ann Lurcott gave the PAC reports.

1st V.P. Program: Suzanne Hayden reported that our guest speaker for our August
meeting will be the Honorable Sarah Davis, Republican member of the Texas House of
Representatives.

V.P. Membership: Mary Gubert reported that we have 123 primary members and
25 associate members for a total of 148 members.
3rd
V.P. Campaign Activity: Rita Huggler requested that all members turn in all
campaign hours today. She reminded us that travel time to and from our General
Meeting and the time for Board meetings are captured, so do not report those hours.
Information was given about upcoming elections:
● Klein ISD Tax Ratification Election on June 16, 2018
● Harris County Bond Election on August 25, 2108
● The upcoming November election will be the last time we can vote a straight
party election. Rita informed us of the consequences if the Democrats retake
the House in 2018.
Rita reminded us that our help is always needed at the Harris County Republican
Party NW Satellite office located on the northbound feeder of 249 just north of Louetta
in front of Home Depot.
COMMITTEE REPORTS ● Scholarship Report: Karen Donaldson announced the winner of the
$1,000 Priscilla Petty Scholarship was Kaylyn Rock from Kingwood
High School. The Priscilla Petty Scholarship is awarded annually to a
graduating female high school senior from Texas who is a relative of
a primary member of NWFRW club. Kaylyn graciously accepted the
award and thanked everyone.
● Ways and Means: Sue Ann Lurcott reported on the “Salute to Congressman Ted
Poe” fund raiser. It was a lovely evening.
ANNOUNCEMENTS ● Caleb Cote, Northwest Field Representative 249/Tomball office, spoke to us about
opportunities at the 249/Tomball office for us to volunteer our time for the
upcoming election. He invited all of us to participate at the office on Wednesdays
this summer from 10:00 a.m. to 4:00 p.m.
● Teresa Johnson invited all of the NWFRW members to their upcoming dinner and
dance on July 13 featuring Dan Patrick at the Yellow Rose of Texas.
NEW BUSINESS There will be no Board Meeting in June and no General Meeting in July.
ADJOURNMENT ● Reneé Cromwell adjourned the meeting at 1:00 p.m.
● The next Board Meeting will be on July 16, 2018.

Kaylyn Rock, the daughter of Doug and Christine Rock and
the granddaughter of NWFRW member, Dolores Rock, received
the 2018 Priscilla Petty Scholarship of $1,000. Kaylan is a
recent graduate of Kingwood High School where she placed in
the top 15% of her class. She was a member of both the
National Honor Society and the Spanish National Honor
Society. While a student at KHS, Kaylyn was a member of the
Kingwood High School softball team as well as playing
competitive softball outside of school. She was Secretary of the
Best Buddies Club, an organization that pairs students with their
classmates who have intellectual and developmental disabilities.
Kaylyn was also a member of National Charity League, a
Mother-Daughter volunteer organization, for 5 years, logging
over 125 hours of service. In addition to her extensive volunteer
activities, Kaylyn worked as a softball umpire and a daycare
worker.
One of the most impressive parts of Kaylyn’s résumé is how
she turned a personal injury into a career path. Her interaction
with her physical therapists, both good and bad, made her realize
that compassion and kindness were as much a part of the healing
process as the physical rehabilitation. Kaylyn sought out a place
where she could gain experience in the area of physical therapy
as well as learn to provide the care and concern needed in
working with the disabled. She found this in Active
Development Therapies, an organization that provides children
with disabilities the treatment they need to grow and develop.
Kaylyn volunteered over 100 hours last summer at ADT and
plans to return this summer.
A recently registered voter, Kaylyn has already worked on a
political campaign and is looking forward to her first voting
opportunity in this year’s elections. As she stated in her essay on
what citizenship in America means to me, “citizenship has
provided me with a duty because in the United States, we are
called to exercise our freedom and right to vote in order for our
voices to be heard and to perpetuate our democracy.”
Kaylyn’s major at Texas A&M University is Allied Health.
She will then go on to graduate school to become a Physical
Therapist.

We now have a total membership of 151.
As we all know, we need to attract more
members, but we also need to keep the
members that we have. Everyone wants to feel
welcome. Think about inviting a person you don’t
know to sit at your table. This could be a new friend for you and
certainly a warm reception for the person being invited.
Membership forms are included in every Potpourri. If you
know of someone who might be interested in being more
informed politically though our general information and/or by
meeting our politically current speakers, please give them a form
and encourage them to check us out.

ARE YOU REALLY INVOLVED IN NWFRW? By Jo Konen
Do you want to be involved in Northwest Forest’s
activities? Why aren’t you? Is it because no one has asked you?
Have you asked anyone else to become involved in a project you
are doing for NWF?
Being asked is the flattering gesture that we all want. And,
conversely, we are all guilty of not asking others to help.
Sometimes it is just plain oversight. Other times we fall into the
pattern of “it’s easier just to do it myself.” Sometimes we even
secretly feel that “I can do it better than anyone else.”
When you are in charge of a project, no matter how small or
large, you should ask others to help. Why? Because we are a
group. We are an organization that has many members. Being a
part of that organization is what each of us wants and “being a
part of” means participating in the organization.
But the leaders and chairmen aren’t the only ones who have
an obligation to be sure that all are included. All members have
an obligation to want to be involved and to seek aggressively a
place to be involved.
Yes, it’s flattering to be asked. But often the leaders just
don’t know what you really like to do. You have to tell them.
Even if you don’t volunteer, you can casually say to someone,
“You know, I really like to ____________.” You fill in the
blank. Don’t be shy or hide behind false modesty (is that really
a problem in these progressive days?!). Step up to the plate and
offer your services. You will get your strokes from those who
are pleased and grateful to have you help. You will be showered
with thanks and praise.
Being involved will help you hone your leadership skills.
All organizations need for its members to learn more about the
workings of the group in order to have leaders for tomorrow.
No one will force you to become anything, but, as you grow in
your knowledge and expertise, you will be ready to take on
bigger and more responsible tasks in the future.
Northwest Forest has a wonderful bunch of women,
talented, knowledgeable, and capable. Don’t hide all that
abundance “under a bushel.” We need you to make this club an
even bigger and more effective instrument for positive political
power in our area.

Another really important date is SATURDAY,
AUGUST 25 - Harris County Bond Referendum Election.

Harris County will ask voters to approve funds for HC Flood
Control District projects designed for Flood Prevention.
154,170 county homes flooded and that figure includes houses
near Spring, Willow, and Cypress Creeks. This is important to
NWFRW members who experienced flooding and homeowners
in general after the Memorial Day Flood in 2015, the Tax Day
Flood in April 2016, and Hurricane Harvey in August 2017.
At our June meeting, our own HC Commissioner R. Jack
Cagle - www.hcp4.net/ - gave a wonderful presentation on some
of the ideas to prevent future flooding. Much of the planning is
to deal with the water in our area and to stop that water from our

our area specifically as well as help everything South of our
area. Plan to VOTE and encourage everyone you know to
VOTE. This is one of the most important elections for our
area - THINK PROPERTY VALUE - VOTE !
NOW is the time to commit to helping the candidates you
chose to support - they need time, effort, and $$. Campaigns
cost a lot of money. If you want your candidate to prevail in
November, open your pocketbook and donate. PLEASE GET
INVOLVED.
NWFRW forwards emails related to campaigns and some
are from candidates across this country. These Republican
candidates may not represent us, but electing Republicans
across the county is vitally important in this time of RESIST
EVERYTHING, Fake News, Election Fraud, and attacks on
Republicans. If you can spare a few $$, please think hard
about helping Republican candidates in other districts and
across our country.

doing an awesome job. It’s wonderful that we & other areas
have satellite offices, but they cost $$ to operate, so PLEASE

seats to the democrats (I will not capitalize democrats.) who
are energized to destroy America as we know it.

The Voter Registrar’s Office of Harris County will hold a
training session after our September 10th
general meeting. It will
begin at 1:30 and last about one hour. If you need to recertify or
want to be certified for the first time, they will be signing us in
beginning at 1 p.m. We will be organizing voter registration
drives this fall before the general election in November. If you
know a place that would like for us to come and register new
voters or help with change of address, please call Sue Ann

The 2018 RPT Platform is online as amended by
the convention delegates. A small army of volunteers
working on two continents helped to make it online,
real-time, transparent, checked, and double-checked.
Preamble: Affirming our belief in God, we
still hold these truths to be self-evident, that all
men are created equal, that they are endowed by their
Creator with certain unalienable Rights, that among these
are Life, Liberty, and the Pursuit of Happiness. Throughout
the world, people dare to dream of freedom and opportunity.
The Republican Party of Texas unequivocally defends
that dream. We strive to preserve the freedom given to us
by God, implemented by our Founding Fathers, and
embodied in the Constitution. We recognize that the
traditional family is the strength of our nation. It is our
solemn duty to protect innocent life and develop responsible
citizens. We understand that our economic success depends
upon free market principles. If we fail to maintain our
sovereignty, we risk losing the freedom to live these ideals.

marijuana to the USS Texas, topping the list are the party’s five
legislative priorities:
Constitutional Carry: Pass constitutional carry while
maintaining licensing as optional for reciprocity purposes.
Taxpayer-Funded Lobbying: Pass legislation to abolish
all forms of taxpayer-funded lobbying and end the
automatic payroll deduction of union dues by the
government.
Abortion: Pass legislation to abolish abortion; including,
but not limited to, enacting legislation that would ignore and
refuse to enforce any and all federal statutes, regulations,
executive orders, and court rulings, which would deprive an
unborn child of the right to life, as well as enacting life-
saving legislation such as PreNDA or a “heartbeat bill.”
Property Tax: Abolish the Maintenance and Operation
School property tax and replace it with a consumption tax or
other mechanism other than income tax while broadening
the tax base, eliminating the appraisal board, and taxing the
property at the purchased value or the free market value
upon change of hands for local government funding and
special district funding. School Maintenance and Operation
funds shall be allocated from the state’s general fund to
Texas’ Independent School Districts via an inflation-
adjusted, per-student-allocation.
Religious Freedom and Privacy: Pass legislation
prohibiting the violation of the rights and freedoms of
individuals, organizations, and businesses to exercise their
sincerely held religious beliefs by local ordinances or state
laws; and pass legislation that protects the privacy and
safety of women and children in multi-use facilities such as
bathrooms, locker rooms, and showers in all Texas schools
and government buildings and oppose legislation that would
undermine these privacy and safety protections.

Harris County Commissioners Court has called a bond election for August 25, 2018, for
the Harris County Flood Control District. Registered voters in Harris County will be
asked to vote on $2.5 billion in bonds for flood risk reduction projects throughout the
county.
Potential projects supported by bond funding include: Channel modifications to improve stormwater conveyance
Regional stormwater detention basins
Major repairs to flood-damaged drainage infrastructure
Removing large amounts of sediment and silt from drainage channels
Voluntary buyouts of flood-prone properties
Wetland mitigation banks
Property acquisition for preserving the natural floodplains
Drainage improvements made in partnership with other cities, utility districts, or
other local government agencies
Upgrading the Harris County Flood Warning System
Some potential projects would be funded with partnership agreements with the federal
government. If approved, the bonds would be sold in increments over 10-15 years, for
the multiple phases of each project.
