Dr. Cheryl Evans became the 13th President of Northern Oklahoma College in 2011 as the fi rst female president in the College’s history. NOC, a public community college, serves nearly 5,000 students. NOC has been ranked nationally in three diff erent independent studies by SmartAssets, WalletHub, and the Aspen Institute in Washington D.C. as being in the top 15 percent of community colleges in the country in recent years.

Prior to her position at NOC, Evans served seventeen years at Northwestern Oklahoma State University. For ten years she taught media courses and chaired the mass communications department on the Alva campus. For the next seven years, Evans led the University’s Enid Campus. While at NWOSU, she served as self-study chair for the institution’s 2004 Higher Learning Commission accreditation visit. She also served as a peer reviewer for HLC.

She was raised in Cherokee, Oklahoma, and completed her B.A. in Mass Communications at Northwestern. She fi nished her M.A. in Communication at Wichita State University and her Ed.D. at Oklahoma State University. While at Northwestern Evans was recognized with the John Barton Distinguished Teaching and Service Award in 2004 and selected by the SGA as the John Sheffi eld Teacher of the Year in 2000.

Evans is an active community member having served as the Enid Chamber of Commerce Chair for the 2010-11 year. In addition, Evans is past chair of the CDSA Board and served on the Integris Bass Health Center Board and chaired the United Way campaign drive in Enid. Evans is an ex-offi cio member of the Ponca City University Center Board and is appointed by the Governor to the Oklahoma Historical Society Board and is a current member of the executive committee. She serves as a board member for OETA and the Oklahoma Hall of Fame as well as a trustee to the Northern Oklahoma College Foundation.

Evans’ honors include Leadership Oklahoma Class XXI, past LOK board member, and past program chair for Youth LOK. She is a graduate of Leadership Tonkawa, Leadership Ponca City, and Leadership Greater Enid. She completed Harvard University’s Middle Management Program and Oklahoma’s Educators’ Leadership Academy. She was recognized as the Journal Record’s Woman of the Year “50 Making a Diff erence” honorees and was inducted into their “Circle of Excellence.” She was selected for the charter class of the American Council on Education Institute for New Presidents.

Evans is a past chair of the OSRHE Council of Presidents whose members include the Presidents of all 25 Oklahoma public higher education institutions and is also past chair for the Council of Oklahoma Community College Presidents. She currently serves on the Regents Legislative Network and is Vice-Chair of Legislative Aff airs.

Completing 10 years of service to NOC and a total of 27 years of service to Oklahoma Higher Education, President Evans has announced her retirement eff ective June 30, 2021. She leaves the College a tremendous legacy of academic success, innovation, and improved facilities. Dr. Evans’ entire professional career has been devoted to public service in assisting students achieve their educational goals. From the early days of her faculty and administrative career through her tenure as president at NOC, Dr. Evans has provided dedicated service, consistent advocacy and outstanding collaborative leadership to the higher education community.

Historical Academic Regalia Overview Th e origins of academic dress date back to the 12th and 13th centuries when universities were taking form. Th e ordinary dress of the scholar, whether student or teacher, was the dress of a cleric. In England in the second half of the 14th century, the statuses of certain colleges forbade “excess in apparel” and prescribed the wearing of a long gown. In the days of Henry VIII of England, Oxford and Cambridge fi rst began prescribing a defi nite academic dress and made it a matter of university control even to the extent of its minor details. Th e assignment of colors to signify certain faculties was to be a much later development and one which was to be standardized only in the United States in the late 19th century. Th e gowns for the associate’s, bachelor’s or master’s degrees are untrimmed. For the doctor’s degree, the gown is faced down the front with black velvet; three bars of velvet are used across the sleeves. Th ese facings and crossbars may be of velvet of the color distinctive of the disciplines to which the degree pertains. For all academic purposes, including trimmings of doctors’ gowns, edging of hoods and tassels of caps, the colors associated with the diff erent disciplines are as follows:

Th e hoods are lined with the offi cial color or colors of the college or university conferring the degree; more than one color is shown by division of the fi eld color in a variety of ways.
