The project is fully funded by the New Jersey Turnpike Authority. The official groundbreaking was held in July 2009, and completion is set for November 2014. According to Thomas O’Connor, proj- ect manager of the construction manage- ment consultant AECO/GPI/PB joint ven- ture, one of the final states of work was opened the weekend of Oct. 25, when the inner roadway rehabilitation on the northbound travel lanes was completed. “This weekend [Nov. 1 and 2], we will complete the inner road- way rehabilitation on the south- bound travel lanes,” he said. “Once that is completed, the remaining work is to remove the temporary merge and diverge pavement north of interchange 8A and restore the median. There are some concrete signs of tougher protections, from a nearly-finished sea wall protecting two devastated New Jersey towns to a Long Island boardwalk rebuilt to serve as a retaining wall. New floodgates protect a power plant where Sandy plunged lower Manhattan into darkness and some homes sit higher while other buildings boast new flood barriers.     Pit Beef, and had the opportunity to win several prizes including aCaterpillar themed Club Car and a Harley Davidson motorcycle. JohnBasciano of Raven Power Brandon Shores was the lucky winner of thedrawing for the club car. Leona Comer-Hill of Comer Construction col-lected stamps from 25 vendor booths in order to win the 2015 Harley. This is Christmas in October for the sales force as well as our cus-

    tomers, said Jim Price, BCP sales manager, Alban CAT. Great bar-gains, great deals, great service. The entire sales force of Alban CAT was represented from the vast

    Midlantic Machinery hosted an open house on Oct.22, in its newly remodeled Baltimore facility. Manufacturer representatives from Reichdrill, BTI, Terex,

    Komatsu and many more set up shop inside to answer anyquestions that Midlanticcustomers may have had.Despite the weather,Midlantic Machinery staffand manufacturer repre-sentatives were able tobring customers outsideand show them certainpieces of equipment andnew features.

    Donuts and coffee wereprovided to the individu-als that stopped by earlyand for the lunch crowd aBBQ was served withpulled pork, turkey andbrisket. All guests weregreeted at the door with agift bag to thank them forcoming. They were then

    able to walk around to different tables that manufacturershad and add to their bag. The last stop for goodies was com-plimentary t-shirts that Komatsu and Midlantic provided.

    Charleston Civic Center Renovation Plans UnveiledBy Matt MurphyCHARLESTON DAILY MAIL

    CHARLESTON, W.Va. (AP) A renovat-ed Charleston Civic Center could includenew glassed-in corridors, an expanded con-vention center space and an outdoor plazaalong the Elk River, according to conceptrenderings presented to city councilsfinance committee.Produced by consultants Odell

    Associates, the renderings are meant to givethe public an idea of what the Civic Centercould resemble, or what the consultantswant this building to aspire to, said Odellarchitect Gaurav Gupte.This is a great concept, he said.A final design by a to-be-determined

    design-build firm is expected by spring.Odell will assist the city with the selection

    of the design-build firm and will oversee theconstruction process.Reaction was positive from the roughly

    50 council members and members of thepublic who witnessed the Odell presentationOct. 20.Councilwoman Mary Jean Davis, an at-

    large Democrat who also is a finance com-mittee member, had one of the biggestsmiles of everyone gathered. She said she

    believes the renovations will help makeCharleston a destination.Youre going to see a very attractive

    facility, she said.Davis said a recurring theme during the

    planning process was considering whatneeded to happen and what has to happento keep the Civic Center viable.The thought was, can we do this? she

    said. We can. You can't help but smile.Regardless of the final design, the con-

    sultants said they want to ensure several keyupgrades are made, including addition ofmore convention space; a better separationof the convention space and Coliseum; andincorporation of the Elk River into thedesign of the facility.The city really does not need to turn its

    back to the river, Gupte said.Design also would allow the Civic Center

    to host two large events at once one inthe convention space and one in theColiseum. Currently, some of the largerevents require the use of both spaces, elimi-nating the possibility of scheduling simulta-neous events.Under the current proposal, the conven-

    tion center space the current Grand Hallwould be expanded by about 20,000 sq. ft.toward the river and the area would get a

    new kitchen and meeting rooms.The Coliseum would see new concession

    areas and restrooms and would get a glassed-in hallway along its length, allowing pedes-trians from the Charleston Town CenterMall to be out of the elements.Much of the buildings infrastructure like

    its heating and cooling system also will beupgraded.We found so much of the buildings sys-

    tems that were substandard and needed to bereplaced, Wooland said. They can't berepaired. They need to be replaced.Besides the artist renderings, Odell also

    briefed council on its research behind thedesign, including market assessments andcomparison of convention centers in nearbycities. Odell also used internal Civic Centerand Charleston Convention & VisitorsBureau data.Meeting planners look at the quality of

    space as much as the quantity of space todetermine whether to book your building,Odell architect Michael Wooland said.Wooland said he believes the convention

    and visitors bureau should expand its targetmarket to a four-hour radius fromCharleston, instead of the current three-hourradius.We found that Charleston is well posi-

    tioned to compete with these neighboringtowns, he said.The renovations are being financed by

    DVAED Holds Fall Meeting at Eagle Power & EquipmentThe Delaware Valley Associated Equipment Distributors

    (DVAED) held its fall meeting Oct. 28 at Eagle Power &Equipment in Montgomeryville, Pa.Representatives from local businesses attended the quar-

    terly meeting during which Daniel Fisher, AED senior direc-tor of government affairs, presented a rundown of upcominglegislative issues facing the soon-to-be lame duck Congressas well as the new House and Senate beginning in January2015. Among the topics discussed were the Highway Trust

    Fund, which is set to run out in May 2105, and the prospectsof a long-term funding bill; raising the motor fuels tax (cur-rently 18.4 cents a gallon, but has not been increased since1993); water infrastructure funding; deprecation bonus andSection 179 levels, which Fisher believes will be restored toits previous levels at $500K/$2M for Section 179 and 50 per-cent depreciation; energy policy, including the approval ofthe Keystone XL pipeline and AED efforts to fight statefracking bans; and regulatory overreach, such as the Watersof the U.S. proposal, which many believe would give the

    EPA too much jurisdiction over the nations waterways, thusthwarting and/or delaying many development projects.A catered dinner was provided during the evening event.

    Construction employment expand-ed in 236 metro areas, declined in 53and was stagnant in 50 betweenSeptember 2013 and September2014, according to a new analysis offederal employment data releasedOct. 29 by the Associated GeneralContractors of America. Associationofficials said that as firms expandtheir payrolls, many are finding a lim-ited supply of available qualifiedworkers.It is good news that construction

    employment gains have spread tomore than two-thirds of the nationsmetro areas, said Ken Simonson,chief economist of the association.But there is a growing risk that con-tractors in many of these regions willhave trouble finding qualified work-ers to complete the rising volume ofprojects.Houston-Sugar Land-Baytown,

    Texas, added the largest number ofconstruction jobs in the past year(13,500 jobs, 7 percent), followed byLos Angeles-Long Beach-Glendale,Calif. (10,100 jobs, 9 percent),Dallas-Plano-Irving, Texas (9,900jobs, 9 percent) and Chicago-Joliet-Naperville, Ill. (9,100 jobs, 7 percent).

    The largest percentage gains occurredin Owensboro, Ky. (33 percent, 900jobs), Crestview-Fort Walton Beach-Destin, Fla. (26 percent, 1,000 jobs),Lake Charles, La. (25 percent, 2,700jobs) and Pascagoula, Miss. (24 per-cent, 1,500 jobs).The largest job losses from

    September 2013 to September 2014were in Phoenix-Mesa-Glendale,Ariz. (minus 6,900 jobs, minus 7 per-cent), followed by Bethesda-Rockville-Frederick, Md. (minus4,100 jobs, minus 12 percent),Edison-New Brunswick, N.J. (minus2,800 jobs, minus 7 percent) andGary, Ind. (minus 2,800 jobs, minus16 percent). The largest percentagedecline for the past year was inSteubenville-Weirton, Ohio-W.V.(minus 21 percent, minus 400 jobs),followed by Gary and Lewiston,Idaho-Wash. (minus 15 percent,minus 200 jobs).The job gains have become more

    widespread but are still spotty,Simonson said. He noted thatemployment changes can be highlylocalized. While the Chicago-Joliet-Naperville metro division added morejobs than all but three other areas, the

    adjacent Gary division had some ofthe largest losses. Similarly, therewere large gains in Cleveland andPhiladelphia but substantial job lossesin nearby smaller metro areas.Association officials noted that a

    recent construction industry survey itconducted found 83 percent of con-struction firms report having a hardtime finding qualified craft workers.They called on federal, state and localofficials to act on the measures out-lined in the associations workforcedevelopment plan to make it easier toestablish new programs designed toprepare students for high-payingcareers in construction.Many firms that have begun

    expanding their payrolls are finding ithard to locate qualified workers to fillkey positions, said Stephen E.Sandherr, the associations chief exec-utive officer. Unless we find ways toexpand training opportunities for highschool students and young adults,labor shortages are likely to under-mine the industrys recovery.

    Construction Employment Increases

    Most construction firms report they are having troublefinding qualified craft workers to fill key spots as the indus-try recovers from its years-long downturn, according to theresults of an industry-wide survey released Oct. 22 by theAssociated General Contractors of America. Associationofficials called for new career and technical school programs,as well as other workforce measures to offset the labor short-ages.As the survey results make clear, many construction

    firms across the country are having a hard time filling avail-able positions, said Ken Simonson, chief economist of theAssociated General Contractors. Considering how muchthe nations educational focus has moved away from teach-ing students career and technical skills during the past fewdecades, it is easy to understand why the construction indus-try is facing such severe labor shortages.Eighty-three percent of responding firms nationwide are

    having a hard time filling craft worker positions on siteconstruction jobs including carpenters, equipment operatorsand laborers. Sixty-one percent are having a hard time fillingprofessional positions including project supervisors, esti-mators and engineers.Simonson noted that worker shortages appear most severe

    in the southeast, where 86 percent of contractors report hav-ing a hard time finding qualified workers. Eighty-four per-cent of contractors in the midwest, 82 percent in the west and67 percent in the northeast report difficulty finding workers.The construction economist added that many firms are

    changing the way they operate to address worker shortages.Forty-eight percent of firms nationally report increasing theiruse of subcontractors and 37 percent increased their using ofstaffing agencies. In addition, 59 percent of firms nationallyreport they have increased wages to help retain constructioncraft workers and 56 percent have done so to retain con-struction professionals.Construction firms seem particularly concerned with the

    quantity and quality of local construction education andtraining programs. Nationwide, 55 percent of firms say thelocal pipeline for preparing new craft workers is below aver-age or poor. Meanwhile, 35 percent of firms have a low opin-ion of the local pipeline for construction professionals.The association crafted Preparing the Next Generation of

    Skilled Construction Workers: A Workforce DevelopmentPlan for the 21st Century in response to the growing workershortages, Simonson noted. The plan identifies steps, likeincreasing funding for vocational education and making iteasier to establish construction-focused schools, designed toreinvigorate the pipeline for new construction workers. Schools like this should be the norm, not the exception,

    the economist said during a visit to Portland, Ore. ACEAcademy, a construction-focused public high school.Simonson noted that more than 1,000 construction firms

    participated in the survey, which was conducted duringAugust and September of this year.

    Most Firms ReportTrouble FindingQualified Workers

    The Equipment Leasing andFinance Associations (ELFA)Monthly Leasing and Finance Index(MLFI-25), which reports economicactivity from 25 companies represent-ing a cross section of the $827 billionequipment finance sector, showed theiroverall new business volume forSeptember was $9.4 billion, up 21 per-cent from new business volume inSeptember 2013. Month over month,new business volume was up 31 per-cent from August. Year to date, cumu-lative new business volume increased8 percent compared to 2013. Receivables over 30 days decreased

    from the previous month to 1.0 per-cent, and were up slightly from .09percent in the same period in 2013.Charge-offs were unchanged for thesixth consecutive month at an all-timelow of 0.2 percent.Credit approvals totaled 79.7 per-

    cent in September, relativelyunchanged from the previous month.Total headcount for equipment financecompanies was up 1.1 percent yearover year.Separately, the Equipment Leasing

    & Finance Foundations MonthlyConfidence Index (MCI-EFI) forOctober is 60.4, slightly better than theSeptember index of 60.2, with surveyparticipants indicating increasing orconsistent demand tempered by U.S.economic concernsELFA President and CEO William

Strong originationsand solid portfolio performance,together with a slight uptick in hiring,all point to a robust equipment financesector as we move into the final quar-ter of the year. We will keep our eye onthese positive indicators as the U.S.economy continues to react to geopo-litical events, a worrisome global eco-nomic outlook and volatile U.S. equitymarkets.     executive officer, TCF EquipmentFinance, said, Continued growth inSeptember quarter-end new businessvolume was both expected and encour-aging based on the year-to-datemomentum and historically strong per-

    formance for this period in the equip-ment finance sector. The decrease inportfolio delinquency levels back tothe 1.0 percent level in September wasa positive sign, yet the 1.3 percentspike in August was a good reminderthat strong credit discipline remainsimportant in this competitive environ-ment as everyone looks to grow port-folios. Concern for the rest of the yearremains due to the growing number ofnegative news headlines, volatile capi-tal and equity markets, unresolved taxextender legislation, and the potentialfor Federal Reserve actions that mayinfluence interest rates. All of thesefactors could negatively impact newbusiness volume in the 4th quarter,which is historically strong. Despitethese concerns, this year is expected tofinish strong.     PennDOT Picks Partnership toReplace, Maintain 558 BridgesHARRISBURG, Pa. (AP) The

    Pennsylvania Department of Transportationon Oct. 24 announced it will privatize 558bridges, selecting a partnerships $899 mil-lion proposal to replace and maintain thespans.The highway department announced its

    choice of Plenary Walsh Keystone Partnersfor the project, which calls for constructionto be finished in three years, followed bymaintenance over the following 25 years.Borrowing costs are expected to bring the

    total price tag to $1.8 billion over the 28-year life of the deal.Bridges were selected based on whether

    they had a similar, relatively simple struc-ture and required full replacement, as wellas those that were structurally deficient,more than 50 years old or ready to be builtsoon.Bundling the projects together reduced

    the average cost per bridge to about $1.6million, compared with $2 million under astandard approach.Work is scheduled to begin next summer,

    and 58 bridges are expected to be complet-ed during 2015.The state will still own the structures and

    perform some basic maintenance, such asremoval of snow or vegetation.Pennsylvanias more than 25,000 bridges
