2. CBSA matches WSDOT records, pulling in ● booth arrival time, ● lane number, and ● state/provinceAfter matching, plate numbers are replaced with a proxy ID and table is availed for analysis.

3. Prepare data for comparison with ATIS estimates. a) round time stamps to 5-minute increments. b) convert sample wait times to numeric minute values.
