Angela Session presented the amendment to the Unified Planning Work Program (UPWP) for FY 2018/19 through FY 2019/20 to increase the FY 2019/20 PL funds.

F. SHORTLIST OF REQUESTED STUDIES FOR THE FY 2019/20 UNIFIED PLANNING WORK PROGRAM (UPWP)

Denise Bunnewith presented the shortlist of requested studies for the FY 2019/20 Unified Planning Work Program (UPWP).

Ms. Bunnewith asked for questions.

• Jeff Sheffield clarified that the projects on this list are not necessarily moving forward. The next step is to obtain cost estimates for these projects, and this will determine which projects will progress.

• Kevin Holzendorf wanted to know in relation to the integrated data exchange what data sets outside of transportation and the TPO are being looked at.

Mr. Sheffield responded that next month we will be going live with the proof of concept for the integrated data exchange. Going forward, we will

have a dashboard that will show the analytics based on our performance measures for transportation. Future expansion can involve two components that will include us being much more aggressive related to transportation and some outward expansion outside of the transportation realm.

• Nancy Sikes-Kline commented that she does not see agricultural tourism included in the Regional Management Tourism Plan.

Ms. Bunnewith responded that we are looking at general and medical tourism; however, we can look at agricultural tourism. Ms. Bunnewith said that she would add it to the list.

G. ANNUAL ASSESSMENTS FOR FY 2019/20

Denise Bunnewith presented the annual assessments for FY 2019/20.

~H. DRAFT PROJECT SECTIONS FOR THE FY 2019/20 THROUGH FY 2023/24 TRANSPORTATION IMPROVEMENT PROGRAM (TIP)

Denise Bunnewith presented the DRAFT project sections for the FY 2019/20 through FY 2023/24 Transportation Improvement Program (TIP). A complete draft will be distributed electronically for the May meeting and approval will be requested at the June meeting.

• Nancy Sikes-Kline asked that staff double check the list to ensure that it includes all updated acronyms and abbreviations.

..,. J. TRANSIT DEVELOPMENT PLAN UPDATE

Jeanette Berk of Gannett Fleming presented JTA's Transit Development Plan update.

Ms. Berk asked for questions. There were no questions at this time.

K. SMART REGION UPDATE

Jeff Sheffield gave a brief Smart Region update.

• Jacksonville is one of 10 finalists for the Smart Cities Council Readiness Challenge. We did a phone interview last week, and we will be in San Diego the week of April 14 when the winners will be announced.

• A second Tech and Beer event featuring the Jaguars and their new technology that will enhance the game day experience is scheduled for April 11.

• We met with Green Cove Springs to develop a signature project for them as part of our efforts to develop regionalism.

• Ladders of Opportunity continues to be a big focus related to Smart Cities. We are starting to see partnering opportunities with United Way, the Boys and Girls Club, and Canines for Warriors.

• In May, we plan on rolling out a demo for the integrated data exchange that coincides with a visit to the TPO from FOOT Secretary Kevin Thibault.

• Smart Cities will now be branded as Smart North Florida.

• A Smart North Florida Coalition meeting will be held April 29 at FDOT's Urban Office at 2 p.m.

G. EXECUTIVE DIRECTOR'S REPORT

H. SECRETARY OF TRANSPORTATION'S REPORT

Secretary Evans thanked Commissioner Bennett and JaxPort for hosting a tour for FDOT's engineer interns. Secretary Thibault will be in Northeast Florida May 6-9. There will be a statewide long range planning session May 6-7 for FDOT's Executive Team. The group will tour the various construction projects throughout the area May 8. Secretary Thibault will tour the TMC May 9. The Florida Engineer Leadership Institute has an annual training event for 40-50 rising stars in transportation that will be held in downtown Jacksonville this week. National Work Zone Week is April 8-12.

I. AUTHORITY REPORTS

Mike Cole - Nassau Ocean Highway & Port Authority - Secretary of Commerce, Wilbur Ross, along with Congressman John Rutherford, visited the Port Authority. Secretary Ross labeled us as the "Crown Jewel of lntermodal Transportation". The bond for the conduit that will allow the Operator to proceed has been approved.

James Bennett - JAXPORT - JaxPort set a port record with the arrival of the ZIM Vessel Cape Sounio, the largest container ship to ever call Jacksonville. We recently. held a Dredge Industry Day regarding our berth maintenance dredging area. We are going out for new contracts on our berth maintenance dredging. The 2019 JaxPort Logistics and lntermodal Conference will be held April 29 - May 1 at the Sawgrass Marriott Golf Resort and Spa in Ponte Vedra Beach.

Kevin Holzendorf - Jacksonville Transportation Authority - Demolition will take place on the building at 5800 Phillips Highway to prepare for the construction of our transit hub that will service the First Coast Flyer Blue Line, and expand service along the southeast corridor. A ribbon cutting ceremony for the Girvin Road project was held March 28. JTA launched a new on-demand transit service called Connexion Plus April 1. All Connexion certified customers will be eligible to use the pick-up and drop off service. JTA hosted the 2019 Florida Triple Crown Bus Rodeo, and won first place in this competition.

Steve Kira - St. Augustine/St. Johns County Airport Authority - The Florida Statewide Aviation Impact Economic Study was conducted over three years and completed last month. The Northeast Florida Regional Airport has a direct impact of $850.53 million, which includes airport administration, airport tenants, visitor spending, and business use. Military spending, industrial transportation spending, and reliance are projected to add approximately $622 million for a total of $1.4 billion in economic activity due to the airport.

J. OLD BUSINESS

• Nancy Sikes-Kline asked when the Road Ranger Program will extend into St. Johns County.

Secretary Evans responded that the Road Ranger Program was extended on 1-10 to Jefferson County, on 1-75 to Marion County, and will extend into Flagler County. Secretary Evans will get a full update and provide that information to Ms. Sikes-Kline.

RESOLUTION 2019-3 AUTHORIZING THE NORTH FLORIDA TPO TO FILE A TRANSPORTATION

DISADVANTAGED TRUST FUND GRANT APPLICATION WITH THE FLORIDA COMMISSION FOR THE TRANSPORTATION DISADVANTAGED

WHEREAS, the North Florida Transportation Planning Organization (North Florida TPO) has the authority to file a Transportation Disadvantaged Trust Fund Grant Application and to undertake a transportation disadvantaged service project as authorized by section 427.0159, Florida Statutes, and Rule 41-2, Florida Administrative Code.

NOW, THEREFORE, BE IT RESOLVED as follows that

1. The North Florida TPO authorizes Executive Director to file and execute the application on behalf of the TPO with the Florida Commission for the Transportation Disadvantaged; and

2. The North Florida TPO authorizes Executive Director to sign all agreements and/or contracts required with the application; and

3. The North Florida TPO authorizes Executive Director to sign all assurances, reimbursement invoices, warranties, certifications and any other documents required with the application and/or subsequent agreements.

Adopted by the North Florida Transportation Planning Organization in regular meeting assembled in the City of Jacksonville the 9th day of May 2019.

Purpose

Each year, the District and the MPO must jointly certify the metropolitan transportation planning process as described in 23 C.F.R. §450.336. The joint certification begins in January. This allows time to incorporate recommended changes into the Draft Unified Planning Work Program (UPWP). The District and the MPO create a joint certification package that includes a summary of noteworthy achievements by the MPO and, if applicable, a list of any recommendations and/or corrective actions.

The certification package and statement must be submitted to Central Office, Office of Policy Planning (OPP) no later than June 1.

Since all of Florida's MPOs adopt a new Transportation Improvement Program (TIP) annually many of the questions related to the TIP adoption process have been removed from this certification, as these questions have been addressed during review of the draft TIP and after adoption of the final TIP.

Risk Assessment Process

Part 1 Section 1: Risk Assessment satisfies the Risk Assessment requirements described in _g CFR §200.331. These questions are quantified using a point scale to assign a level of risk for each MPO, which will be updated annually as a result of the Joint certification process. The results of the MPO Risk Assessment will determine the minimum frequency of which the MPO's supporting documentation for their invoices is reviewed by FDOT District Liaisons for the upcoming year. Part 2 Section 5: Noteworthy Practices & Achievements One purpose of the certification process is to identify improvements in the metropolitan transportation planning process through recognition and sharing of noteworthy practices. Please provide a list of the MPOs noteworthy practices and achievements below.

• On-Line Survey, 2045 Long Range Transportation Plan Update To solicit public input in the ongoing update of the Long Range Transportation Plan, the North Florida TPO conducted an on-line survey in fall 2018. Participants of the Regional Household Travel Survey conducted a year earlier were invited to take part. Scores of partner agencies and municipalities were asked to share the survey via their newsletters (including the TPO Newsletter), email and social media while staff attended numerous public events. Business cards with the survey URL were handed out and tablets were available to allow immediate completion. More than 2,000 citizens participated. The findings will help shape the outcome of the update.

• Resiliency and Vulnerability Study To address the related planning factor and to assist in evaluating projects in the Long Range Transportation Plan, the TPO is preparing its first resiliency and vulnerability assessment.

• Congestion Management Process Update The Congestion Management Process (CMP) is being updated to incorporate and embrace federal performance measures as well as state and local targets to accomplish them. This effort includes developing an integrated regional data exchange (JOE). Performance data is utilized in developing the CMP, LRTP and Annual Mobility Report. Data residing in the JOE will be updated regularly and available for use in all TPO planning activities.

• Integrated Data Exchange (IDE) The integrated data exchange (JOE) will be a critical component of Smart North Florida. This project originated in the Smart Region Master Plan adopted in 2016. Partners in this initiative include state and local government agencies, the

• The Bay Jax Innovation Corridor The Bay Jax Innovation Corridor is one of several concepts from the TPO's Smart Region Master Plan being developed. In FY 20121 the TPO will make its first investment in the corridor. A recently awarded BUILD grant will further facilitate its development, allowing the Jacksonville Transportation Authority to operate transit vehicles along the route. One alternative under consideration is a project to widen C.R. 220 from Shamrock Drive to Knight Boxx Road, with construction starting in 2021, at a cost of $19.9 million. In addition to the milling and resurfacing, the Department will be improving the safety of the roadway by widening the paved shoulders, improving the lighting within the Town of Keystone Heights, and adding mid-block crossings and bulb-outs as part of the Town's Streetscape project.
