DISINFECTION PROCEDURES SHALL BE FOLLOWED FOR THE NEW WATER MAIN ALONG WITH AN"APPROVAL OF COMPLETED WORKS" IS ISSUED BY THE WESTCHESTER COUNTY HEALTHDEPARTMENT PRIOR TO PLACING THE WATER MAIN INTO SERVICE. THE CONTRACTOR SHALLDISINFECT THE WATER MAIN IN ACCORDANCE WITH THE LATEST AWWA STANDARD C651. ALLPRESSURE AND BACTERIOLOGICAL TESTING WILL BE SUBMITTED TO WCDOH FOR APPROVALPRIOR TO ANY WATERMAINS BEING PLACED INTO SERVICE. A SUMMARY DESCRIPTION PROVIDEDBELOW:
STANDARDS:AWWA C651, DISINFECTION PROCEDURES (METHOD NO. 2, REFER TO SECTIONS 02674 AND02675 FOR ADDITIONAL REQUIREMENTS):
a. COMPLETE ALL PRESSURE AND LEAKAGE TESTING PRIOR TO START OF DISINFECTIONPROCESS.
b. FLUSH ALL PIPE AND APPURTENANCES OF DIRT AND CONTAMINANT MATERIALS.c. USE CONTINUOUS FEED METHOD.d. USE OF SOLID HYPOCHLORITE METHOD IS NOT ALLOWED (TABLET METHOD).e. CHLORINE INJECTION POINT SHALL BE WITHIN 10-FEET OF THE EXISTING HYDRANT.f. AVAILABLE CHLORINE IN SOLUTION SHALL BE NOT LESS THAN 50 MG/L AND NOT
GREATER THAN 100 MG/L AND SHALL BE HELD IN THE SYSTEM FOR NOT LESS THAN24-HOURS.
g. DURING CHLORINE INJECTION FLUSH EACH HYDRANT UNTIL THE REQUIRED RESIDUALIS MET.
h. AFTER 24-HOURS THE AVAILABLE CHLORINE SHALL BE NO LESS THAN 25 MG/L.i. REPEAT PROCEDURE AS NECESSARY TO ACHIEVE REQUIRED CHLORINE RESIDUAL AT

7. IF A STABILIZED CATCH BASIN IS NOT AVAILABLE WITHIN A DRAINAGE AREA THE TRENCH SUMPWILL DISCHARGE TO A SILT BAG AND FLOW OVERLAND TO NATURAL DRAINAGE COURSES. THEVOLUME OF WATER DISCHARGED WILL BE MONITORED TO PREVENT EROSION OR DAMAGEWITHIN THE NATURAL DRAINAGE COURSES.
8. MATERIAL TAKEN FROM ROADWAYS, CATCH BASINS, AND SILT BAGS WILL BE DISPOSED OF IN AMANNER THAT MEETS ALL LOCAL, STATE AND FEDERAL LAWS.
EROSION CONTROL NARRATIVE
PRIOR TO COMMENCING WORK, CONTRACTOR SHALL INSTALLSEDIMENT AND EROSION CONTROL MEASURES.
WHEN THE SITE IS CLEARED, BUT BEFORE GRUBBING, EROSIONCONTROLS SHALL BE PLACED AT POINTS NOTED ON THE PLANS.THESE INCLUDE POSITIONING CONTROLS AS NEEDED ATDOWNGRADIENT EDGES OF GRADED AREAS AND AT THE BASE OFPROPOSED FILL SLOPES AND WALLS.
STABILIZED CONSTRUCTION AND WASHDOWN PAD SHALL BEINSTALLED AS SHOWN ON DRAWINGS. IF NECESSARY, ROUGHGRADES SHALL BE ESTABLISHED AND SHAPED. SITE AREASSHALL BE ESTABLISHED FOR USE AS CONSTRUCTION MATERIALSTORAGE AND PARKING.
CUTS AND FILLS WILL BE MADE TO DESIGN GRADES. EXCESS FILLWILL BE HAULED AND PLACED IN FILL AREAS OR DISPOSED OF ATAN APPROVED OFF-SITE LOCATION.

DUST CONTROL MEASURES
DUST CONTROL MEASURES WILL BE IMPLEMENTED ACROSSAREAS OF SITE DISTURBANCE.
TEMPORARY STABILIZATION (SEEDING, MULCHING) WILL BEEMPLOYED IF CONSTRUCTION AREAS ARE TO BE LEFT OPEN FORPERIODS OF TIME. THESE NOTED GENERAL OPERATIONS WILLHELP REDUCE THE POTENTIAL LEVEL OF DUST GENERATEDFROM THE SITE.
DUST CONTROL MEASURES WILL BE EMPLOYED DURING DRYWEATHER PERIODS UNTIL ALL DISTURBED AREAS ARESTABILIZED.
SPECIFIC DUST CONTROL MEASURES FOLLOW IN ORDER OFHIERARCHY.
SPRINKLING: WATER WILL BE SPRAYED ON THE SURFACEOF DISTURBED AREAS UNTIL THE SURFACE IS WET. THISPRACTICE IS ESPECIALLY EFFECTIVE ON TRAFFICKEDAREAS.

EROSION & SEDIMENTATION CONTROL MEASURES
1. ALL EROSION AND SEDIMENTATION CONTROL MEASURES SHALL BE INSPECTED BY THECONTRACTOR DAILY AND IMMEDIATELY AFTER PERIODS OF RAINFALL, REPAIR AND/ORMAINTENANCE OF SEDIMENTATION AND EROSION CONTROL MEASURES SHALL BE MADE ASSOON AS NEEDED. THE CONTRACTOR IS RESPONSIBLE FOR THE IMPLEMENTATION ANDMAINTENANCE OF ALL CONTROL MEASURES ON THIS SITE.
2. LAND DISTURBANCE SHALL BE KEPT TO A MINIMUM. RESTABILIZATION WILL BE SCHEDULEDIMMEDIATELY AFTER ANY DISTURBANCE.
3. SILT FENCES SHALL BE INSTALLED ALONG THE TOE OF ALL CRITICAL CUT AND FILL SLOPES.

Dear Mr. Kaufman:
The Town of North Castle needs to make improvements to its existing North Broadway Booster Pump Station, located on North Broadway (County Rd 22) in White Plains. Attached to this letter are eight copies of the site plans for the project. The Town will provide eight signed copies of the Application for Site Development Plan Approval.
The North Broadway Booster Pump Station provides drinking water to North Castle's Water District No. 1 from Westchester County's water supply. The Westchester County water is provided from Kensico Reservoir, which is an unfiltered water supply and is part of the New York City Catskill-Delaware (NYC Cat-Del) system. Recent regulations require that all unfiltered water supplies be provided with an additional barrier of treatment to add protection against disease-causing microorganisms. In addition, the Town has entered into an Administrative Order on Consent (Consent Order) with the U.S. Environmental Protection Agency (USEPA) to meet these regulations. Under the proposed project, the Town will provide an ultraviolet light (UV) disinfection system to meet these regulations. This requires an addition onto the existing pump station to contain the UV disinfection system.
In summary, the project includes:
1. A 171 square foot addition onto the existing North Broadway Booster Pump Station. 2. Installation of a UV disinfection system and associated piping in the building addition. 3. Replacement of the existing emergency standby generator with a critically silenced, sound-attenuated
generator.
The new pump station expansion will be constructed adjacent to the south wall of the existing pump station and will be designed to match the architectural features of the existing building. The building expansion will consist of split-face concrete masonry walls, wood frame gable roof with asphalt shingles, constructed on a concrete slab-on-grade with a concrete ring wall footing. The building expansion will be constructed entirely within the existing site and within the existing fence line. A photo of the existing pump station and site is attached to this letter.
The existing emergency generator needs to be replaced with a larger generator to power the new equipment. The existing generator is located inside the pump station and is not sound-attenuated. In addition, the existing building louvers for the generator radiator and for building ventilation are not soundattenuated and automatically open when the generator is running. The new generator needs to be located outside of the pump station due to the increase in size. The new generator will be fully enclosed in a

sound-attenuated enclosure and will be provided with a critical-type exhaust silencer to reduce the ambient sound level below that of the existing generator. In addition, the radiator side of the enclosure will be oriented toward the east, which is away from the road and toward the wooded hillside behind the pump station.
