    Sunday, May 31, 2015The one hundred forty-sixth meeting of the North Alabama Conference was designed to be a 48-hour worship experience during which participants would hear reports, conduct business, experience times of learning and share testimonies of ministry.

    Opening CelebrationMembers and guests of the Annual Conference were greeted by emcee Chris Greene, who serves as worship leader at Christ Harbor UMC. A mass choir formed by members of church choirs from across the North Alabama Conference led the call to worship. Bishop Wallace-Padgett opened the Conference in prayer. Worship leader, Nancy Beard, led the gathering in the traditional Wesley hymn, "And Are We Yet Alive."

    Organization of the ConferenceBishop Wallace-Padgett called upon the Conference Secretary, Rev. Clauzell Williams, to organize the Conference. Rev. Williams moved that the floor of the coliseum, the stage, sections 2 through 4, 6 through 9, 12 through 14, and Munger Auditorium during the Clergy Executive Session be designated as the bar of the Conference. The bar was approved. Rev. Williams moved that Rev. Nancy Cole, Karen Long, Rev. Tim Tatum, and Rev. Matt Reed serve as Assistant Secretaries for Annual Conference. They were elected. Rev. Williams nominated Rev. Sherill Clontz to serve as Parliamentarian for the Annual Conference. Rev. Clontz was elected. Rev. Williams nominated Terry McElheny to serve as Conference Chancellor for the term to expire in 2019. He was elected. Rev. Williams nominated Rev. Stephen Benefield to serve as Conference Statistician for the term to expire in 2019. He was elected. Rev. Sherill Clontz nominated Rev. Clauzell Williams to serve as Conference Secretary for the term to expire in 2019. Rev. Williams was elected.

    Rev. Robin Scott, Gail Hiett, Rev. Dale Cohen, Rev. Randy Kelley, and Rev. Deb Welsh offered prayers for Holy Conferencing.

    Bishop Wallace-Padgett called upon the Conference Secretary to present the Consent Agenda. Rev. Williams presented the reports in the PreConference Book (Journal Volume I) plus the lettered reports given out at registration. The following reports were removed from the Consent Agenda:

    Bishop Wallace-Padgett asked if there were any other items the members wished to remove. She called on Rev. John Kearns at Microphone 2 who asked that Item S, A Petition to the 2016 General Conference and Item U, A Resolution Supporting Harm Reduction for LGBTQ Teens be removed from the Consent Agenda. The Bishop then asked the Conference if they would receive the Consent Agenda with those items removed. The Consent Agenda was received. The Bishop asked that all amendments and substitutions be submitted in writing to the Conference Secretary before the close of the Monday morning session.

    Bishop Wallace-Padgett called on Rev. Williams to present a resolution to change the Standing Rules of the Annual Conference. Rev. Williams presented Item Y in the lettered reports that were to be discussed and voted on in the Tuesday morning session.

    Bishop Wallace-Padgett welcomed to the platform Birmingham-Southern Trustees Chair and Canterbury UMC member, Bruce Rogers, who introduced the new President of Birmingham-Southern, Dr. Ed Leonard III. Dr. Leonard welcomed Annual Conference members and guests to the campus. After a dance by the Glen Addie UMC Praise Dancers, special guest Bishop B. Michael Watson, resident bishop of the North Georgia Episcopal Area, preached.

    After Bishop Watson’s sermon, Bishop Wallace-Padgett led the Conference in a time of remembering their baptism. During this holy time, chalices of water were passed and participants shared with each other by making the sign of the cross and saying “Remember that you are baptized, and rejoice!”

    Following a dinner break, the clergy gathered in Munger Auditorium for the Clergy Executive Session. Laity reconvened in Bill Battle Coliseum for the Laity Session.

    June 1, 2015 • Morning SessionConference opened with music led by the St. Junia UMC Band. Bishop Wallace-Padgett led Conference members and guests in sharing Holy Communion. With the help of emcee Chris Greene, Bishop Wallace-Padgett shared the Conference mission and vision that was guiding not only this year’s “mission-driven” Annual Conference, but also the ministries of the North Alabama Conference.

    Bishop Wallace-Padgett introduced Dr. Paul Chilcote and explained that Dr. Chilcote would be sharing each morning on the topic of Nurturing Leadership in the Wesleyan Tradition.

    Adoption of Consent AgendaBishop Wallace-Padgett asked for a vote to adopt the Consent Agenda. The Consent Agenda was approved.

    Conference Priority Report: Church Health Rev. Dr. Robin Scott and Rev. Nancy Cole were called on to give the Church Health Team report. Rev. Scott began by describing the new process for church health developed by the Church Health Team. This process is 3D Regeneration. He explained that the 3Ds are for discover, develop, and deploy. Healthy churches discover persons who need Christ and share faith with them. Healthy churches develop new believers into fully devoted followers of Jesus. Healthy churches deploy resources, personnel, and God’s grace into areas that produce disciples for Christ and meet the human needs of their communities. With the 3D Regeneration process, the Church Health Team will help churches assess where their areas of need are in becoming a healthier church.

    Rev. Cole said the vision of the Church Health Team is to have Spirit-led healthy congregations living out God’s call through Grace. The Church Health Team assists churches by providing tools and processes that move churches toward greater health. She explained other processes available to churches. ABIDE is a process from Spiritual Leadership, Inc. that is provided for small membership churches to access. Also, Natural Church Development is available for any church that wishes to complete the survey to determine their strengths and minimum factor in eight areas of health. Coaching is also provided if wanted. Rev. Cole encouraged churches to ask the Church Health Team to assist in determining the health of the church and to participate together in being Christ to a broken world.

    Conference Statistician ReportConference Statistician Rev. Amy DeWitte shared the Statistician Report. She noted that although membership and worship attendance showed a decline, not only in 2014, but also for a number of years, there are bright spots to be seen in North Alabama. She noted 25 percent of the churches in the Conference are growing. Sixty-five percent of the congregations in decline are in what is categorized as low decline, which means there is hope for a turn toward growth. She also noted that payment of Conference apportionments as well as overall giving to ministries outside local church walls has increased.

    Bishop Wallace-Padgett recognized Rev. Wade Griffith at Microphone 1 who pointed out another positive note for our statistical data in that the Conference Average Attendance only dropped 200 from 2013-2014; whereas, from 2012-2013 the drop was 2000.

    Glory SightingEmcee Chris Greene, explained that in North Alabama we look for opportunities to share Glory Sightings—how God is at work in the church and community. The practice of regularly sharing Glory Sightings becomes a time of encouragement as we are reminded that God is always at work. It is a reminder to stop, pay attention and give thanks.

    Rev. Chris Herbert of Union Chapel UMC was interviewed by Chris and shared how God has been at work at Union Chapel. Rev. Herbert explained that in the last three years Union Chapel’s worship attendance has grown from just over 70 people to approximately 160 each week. This spring the congregation completed a Family Life Center to make room for more ministries and more people. The only staff member of the church is the part-time local pastor. Passionate and dedicated volunteers who are always looking to the needs of their community and praying to start even more outreach run the ministries of the church. The congregation eagerly partners with other local churches and ministries. They are truly becoming a campus of hope for their community.

    Council on Finance and Administration ReportRev. Kenny Baskins gave the financial reports for the Council on Finance and Administration. He stated that Items B, C, D, and E were not on the Consent Agenda. Item F and reports 5, 6, 7, and 8 were on the Consent Agenda.

    Rev. Baskins explained that the Conference Budget Funding Task Force was formed in October 2014 in response to a concern raised at

    Annual Conference last year. The work of the Task Force has been directly related to our theme of nurturing healthy congregations. He called on two members of the Task Force, Rev. Ken Dunivant and Rev. Warren Nash to share the Task Force recommendations. It was explained that the purpose of the Task Force was to examine the way money is raised and spent in the North Alabama Conference.

    Based on the assessment by the Task Force, the following guidelines were recommended to the Council on Finance and Administration:• Change the direction of money flow in the conference from a top-down apportionment model to an upward flowing voluntary

    spiritual giving model. This approach would align the way the Conference is funded with the way local churches are funded.• Infuse and emphasize the spiritual basis for giving by asking each local church in the North Alabama Conference to commit to a

    path of proportional connectional giving, beginning where they are now and growing over time to a Biblical standard of a tithe. This would be the same standard that is preached in our local churches and would yield similar spiritual results.

    • The current practice of approving and funding a budget is disconnected from real-time contexts in local churches and unnecessarily complex. The Task Force believes an upward flowing voluntary spiritual giving model, like the Biblical tithe, will bring inspiration and simplicity to giving that reflects the real-time contexts of local churches.

    • The Task Force encourages the Annual Conference to be more transparent and clear about the ministries for which United Methodists are responsible so that local churches may give generously and joyfully.
