CNE definition is a learning process

Critical Network Elements (CNEs) are used for defining current NTCs in an operator-driven process

Current CNEs are used in the prototype tools

Operators makes choices based on best practice and experience (and there are different practices between the TSOs)

For Flow based and CNTC in a DA and ID time frame: - Detailed description of the capacity calculation approach: 1. a mathematical description of the applied capacity calculation approach with different capacity calculation

inputs; 2. rules for avoiding undue discrimination between internal and cross-zonal exchanges 3. rules for taking into account previously allocated cross-zonal capacity; 4. rules on the adjustment of power flows on critical network elements or of cross-zonal capacity due to remedial

actions 5. for the flow-based approach, a mathematical description of the calculation of power transfer distribution

factors and of the calculation of available margins on critical network elements; 6. for the coordinated net transmission capacity approach, the rules for calculating cross-zonal capacity, including

the rules for efficiently sharing the power flow capabilities of critical network elements among different bidding zone borders;

7. where the power flows on critical network elements are influenced by cross-zonal power exchanges in different capacity calculation regions, the rules for sharing the power flow capabilities of critical network elements among different capacity calculation regions in order to accommodate these flows.

- Methodologies for the calculation of the inputs to capacity calculation will include the following parameters: 1. a methodology for determining the reliability margin; 2. the methodologies for determining operational security limits, contingencies relevant to capacity calculation

and allocation constraints; 3. the methodology for determining the generation shift keys; and 4. the methodology for determining remedial actions to be considered in capacity calculation
