(2) DETAIL Standard or Guideline Used: North Sydney Council Development Control Plan 2002, Australian Standard 1742.2, Australian Standard 1742.3, Australian Standard 1742.10, RMS Traffic Control at Work Sites Signs & Lines Priority: N/A Precinct and Ward: Central Business District, Victoria Impact on Bicycles: No specific impact to cyclists, access will be managed for general traffic as outlined in the report. Impact on Pedestrians: Impacts as outlined in the report. Impact on Parking: Temporary removal of parking on Little Walker Street to accommodate hoarding installation. Condition B1 of the Development Consent states: Construction Management Program - Local Traffic Committee Approval B1. A Construction Management Program prepared by a suitably qualified and

experienced traffic consultant must be submitted and approved in writing by North Sydney Traffic Committee PRIOR TO demolition commencement. Any use of Council property will require appropriate approvals prior to any work commencing. At a minimum, the Construction Management Program must specifically address the following matters:

a) A plan view (min 1:100 scale) of the entire site and frontage roadways

indicating:

i. Dedicated temporary construction site driveway entrances and exits, controlled by a certified traffic controller, to safely manage pedestrians and construction related vehicles in the frontage roadways and footways;

ii. The proposed signage for pedestrian management to comply with the relevant Australian Standards, including pram ramps;

iii. Turning areas within the site for construction and spoil removal vehicles, allowing a forward egress for all construction vehicles on the site;

iv. The locations of any proposed Work Zones in the frontage roadways (to be approved by Council's Traffic Committee);

v. Locations of hoardings proposed; vi. Location of any proposed crane standing areas; vii. A dedicated unloading and loading point within the site for all construction

vehicles, plant and deliveries; viii. Material, plant and spoil bin storage areas within the site, where all materials

are to be dropped off and collected; and ix. The provision of an on-site parking area for employees, tradesperson and

construction vehicles as far as possible.

b) A detailed heavy vehicle access route map through the Council area to Arterial Roads. Provision is to be made to ensure through traffic is maintained at all times.

c) The proposed phases of works on the site, and the expected duration of each phase.

d) How access to neighbouring properties will be maintained at all times and the proposed manner in which adjoining property owners will be kept advised of the timeframes for completion of each phase of process.

e) The road is not to be used as a waiting area for trucks delivering to or awaiting pick

up of materials. f) The proposed method of support to any excavation adjacent to adjoining properties,

or the road reserve. The proposed method of support is to be designed and certified by an appropriately qualified and practising structural engineer and must not involve any permanent or temporary encroachment onto Councils property.

g) Proposed protection for Council and adjoining properties. Details are to include site

fencing and the provision of “B” class hoardings over footpaths and laneways. h) A Waste Management Plan. The Waste Management Plan must include, but not be

limited to, the estimated volume of waste and method of disposal for the construction and operation phases of the development, design of on-site waste storage and recycling area and administrative arrangements for waste and recycling management during the construction process.

All traffic control work and excavation, demolition and construction activities must be undertaken in accordance with the approved Construction Management Program and any conditions attached to the approved Program. A certificate of compliance with this condition must be obtained from Council's development engineers. The certificate and the approved Construction Management Program must be submitted as part of the documentation lodged with the application for approval of a construction certificate. A copy of the approved Construction Management Program and any conditions imposed on that Program, must be kept on the site at all times and made available to any officer of Council upon request. Notes: 1) North Sydney Council's adopted fee for certification of compliance with this

condition shall be payable on lodgement, or in any event, prior to the issue of the relevant approval.

2) Any use of Council property will require appropriate approvals and demonstration of liability insurances prior to such work commencing.

3) Failure to provide complete and detailed information may result in delays. It is recommended that your Construction Management Plan be lodged with Council as early as possible, as a minimum six (6) weeks notice is required to refer items to the Traffic Committee.

4) Dependent on the circumstances of the site, Council may request additional information to that detailed above.

(Reason: To ensure appropriate measures have been considered for site access, storage and the operation of the site during all phases of the demolition process in a manner that respects adjoining owner’s property rights and residential amenity in the locality, without unreasonable inconvenience to the community)

(4) DISCUSSION Existing Site The site is located on the western side of Arthur Street between Pacific Highway and Mount Street and adjoins Little Walker Street at the rear of the site. The site is currently occupied by one commercial building. Off-street parking for the property is accessed via Little Walker Street. Proposed Development The proposed development consists of the demolition of the existing building to ground floor only. It should be noted that a separate development application has been submitted for excavation and construction of a new building consisting of serviced apartments. Access and egress The applicant has provided a map of proposed construction truck routes. Construction vehicles will approach the site either from the Pacific Highway from the north or south or Warringah Freeway from the south. From the Warringah Freeway vehicles will either take the Falcon Street exit and turn left into Miller Street, left into Pacific Highway, left into Little Walker Street; alternatively vehicles will exit the Warringah Freeway at Falcon Street and turn left at the Pacific Highway. From the Pacific Highway vehicles will turn left into Little Walker Street to enter the site. The applicant proposes to use rigid tipper trucks during the demolition stage of the development. Given the narrow width of Little Walker Street it is recommended that only single rigid vehicles only are used, that is no truck and dog trailers be used in the demolition phase of this site. Construction Phases & Truck Movements The applicant expects the duration of demolition activities will take approximately 22 weeks. The approved hours of development are: Demolition: 8.00am to 5.00pm Monday to Friday Only The applicant has provided approximate durations and truck movements for the phases of construction as set out below:

Loading & Unloading During demolition, spoil will be loaded wholly within the rear of the site via Little Walker Street. It is proposed that the truck will enter the site in the forwards direction from Little Walker Street and exit in a forward direction via Arthur Street.

(5) Work Zone No Works Zones are proposed at this stage. Should one be required by the builder, it will be subject to separate approval. Through Traffic Through traffic shall be maintained at all times and at no time shall Arthur Street, Little Walker Street or any other road be blocked by construction vehicles. Access to Neighbouring Properties & Neighbour Notification All neighbouring properties shall have their access maintained at all times. Nearby residents and businesses are to be updated on a regular basis and at key demolition stages particularly in relation to vehicle movements and to be provided with a phone number to contact the site manager. Pedestrian Management Pedestrian access on Arthur Street and Little Walker Street shall be maintained at all times. Certified traffic controllers will manage pedestrian and vehicles when vehicles are entering and exiting the site. Hoardings A B Class (overhead) hoarding will be installed along the Arthur Street frontage for pedestrian protection and over Little Walker Street for pedestrian and vehicular protection. The hoarding will be subject to separate approval. Site Crane No tower crane is proposed to be erected within the site.

(6) CONDITIONS OF APPROVAL The further conditions which need to be included in the Construction Management Plan are as follows: 1. All works on Arthur Street, Little Walker Street and any public road are to be undertaken

in accordance with AS 1742.3 2. No truck and dog trailers are to be used in the development of this site. 3. Approval must be obtained from Council for all temporary construction vehicular

crossings. 4. Installation of a Work Zone for 80 Arthur Street is subject to the applicant paying all

appropriate Council advertised fees and charges, including the cost of the signage. 5. Any disruption to traffic flows on Arthur Street, as approved under the Construction

Management Programs, must occur outside peak hours (i.e. 7.00am to 3.30pm Monday to Saturday).

6. Two RMS accredited traffic controllers will direct entering and exiting vehicles on Little Walker Street, one to direct vehicles and one to direct pedestrians whilst ensuring no pedestrians or vehicles enter the zone of heavy vehicle movement.

7. Access to 90-94 Arthur Street, 45 Walker Street, 53-61 Walker Street, 93 Pacific Highway, 97-103 Pacific Highway and any other property are to be maintained at all times.

8. The residents/occupiers of 90-94 Arthur Street, 45 Walker Street, 53-61 Walker Street, 93 Pacific Highway, 97-103 Pacific Highway are to be updated on a monthly basis and at key demolition stages, particularly in relation to construction vehicle movements, and be provided with a phone number to contact the site manager.

9. At no time shall Arthur Street, Little Walker Street or any other road be blocked by any vehicle or works associated with the construction of the proposed development. Through traffic on the Arthur Street, Little Walker Street and any other road is to be maintained at all times.

10. Arthur Street, Little Walker Street or any other road are not to be used as a waiting area for trucks delivering to or awaiting pick up of materials etc. from the proposed development.

11. Construction vehicles are not to queue in Arthur Street, Little Walker Street or any other road.

12. Any approved Works Zone is to be used only to pick up and drop off materials and equipment. Construction vehicles are not to wait or park in the Works Zone.

13. Materials are to be stored on-site. At no time, are materials to be stored on Arthur Street, Little Walker Street or any other road or any Council property.

14. Trucks may only enter and leave the construction site in a forwards direction, unless under the direct supervision of two RMS accredited traffic controllers, one to direct heavy vehicle movement in and out of the site and one to ensure no pedestrian enters the path of a heavy vehicle.

15. Mobile cranes shall be located wholly on-site 16. Concrete pumps shall be located wholly on-site 17. Pedestrian access and the diversion of pedestrians shall be carried out in accordance with

Australian Standard 1742.3 and 1742.10. 18. If pedestrians are diverted, pram ramps must be provided in accordance with Australian

Standard 1428.1. 19. If a Permit to Stand Plant or Temporary Road Closure is required, application must be

made to NSW Police, Harbourside Local Area command, a minimum of 48 hours prior to any proposed works.

(7) 20. If a Permit to Stand Plant is required, application must be made to Council a minimum of

two weeks prior to any proposed works. 21. If a Temporary Road Closure is required, application must be made to Council

a minimum of two weeks prior to any proposed works. 22. A traffic route map and conditions are to be made available to truck drivers engaged for

this development. 23. A list of truck drivers’ names with their licences and vehicle plate numbers and

conditions are to be kept on-site by the applicant at all times, and be made available for inspection by Council Officers, Police Officers and Council Rangers.

24. Repeated failure to comply with these conditions will result in removal of any Work Zone under notice.

25. All Traffic Management Plans and Traffic Control Plans must be endorsed with the name of the person preparing the plan along with their level of certified qualification and certificate number. Only persons with current “Select/Modify Traffic Control Plans” or “Design Audit Traffic Control Plans” tickets are qualified to develop and endorse Traffic Management Plans and Traffic Control Plans

Please note the construction management program is a condition that forms part of the development application for the site. Therefore any non-compliance with these construction management program conditions of approval constitutes a breach of the conditions of approval for the development application.

1. Introduction

This CMP has been specifically prepared in accordance with Consent Condition B1 of approved DA Consent ref: D377/13. 2. Consent Condition B1

The following details are in accordance with the requirements of Consent Condition B1 as follows: B1 – Construction Management Plan

a) Please refer to the detailed plan view of site included in Appendix C.

i) The existing driveway entrances located on both Little Walker Street and Arthur Street on the southern end of the street frontage will be used for truck and vehicle access during the demolition phase. These truck movements will be under the direction of a qualified traffic controller as required (refer to TMP 02 plan in Appendix B).

ii) Warning signage alerting pedestrians that trucks entering / leaving site on both Little Walker Street and Arthur Street will comply with relevant Australian Standards.

iii) Trucks entering site from Little Walker Street will drive through the site and then exit onto Arthur Street in a forward direction (refer to TMP 02 plan included in Appendix B).

iv) The demolition phase of works will not require ‘works zones’ on Little Walker Street or Arthur Street. Separate applications to be made for proposed ‘works zone’ applications for future excavation and construction works which are subject to separate development consent.

v) Future temporary Class B Hoardings are proposed on Little Walker Street and Arthur Street (refer to hoarding plan included in Appendix C). Separate applications will be made for installation and use of these hoardings. It should be noted that a scaffold protection structure is proposed to be installed within the site so as to enable safe demolition of the building tower structure. The timing of installation for the proposed hoardings will be subject to the timing of the demolition of the street level building structure.

vi) No cranes are proposed for the demolition phase. The demolition and/or hoarding contractor will be responsible for any mobile crane permit applications which may be required.

vii) A dedicated truck loading and unloading area will be maintained on-site at all times. The demolition contractor will ensure a safe location for this loading / unloading point and co-ordinate it at all times as the on-site demolition activity progresses. Truck access to site to be maintained as per TMP 02 included in Appendix B.

viii) Material, plant and spoil bin storage areas will be located on-site at all times and co-ordinated by the demolition contractor at all times as the demolition program advances.

ix) On-site parking will be restricted and controlled by the discretion of the demolition contractor. All other vehicles and or visitors will be encouraged to use local parking stations and / or public car parking amenities.

b) A heavy vehicle route plan is shown on TMP 01 included in Appendix A.

In-bound truck route: Northbound on Warringah Freeway turn left into Falcon Street then, turn right onto Miller Street then, left turn onto Pacific Highway then, left turn into Little Walker Street then using caution right turn into site 80 Arthur Street. Out-bound truck route: Depart site 80 Arthur Street left turn onto Arthur Street then turn right onto Mount Street and right turn onto onramp heading south bound on Warringah freeway to Harbour Bridge.

c) It is proposed that the demolition phase of works will take approximately 22 weeks starting March 2014 and ending August 2014. Subject to separate development consent the excavation phase may take approximately 6 months and construction of proposed carpark and tower may take up to 18 months thereafter.

d) The existing vehicular and pedestrian access to the neighbouring premises via Little Walker Street and Arthur Street will be maintained and a qualified traffic controller will be used during demolition truck movements so as to ensure safety of public is maintained at all times during these movements. The building managers for each neighbouring premises will be provided with a 24 hr contact person for both our demolition contractor and Karimbla Constructions Services on-site manager. Email updates will also be provided to these building managers in respect to any relevant stages of the demolition program. It should be noted that these building managers are already co-operating with Karimbla for the dilapidation inspection reports.

e) It is noted that roads within the North Sydney CBD area are not to be used for truck marshalling and / or waiting areas.

f) Excavation method and support detail is subject to a separate development consent being considered by North Sydney Council.

g) The Class B hoarding is proposed along the site frontages to Little Walker Street and Arthur Street. It is proposed that the hoarding structure at rear will span across the entire width of Little Walker Street (refer to hoarding plan included in Appendix C). The proposed hoarding on Arthur Street frontage will span over the existing footpath only. Safe access to all neighbouring premises will be maintained at tall times.

h) Where practical the demolition material from 80 Arthur Street may be sorted into

specific trucks for recycling (such as concrete and steel) whilst all other combined materials will be transported off-site for sorting and recycling at an appropriate facility and/or sorting yard (refer to Waste Management Plan included in Appendix D).

3. Truck Movements

Transport vehicles: All demolition waste will be transported off-site in rigid tipper trucks (all loads to be covered). Transport frequency: The demolition works will involve approximately 900 x loads in total over the 22 x week demolition program. This is based on averaging 55 x truck loads per week during the peak of the program which equates to up to 9 x loads per day. Note: Truck movements will be initially 2-4 per day for the first few weeks of site establishment.

Waste Management Plan 1. Introduction

This plan has been developed to implement procedures which will be in keeping with the State Government’s policy of reducing the quantity of material that goes to landfill and current EPA guidelines.

2. Materials To Be Recovered The following lists of materials have been identified on site as being those

which can be practically and economically recovered for reuse or recycling.

Concrete Brick Timber Structural Steel Ferrous and Non-Ferrous Metals

Demolition material will be separated and sorted on each of the floors at the source of the material. The sorted material will be loaded on to trucks for carting to the relevant recycling centre. We have estimated that on this project, at least 90% by weight of total waste generated from the demolition works will be reused or recycled. No waste contaminated by hazardous material will be recycled. The contaminated waste will be sent to the appropriate landfill site that is licensed to accept that category of waste.

3. Materials To Landfill The following list of materials have been identified on site as being those which

will go to landfill as neither the infrastructure nor markets are in place to provide for practical or economical recovery.

We anticipate approximately 1,000 m3 of material to be sent to landfill. Transport will be by Metropolitan Demolitions Pty Ltd and disposal will be at a licensed landfill site.

4. Recovery Plan Materials to be recovered will be treated in the following manner:

a) Concrete/Brick: Approximately 11,000 m3 will be transported by Metropolitan Demolitions to Metropolitan Demolitions & Recycling in St Peters for crushing and screening to produce alternatives to quarry products.

b) Timber: Approximately 60 m3 will be taken to Metropolitan Demolitions’ yard at Princes Hwy, St.Peters for de-nailing and then resale as second hand timber. Transport will be by Metropolitan Demolitions.

c) Carpets: Worn carpet will be reused on site on the scaffolding to

seal off the catch decks. It will then have no further value and will be taken to land fill as detailed in part 3). Approximately 120 m3 will be salvaged for reuse and the remaining will be transported to landfill with the quantity included above.

d) Metal: Approximately 700 m3 will be taken to a scrap metal

yards for recycling. Transport will be by Metropolitan Demolitions Pty Ltd. Steel beams and lintels that can be recovered for reuse will be transported to Metropolitan Demolitions yard at St Peters and sold as second hand materials.

5. Summary: The GSVCC demolition project will deliver the following overall waste

minimisation quantities during the demolition phase of the works; Re use: 180 m3 1.40 % Recycle 11,700 m3 90.84 % Disposal 1,000 m3 7.76 % TOTAL 12,880 m3 100%

Metropolitan Demolitions will provide quarterly reports on percentage of waste reuse or recycled (by weight) to Meriton Apartments. Metropolitan Demolitions will provide certification confirming that the minimum 90% waste reuse/recycling target (by weight) will be achieved for this site.

Waste Management & Recycling Plan

Bingo Group offers a complete, comprehensive solution to the management and

recycling of wastes to assure compliance with clients’ waste management policy.

Bingo Recycling Centre Homebush Bay and Bingo Recycling Centre St Peters combine bin

storage, waste collection, waste recycling and waste transfer to service the building and

construction industry and domestic waste management needs in the Sydney

metropolitan area. Wastes collected by Bingo Skip Bins are taken directly to either

facility where approximately 85 - 90% of wastes are converted to recovered resources.

As can be expected waste materials inwards vary considerably and are delivered to the

Recycling Centres in tipping and non-tipping vehicles or in skip bins. Of the wastes

inwards approximately 85 - 90% is recovered and recycled as materials outwards and

the balance 10 - 15% to landfill. Waste materials inwards are processed to achieve the

maximum recovery of resources and the minimum of un-recoverable material for offsite

disposal.

At the Resource Recovery Facility a simple and effective waste processing procedure is

applied. See Materials Flow Diagram (below). Wastes inwards unloaded onto the sorting

area where the waste is raked with a hydraulic excavator to expose the contents and

where recyclable materials are hand and machine sorted. The raking process separates

the waste into four streams for further processing.

Stream #1 Non-recyclable materials. These wastes pass to a holding area for off-site

disposal.

Stream #2 Metals and light recyclable materials are removed and stored for off-site

recycling.

Stream #3 Large sized heavy weight brick, concrete and rubble pieces. These wastes pass

to the crushers where they are crushed and re-enforcing fabric removed. The

output from the crushers passes to the screener where products of different

size are separated and stored in stockpiles. Re-enforcing fabric is collected and

stored in the general steel bin for off-site recycling.

Stream #4 Small sized heavy weight soil, sand, brick, concrete and rubble. These wastes

pass to the screener where the soil is separated form the brick, concrete and

rubble. The brick, concrete and rubble then pass through Stream #3.

Stream #1 wastes are currently not recyclable and are removed from the land for off-

site disposal. Stream #2 wastes, recovered metals and light recyclable materials are

recycled off-site. Stream #3 and Stream #4 wastes are processed on site by crushing

and screening to form saleable products such as soil, sand, and aggregates. These

products are retained on site until sold.
