Sub: Sanction of Allocation of Rs. 2.50 (Rupees Two Lakh Fifty Thousand Only) from Object Head OAE of Export Promotion Scheme to MSME-Development Insitute, Guwahati for organising One-day Awareness Seminar on Goods and Services Tax (GST) for MSMEs under the scheme of "Marketing Assistance and Technology Upgradation (MATU)" during the Financial Year 2016-17. Sir, I am directed to convey the approval of the Competent Authority for allocation of Rs. 2.50 lacs (Rupees Two Lakh Fifty Thousand Only) to MSME-Development Insitute, Guwahati for organising One-day Awareness Seminar on Goods and Services Tax (GST) for MSMEs under the scheme of "Marketing Assistance and Technology Upgradation (MATU)" during the Financial Year 2016-17. 2. Micro, Small and Medium Enterprises - Development Institute (MSME-DI), Guwahati will act as an implementing agency for organising One-day Awareness Seminar on "Goods and Services Tax" for MSMEs. MSME-DI, Guwahati will provide all technical inputs including preparation of background documents/course material, identification of suitable topics, faculty for presentation, etc. The financial support by Gol may cover (wherever necessary) the expenses towards rent for venue, training materials, audio/video aids, TAIDA and honorarium to the Guest Faculty, expenditure on transport, purchase of stationary items, refreshment and other miscellaneous expenses as per Govt. oflndia rules viz. F.R.-46 (l l-Honorarium to guest faculty), S.R. 190a (travelling allowance to persons who are not in civil services). Government assistance is only for organisational expenses of the proposed event and not for procurement of capital items like machinery/equipments etc. Further, the procedure prescribed under GFR including the various guidelines under the economy measures shall also be followed. 3. Efforts should be made to encourage the SC, ST, OBC, PH, Women & Minority categories of MSMEs while organizing the awareness seminar. Further, while incurring the expenditure, austerity measures/guidelines should be taken into account as issued from time to time by competent authority. 4. The funds are under the Plan Scheme and non-recurring in nature. Director, MSME-DI, Guwahati will keep separate accounts of utilization of these funds. 5. The implementing agency should ensure that there should be at least 100 MSMEs in thesaid awareness seminar. Further, Micro, Small & Medium Enterprises-Development Instituteshall adhere to the following:

• The awareness seminar should be organized by involving organisations and entrepreneurs,Entrepreneurship Development Institutes, Trade and Industry AssociationslNGOs!Community Organisations!Bankers! Financial Organisations, Industry Captains, DiversifiedBusiness Persons! Corporate Houses, etc highlighting the key themes of GST and itspossible impact in North Eastern Region.

• The MSME-DI, Guwahati should select the broad topics on Goods and Services Tax andits impact on trade and business in the National and Internatioal level and select othertopics as per the requirements of the target group. A session on Digital Payment may beincorparted in the seminar. The expert faculty on the subject matter must be involvedduring the event.

6. The pre and post publicity is required to sensitize to the MSMEs to reap the benefit of theprogramme. Wide publicity on importance of GST and its impact on National and Internationallevel are essential among the industry fraternity, Industry Associations and DICs. The informationabout this awareness programme may also be disseminated through various organizations!agenciesinvolved in the MSME sector.

7. The account for actual expenditure incurred on the above workshop shall be maintained bythe Micro, Small & Medium Enterpries - Development Institute, Guwahati and forwarded to thisofficewithin 15 days of the completion of the awareness seminar along with the proceedings ofthe seminar, feedback of each participant, course material, expenditure incurred, topics covered,photographs, etc. After completion of the programme, savings (if any), will be surrendered to thePay and Accounts Office and also be indicated in the expenditure statement.

8. MSME-DI would certify that they have not availed of, or applied for, grant for the samepurpose or activities from any other Ministry or Department of Govt. of India or StateGovernment or any other agency.

9. In addition to above, the implementing agency will have to abide the terms & conditions ofOffice of the DC(MSME) may lay down any other condition as and when required.

10. This office also be informed well in advance the date of commencement of theawareness seminar for apprising the same to AS&DC(MSME). In any case, the programmeis to be conducted positively by December, 2016.

11. Monitoring mechanism with escort services and regular follow up of seminar is to beconducted by MSME-DI, Guwahati for getting better results and also create demand forfuture programme. To this effect MSME-DI, Guwahati should select an officer who is wellconversant on the subject and also well aware on the changing scenario and who can properlyprovide suitable solutions to the requirements of the participants so as to handle the issues relatingto GST and its possible impact on MSME sector in North Eastern Region.

12. The expenditure of this awareness seminar shall be accommodated under the Major Head2851, Minor Head 00.102.97, Sub Head 97.01.20, Other Administrative Expenses (OAE) ofExport Promotion Scheme under Demand No. 58 for BE of the year 2016-17.

13. The sanction is valid for the current Financial Year 2016-17.

14. This sanction issues in exercise of powers delegated to the Head of Department inconsultation with IF Wing, M/o MSME vide their Dy. No.S37/F-I/1 0, dated 04.10.2010.
