The undersigned is directed to refer to D.O. letter No. 2/2/S/DWS)/18 dated 30th August,2018 from Secretary, Ministry of Drinking Water and Sanitation (DWS) on the subject citedabove (copy enclosed). SHS 2018 aims at accelerating the jan andolan for realizing the vision ofa Clean India, further reinforcing that "Sanitation is everyone's business".

2. All Divisions/Sections are requested to do shramdaan for the following Swachtha andsanitation related activities during the said two week programme.

~ Weeding out of obsolete records/files~ Disposal of scrap and obsolete items~ Cleaning and upkeeping of Almirahs and cupboard.~ All almirahs and cupboards shall be cleaned and number. One paper will be pasted

on top right side of the Almirah bearing no. of Almirah, name of the custodian andsupervisor and the date of the last cleaning.Old records shall be weeded out. A list of such records is to be kept. If required,. important records shall be digitized.Digitization of important records ( if possible).

2. Ministry of MSME has an SOP for undertaking SHS activities (copy enclosed).Ministry of Drinking Water and Sanitation has also circulated a list of illustrative activities(Annexure-A). All the offices and organisations of Ministry of MSME are requested to followthe enclosed SOP and also undertake activities suggested by M/o DWS while observingSwachhta Hi SCWil during the period: 1Slh September - 02nd Octo her, 201 R.

3. It may also be noted that activities undertaken under SHS are required to be reported onSHS portal ofM/o DWS with following details:-

a) No. of participants in SHS (activity wise).b) No. of dignitaries or prominent personalities attending the SHS activities.c) Good quality/l-ID photographs with caption and date (in JPEG format, Sizer- 2 - 5

MB).

~ )As a precursor to the launch of the 150th birth an riversary celebrations of

Mahatma Gandhi, and in the run up to the 4th anniversary of Swachh BharatMission, it has been decided to observe Swachhata Hi Seva 2018 (SHS) from 15thSeptember to 2nd October, 2018. SHS 2018 aims at accelerating the jan andolan forrealizing the vision of a Clean India, further reinforcing the that 'sanitation iseveryone's business'. The launch of SHS 2018 is scheduled on 15th September2018, followed by the two week long campaign.

2. In this regard, I request you to personally lead the campaign and organizeshramdaan for swachhata related activities at all levels in your Ministry and makethe SHS 2018 a grand success. You may issue necessary instructions to all yourDepartments/ formations/ field units for wide-spread shramdaan and sanitationrelated activities. You may also like to generate appropriate competition among allyour units for maximum participation in SHS. A list of suggested activities isattached as annexure-A.

3. I will be grateful if you send to this Ministry a concrete plan of the observanceof SHS in your Ministry and its jurisdictions b 5lh September 2018 onshs201Rreporting@gmail.com. You may also send a consolidated num er ofparticipants in SHS (activity wise) to this Ministry latest by October 5lh, 2018, toshare with the Prime Minister's Office. The report may also be uploaded on ourportal https://sbm.gov.inlshs2018.

Annexure- A: List of Illustrative Activties

As a part of the SHS Campaign, the activities that citizens may undertake is as follows:

Organize cleaning of streets, drains and back alleys through awareness drives

Organize Waste collection drives in households and common or shared spaces

Conduct Door-to-door meetings to drive behaviour change with respect to sanitation

behaviours

Organize awareness campaigns around better sanitation practices like using a toilet,

handwashing, health and hygiene awareness, etc.

Perform Swachhata related Nukkad Nataks Istreet plays, folk song and dance

performances

Make wall paintings in the premises of Industrial estate on the theme of swachhata

Undertake village level rallies for generating awareness about Swachhata

Volunteer for segregation of solid waste into non-biodegradable and biodegradable waste

Building compost pits during the SHS fortnight

Toilet pit-digging exercise and other toilet construction activities

Sub: SOP For organising Swachhta Hi Seva (SHS) by all offices andorganisations under Ministry of MSME during the period: rs"September, 2018 to 02nd October, 2018.

I. Swachh Bharat Mission is a flagship programme of Government of India to improve thequality of life of the people of India with the objective to maintain cleanliness asEveryone's Business. Ministry of MSME has decided to launch a Swachhta Hi Seva(SHS) from is" September, 2018 to 2nd October, 2018 on pan India basis. All Officesunder Ministry of MSME shall be taking part in the SHS during the above period.

2. The SHS 2018 aims at accelerating the jan andolan for realising the vision of a CleanIndia and further reinforcing that "Sanitation is Everyone's Business". The two weekprogramme would involve wide-spread shramdaan for Swachhta and Sanitation relatedactivities which may be undertaken in the office premises, public places FIno also inIndustrial Areas along with the Industry Associations. The different activities to becarried out as a part of this campaign during the above period shall inter-alia include"-

1. Cleaning of the premises.11. Painting and civil work, if necessary.111. Planting trees.~ Weeding out of obsolete records/files.v. Disposal of scrap and obsolete items,

The activities to be undertaken by all the offices for in-house clec:ming and organizingprogrammes with industry associations are suggested as below:-

3. Cleanliness in the office premises (in-house) :-

1. All employees shall be taking part in the Swachhta Hi Seva Campaign.j(! All Almirahs and Clipboards shall be cleaned and numbered. One paper will he

pasted on top right side of the almirah bearing no. of almirah, name of thecustodian and supervisor and the date of the last cleaning.

'iii. . Old records shall be weeded out. A List of such records is to be kept. If required,important records shall be digitized.

IV. In all offices, if there is any scrap littered in the compound, it will be accumulatedand disposed off following the prescribed procedures.

v. Whitewashing and civil repair work shall be done on need basis.VI. Water drains, Road sidings, Parking area, Lawns, Gardens, Corridors, Stairs and

lin should be cleaned on daily basis in all offices.VII. To create awareness among people, promotion of the message of Swachh Bharat

Mission shall be spread by organizing workshops, display of boards, hoardings,banners and posters.

4. Programmes with Industry Associations, Clusters and Industrial Estates:-

I. The Head offices will identify the local offices and Industry Associations toconduct the programme. The date and place shall also be fixed up in advance.Photographs ofthe place shall be captured before undertaking Swachhta activites.

11. One officer shall he deputed to each location where the Swachhta Abhiyan is tobe taken up.

111. The field offices will prepare themselves properly before organizing anyprogramme. They should arrange necessary items and other preparations 111

advance as follows:a. Banners and / or backdrops with Swachh Bharat Mission logo.b. Hand glovesc. Masksd. Apron (bearing Swachh Bharat Mission logo)e. To invite the staff from local municipal corporation with equipment and

trucks, etc.f. Invite local media (print/electronic)g. Photographer/ videographer

5. The Swachhta programmes shall be organized as per proper schedule as given below:-a. Display of Swachhta Banners/ Posters.b. Taking the Swachhta Pledge (Copy Enclosed).c. Taking Photos/ videos before the cleaning. (Photo size:- 2 MB and above)d. Cleaning the site with hand equipments with hired labour.e. Planting trees (if possible).f. Taking photos/ videos after cleaning. (Photo size.- 2 MB and above)g. Arrangements for Media coverage.h. Uploading the photos and videos on website and other social media.

6. Nodal officers shall be designated for every field office for the Swachh Bharat Missionprogrammes who will be responsible for compiling the report and photos/videos andsending the same to their respective HQ for placing on the website.

7. Photos before and after holding Swachhta Programme and Video must be taken tocapture the improvement brought about as a part of swachhta programme. Thesephotos shall be uploaded on website and other social media channels/sites.

8. For carrying out of the various activities enumerated above, the officers from HeadOffice shall closely work with field offices and shall also visit such locations during thespecific 'Swachhta Abhiyan' events. Schedule to be prepared where Hon'ble Ministerand Sr. officers of Ministry may be invited for Swachhta Abhiyan during the aboveperiod.

Swachhta Pledge

Mahatma Gandhi dreamt of an India which was not only free but also

clean and developed.

Mahatma Gandhi secured freedom for Mottler India.

Now it is our duty to serve Mother India by keeping the country neat and

clean.

I take this pledge that I will remain committed towards cleanliness and

devote time for this."

I will devote 100 hours per year that is two hours per week to voluntarywork for cleanliness.

I will neither litter nor let others litter.

I will initiate the quest for cleanliness with myself, my family, my locality,my village and my work place.

I believe that the countries of the world that appear clean are sobecause tfueir citizens don't indulge in littering nor do they allow it to

happen.

With this firm belief, I will propagate the message of Swachh BharatMission in villages and towns

I will encourage 100 other persons to take this pledgE~which I am taking

today.

I will endeavour to make them devote their 100 hours for cleanliness.

I am confident that every step I take towards cleanliness will help inmaking my country clean.
