Regulation for Formulation of Forest
Plan
CHAPTER I General Provisions
Article 1. The governor of To, Do, Fu or pre-
fecture shall, in accordance with the provisions
of this Regulation, decide forest area manage-
ment plan and forest area work plan.
Article 2. "Final cutting" in this Regulation
shall mean a cutting coming under any one of
the followine items and "thinning" shall be

other cutting (excluding salvage cutting) than
final cutting:
(1) Cutting accompanying regeneration of for-
est trees;
(2) Cutting for the purpose of using forest
land for other purpose than for growing
standing trees.
2 "Cutting system" in this Regulation shall
mean the cutting method regarding final cut-
ting and shall be two methods of clear cutting
and other cutting than clear cutting.
3 "Saw-timber forest" in this Regulation shall
be a forest to be managed primarily to pro-
duce saw timber and "fuelwood forest" shall
be a forest to be managed primarily to' produ-
ce fuelwood and logs for charcoal and "special
species forest" shall be a forest composed of
dominant species stated in Article 8 of the
Regulation for Enforcement of the Forest Law
(Ministry of Agriculture and Forestry Ordi-
nance No. 54 of 1951) and shall be managed
primarily to use for uses stated in the same
Article and "bamboo forest" shall mean a for-
est to be managed primarily to produce bam-
boo (including bamboo shoots).
Article 3. The governor of To, Do, Fu or pre-
fecture shall clarify the location of a forest
and in order to facilitate the formulation of
forest plan, divide forest area into compart-
ments and subdivide a compartment into sub-
compartments.
Article 4. The unit used for formulation of for-
est plan shall be cho in area and shall be to
two' places of decimals (se), counting 5 and
higher fractions as units and disregarding the
rest, and in volume, the unit shall be koku by
actual measurement (in case of bamboo, sofcu
shall be the unit), counting 5 and higher frac-
tions as units and disregarding the rest if
fractions exist.
Article 5. Age class shall be stated in Roman
figures and the lowest shall be I.
CHAPTER II Forest Base Plan
Article 6. The name of base plan area of To,
Do, Fu or prefecture shall be subject to those
provided for in the Ministry of Agriculture
and Forestry Notification No. 290 of 1951.
Article 7. Details of matters .stated in each item
of paragraph 3 of Article 4 of the Law shall
be as follows:
(1) Matters regarding reforestation and tend-
ing:
'l) Minimum area to be planted artificially
by national forest and private forest;
2) Order of priority by district based on the
degree of necessity of reforestation regard-
ing forest to be planted artificially;
3) Standard of selection of species to be
planted ;
4) Matters regarding guidance on tending.
(2) Matters regarding cutting of standing
trees and bamboo in forest:
1) Standard of decision of boundary of for-
est where clear cutting is prohibited (here-
inafter referred to as "prohibited stand for
clear cutting") and boundary of forest
where final cutting is to be deterred (here-
inafter referred to as "deterred stand for
final cutting");
2) Standard of decision of available cutting
age class ;
3) Matters regarding guidance on cutting of
standing trees in ordinary forest belonging
to higher age class than normal cutting
age class and of those in self-use forest;
4) Standard of designation on management
factors of protection forest and protec-
tion facilities area.
(3) Matters regarding construction of forest
roads and transportation of forest products:
1) Size and order of construction of main
forest roads and other transportation facil-
ities on a large scale by national forest,
private forest, type and site;
2) Matters regarding guidance on the order
of construction of other forest road and
transportation facilities than those stated
in the above.
(4) Matters regarding guidance on protection
. facilities:
1) District and area of a forest by national
and private forests and type which shall
be proper to be designated as protection
forest during the plan period provided for
in Article 25 paragraph 1 items (1) to (3)
inclusive ;
2) District by private and national lands
which shall be proper to be designated as
protection facilities area during plan period
and type of protection facilities;
3) Outline of protection facilities work to
be exercised by the Government during the
plan period.
(5) Other matters to be bases of forest man-
agement :
1) Matters regarding forest protection facil-
ities ;
2) Matters which shall specially be needed
for forest management.
Article 8. Minimum area of a forest which shall
be planted artificially provided for in forest
base plan shall be the sum of areas stated in
each following item:
(1) Areas of forest which, at the time of for-
mulatioji of plan, are cut area, non-forest

land and scattered forest land which are in
a condition of artificialplanting;
(2) Of the forest clear cut during the plan
period, the area computed by the following
equation under the assumption that such
area shall complete planting within two
years after cutting:

CHAPTER III Forest Area Management
Plan
Article 9. Forest area shall be called headed by
a series of Roman figures.
2 Roman figures of the preceding paragraph
shall be put subject to the order of name of
base plan area.
Article 10. Details of matters stated in items
(1), (2) and (5) to (8) inclusive of paragraph 4
of Article 7 of the Law shall be as follows:
(1) Matters regarding reforestation and tend-
ing:
1) Minimum area to be planted artificially
by limited forest, ordinary forest, special-
use forest and self-use forest;
2) Of forest to be planted artificially,order
of priority by district based on degree of
necessity of reforestation ;
3) Standard of selection of species for re-
forestation ;
4) Matters regarding guidance on clearing,
salvage cutting and other tending practice.
(2) Matters regarding cutting of standing
trees and bamboo in forest:
1) Prohibited stand for clear cutting, deter-
red stand for final cutting and thinning
stand for ordinary forest;
2) Available cutting age class of ordinary
forest trees;
3) Matters regarding guidance on cutting
of ordinary forest standing trees belonging
to higher age class than normal cutting
age class and of self-use forest standing
trees;
4) Management factors for protection forest
and protection facilitiesarea.
(3) Matters regarding constructionroads and other transportationproducts:

Article 11. Provisions of Article 8 shall apply
mutatis mutandis to computation of minimum
area of forest to be planted artificially pre-
scribed in 1) of item (1) of the preceding Article.
Article 12. Respective allowable limit of final
cutting stumpage volume, thinning stumpage
volume and total of final cutting and thinning
felling stumpage volume of shall be decided
subject to its management factor by saw-
timber forest and fuelwood forest and by
broad-leave and conifer trees.
2 Allowable limit of felling stumpage volume
of total of final cutting and thinning of stand-
ing tree of ordinary forest shall be calculated
respectively on the basis of five times annual
growth of standing trees of ordinary forest
(excluding standing trees belonging higher age
class than normal cutting age class, wind-
thrown trees, dead trees, and standing trees
provided for in Article 3-(2) of the Regulation
for Enforcement of the Forest Law (Ministry
of Agriculture and Forestry Ordinance No. 54
of 1951).
3 Allowable limit of thinning stumpage volume
of standing trees of ordinary forest shall be
calculated respectively by determing thinning
stumpage volume and to the limit of two times
standing trees of forest proper to be thinned
by saw-timber forest and fuelwood forest and
by board-leave and conifer trees.
4 Allowable limit of final cutting stumpage
volume of standing trees of ordinary forest
shall be calculated respectively by deducting
standard thinning stumpage volume from felled
stumpage volume of total of final cutting and
thinning calculated based on the provision of
paragraph 2 and by saw-timber forest and
fuelwood forest, and by broad-leave and conifer
■ trees.
Article 13. The governor of To, Do, Fu or pre-
fecture, in accordance with the instructions
provided for separately, shall prepare forest

CHAPTER IV Forest Area Work Plan
Article 14. In the first year of forest area work
plan, the total of the area of the site to be
artificially planted under Article 8 paragraph
5 items (1) and (2) of the Law shall be deter-
mined as one-fifth of the minimum of 1) of
item (1) of Article 10 and after the following
year, the total of the area shall be determined
: corresponding to the product that the total of
artificially planted area and the area expected
to complete artificial plantation during the
current year is deducted from the minimum
area of Article 11 and divided by the number
of remaining years of forest area management
plan.
2 Allowable limit of final cutting stumpage
volume, thinning stumpage volume and felling
stumpage volume of total of final cutting and
thinning shall respectively be determined as
to be one-fifth of allowable limit of final cut-
ting stumpage volume, thinning stumpage
volume and felling stumpage volume of total
of final cutting and thinning under Article 10
items (2) and (3) in the first year of forest
area management plan and after the following
year, felling stumpage volume shall be deter-
mined as stumpage volume corresponding to
the product that the alreadyfelled stumpage
volume and stumpage volume expected to fell
in the current year are deducted from the al-
lowable limit of felling stumpage volume of
Article 8 paragraph 5 items \S) and (4) and
divided by the number of remaining years of
forest area management plan.
3 In the case of the preceding paragraph, in
case where the total of the thinned stumpage
volume and stumpage volume expected to fell
in the current year exceeds the standard thin-
ning stumpage volume corresponding to that
for past years (including the current year),
the surplus volume shall be calculated as final
cutting volume.
Article 15. The governor of To, Do, Fu or pre-
fecture in case where he has decided forest
area work plan or changed thereon, shall re-
port thereof to the Minister of Agriculture
and Forestry.
2 The governor of To, Do, Fu or prefecture in
case where he has permitted the felling of
standing tree, shall report the volume regard-
ing the permission as provided for separately
to the Minister of Agriculture and Forestry.
Article 16. The governor of To, Do, Fu or pre-
fecture when he implements forest area work
plan, shall prepare the adjustment book by
each forest area as provided for separately.
