"Project,) through an Engineering,Procument and Conshuction the
"EPC") Contract

\ e requesl ou lo provide nlormation o our ollowing queries:
. 1. Ministry of Road Transporr & Highways, hrough ts let
ter no. NIV37010/4/2010.pIC pt.-RFAQ) dated 28' Janua.ry 013, has
approved some 67-8=59 applicants as eualified for theNational
Highways Projects o be taken up on EPC mode. The eligibility limit
of suchApplicants s valid up to September 013.
Are all the quqlified applicants listed in the Mnistry's letter
dated 28s January 2013automatically 'Qualified,for bidding for th
above referrd prcject or theie applicsnts haveto go through he
QualificatiotrProcess gain?
2. ln th RFQ document, he Time for Completion ofthe above
project s given 1 % years which, asper guideline available n the
Model EPC Ageement, includes he ddvelopmeat f the projectalso.
Considering he Design-Build (EPC) r[ode, the Time for Completion s
grosslyinsufficient.The development phase tself takes some 9 to 12
months which in&r alia includes subsoilinvestigation, surveys,
design of highway andmajor bridges, via duots and other
structures,
. procurement of applicable permits which fiuther intr alia
includes (a) permission of the StateGovemment or extraction of
boulders rom quarry; (b) Permission of Village panchayats and
Pollution Control Board for installation of crushers; c) Licence
for use of explosives; (d)Permission of the State Covemment or
druwing water from riverkeservoft; (e) Licence fiominspector of
factories or other competent Authority for setting up batching
plani; (f) Clearance fPollution Control Board for setting up
batching plantj (g) Clearanie of Village panchiyats andPollution
Conhol Board fo. setting up asphalt plant; (h) Permission ofVillage
panchayats andState Covemme.nt or bonow earth etc. All these
activities ake substantial ime.
The conshuction phase inter alia includes strengthening of tho
exlsting carriageway andconstruction of the new
caniageway,construction of paved shouldersdrains
repair&shengthning of existing bridges & structures,
onstruotion of new major bridges, viadrich &shuctules and
allied works. For the above project t would reasonably equire 24 to
30 months.
In view of the above, a reasomble Time for Completion (design,
development &construction) would be 36 to 42 months othendse
unnecessary ExteNion of Time for

which office would be the Arithoriry's Engineer?
6. In case a consultant would be appointed or supervising he
Prcject, what is the status of itsappointment? Would be the
consultant e in plac before he Appointed Date?
7. Would there be a provision or hioe Escal.ation n the Bidding
Document?
