ThiswasthefirstopportunityinthreeyearswhereNgāiTeRangicouldsharefactsthatbackeditscaseagainsttheHaurakilandgrab,andtofinallybeheardbytheCrown,thosepresent,andbythewiderpublic.ThehearingbrokerecordsforthemostviewsbylivestreamwhichisanindicationofthehighinterestintheissuesunderexaminationnotonlyforNgāiTeRangi,butforalliwithatborderPareHauraki,andalsoalliwithatfacesimilarexperienceswiththeCrown.

KoroHauataopenedfortheNgāiTeRangiwitnessessuccinctlyandclearly.HereiteratedthemessagethatitisonlyNgāiTeRangi,NgātiRanginuiandNgātiPukengathatholdManaMoanaandManaWhenuainTaurangaMoana.Matakanawashishome,andthepepeha“maiiMatakanakiMatakana”isalie,hesaid.HefinishedbylettingitbeknownthatNgāiTeRangiwillcontinuetopursuethismatteruntilitisresolvedtooursatisfaction.IftheTribunalgetsitwrong,itwillnotbetheendofourefforts.

TheinitialtaskoftheForumistodevelopaRangatahiEngagementStrategy-aplantocreatetwo-waymeaningfulcommunicationsandcontributionsbetweenrangatahiandtheIwisothatallremaininformedandresponsivetooneanother.Overtimewewillexpandeffortstorangatahidevelopmentandcareerpathwayopportunities.

AninauguralwānangaofTeRangiHouwasheldatWhareroaMaraeinApril2019.WithsomeexternalinspirationandguidanceofRiriaTeKanawathegrouplearntthebasicfoundationsofstrategicplanningandstartedtorefinethinkingaroundanactionplanforthenext6months.AninnovativesessionfacilitatedbyourveryownTeKahuRollestonwasheld,wherespokenwordmasterpieceswerecreatedbyourrangatahi.HemihinuikiaRiriameTeKahuiwhakarangatiraaitekaupapa.

Allinall,thewānangahassetthebenchmarkforpositiveandhighenergyactivityoverthecomingmonths.

TeRangiHouaimtohaveadraftengagementstrategyforpresentationata‘NgāiTeRangiRangatahiSummit’inSeptember2019.Thesummitwillprovideanopportunityforfurtherdevelopmentanddesignofthestrategybytherangatahi,withtheaimofitbeingfullyendorsedbytheRangatahiattheendoftheSummit.Moredetailstocome.

ClosingsubmissionswillbecompletedbythestartofJune2019.FollowingthiswehavebeengivenanindicativetimeframefromthreemonthstoayearforareporttobedeliveredfromtheTribunal.

TheeffortintheTribunalisjustonepartoftheongoingfightagainstHaurakiintrusion.Wehopeforapositiveoutcomebutregardless,thefightagainsttheCrownactionswillcontinueaslongasitneedsto,torightthewrongsoftheArdernConfiscations.

Foralmost15years,OpureoraMaraehashadanunwrittenpolicyofbeingcompletelyalcoholanddrugfree.

AlthoughtheMaraehadasmallinformalsignoutliningthevariousture(rules)ofthemaraeoutsidethewharekai,hapūsecretaryNessieKukaconsultedwithCAYADNgāiTeRangiandmobilisedherhapūtrusttoformalisethepolicyinarecenttrusthui.

OpureoraMaraealsousedthispolicyasanopportunityforoneofthelocalrangatahi,AreenaTaingahue-Smith,toshowcasehertalentanddesignthenewsignageforthemarae.

NessieKukasaysalthoughmanyrangatahiarefamiliarwiththeture(rules)ofOpureoraMarae-thesignageisanotherelementtoensureournextgenerationtakeontheresponsibilitiesoftheMarae.

NgāiTeRangiisamemberoftheTaurangaMoanaYouthOffendingTeam(MYOT),acoalitionofgovernment,iwiandcommunityrepresentativeswithagoalofachievinglonglastingchangeforyoungMāorioffendersinTaurangaMoana.

Inresponse,NgāiTeRangihaveestablishedTeTuakiriProgrammeforrangatahiwhohaveoffendedandarebeforeTeKootiRangatahi(theYouthCourt).Rangatahicanbereferredtoour10weekprogrammethatiscentredonTeTuakirioTeTangata–theidentityoftheperson.

TheprogrammeinfusessocialworkpracticeandtikangaMāoritoeducate,inspireandsupporttherangatahitowardspositivechange.ThefirstintakeforTeTuakiriwasheldbetweenFebruaryandApril2019andhasinthisshorttimedemonstratedthebenefitsofsuchaprogramme.

ArangatahistandingwithconfidencetorecitetheirpepehabeforetheCourtforusissuccess.Whilsttosomethismayseemlikeasimpleexercise,itsymbolisessomuchmore-theknowledgelearnt,theprideinstilledandrespectforone’sselfandothersdespitetheadversitiesfacedrepresentsabigmilestone.
