PRESIDENT'S REPORT As I type this a new year has begun and the old year has been ushered out. It seems there are many things on the horizon for all motorcyclists. The EPA has decided it wants to mess with our fuel again. Insurance rates are going up along with health care rates. Soon it will be hard to find insurance for our motorcycles that will be affordable.

One of the most pressing issues is that motorcyclists are being killed in record numbers. The legislatures in this country continue to blame us for riding our motorcycles legally and obeying the laws of this state for our own deaths. It is disgraceful on their part for ignoring these deaths. We must get legislation in this state and country that protects law abiding rid-ers. Abate of Florida, Inc. and the National Coalition of Motorcyclists is doing that now. To not only be told that because you ride a motorcycle or wear clothing that says you belong to an organization, association or a club that you are not entitled to the rights of all Americans. It is not only against the Constitution, Declaration of Independence, it goes against all God given human rights. This is where this country is at in the thinking of our political leader’s not only on state levels but national level also. It’s time to get out of the bars, stop trying to be politically correct and fight for your rights. It seems 90% of motorcycle organizations have forgotten what they stand for. If you want to do charity work then join a charitable organization. Don't use Motorcycle Rights Organizations to have people pat you on the back when you hand them a check and then call their legislators and tell them what terrible people we are behind our backs. Our dead brothers and sisters are calling out for you to defend their legacy of everything they stood for.

The run to the Capitol has been cancelled for this year since the Governor couldn’t make up his mind as to when people would be allowed to set up at the Capitol. He decided to take it out of the hands of the department who handled it in the past and have his office handle it, sounds like Washington, D.C. doesn’t it. The February state meeting will be hosted by Peace River in Port Charlotte and the flyer is in this issue of the Masterlink. The February state meeting will be the first nominations for all state board positions for the next two years.

PRESIDENT Doc Reichenbach: President Doc Reichenbach extended deepest condolences on behalf of ABATE of Florida, Inc.to Barry for the loss of his wife. He then introduced visitor Matt Hudson, Speaker pro tempore of the Florida House of Representatives who is also a candidate for the Florida Senate. He was here to update us on what’s going on in the state capital. As a lobbyist and as an individual Doc endorses him wholeheartedly. Matt said it was nice to see all his friends from Gator Alley and welcomed the rest of ABATE of Florida, Inc. The Vulnerable Road Users bill, VRU, known as HB253, has passed its first committee. It was amended taking out the criminal charge version and raising the fine to $2,500. The Senate version, SB332, is in the Senate but has not made it to its first committee yet. This bill has moved before but never made it to the finish line. Our jobs are to contact our representatives and talk about what has happened in our district. Continued contact with your legislators is important. The legislature is different this year. In years ending in even numbers the start of thr session has been moved up to January. Therefore the committees were also moved up. The first week of the session you will see high profile bills passed such as a statewide water policy and three bills dealing with individuals with disabilities. They will also go through the process of balancing the budget and also initiating tax cuts, putting money back in taxpayer’s pockets. There will be a tax cut, not sure how much. Another thing on the horizon is the Seminole gaming compact-do we grant the Native Americans an exclusive contract in exchange for lots of money or do we open it up to public providers and negate the amount of money we would get? The Governor has signed off on a firm

pact, but legislators have to draft a bill for an agreement with the tribe. There are also ongoing issues relating to water, the Everglades and educational reform. There will be 1,500-2,000 bills filed. Last year 272 bills were passed. That’s why advocacy is so important. He looks forward to seeing ABATE in Tallahassee and said ABATE embodies what America is all about. Doc asked why legislature keeps taking our safety money if the surplus is so high. There were less motorcyclist deaths when ABATE was doing the Safety program. It should be in the budget. Last year we asked for $300,000. The legislature cut it in half to $150,000 then Governor Scott vetoed it. We need Matt’s help getting the money. He said frankly it should go to us. He will call Chairman Ingram at the Transportation Department. Patti said we requested to reserve the courtyard for February and have not heard anything back. They said they would notify people 30 days prior to the requested date. This does not give people much time to get off work so today we have to decide if we will even go. Now Governor Scott is controlling the calendar and has not approved anyone for 2016 yet. Matt will see what he can do to jumpstart the approval. Jim said as a state employee he would like to see pay raises and bonus programs at every state agency. Darrin asked what Matt thought will happen to the open carry bill. He responded that he is an ardent supporter of the 2nd amendment. The bill that would repeal the provision that you are not allowed to carry on college campuses is moving along and will pass in the House. Noted that police chiefs support the open carry bill as long as gun is holstered. A comment was made that representatives should not leave the session early as they did last year. Last session there was a massive debate over Medicaid expansion. The Senate filed a bill to expand Medicaid, the House did not. There comes a point where you can’t go any further because of a stalemate. Completely unreasonable Senate Democrats used the House, saying they would not vote on the budget if the House did not approve Medicaid expansion. So the Senate packed up and went home. The Florida Supreme Court ruled they should not have left but did not order them to go back because the session was about to end. It was the weirdest session Matt has seen. The only thing that the legislature is required to do is pass a balanced budget. They must meet 60 consecutive days per the Florida constitution. Legislators were in session 30 weeks last year. He also talked about border security and allowing refugees in, saying we have to be careful what we do. This country was founded on letting all people in but we need to keep the country safe also. Congratulated the delegation for asking good questions to Rep. Hudson. He will make a fine Senator. Reminded chapters that the State President must approve all contracts or you will be personally liable. We need to save ABATE, not save the cat or dog. We need to keep the corporation going, that’s what we are all about. Too many of us are getting killed. We need to get stricter laws. We need to get the $2.50 we pay at registration given back to us as safety money. They are using this money for anything they want. Sixteen years ago Doc wrote bill giving the money to ABATE. They took it away 5 years ago. When we controlled the money deaths went down. Now we don’t and deaths have gone up. If ABATE does not get the safety money from this legislature or governor we need to sue the State of Florida. We will have to make a decision in March. If you use something in your newsletter written by someone else (copyrighted) you must get permission to use or give credit to person who wrote article. The Orange County chapter has been disbanded. Only 2 people wanted to be officers so they had to close. Every year we pay $ 18,000-20,000 for insurance and we are not getting this money back from the chapters. Additionally, the owner of the insurance agency did not want to insure us after the payout of the Brevard suit. Doc suggested that the state does not renew the insurance. Our current insurance is good until June so we still have six months to decide what to do. Barry said some chapters (out west) do not require insurance. Patti said the $20,000 covers 30 events. The $125 each chapter pays per event helps state pay for the blanket. Our option would be to research how much it would be per event at the chapter level. We have to have at least $1 million liability per event. The least expensive Billy Bird found was $250 and

more if they were serving alcohol. Need to be able to have additional insured. Comment was made that AMA had insurance in Ohio. We used to use AMA but it does not allow alcohol at any event. Another concern was that people would not come to an event if there was no alcohol. Last year chapters paid $12,000 for insurance so the State had to pay the other $8,000. The state cannot subsidize this any longer. Delegates were told to do back to their chapters, talk about this and email Doc with suggestions.VICE PRESIDENT Dennis “Mudder” Rudoi: We need to increase membership. Attrition is killing us. Don’t know what to tell us to bring people into chapters. A good conversation starter would be to ask if they ever lost a friend or family member then talk about us being a motorcycle rights organization and the $4,000 AD&D insurance policy. We may be hesitant to go after sports bikers because of the way they ride (Frank) but not all of them drive 100 mph and flip off cops. We need to go after the sports bikers (Barry). We need to make it more interesting to them, educate them and bring them into ABATE or we will be wearing helmets and riding on 3 wheels. Jim said he has reached out to sports bikers, they didn’t want anything to do with ABATE. Madder said if you are licensed to carry a firearm you need to carry. The government is not doing anything to protect us. You may be the first responder. Drive safe, the snowbirds are back.SECRETARY Shelly Johnston: No corrections to minutes from October State meeting. Motion to accept minutes as published was made by Sharon (vintage), seconded by Dale (Inerstate) and carried.TREASURER Patti Nasrallah: Income/expense report and balance sheet in packets for both ABATE of Florida, Inc. and ABATE of Florida Safety and Education Inc. Went over the financials for Avon Park. We were required to hire 3 off duty police officers which drastically hurt our bottom line for the event and they were not needed as there were no problems. Doc noted that he and Mudder paid for all their own expenses. We do have seed money to put on another event. Insurance was for three days with alcohol. Went over financials for ABATE of Florida, Inc. There has to be $500 kept in bank account. Asking for donations from chapters. We also got money from Amazon.com. Darrin’s employer donated $250.00. We normally can count on money coming from Spooks but this year due to declining attendance they didn’t have any to give to the corporation. Patti announced that she will be retiring in June 2016 after 20 years on the board of ABATE of Florida, Inc. She will stay on as treasurer for the next two years to train her replacement. If no replacement is found she will be done in June. Motion to accept treasurer’s report made by Frank (Southeast), seconded by Charles (Vintage) and carried.SARGENT-AT-ARMS TJ Painter: Excused absence.STATE OFFICE Ms. Boots: Inventories are due today, turn them in to her. Still has lots of tickets, come get some. All sold tickets and money should be turned in today. All tickets, sold and unsold and money is due at the February meeting. There are changes in event insurance. She needs a copy of all chapter’s current by-laws. Also, send your newsletters to her.MEMBERSHIP Grace Lord: There was a tie between Gator Alley and Peace River for the most new members for September. Highest % of growth for September was First Coast. Treasure Coast got highest % of growth and most new members for November. Life cards were given to Black Creek, Brevard, Estero River, Gator Alley, Gulf Coast, Hillsborough, Inerstate, Palm Beach, Peace River, Polk, Southernmost and Southeast.MASTERLINK Bob Alexander: Deadline for submission for the January issue is today. The copies of the November/December issue are up front. PR/COMMUNICATIONS SaraBeth Kohl: Still needs updated SOPs for social media from Brevard, Daytona, Forest, Freedom, Gator Alley, Inerstate, Lake, Polk, Seminole, Southeast, Southernmost, and Treasure Coast. Doc informed the delegates of the outcome of the lawsuit at the last state meeting and stated then that the settlement states the amount will not be disclosed. It is ok to tell your members but it

Send safety paperwork to State Office just like before. We need a new Safety Director for ABATE of Florida, Inc. Think about it. If someone would like the position let Doc know. Position is appointed by the President. Lana is the Assistant Safety Director, she will help train the new director.PRODUCTS Steve Knee: There is a new life products order form in the delegate packets. Please give it to your chapter products trustee. He has products to be picked up by several chapters.LEGISLATIVE Darrin “Scribe” Brooks: Matt Hudson spoke on a lot of what Darrin was going to speak about. It is important to let people know the process of a bill. The Vulnerable Road Users Bill (HB253, SB332) are in process. HB253 passed the first committee. The next committee is the Appropriations Committee. SB332 has not made its first committee which is the Transportation Committee. He will send out an email with these updates and how to contact the committee chair. Please contact them and ask them to support these bills. The EPA has raised the amount of ethanol and other renewable fuels that must be blended into the nations gas supply, announcing that 18.11 billion gallons must be blended in 2016. This is part of the Renewable Fuel Standard, a mandate that was meant to encourage the use of domestic ethanol and make us less dependent on foreign oil. Congress passed a 5-year Highway bill with wins for motorcyclists which Obama needs to sign. This bill prohibits Federal money from being used to set up motorcycle-only checkpoints. We don’t have that problem here in Florida so why stir the pot. It also provides funding for highway safety grants that include programs to reduce distracted driving and reestablishes a Motorcyclist Advisory Council. Non-ethanol pumps are starting to pop up all over, Racetrack and Gate both have blue pumps. Corn is used in ethanol - that is why food prices are going up. LOBBYIST Doc Reichenbach: He has been lobbyist for 20 years. He has never had a legislative officer who did his job like Darrin does. He is Doc’s hero. The legislature needs to do their job and be there for 60 days per the Florida constitution. 2017 will see a different Florida legislature. There will be new people in Tallahassee. Latvala lost to Joe Negron. Richard Corcoran will be Speaker of the House. Getting people like Matt Hudson in the Senate will really help us out. Remind sports bikers that ABATE through Doc stopped the bill that would have allowed authorities to confiscate their bikes if they were 30 mph over the speed limit.LEGAL Larry Crow: Excused absenceNCOM: Doc got a phone call from NCOM member asking with all that is going on here with the political climate and motorcyclists if it would be better to hold the convention somewhere other than Orlando. It takes a lot of work and money to put it on. We need to concentrate on ABATE now. Doc proposed that we do not have the convention in Orlando in 2018 and to have it at a later time. Motion was seconded by Mudder and carried.MRF & AMA: Covered under legislative report.AVON PARK: October 2-4, 2015 Thanked the BOD and the security team for all their hard work. Doc went in front of the Avon Park City Council after the event. He went in feeling very good about the way we held the event and thought we did an excellent job. It ran smooth and there weren’t any problems. He

was confident he would be renewing the contract for another year. Instead he was met with questions and negativity. One councilwoman wanted to see our books to see how much money we made. Doc said no. Another councilman wanted us to combine our event with their Octoberfest and the Mayor agreed. Doc said no. They wanted to shut down one lane of traffic and allow cars to go down the other. Doc said no because it would be unsafe for the bikers. They also wanted to see how much it cost the city to have our event and get money back from ABATE. They would also have to figure out how much to charge us in the future. They had the road closed and threatened to lock up Doc if he opened it up to bikes. He called the Secretary of Transportation’s Office who said once the road is closed it stops being a state highway and the alternate route becomes the state highway. The road was opened to bikes. Three days before the event he got a phone call saying we had to hire 5 deputy sheriffs on top of the 3 safety officers we already had because they heard we were going to have so many people we needed crowd control. The City Manager said we had to pay ½ of the cost of the additional officers or there would be no event so Doc had to agree. The final bill for the safety officers and sheriff was $2350, which really hurt our bottom line. Despite the noise ordinance one of the sheriff deputies told one of the bikers to crank up his bike loud so he could see the flames coming out of it. In reality our security team did a fantastic job and 2 officers weren’t needed and were sent home. All the vendors and business on Main Street did really good and wanted us to come back. The boot store owner even wanted to set up a booth next year. The City Manager said he got a complaint from the owner of the hot dog shop about the kid’s events being down at the museum. He thought they should have been downtown at the park. They also complained about the bike games being held at the American Legion. Doc explained they were held because we didn’t want to tear up the mall. The city attorney then asked if we were doing something we didn’t want them to see. Doc said that was the final straw, he had no right to say that. Doc and Avon Park parted ways. Lake Placid has offered to let us have the Autumn Bike Fest there. It is not far from Avon Park. Doc and Billy Bird will go down and talk to Lake Placid officials after Christmas. They have a circle with more than enough room to handle all the events and vendors. The pavilion in the middle is huge. They have their own police department.BIKE WEEK: March 4-13, 2016. Drawing will be at State Office on Saturday March 12, 2016 at noon. TALLAHASSEE 2/20-2/22, 2016: Boots has been calling Tallahassee but Governor Scott has not approved anyone for 2016. They have a 30 day window to notify us if we have gotten permission to be on rotunda. That is not enough time for people to get time off from work and secure reasonable hotel reservations. Turnout would be low. Therefore we need to decide today if are going to do run without receiving approval. The state meeting could be moved to a central Florida location if we do not do the run. Jim (Alachua) motioned to suspend the run to Tallahassee for 2016, Charles (Vintage) seconded the motion. Billy (Peace River) said he would like to see us go even if we weren’t on the calendar. We would not have the police escort and would have to park in the garage. Motion was carried to suspend the ride for 1 year by a vote of 26 to 14. Doc said anyone who wants to come up let him know and he will take you around. Jim (Alachua) made a motion to move the State meeting from Sunday February 21 to Saturday February 13 at a central Florida location. Motion was seconded by Gene (Daytona) and carried. The BOD will decide on a location and notify chapters by email where the February meeting will take place.OLD BUSINESS: Financial committee on membership rates: Jim reported the general response was no increase to the annual membership but yes to increase life membership rates. Billy moved that the life membership rate be raised to $500 a year, John (Gator Alley) seconded the motion. Jim (Alachua)

amended the amount to $600, Grizz (Lake) seconded the motion and it was carried. The State will get $400, chapter will get $200. The new rate will be effective midnight tonight (12/13/15). Dale commented that raising the yearly rate to $30 would not break anyone. Jim motioned to raise the yearly rate to $30 with a $15/$15 split. Motion was seconded and carried by a vote of 31 to 10. Let it be noted that President Reichenbach voted nay and is against the increase. This rate is effective immediately for new members. Doc made an executive decision that December 31 is the cut off for renewals. Any renewals from January on will be at the new $30 rate.EW BUSINESS: Doc and Grizz have been talking about a State party. It should be taken away from a family-oriented event and made adults only. We need to get something going to raise money for the corporation. We need everyone’s help in making this happen and getting people to come. Make it a Friday, Saturday and leave Sunday event. The proposed location is Charlotte County. Billy can get the fairgrounds in Charlotte County for $1500. They are thinking of a November event, make it a pre-Thanksgiving event. Question was asked if there was going to be a Spooks and Scoots in October 2016. Patti speaking on behalf of Hillsborough said there will probably not be another Spooks. They only broke even, had only 400 people attend. There were 5 pre-bike fests within 150 miles and that’s what killed Spooks, not the Avon Park event the week before. Patti made motion to have the state party in May, seconded by SaraBeth. Discussion followed that it would be hard to pull off the party in just 6 months. We may not be able to get the fairgrounds with such short notice or promote it successfully. More discussion about what months to hold the events-Lake Placid in May, State party in November. Doc said we cannot put this off any longer and we have to find seed money for ABATE of Florida, Inc. Patti suggested the November 2016 event be for ABATE of Florida, Inc. and the May event (Lake Placid) be for ABATE of Florida Safety and Education. We may not need Lake Placid if Matt helps us get the safety money. Grizz proposed the dates for the party be November 4-6, 2016. Patti amended her motion to have the State party in November 2016 and if needed, Lake Placid in May 2017. Mudder seconded the motion and it was carried. Doc appointed Billy and Grizz co-chairpersons of the State party committee. HB 253 did make it through its’ first of three committees, we are just waiting on the next committee which is the Appropriations Committee Chairman to put it on the agenda. The Chairman of this committee is Rep. Richard Corcoran from Pasco County area. SB 322 is still waiting to be placed on its› first committee which is the Trans-portation Committee. The Chairman of that committee is Sen. Jeff Brandes. He represents parts of Pinellas / Hillsborough Counties. He can be reached at 850-487-5022 and 727-563-2100. Currently the committees are all on hiatus until after the Holidays. The session starts January 12th and run until March 11th.

AMA Congress passes a 5 year Highway Bill with wins for motorcycles… Waiting on Obama to sign it. Continued funding for the Recreational Trails Program, which provides funding to states for maintaining, improving and expanding off-highway recreational opportunities; A prohibition against using federal funds for discriminatory motorcycle-only checkpoints and continuation to prohibit NHTSA from lobbying States using taxpayers money. Reestablishing a Motorcyclist Advisory Council to coordinate with and counsel the U.S. Department of Transportation administrator on specific infrastructure concerns to motorcyclists; Funding of highway safety grants that include programs to reduce distracted driving, including language that make it easier for states to successfully qualify for and receive the money; Measures to ensure privacy and security in vehicle-to-vehicle and vehicle-to-infrastructure technology No expansion of pilot programs to place tolls on the nation's existing interstate highways under the Interstate System Reconstruction & Rehabilitation Pilot Program.

MRFEPA Raises Ethanol Blend Levels

EPA last week raised the amount of ethanol and other renewable fuels that must be blended into the nation’s gas supply, announcing that 18.11 billion gallons of renewable fuels must now be blended into the nation’s gasoline supply in 2016.The MRF and all SMRO’s do not support the use of ethanol fuels higher than E10 (10% ethanol) or any other newly developed fuel blends, including alterna-tive renewable fuels, without further testing on motorcycle engines and obtaining specific recommendations from motorcycle manufacturers approving their use.This increase comes as part of the Renewable Fuel Standard, a mandate that was meant to encourage the use of domestic ethanol in U.S. gasoline supplies, and supporters claim it helps reduce carbon pollution and cuts American dependence on foreign fuel. Higher ethanol blends, however, void new motorcycle warranties and have been reported to cause damage to motorcycle fuel systems and other engine components.While the EPA announcement of the 18.11 billion-gallon figure is significantly above the 17.4 billion gallons initially proposed in May, it falls far below the 22.3 billion-gallon amount laid out by Congress in 2007 legislation and raises new questions about the viability of the controversial Renewable Fuel Standard moving forward.As part of its 2016 Legislative Agenda, the MRF will continue to call for further motorcycle engine testing with these blends and seek manufacturer recommenda-tions regarding their use, and as always, the MRF will continue to keep its mem-bers apprised of any actions regarding the ethanol issue.
