Call to Order Meeting was called to order at 1:02 p.m. with a quorum. Approval of Agenda Leslie requested an addition to the agenda under New Business to have a WERM discussion. Diehl motioned to approve the agenda as amended. McPherson seconded the motion. Motion carried. Approval of Previous Meeting’s Minutes • June 20, 2018
Corrections to the June 20, 2018 minutes noted below: o Page 4 under firewall update, acronym should be CPE o Dan Craigie, Firewall Report, strike the first sentence o Page 3, Diehl’s report, change Central Region to “Stevens County held full scale
exercise.” o Page 5, correct spelling of Pankonie; capitalize the word Fall, correct the spelling of

Diehl made a motion to approve the minutes as amended. Evers seconded the motion. Motion carried. Announcements • Anderson: a new format for standards will be introduced which includes a new numbering
system that easily identifies which area the standard is for. • Anderson: upcoming training opportunities include Incident Communications Center
Manager and COMT. • Craigie: the GIS Project Manager position at ECN has been filled by Norman Anderson, a
long term employee of MnGeo. A formal introduction will be made at a later date.

McPherson: metro meeting was not held in June. July meeting discussion will include the process used for pinging phones. McPherson is trying to work with MESB and/or the State to engage cell phone vendors to streamline the process.
• Central ............................................................................................................. Diehl/Norstegard Diehl: Benton County is going live with Text-to-9-1-1 on August 7, 2018; Wright County is going direct this month. Holly in Mille Lacs County advised they were having issues with the Apple and Samsung watches accidently texting 9-1-1. Discussions are taking place about the plan change letters/agreement.
• South Central ................................................................................................... Wallace/Reimers Reimers: the local meeting was held last week. They have been in touch with RapidSOS to see if they would do a regional presentation for other PSAPs in the region.
• Southeast .............................................................................................................. Betcher/Evers Betcher: Text-to-9-1-1 enabled since May 29, 2018. A RAC meeting will be held to visit with vendors about a regional 911 dispatch system. Borst advised Mayo is working on getting a process in place for Text-to-9-1-1.
• Southwest ........................................................................................................Veen/Schacherer Veen: still dealing with flooding; nothing else to report.
Special Reports • StatusBoard Report ............................................................................................ Cathy Anderson
No unplanned outages were reported in June. There was an issue with a PSAP who kept bumping each other from one specific reservation. After testing, it was determined if you go in to view a calendar reservation and close by clicking “OK” instead of cancel or the red “x” it will redo the reservation in the viewer’s name. This has been the only reported issue so far; no changes will be made to the program. The agency was advised to let their users know not to click “OK” when viewing a calendar reservation.
• COOP Report ...................................................................................................... Cathy Anderson Last Friday Anderson reached out to all counties/agencies that had not responded to the COOP initiative and the numbers improved. The count as of July 10th is:

The goal is to get a response and plan from all PSAPs. Anderson will check each COOP plan against the ECN checklist and/or PowerPoint on the Alex Tech website. Each plan must cover people, phones and radio.
• Text-to-9-1-1 Deployment ...................................................................................... Dustin Leslie o The last PSAP to go live was Isanti County. The next PSAPs to go live in the metro
are Carver County on August 8th and Benton County on August 7th. Currently working with Dakota County and Eden Prairie on default agency routing issues, and will then be put on the schedule. Wright County is going Direct-SIP, then looking to go text-to-9-1-1 live.
o Regarding the Sunset Language and the Plan Change Letters, all regions were given a
due date of August 7th to advise if they were charging a fee or changing any wording in the draft. The Southeast Region does not plan to charge a fee for the first year, but would start charging a fee in 2020. The South Central Region advised they will charge the recommended fee of $100 per month.
• Firewall Update ......................................................................................................... Dan Craigie
Craigie advised the Acceptance Test Plan was shared with the technical work group and there were limited comments as far as the test plan. There is a tentative date of July 30th for the first live install at the airport. The devices are technically installed, they’re just not in-line with the ESInet. Some updates from past meetings with firewall vendors and 9-1-1 service provider, there have been some questions and this will impact in the sense that at this point in time specifically with the Viper PSAPs you will have to have the vendor firewalls. The reasoning for that is they perform their routing function between IP networks and West. You cannot be Direct-SIP with Viper without a West firewall. That’s how they do it. If we do anything differently to them, that would be a one-off. Motorola, with their Vesta Solution has been open to changing that, but right now we just want to apply the state in one full-swoop, so we don’t want one-offs either right now. This is something we will address when we go out for RFP for our next 9-1-1 service provider to give us more flexibility.

Craigie highlighted the 2019-21 Strategic Plan draft. Pankonie asked members to review the materials in detail before the next meeting, so it can be discussed, accepted and move forward to the SECB.
• WERM Discussion.................................................................................................... Dustin Leslie Leslie advised ECN, in conjunction with MN.IT and the MESB, made a decision to end the use of WERM and go back to the spreadsheet method for the time being. Factors contributing to this decision included Verizon migrating to Comtec with their wireless routing, T-Mobile not using the WERM program, and a lack of fixes for issues with the system. Regional contacts on the call were asked to send out an email to their regional contacts about the change, and have a response returned to Leslie by the end of the week.
• AED Link Service Presentation ................................................................................... Elliot Fisch Elliot Fisch, Director of Sales for AED Link presented information on the AED system.

IPAWS IPAWS Strategy:
Promote statewide deployment and adoption of IPAWS to facilitate communication to the public when the need arises. This alerting system uses locally issued Wireless Emergency Alerts (WEA) and Emergency Alert System (EAS) messaging in situations requiring those in harm’s way to take protective action, such as an active shooter scenario, train derailment or nuclear power plant incident.
