I hope everyone enjoyed a wonderful Summer!

At this year’s Fall Conference we will be celebrating the 20th Anniversary of the 7x24 Exchange. The organization, a “Not–for–Profit,” was founded as theUninterruptible Uptime Users Group in November 1989 with a goal to promotedialog among industry professionals to address the many challenges facing owners andoperators of mission critical enterprise infrastructures.

The 7x24 Exchange has grown from an initial membership of 16 to more than 500member firms today. Our first meeting was conducted back in 1989 and was held ina small conference room in a brokerage house in NYC with 25 people in attendance.In recent years our semi-annual national conferences have approached 700 attendees.Even in these challenging economic times we’ve seen our conference attendanceremain high, a testament to the value 7x24 Exchange conferences provide to themission critical industry.

The organization is recognized as the leading knowledge exchange in the MissionCritical Industry. At this year’s Fall Conference being held at the JW Marriot DesertRidge in Phoenix, AZ, November 15 – 18, 2009 we will be recognizing theindividuals primarily responsible for achieving this prominent industry status.Included in this group are the founders who had the vision – Ken Brill, DennisCronin, Paul Fox, Frank Gialanella, John Jackson, Howard Levison, Alan Freedman –and long term board members who provided distinguished service, David Sjogren andJohn Oyhagaray.

Through the years the 7x24 Exchange has been at the forefront of the core issues thathave challenged the industry. Improving infrastructure resilience, dealing withrapidly increasing power and cooling densities, and highlighting operational bestpractices shared from our large end user base are topics that have all been covered indepth at past conferences. A number of major industry problems were addressed andresolved because of the attention they received at the 7x24 Exchange conferences.

In recent years we’ve provided increased focus on cost containment, operational andenergy efficiency and addressing the challenges that the industry is facing from anenvironment perspective. Industry thought leaders from our unique mix of end users,consultants, government representatives, industry standards organizations, andvendors all come together to provide our attendees with a broad view of thechallenges that the industry faces and the solutions that best practice organizationsare adopting. Armed with this knowledge, attendees are enabled to proactivelycommunicate the solutions necessary to protect their company’s information lifeline.

We are excited about the future of the organization as all indicators of success:Industry Status Membership, Conference Participation, End User Attendees, andSponsorships are ever increasing.

With modern technology, change is the rule… not theexception.

Technology is always getting faster, smaller, and as abyproduct, hotter. For this reason, when it comes tofacility optimization, data centers and other missioncritical facilities (SCIFs, COOP sites, comm. centers,etc…) pose an ongoing challenge for organizationsand individuals involved in the design, build, use andmaintenance of these enterprise informationinfrastructures.

What’s more, challenges associated with facilityoptimization are intensified for Federal governmentand DoD facilities that cannot risk a single iota ofdowntime during facility upgrades, relocation orconsolidation.

For organizations in both the public and private sector,technology developments, energy usage andconstrained budgets are placing greater importanceon facility optimization. This paper outlines a series ofcritical steps for facility managers and operationalstaff to consider as they review each process forefficiency and facility optimization. By following thesesteps, organizations have the opportunity to lowercosts and mitigate facility downtime.

LONG-TERM APPROACH:UNDERSTANDING YOURORGANIZATION AND IT GOALSOrganizations often develop initiatives for theirmission-critical facilities in response to problems orlimitations. However, creating a strong, long-termoptimization plan up front is the first step to avoidingcontingencies and ensuring scalability. The key toplanning this stage successfully is bridging the gapbetween your IT manager and the design/build firm. Tothis end, the facility manager serves as the foundationof the planning process, ensuring that the ITdepartment’s needs are met by the design/build firm.

Start your planning with a Design Intent documentthat thoroughly illustrates the narrative of the projectbackground. Ensure that your document includesthorough answers to the following questions:

• What were the specific circumstances thatprompted the decision to design a new facility?

• What are the goals you look to achieve with thenew facility?

• What are the performance and maintenanceabilities of your staff?

• What is the expected lifespan and budgetexpectations for your mission-critical facility, todayand in the future?

• What challenges did you face in the old facility,especially in relation to green initiatives?

• What are the IT department’s plans for theirtechnology upgrades in the next 5 years, and whatare the best-case and worst-case scenarios for thebusiness growth in relation to the IT department’sneeds?

Assessing Existing Facilities for the Long Term

Long-term planning applies to more than just newconstruction, but to existing facilities as well. Manyorganizations have put construction, relocation andconsolidation plans on hold during this economicdownturn, instead opting for a strong site assessmentto evaluate existing facility capacity, availability, andpotential for growth. Choose a site assessmentpartner with a clear understanding of the facility inrelation to your organization’s objectives and, ideally,one with a strong history of planning and managingtechnology facilities. Ask if the site assessmentincludes both power and cooling recommendationsfor long-term facility optimization. This partner canobjectively evaluate how your mission-critical facilityinvestment can yield the best results. Although nolonger termed a Design Intent document, be sure that

you can effectively answer the design intentquestions to give the site assessor a completeunderstanding of your facility plans.

EQUIPMENT SELECTION,INTEGRATION & RIGHT-SIZINGEnergy consumed by IT equipment is only half theproblem. The electrical and mechanical infrastructuresupporting the IT equipment is a major contributor tothe energy bill. According to the Department ofEnergy, by 2012, the power costs for the criticalequipment over its useful life will exceed the cost ofthe original capital investment. Maintaining theelectrical and mechanical equipment is essential toensure peak efficiency and replacing equipment in atimely manner will optimize your facility and theorganization’s bottom line.

Electrical

When discussing electrical efficiency, PUE calculationis always a topic of conversation in the mission-critical world. Lowering your existing facility’s PUEcalculation, although not a perfect solution, will savemoney and reduce your carbon footprint in the long-term.

As energy resources become scarcer and moreexpensive, electrical efficiency becomes a moreimportant factor in the specification and selection oflarge UPS systems. According to APC, two factorscontribute to UPS inefficiency: inherent losses of theUPS modules themselves, and system design andimplementation (i.e. right-sizing, redundancy). Tocheck the accuracy of a UPS system efficiencynumber listed on a data sheet, APC recommendscreating a UPS efficiency curve.

Surprisingly, IT infrastructure often fails to take fulladvantage of the power of IT. Many of the functionsperformed by various mechanical and electricalsystems and technicians can be automated withadvanced tools. Power management tools can powerdown servers or place systems in sleep mode duringoff-peak times. Similarly, processing activities of non-critical nature can be scheduled for off-peak hours.Sensors and remote monitoring systems can providea real-time, 24/7 view into environmental andmechanical factors such as power use, temperature,humidity, generator status, and UPS levels. Thesevital statistics on the health of your mission-criticalinfrastructure are a gold mine of information forbasing further efficiency improvements.

Computer-Aided Facility Management (CAFM) is apowerful tool for ensuring that infrastructure systemsoperate at peak efficiency. CAFM solutions containdetailed data on every cable, component, connectionand configuration both within the facility andthroughout the infrastructure chain. Detailed, drill-down 3D representations of each piece of equipment

help to quickly identify potential problems andopportunities for efficiency gains.

Computerized Maintenance Management Systems(CMMS) also offer significant opportunities forincreased efficiency. These systems automaticallyschedule preventive maintenance and providevaluable historical information on work orders,equipment and sites. The information is available insummary or at the detail level, accessed on screen orin report form, and annotated with free-form note. Byensuring all preventative maintenance is performedas designed, you can achieve optimum performanceand extended product lifecycles.

Mechanical

Designing and managing airflow can alsosignificantly affect energy usage. Cooling aloneaccounts for 40% of mission-critical facility energyconsumption.

Implementing hot and cold aisles is the most notablebest practice. Equipment with like airflow patternsare placed together and aligned so that theconditioned air and the exhaust air travel in the samedirection. Consolidating high heat-density equipmentfacilitates more efficient heat rejection and minimizesthe recirculation of hot air.

Moreover, effective air management strategies canextend equipment life, minimize downtime andincrease productivity per square foot; this is,however, only the beginning.

Infrastructure experts have specialized tools to helpfine-tune cooling strategies. Variable-speed fans canadjust cooling dynamically. Advanced visualizationtools such as infrared tomography and computationalfluid dynamics modeling can reveal significantopportunities to improve airflow efficiency. Expertscan also adjust environmental temperature andhumidity set points to maximize energy efficiencywithout compromising mission-critical operations.

Bypass airflow can be significantly lowered throughthe use of blanking panels and capturing cable cut-outs. Hunt down any opening that lets cold air out orhot air in. From doors and windows to below the floorand above the ceiling, keeping your cool beginswithin the cabinet and expands to the data center ormission-critical facility cavity itself, and continues to

the building envelope as a whole.

While unnecessary openings lead to unwantedbypass airflow, clutter results in restricted airflow.Within cabinets and beneath raised floors lies atwisted maze of cables that collects heat whilerestricting and redirecting airflow. Minimizing thedistance, obstructions, and barriers between thecomputer room air conditioning (CRAC) is crucial tomaximizing airflow and cooling system efficiency.Sorting this mess out is not the most glamorous of ITjobs, but it will provide increased energy efficiency,and will also lead to quicker troubleshooting downthe road.

Finally, setting appropriate environmental thresholdscan affect efficiency and reliability. Previouslyestablished thresholds for temperature and humiditymay no longer be appropriate for the facility’s currentrequirements. Ensuring that set-points are correct,airflow is as-designed, and that sensors arecalibrated and balanced based on the configurationis vital to maximum infrastructure performance.

A Note on Mechanical and ElectricalVendors

Selecting the right equipment and vendors forelectrical and mechanical infrastructure helps notonly to ensure successful completion of the project,but also the success of the facility over time. It iscrucial to ensure that the equipment vendor meetsthe engineering specifications and has the ability tosupport the equipment long-term. This includesdelivery times, installation support, start-up servicesand the availability of spare parts and authorizedmaintenance personnel. Although this is frequently agiven for electrical and mechanical vendors, newgreen-specific vendors have come upon the scene inrecent years. Do not be quick to utilize a productbased on its green promises alone. Ask around andensure any new vendors meet the same long-termsupport requirements that your existing vendors havebased their reputation upon. Conversely, your existingvendors’ green products may just be a marketingresponse to the industry trends, and may not be thetechnical answer you require.

An efficiency curve is created by first measuring the power supplied to the UPS (input) and the power theUPS supplies to the load (output). These measurements are taken at various loads usually at 25%, 50%,75%, and 100%. A measurement is also taken at 0% load to find out how much power the UPS itself draws(no-load loss). From these measurements the losses are calculated by subtracting the input power from theoutput power. These losses are then plotted on a graph and a trend line is fitted to these points. The trendline provides a formula from which all the other points can be plotted for every load percentage. With all ofthe power losses calculated, the efficiency curve is then created by plotting the ratio of output to inputpower with respect to load level.

the equipment working together in as an integratedand efficient whole. It is essential to focus on theoverall connectivity and interaction of multiplesystems. Integrators provide the owner with a singlepoint-of-contact, reducing the project’s completiontime, and ensuring that all of the systems areproperly installed and interconnected.

Right-Sizing

While often counter-intuitive, too much capacity canbe a bad thing. As illustrated above, excess servercapacity creates losses in both power consumptionand the related cooling requirement. However, theneed for rightsizing extends beyond IT and continuesthroughout the entire infrastructure chain.

It is a traditional approach of facility planners to over-engineer support systems to help ensure redundancy,but this approach can drain the operating budgets. Inaddition, the temptation to over-engineer one link inthe chain can result in too much strain on the next.Behind the scenes, systems such as excess UPScapacity can place unnecessary demand on HVACsystems, driving up energy costs and consumption.Power distribution units operating below their fullload capacities generate significant heat and requireotherwise unnecessary cooling requirements.

The Green Grid estimates that many data centershave twice the needed capacity designed into theirphysical infrastructure systems. This results inrecurring fixed losses in power and cooling thatexceed the actual IT load. According to the GreenGrid, right-sizing the physical infrastructure to actualloads can have the biggest impact of powerconsumption, offering up to a 50% reduction inelectricity costs.

ENSURING UTMOST OPTIMIZATIONIN YOUR MONITORING,MAINTENANCE & BENCHMARKING Purchasing new, more energy efficient hardwareoffers immediate returns and relatively instantgratification. Proper maintenance, however, is oftenmore important (though less glamorous) to efficiency.After all, “brand new” is short-lived, but meticulousmaintenance delivers consistent, long-term energyefficiency and 24/7/365 reliability.

Solutions like monitoring offer an insight intounderstand the system’s capabilities. Establish thevarious alarms, trends and notifications to provide notonly alarm notification, but also important historicaldata that can be used to measure efficiency.

You will need to decide how to staff your facility.Whether you use internal our outsourced staff it isimportant that the depth of knowledge meets therequirements of your mission-critical facilities. It isalso important to have a comprehensive trainingprogram for the operation and maintenance staff.Training should start with the equipmentmanufacturer/installer. Start-ups and commissioningoffer ideal opportunities for training operation andmaintenance staff. Once the site is operational,schedule regular training to keep operational andmaintenance staff current.

The development and verification of procedures forsite operation, maintenance and recovery are vital tomaximizing uptime while maintaining efficiencymeasures. Methods of Procedure (MOPs) should bevery thorough and specific, written to the switch leveldetail, and tested during the project’s commissioningphase.

Establish and strictly enforce a structuredmaintenance program. Critical facility operators oftenwork valiantly to maintain their physical infrastructuresystems only to see their efforts undermined. At thehighest levels of an organization, profit and losspressures often result in short-term budgetdecisions, without a full understanding of the long-term implications of maintenance failures.High-profile “state-of-the-art” technology receivesthe attention of the press and upper-levelmanagement, while less glamorous maintenancegoes overlooked.

Keep in mind the quantity and length of maintenancewindows required to properly maintain the facility.The system will need the appropriate redundancyand bypasses in order to operate while maintenanceis performed. An annual maintenance matrix shouldaccompany the equipment list to ensure adequateredundancy allowances and complete integratedefficiency. Systems without the appropriatemaintenance allowances may require the use oftemporary equipment or the installation of additionalsystems for continuous uptime.

Maintenance should go beyond remedial andpreventative maintenance to include predictivemaintenance. Using equipment trends andconducting a thorough failure analysis after eachincident will help predict and prevent future problemsand issues with facility optimization. All maintenancedocumentation should be detailed and should providemethods for predicting and anticipating potentialtrouble spots and weaknesses. Details are thebuilding blocks of a comprehensive predictivemaintenance program.

Energy Benchmarking

Effectively controlling energy usage and costs cannotoccur in a vacuum. Benchmarking mission criticalfacility energy usage against comparable industrypeers and best practices plays a key role inoptimizing the facility from an infrastructure efficiencyperspective. The Department of Energy recommendsenergy benchmarking measurements for mission-critical facilities, and government regulations mayrequire it in the future. Once an organizationdetermines primary motivations and objectives forenergy efficiency, a number of steps can be taken tobegin and sustain energy benchmarking:

• Collect data on the data center infrastructuresystems (power, cooling, and lighting)

• Measure the total IT loads

• Measure the total power input to the data center

• Calculate infrastructure efficiency using the total ITload and total power measurements

• Compare (benchmark) the resulting efficiency tothe efficiency of other data centers of similardesign

SUMMARYThe numbers speak for themselves. Of course, the costof downtime is preeminent (lost revenue, productivityand potentially customers). Beyond that, virtually everylink in the electrical/mechanical infrastructure suffersefficiency losses without proper long-term planning andsystematic maintenance. For example, for every year aHVAC system goes without maintenance, efficiencydrops by as much as 2%. At today’s energy costs, asite assessment and comprehensive maintenance plancan quickly pay for itself.

Success, however, relies on management developinga maintenance philosophy. This philosophy mustalign with the organization’s overall performancegoals and must be enforced and managedthroughout every aspect of the maintenanceorganization.

Data center assessments are a very simple job that rely more on theengineering basics taught in classrooms than they do the designspecifications learned on the job. A data center assessment is a jobthat is performed by a team of electrical, mechanical, and fireprotection engineers. It is a walkthrough (site visit) of an existingfacility, in which the engineer will ‘assess’ the data center. It isfollowed by a report issued to the client / data center manager.These assessments look at the power consumed by the datacenter, power density, and other values that might not be apparentwith just a cursory glance, in addition to facility size, amount ofelectrical units, number of servers. That data is included with thereport / assessment. A data center assessment serves as an overviewof the data center, providing a wealth of information about the data

center in both numbers and words to the client / manager, allowingthem to make informed decisions about the center. This validates the

owner’s project requirements for day 1 and day N.

These assessments are necessary. What was designed in 2001 is not going to beappropriate in 2009. Designing a new state of the art data center is going to be highlyexpensive, so the alternative is to increase the optimization of the current data centers.

The first step to doing this is to understand the current capabilities of the data center andwhat the project requirements are for the data center. The assessments serve a number of purposes for theclient. First, they provide the client with an overview of their data center(s), allowing them to see things suchas the cost of cooling the data center or the PUE ratio for the center. Second, the assessment allows them todetermine if their data center(s) have any codecompliance issues. These issues are deeplysignificant and need immediate attention. Thirdly,the assessments find and identify any single pointsof failure. These are important to present to theclient because single points of failure need to befixed in order to ensure maximum uptime for thedata center. A data center assessment is a greatway to determine if a data center needs to be re-commissioned or undergo renovation.

The easiest way to perform data centerassessment starts with the formulation of achecklist. This list is the simplest way to organizethe data collected from the assessment. Figure Ashows a sample checklist that could be used toassess a data center. This checklist is very basic,and would need to be expanded in the actualreport, but the core items from the assessmentcan be found on this sheet. This sheet is acover to the actual report, showing theimportant data.

Another important document for a datacenter assessment is a single point offailure matrix. Single points of failure areincredibly important to data center managersbecause they are items that need to be fixed

in order to insure maximum uptime. A single point offailure is an item of the data center that has noredundancy or back-up. For example, if a data centerhad just one feed to the CRAC units, that would be asingle point of failure because if the one feed to theCRAC units fails (a short, power outage, etc), theCRAC units would fail because there is no redundantfeed. An issue like this would be a major issue forthe data center because CRAC units provide thecooling for the servers. A simple server is capable ofgenerating 1500 BTU an hour, and in a room with ahundred of these servers, the heat would climbrapidly without any cooling. To put it in perspective, 1BTU is the amount of energy required to raised 1pound of water 1° Fahrenheit. A room generating100,000 BTU would quickly heat up the air,damaging the equipment. Figure C shows a sampledocument that would be use to document the singlepoints of failure and provide possible solutions to fixthe single point(s) of failure.

The next issue to address is that of code compliance,and best practice. These issues can be area specific,as different cities / municipalities have differentbuilding codes, but codes such as the NationalElectric Fire Protection Code, project sustainability(LEED), and best practices apply regardless oflocation. Failure to the municipality code or NationalFire Protection Code can result in an increasedliability, the risk of large lawsuits in the event of abuilding emergency, and also risks a buildingshutdown if the code issues are discovered by abuilding inspector and aren’t fixed within thespecified time range. Building shutdowns for datacenters are incredibly costly. Figure B shows the costof downtime for data centers serving specific

industries. It is therefore in the best interests of thedata center owners and managers to keep the datacenter up and running for the most time possible,and thus there is a need to both eliminate singlepoints of failure (to the best degree possible) and tomeet applicable codes.

After the actual assessment has been completed thenext step is to issue an overall report. This reportcontains 2 main documents. The first is the checklist/ assessment documents that were completed at thesite visit or shortly thereafter. These documentsinclude the single point of failure matrix and a matrixlisting code compliance issues, as well as copies ofthe engineers’ notes for the site visit. The seconddocument included in the report is a review compiledafter the assessment was completed whichsummarizes the findings. This review shouldsummarize the findings of the assessment. Thereview will focus on the big picture rather than thelittle details. The focus is not the single point offailure of code compliance issues, but rather the‘numbers’ from the assessment. This will includeefficiency, both of the data center as a whole and forthe individual pieces of equipment inside of the datacenter, power input, PUE/DCiE ratios, etc. Thefollowing three diagrams are examples of the types

of graphs that can be used to show the ‘numbers’gathered from the data center assessment and howthey can be presented in the review. Data centerassessments are the most cost effective way toincrease data center performance and efficiency andmaximize uptime.

COMMON ECONOMIZED COOLINGSYSTEMSIn regards to the data center environment,economized cooling systems are basically just simpleheat exchangers and typically take two forms. Theyare usually referred to in terms of the medium theyuse to remove energy (heat) from the data center.These common mediums, water and air, give rise tothe terms “water-side economizing” and “air-sideeconomizing.”

The primary difference between these economizingmethods, as alluded to above, is that to remove theheat energy from a data center a water-sideeconomizing system utilizes water and an air-sidesystem utilizes air from the outdoor space.

WATER-SIDE ECONOMIZINGSYSTEMSWater-side economizing systems cool the chilledwater used in the data center by using the outsideenvironment. The water is cooled to appropriatelevels simply by passing through the outside airwithout actively expending energy (refrigeration) tochill the water.

An understanding of typical chilled water systems isimportant to fully comprehend the method often usedto cool data centers without economizing systems.See figure 1 below to see the operating cycle of atypical small scale chilled water system utilizing anair cooled chiller and a typical computer room airhandler.

The packaged chiller removes heat energy from thewater through the use of a refrigeration cycle,rejecting it to the environment on the condensingside of the refrigeration cycle. The chilled water ispassed into the data center where it picks up energyfrom the air in the data center generated by the ITload and passes back to the chiller where the cycle isrepeated.

The simplest water-side economizers take over thefunction of the chiller when the temperature in theambient environment allows. See figure 2 for asimple block diagram of this system.

In the configuration above, a simple radiatorequipped with fans, often referred to as a “drycooler,” is installed in parallel with the chiller. Whenthe ambient temperature drops to the point wherethe chilled water can have all energy removed from itusing only economized cooling, the system isswitched from the chiller to the dry cooler, allowing itto reject heat directly to the outside environment.

The economizing systems referred to thus far use airas the principle method to reject heat, either on thechiller side or on the dry cooler side. The mostpopular of the remaining economizing methods is an

EXECUTIVE SUMMARYData center owners and operators are in constant pursuit of methods to further reduce their energy costs and negative impact on the environment. For manyyears, economizing methods have been used in conjunction with cooling systems found in both commercial and industrial settings to cut energy consumption.More recently, the application of these technologies to the data center environment has also been widely practiced, although primarily in large data center spaces.This paper explores the methods of economized cooling that can be used in the small-to-medium size data centers that are more prevalent in the industry todaythan their larger counterparts. A brief overview of system implementation is also included.

“evaporative-type” system.

Evaporative systems work similarly to dry coolingsystems, but allow for a wider window of functionalitybecause they are less dependent upon environmentalconditions. These systems use the evaporativeprocess to cool a water loop that is used inconjunction with the standard chiller systems likethose shown in figures 1 and 2 by inundating thecirculating water with warmer water to createevaporation. In a typical layout, the remainder of thestandard chiller system would be found to the right ofthe components shown in figure 3.

Other methods of water-side economizing are a bitmore extreme. Some systems utilize direct energyexchange via a geothermal approach. These systemscan often produce chilled water temperatures abovewhat is typically used in data center coolingapplications (systems that can utilize this watertemperature directly are covered in other RittalCorporation white papers).

There are also systems that reject their heat intolarge bodies of water such as lakes, or even oceans,for direct transfer. These systems often producewater warmer than that typically used in conventionalcooling approaches, but as in the case of geothermal

systems, newly advancing cooling solutions areequipped to take advantage of these economizingmethods.

AIR-SIDE ECONOMIZING SYSTEMSAir-side economizing systems have been utilized formany years in building air conditioning (HVAC)applications, but these systems are quickly gainingfavor in today’s data center environments as well.

These systems typically pull outside air into the datacenter space, may or may not condition this air, passit to the equipment to be cooled and then reject theheated air back to the outside environment. Thisapproach is the most direct economization methodcurrently in widespread use. Figure 4 is an exampleof the process that is generally employed.

As shown in the diagram, it is customary for a“primary cooling” system to be in place to handle theheat load when the outdoor ambient air is outside ofthe required data center specifications. Theconditioning of or use of the outside air is dependentupon the user’s requirements.

ECONOMIZING CONSIDERATIONSAND BENEFITS

Water-side

The water-side economizing approach minimizes theinteraction of the outside environment with internaldata center air, while also working in conjunction withoften pre-existent data center cooling infrastructures.The system’s functionality is directly related to therequired water temperature needed for the coolingsystem utilized in the data center and the ambientenvironment used for heat rejection. See figure 5 fora comparison showing the number of hours ofoperation for an economizing system utilizing astandard dry-type cooler at a 45°F supplied chilled

water temperature vs. 60°F supplied chilled watertemperature. Figure 5 also compares the impact ofusing close-coupled cooling systems that have theability to accept warmer chilled water (up to 65°F)while still maintaining 2008 ASHRAE standards.

As can be seen above, the typical impact ofincreasing the supply water temperature to thecooling equipment in the data center is often adoubling of the operational hours of theeconomization system. The impact of moving closerto the median outdoor temperature is quite large.Simply stepping from a 60°F chilled watertemperature to a 65°F chilled water temperaturedoubles the hours of economizing available in mostof the sites selected. The assumed ambient dry bulbtemperature at the 60°F water is 53°F, and at 65°F,58°F dry bulb. This increase can only be realized insystems that can operate at these levels. The datawas acquired from NOAA (National Oceanic andAtmospheric Administration) temperature data for theyear 2007.1

The true impact of this has to do with the eliminationof the chilled water system refrigeration system.While the economization system is operational, therefrigeration circuit in the chilled water system isoffline, resulting in large energy savings via thechilled water system (quantification of these energysavings can be found in other Rittal Corporation whitepapers).

In practice, water-side economization systems doadd some additional day-one cost to the build-out ofa chilled water system, and geographical locationdoes have an impact on such a system (as seen infigure 5), but on average, Rittal has found that mostsystems pay for themselves in less than 3 years. Thereturn on investment (ROI) of an economizing systemcan be calculated by determining the number ofannual hours the system will be in operation, the

energy savings when the system is in operation andthe total cost of the energy saved during that timeperiod.

Due to water-side economization’s uncoupledapproach to the cooling infrastructure, the risksassociated with it are small. Additional controls arerequired to allow for the switch-over to theeconomization system, but failures should be minimalas the chilled water system provides a “safety net” toreturn to the standard operating mode if somethingwere to ever go awry.

Air-side

The window of operation for air-side economization ishighly dependent on the data center operator’sallowable temperature and humidity variances in thedata center space. These values are typicallyprescribed by ASHRAE, and have recently beenexpanded to allow for greater temperature variances.

In the past, data centers were operated with very lowentering air temperatures to the servers, or leaving

air temperatures from the cooling units. A typical setpoint might have been a 55°F desired temperature.Humidity was also very closely controlled, oftenstriving for levels between 40-50% relative humidity.The ASHRAE standards of 2008/2009 greatlyexpanded this range, allowing for further increases inthe operation of air-side economization systems.These changes allow for temperature variationsbetween approximately 64-80°F, and relativehumidity specified by dew point values of between42-59°F, versus 68-77°F, and relative humidityvalues of between 40-55%.2

For the purposes of this paper, and to illustrate theimpact of air-side economization in the data center,the same 6 cities used in figure 5 were chosen toillustrate the impact of these changes in ASHRAE’sspecifications. Dry bulb temperatures were allowedto drop below the minimum values, as it was felt thatinlet temperatures could be boosted when requiredby re-circulating exhaust air from the servers toachieve the desired inlet air temperatures. For thesake of energy savings, any humidity values thatexceeded or fell below ASHRAE specifications werenot counted in the total economization hours value.Figure 6 demonstrates the effect of ASHRAE’schanges.

Figure 6 shows that the impact of the ASHRAEstandards is quite beneficial in all cases except thePhoenix area—due in part to the low number ofhours either standard would allow for.

The impact of air-side economization on the datacenter may be larger than that for water-sideeconomization. Switchover to the air-sideeconomization could be achieved with controls nodifferent than those required for water-sideeconomization. It’s true that the introduction ofoutside air directly into the data center space in largevolumes increases the risk of contamination from theenvironment, but these risks can be mitigated byfiltration if the user requires. environmental changes, such as fire, chemical orother hazards would require additional monitoring.Additionally, other factors such as air salinity or otherunknown, and possibly difficult to remove pollutants,

could impact server reliability. These limitationswould require further investigation, however someexisting studies of the reliability of data centerhardware in non-data center environments suggestthat servers are more capable of handling pollutantsand other physical particulates than previouslythought.3

CONCLUSIONCooling system economization in the data center ishighly dependent upon geographical location, but inmany cases is a worthwhile pursuit to reduce energyconsumption in the data center space. Properevaluation of each approach requires a study of thelocation, as well as a full understanding of anypossible risks associated with the method chosen.

Modern companies rely heavily on computers forrunning core business applications, storingoperational data, and communications. The centralrole of computing in the business world requires datacenters of increasing density, complexity, andenvironmental space demands. High density datacenters consume more energy and produce moreheat than their predecessors and consequently needprecise, well managed cooling.

Many data center designs utilize under floor airdistribution with hot and cold aisles. Hot and coldaisles maximize equipment exposure to cooling andensure that equipment receives proper cooling air atoptimal conditions. Design guides for theconstruction and operation of data centers, such asASHRAE’s “Thermal Guidelines for Data ProcessingEnvironments,” recommend maintaining a spacetemperature between 68 to 75ºF and 40 to 55%humidity. The typical cooling airflow design process isdependent on either the owner’s stated requirementsof size and power density or the server equipmentmanufacturer’s recommendations.

Computer Room Air Conditioners (CRACs) aretypically sized by mechanical engineers on the basisof required underfloor static pressure and estimatedroom equipment loads in watts per square foot. Themechanical engineer consults with the underfloor tilerepresentative on the underfloor static pressurerequirements to determine anticipated airflowdelivery rates.

A potential complication arises from this designmethod where the data center does not containuniform rack compositions. Differing equipment hasdiffering heat generation rates and airflowrequirements. Non-uniform airflow requirementsresult in potential over or under ventilation, withunder ventilation being a particular concern overtime. Several other issues arise from the initial serverroom design. Installed equipment in data centersinevitably change in type, size, power requirements,and rack configuration resulting in a change in therequired cooling airflow quantity and deliverylocation.

To address ventilation issues, either the number offloor tiles can be adjusted or Computational FluidDynamics (CFD) may be used. The problem withadjusting the number of floor tiles is the amount ofstatic pressure available in the underfloor distributionsystem. If too many ventilation tiles are added to theunderfloor air distribution system, pressurization willdrop, resulting in less air velocity across the diffusers.Also, it is hard to estimate the air throw from the floortiles interacting with all of the various systemconfigurations. Too little air throw is a major concern.

A much more precise method is to use CFD analysisto predict airflows. CFD produces quantitative andvisual examination of airflow paths as well as airflowcharacteristics of the data center as a whole. Allpotential influential interactions are taken intoaccount during the modeling process.

Elm Engineering was involved in the redesign andcommissioning of a large regional bank’s data center.We utilized CFD to determine the optimal underfloorair distribution system layout in response to recentlyupgraded data processing equipment. The datacenter houses the bank’s servers that manage thefinancial transactions for branch banks as well as

customer online banking. Bad airflow design mayresult in the undesirable side effects of decreasedequipment availability, wasted floor space, andinefficient cooling system operation. Inefficientcooling may lead to server under performance, orworse, downtime, affecting money, stock transfersand lost profits.

The CFD model was constructed with input from anon site survey and existing design drawings.Inventories of server rack components, location of airdiffusers and cable trays, spot temperature readingsfor future model correlations, and CRAC unit setpoints were recorded for input. Thermal performancerequirements of the rack components were verifiedwith their respective manufacturers. Temperatureswere measured and recorded at four equidistantlocations on each rack and for each air diffuser. ACFD model was created based on existing conditionsand the results were compared to the measuredtemperature readings from the site inspection andequipment performance specification sheets forcorrelation.

The correlation between the CFD model results andthe measured point values was good. Results from

the base model suggested that additional ventilation tilescould be added to mitigate heat build up around the serverracks. The next task was to evaluate the impact of additionalventilation tiles.

Locations of high temperature accumulation and stagnatingairflow were identified as candidates for cooling airflowaddition. Iterations of the CFD model with additional tileswere performed to investigate the effects on cooling supplyas well as impacts on underfloor static pressure. Theaddition of ventilation tiles results in a pressure drop for theunderfloor ventilation system and must be monitored so thatoverall ventilation tile airflow rate and throw is maintained atacceptable levels.

For the particular data center examined, the client was alsoconcerned about the performance of the ventilation system ifthe electrical panels serving the CRAC units were to fail. Thisparticular data center has six CRAC units; three in operationand three in standby. Additionally, all six CRAC units are ontwo electrical panels but are not split into groups based onoperation status. The active units are not all on the samepanel, nor are the standby units on one panel. This was doneintentionally for redundancy purposes.

In addition to the floor tile placement CFD model iterations,parallel iterations were performed to examine, for each tileplacement location, the effects of an electrical panel failure.A total of three modeling iterations were performed for eachadditional ventilation tile placement location: one iterationunder design conditions and one iteration each simulatingone of two panel board failures.

Examining all of the CFD modeling iterations enabled theowner and Elm Engineering to decide upon the addition often ventilation floor tiles to the underfloor air distributionsystem. Ten ventilation tiles were decided upon based oncooling and underfloor static pressure trade-offs as well aselectrical panel failure performance.

One lesson learned through the modeling process is that theinclusion of a handheld air flow meter to measure floor tilediffuser air velocity yields an additional source of modelvalidation. Although an airflow meter was not used in thiscase, the verification of modeling results with measuredtemperatures and equipment specification sheets yieldedgood correlation between the measured data and themodeling outputs.

Through the use of CFD in the redesign process of adatacenter, Elm Engineering was able to model, both visuallyand quantitatively, the internal space’s response to increasedserver loads, aid in the design of the underfloor airdistribution system and predict the cooling airflow in theevent of an equipment failure.

For many years, air cooled systems provided sufficientcooling capacity for data centers; however, increasedcomputing density produces more heat and, therefore,requires a more efficient cooling method. In larger datacenters, the most cost effective method of cooling is achilled water system. According to the Science ofAquatics, water is 4,000 times more efficient than air.This is why, in recent years, companies like IBM havedeveloped methods for bringing cooling water directlyinto server racks.

In a chilled water system, chilled water is pumped out ofthe mechanical room and into computer room airhandlers by way of under-floor water distribution lines.The air handler then removes heat and humidity bydrawing warm air through coils filled with circulatingchilled water. The water absorbs the heat from the airand circulates back to the chiller where the heat istransferred to a condenser water loop and eventuallyreleased through a cooling tower.

Hard piping utilizing carbon steel pipe or copper tubingis common in a chilled water system. Traditional pipejoining methods for hard piping systems consist ofwelding, brazing or flanging which generally work well indata centers; but, with increased loads, frequentchanges, and system expansions, these joining methodshave become problematic. Piping systems utilizing awelded, brazed or flanged joining method are not easilyaccessible, feature limited design flexibility, introducefire hazards to the jobsite and require lengthy systemshutdowns to perform routine or unplannedmaintenance activities.

Grooved mechanical piping technology—a method ofpipe joining that requires no flame—provides a reliablepiping system that ensures efficiency in constructionand operation of a data center by reducing deploymenttime, providing an easily adaptable system and reducingdowntime during routine or unscheduled maintenance.

GROOVED PIPE JOININGTECHNOLOGYIn 1925, Victaulic designed the first grooved end pipejoining system for water and air service piping.Recognized for its design flexibility and speed ofassembly, grooved end pipe joining technologytransformed the piping industry, leading to dramaticgains in building construction productivity. That is why

among HVAC specifying engineers, building owners andinstallation contractors around the world, groovedmechanical pipe joining is the preferred pipe joiningsolution for both new construction and retrofit.

The mechanical joint, or coupling, is comprised of fourelements: the grooved pipe, the gasket, the couplinghousings, and the nuts and bolts. The pipe groove ismade by cold forming or machining a groove into theend of a pipe. The key section of the coupling housingengages the groove. The bolts and nuts are tightenedwith a socket wrench or impact wrench, which holds thehousings together. In the installed state the couplinghousings encase the gasket and engage the groovearound the circumference of the pipe to create a tripleseal unified joint that is enhanced when the system ispressurized.

INSTALLING A GROOVEDMECHANICAL PIPING SYSTEMThe installation of the piping system using the groovedmechanical pipe joining method leads to significant on-site man hours savings. On average, field fabrication ofa grooved system is up to 10 times faster than weldingand six times faster than installing a field-fabricatedflanged joint. The simplified assembly and installationleads to a reduction in project calendar days by as muchas one half, optimizing labor risk management. Thereduction in calendar days realized by installing amechanical piping system gives owners the ability tomeet, and even beat, compressed constructionschedules and avoid liquidated damages.

By reducing on-site man hours and eliminating the riskof fire and release of noxious fumes, the installation ofmechanical piping systems increases jobsite safety anddecreases overall risk when compared with welding,brazing or soldering.

Most injuries on job sites occur via material handling,

but the most significant risks—in terms of potentialimpact on people and businesses—are caused by fireand fume hazards. Mechanical pipe joining eliminatesfire, open arcs, sparks, flames and toxic-fume hazardsthat are associated with welding, brazing, and soldering.Welding is associated with a number of potential healthrisks, as well as the risk of severe burns. By specifying amechanical pipe joining system, an engineer reducesthe owner’s overall risks, especially those related toproject schedule, costs and potential liability.

Depending on the type of project (e.g., new constructionvs. expansion/retrofit), hazards may become a risk notonly to construction workers, but also to the occupantsof the structure and surrounding facilities. Whensomeone is welding, to comply with mandatory safetyregulations, all other work in the area must bepostponed, leading to costly downtime and possibleemployee evacuation. Evacuations are beneficial tosafeguard workers, but business realities lead to yetanother potential danger: the pressure and rush to catchup from a shut down or loss in productivity, thus leadingto an increased risk of injuries. Making wise decisionsduring new construction and specifying mechanicalsystems from the start helps to reduce downtime andalleviate the burdens often associated with futurerepairs, replacements, expansions and retrofits.

In addition to the elimination of flames and fumesassociated with welding, the installation of mechanicalpiping systems increases safety by dramaticallyreducing the time and risk associated with re-work.Unlike the hard pipe joints of a welded spool,mechanical joints offer rotational allowance and can beeasily oriented on site without potential health and safetyrisks. The rotational allowance of a flanged joint isdetermined by the incremental movement from bolt-holeto bolt-hole while the grooved system offers 360degrees of rotational allowance for field flexibility.

Once installed, mechanical systems are easily inspected.Most grooved systems provide for quality controlthrough visual confirmation of proper installation. Wheninstallers inspect the completed grooved joint, metal-to-metal bolt-pad contact confirms that the joint is properlyand securely installed and no re-work is necessary.Similarly, flanged joints are visually inspected uponcompletion of the sequential bolting, however, the levelof gasket compression for sealing is unknown becausethe specific bolt torque is unknown. Welding, on theother hand, often requires X-rays for quality inspection.Furthermore, in the case of a failed x-ray inspection, thetime-consuming re-work increases facility downtime andreintroduces the risks associated with welding.

MAINTENANCE AND EXPANSION OFGROOVED MECHANICAL PIPINGSYSTEMSOver the operating life of a data center, a piping systemrequires three basic categories of maintenance: routineinspection and maintenance, physical changes orexpansion, and unscheduled repairs. Because of itsintrinsic design qualities, grooved mechanical pipejoining makes maintenance and system access easy,fast, and safe while minimizing downtime.

Grooved couplings provide a union at every joint,allowing for easy system access, maximum fieldflexibility for on-site decision making and flexibility forfuture system expansion. To access the system, aworker needs to de-pressurize the system and simplyunscrews two nuts. No torches, saws, or weldingmachines are needed. Required maintenance, such ascleaning strainer baskets or replacing corrupt pipesections or adding in a tee to expand or join pipingsystems, is then easily accomplished. To complete thejob the gasket is re-installed, the coupling housings areplaced back on the pipe or fitting and the bolts aretightened. Welded systems don’t have unions; to repairthe piping system, workers actually have to cut out thedamaged pipe section, which causes operationalconcerns and safety hazards, particularly in exitingfacilities and occupied spaces. Additionally, becausegrooved mechanical pipe joints can be installed on wet

lines, there is no time required to let the system dry out.

In a traditional flanged system, multiple bolts are neededto create the seal, and removing these bolts is a time-consuming process. For example, when working with a12-inch ANSI Class 150 flanged system, 12 bolts needto be removed to gain access to the system. Thesetorqued bolts employ a very high compressive load onthe gasket, which is required to form and maintain theseal. When the multiple bolts are removed and theflanges are pulled apart, the gasket will tear andtherefore needs to be replaced.

With a mechanical coupling, the compression loads onthe gasket are different than the flange. The gasket hasa C-shaped cross section seal that is pressureresponsive and designed to handle cyclical loading.Systems can be pressurized and depressurizedrepeatedly for many years without fatiguing theelastomer material. Once installed, these couplings donot require any routine or periodic maintenance and canbe left in place for the life of the system.

Operating efficiency is maintained during retrofit work,and systems can remain live without interrupting coolingbecause properly placed butterfly valves installed usinggrooved couplings provide “dead-end” shutoff servicefor isolation allowing for easy system expansions or re-routing with little to no interference with existingoperations. Expansion projects can be completed inoccupied buildings without vacating the space because

mechanical grooved piping does not release noxiousfumes or introduce a fire hazard eliminating the need forhot-works permits or fire watch.

PROTECTING EQUIPMENT USINGGROOVED MECHANICAL PIPINGSYSTEMSIn addition to making maintenance fast and safe, agrooved mechanical pipe joining system accommodatesmovement and deflections within the piping systemreducing the need for periodic product repair orreplacement and maintaining the operational integrity ofthe piping system. to accommodate these movements; however, thesematerials often wear out over time requiring costly andtime-consuming replacement.

Flexible mechanical systems are engineered to allow thepipe to move and vibrate within the coupling, thereforelocalizing vibrations generated by HVAC equipment andreducing the amount of noise transmitted down the pipeline. The elastomeric gasket, contained inside the internalcavity of the ductile iron housing, creates a discontinuityin the piping system which aids in isolating vibrationstherefore, protecting vital cooling equipment within thepiping system. Furthermore, the ductile iron housingsand gasket material have vibration dampening qualitiesof their own, also serving to absorb vibrations. Testinghas shown that systems utilizing three consecutiveflexible couplings near a source of vibration willexperience a similar level of noise dampening as thosesystems using specialty products. Additionally, the abilityof grooved systems to accommodate system movementreduces loads at equipment connections and keeps vitalcooling equipment operating at peak efficiency.

Nowhere is it more important to plan ahead for disastersthan in a data center. According to The Uptime Institute,in 2001 a Tier III data center allocated 1.6 hours peryear for IT downtime and only 0.4 hours of downtime ina Tier IV. Because the cooling system is vital to the

operational integrity of the IT equipment, when thecooling systems goes down it is only a matter of minutesbefore the IT equipment begins to overheat.

Piping systems in earthquake prone areas will beexposed to forces and deflections beyond normal staticconditions. These seismic forces can cause extensivedamage when piping systems cannot accommodatethese movements. Mechanically joined grooved systemscan be designed so that the differential pipingmovement associated with a seismic event will beaccommodated. The inherent deflection capability of theflexible grooved pipe coupling reduces transmission ofstresses through piping systems. The deflection allowedby a flexible grooved-pipe coupling reduces thetransmission of stresses through a piping system

thereby minimizing potential system damage. Asmentioned above, flexible and rigid couplings alsoprovide discontinuity at each joint which helps minimizepipeline stresses generated during seismic movement.

Testing performed at the Real-Time Multi-directionalExperimental Laboratory at the Center for AdvancedTechnology for Large Structural Systems at LehighUniversity in Bethlehem, Pennsylvania; U.S.A proved thesuitability of Victaulic grooved mechanical couplings tomaintain operational integrity of piping systems duringseismic events.

CONCLUSIONOwners, engineers and contractors are challenged todesign, operate and maintain reliable and easily

adaptable facilities that accommodate a revolving doorof innovative technology. And while there are manyconstruction and operational concerns to take intoconsideration, a data center’s cooling strategy is vital toall business operations. For cooling strategies thatinclude chilled water systems, grooved mechanicalpiping technology provides a reliable piping system thatmaximizes efficiency by reducing deployment timeduring new construction, reducing downtime duringmaintenance and/or system expansions and maintainingoperational integrity of the piping system and equipmenton a day–to-day basis and in the unfortunate event of anatural disaster.

INTRODUCTION EQUIPMENTDESIGNLarge UPS systems are often installed in closeproximity to the power source in a facility, and aretherefore more likely to be subjected to high faultcurrents than smaller UPS systems. Examples arelarge data center installations that frequently have acombination of upstream sources (transformersand/or generators) that could provide up to 100kA offault current to the UPS input terminals during ashort circuit event.

PURPOSE The 2nd Edition of UL 1778 (standard forUninterruptible Power Supply unit) addresses shortcircuiting of the UPS output, but does not specificallyaddress “Short Circuit Withstand Ratings”. UL issueda Bulletin to UL 1778 on July 5, 2000 regardingoptional short circuit withstand rating tests. Thispaper defines the testing required to qualify specificUPS modules for installation in electrical systemswith high available fault currents, using the criteriadefined in UL 891 and UL 924 (as described in theJuly 5, 2000 Bulletin), and the results of specifictesting on large General Electric UPS equipment.

For a given UPS to qualify for installation in anelectrical system with 100kA available fault current,it must demonstrate the following, both during andafter the testing:

1. No safety risk to personnel near the UPS

2. Minimum damage to UPS

3. Fast MTTR (mean time to repair) or quickrestoration of UPS to service. This testing must beconducted with a source calibrated to provide100kA of fault current into a bolted fault. It isunderstood that during a high-current fault event,the power to the downstream load will beinterrupted.

APPLICABLE PRODUCT RATINGS GE Digital Energy Power Quality has voluntarilyqualified the below large UL Listed UPS systems tohigh fault currents to ensure safety and functionalityduring and after a fault event:

SG Series 400kVA, SG Series 500kVA & SG Series750kVA

The UPS module (Fig. 1) is designed with an internalautomatic bypass circuit, including an integral overcurrent protective device. The purpose of this overcurrent protective device is to protect the UPSinternal bypass components (semiconductors,contactors, bus work etc.), as well as external input

and output power wiring.

Both circuit breakers and fuses were investigated foruse as the over current protective device for thisapplication. A circuit breaker takes 2-3 cycles (30-50milliseconds) to clear a fault, with no ability to limitpeak let-through current. While circuit breakers aregood at coordinating with other circuit breakers, thisclearing time makes them almost impossible tocoordinate with the semiconductors in the staticswitch, which require protection in 2-3 milliseconds.A properly selected current limiting fuse allowscoordination of both peak let-through current andtotal clearing time. This allows the fuse’s I2T rating tobe accurately coordinated with the I2T rating of thesemiconductors used in the static switch. Hence, acurrent limiting fuse was chosen for this application.

SELECTIVE COORDINATION The most common location for a fault in a datacenter is on the secondary side of the downstreamPDU’s (power distribution unit). This is where there

are a large number of flex conduits under the raisedfloor, and the likelihood of an accidental short circuitis relatively high. For a typical PDU, the expectedsecondary fault current is about 8,000 amperes. Thistranslates to a fault current of about 3,500 ampereson the primary (480V) side of the PDU transformer.This low level of fault current is easily coordinatedwith the current limiting fuse inside the UPS:

Single 400/500kVA UPS Module(1000A fuse) – will support 3500Afor at about 2 seconds (Fig. 2)

Single 750kVA UPS Module (1800Afuse) – will support 3500A for atabout 100 seconds (Fig. 3)

SYSTEM OPERATION During normal operation the UPSoperates from normal input power,with the inverter feeding the loadprecisely synthesized and controlledpower. During an overload event theinverter will continue to power theload up to a maximum overload ratingof 150%. Above this, the inverter willphase back to maintain the currentwithin safe operating levels. Thisresults in a drop in the inverter outputvoltage. As the voltage begins to drop,this drop is sensed and used to initiatea transfer to bypass.

A high-level fault (or short circuit) initially appears asan overload to the inverter. The difference is that thevoltage drop is very fast. The UPS control circuitssense the rate of change of voltage (dv/dt) as well asthe absolute voltage drop and use this information toinitiate a transfer to bypass before the voltage dropsappreciably. Once the fault has been transferred tobypass the internal fuses will limit and interrupt the

fault current, protecting the static switch and otherautomatic bypass components.

TEST SOURCE CALIBRATION The test source was calibrated to supply 100kA offault current to the test equipment configuration,including all cables to the UPS module and theshorting breaker.

This selective coordination ability is further enhanced when multiple UPS modules are paralleled (Fig. 4). In this case there are multiple fuses effectively paralleled, eachone contributing to the overall short circuit capability of the system.

TEST CONNECTIONS The UPS equipment was connected to the sourceand at the load with the recommended cables asdesigned for normal operation. A 30-ampere(enclosure ground fuse), non-delay-type cartridgefuse was connected from the UPS enclosure toPhase B of the test source. The purpose of this fuseis to verify there has been no electrical arcing to theUPS enclosure during the test.

TESTING SCOPE The short-circuit withstand tests on both SG 500kVAand SG 750kVA UPS units were witnessed by UL.

TEST PROCEDURES

Short Circuit Withstand Test (from UL 891)

The Short Circuit Withstand Test is to be conductedat the rated voltage corresponding to the maximumshort-circuit rating of the equipment. The test circuitis to be closed on the equipment with all switches,output-circuit protective devices, and all the mainovercurrent-protective devices or short-circuit currentlimiters, integral or separate, in the fully closedposition. For magnetically operated devices, themagnet is to be held closed electrically. If theenclosure is provided with a door or cover, it is to beclosed during the test

Following the Short-Circuit-Withstand Test, theequipment shall comply with UL 1778 Paragraph 47,the Dielectric Voltage-Withstand Test.

The Short Circuit Withstand Test is initiated byenergizing the UPS and then closing the shortingbreaker on the output of the UPS. The breaker isclosed after the UPS has stabilized in normaloperation.

Short Circuit Closing Withstand Test (fromUL 891)

The Short Circuit Closing Withstand Test is to beconducted at the rated short circuit currentcorresponding to the maximum rated voltage of theequipment. The sample may be a previously untestedsample or the one used for the Short CircuitWithstand Test described above. The test proceduresand conditions are to be identical to those for theShort Circuit Withstand Test. With all circuit breakersconnected into the test circuit and with the mainovercurrent-protective device, integral or separate, inthe fully closed position, each switching device of theequipment is to be closed on the test circuit.

Following the Short-Circuit-Closing-Withstand Test,the equipment shall comply with UL 1778 Paragraph47, the Dielectric Voltage-Withstand Test.

The Short Circuit Closing Withstand Test is initiatedby closing the shorting breaker on the output of theUPS module prior to energizing the UPS. After thebreaker is closed, power is applied to the UPS inputand the UPS is allowed to power-up into the shortcircuit.

Qualification Requirements (from UL 891)

After the equipment has been tested under any of theshort circuit conditions described, the results areacceptable if the equipment is effectively in the samemechanical condition as prior to the test, and if:

a) There is no permanent distortion or displacementof a bus bar or strap that would reduce anelectrical spacing to less than 75 percent of itsoriginal values.

b) A bus bar insulator or support or cable restrainthas not separated into two or more pieces. Alsothere shall be no cracks appearing on oppositesides of a base and no cracks, including surfacecracks, running the full length or width of thesupport. Other cracks, chips, or the like, which arenot considered to reduce the structural integrity ofthe support may be used if the resulting spacingsare not reduced to less than 75 percent of itoriginal values.

c) The enclosure ground fuse has not opened.

d) The enclosure or part of the enclosure such as afiller plate, door, or the like, has not been damagednor displaced to the extent that a live part isaccessible per UL 1778 Paragraph 7 Protection ofUsers and/or 39 Protection of Service Personnel.

e) No conductor pulls out of a terminal connector,and there is no damage to the conductor insulationor to the conductor.

f) Complies with the Dielectric Withstand Test.

TEST RESULTS

Short Circuit Withstand Test

This test was conducted at 480VAC using a sourcecalibrated to provide 100kA to the test configuration(Fig. 5). The test circuit was closed on the UPS withall switches, protective devices and/or short-circuitcurrent limiters, in fully closed position. All enclosuredoors and covers were closed during the test.Immediately following the Short Circuit WithstandTest, the UPS equipment was verified to comply withUL 1778 Paragraph 47, Dielectric Voltage-WithstandTest. The current limiting fuses were then replaced,and the UPS was verified to be fully functional.

Short Circuit Closing Withstand Test

This test was conducted at 480VAC using a sourcecalibrated to provide 100kA to the test configuration(Fig. 5). The test UPS was previously used for theShort Circuit Withstand Test described above. Thetest procedures and conditions were identical tothose for the Short Circuit Withstand Test. With allcircuit breakers connected into the test circuit andwith the main over current-protective device in thefully closed position, each switching device of theUPS was closed on the test circuit. Immediatelyfollowing the Short Circuit Closing Withstand Test, theUPS equipment was verified to comply with UL 1778Paragraph 47, Dielectric Voltage-Withstand Test. Thecurrent limiting fuses were then replaced, and theUPS was verified to be fully functional.

In all cases, the tested General Electric UPSsystems were returned to operational conditionby replacement of the current limiting fuses.There was no permanent distortion,displacement or cracking of mechanicalcomponents, and no reduction in electricalspacing or degradation to insulation systems.

SMFig. 6 and Fig. 7 capture the voltage and currents during the withstand and closeon tests.

While the test source supplied 100kA through the UPS, the current was limitedfrom 15-25kA because of the current limiting action of the fuses.

Even though the static switch is designed to withstand a bolted fault and is fullyoperational after replacement of the current limiting fuses, it is recommendedthat the semiconductors in the static switch be replaced at the next plannedmaintenance event. It is also advisable to inspect, clean and (if required) replaceK6 (back-feed prevention contactor).

CONCLUSIONThe extreme electromagnetic forces created by a high-level fault are capable ofbending/deforming metal and destroying insulators. The only way to verify a UPShas been properly designed to withstand these forces is through testing. It is theuser’s responsibility to demand UL Certification that the UPS has been designedand tested to withstand these forces without suffering undue damage andwithout creating a danger to personnel.

Typically, data center managers have not worriedabout power consumption, but this is quicklychanging as 1) additional power is often notavailable, 2) the cost of power is becoming asignificant cost of operating a data center and 3)companies are placing a higher value on greeninitiatives.

Based on the simple premise that “you can’t managewhat you can’t measure” data centers areundertaking steps to measure device-level powerconsumption. No longer do rule-of-thumb estimatessuffice – because they can turn out to be just plainwrong, leading to unnecessary and sometimes quitesubstantial costs. Devices that were thought to beconsuming very little power may be consuming quitea lot, even while simply sitting idle doing no usefulwork.

The first step is to baseline current powerconsumption. Ideally, this will be done in a way thatprovides useful statistics to be compared over time.Early measurements and estimates may be rough,but can be refined as the power deployment insideand outside the data center is better understood andas the measurement quality improves.

There are many ways to manage power consumptionin a data center but without some baselinemeasurements it is difficult to know where to start orwhat efforts will have the greatest impact. Also,without baseline measurements it is impossible toshow management past levels of consumption andhow you have improved.

EFFICIENCY METRICSAn efficiency metric receiving a lot of attention is thepower usage effectiveness (PUE). It is the ratio of thetotal energy used by a data center, including ITequipment, and the energy consumed by the ITequipment only. The total energy includes lighting,cooling and air movement equipment andinefficiencies in electricity distribution within the datacenter. The IT equipment portion is that equipmentwhich performs computational tasks.

A data center which only supplies power to ITequipment would have a PUE = 1.0 because thenumerator and denominator would both be ITequipment power. This is obviously not a realisticsituation. Even in a lights-out data center power willbe consumed to provide cooling and air movementand there will be electrical distribution inefficiencies.DCiE is simply the inverse of PUE and won’t becovered here.

Corporate average data center efficiency (CADE)takes into account the energy efficiency of facilities,their utilization rates and the level of utilization ofservers.

• Facility Efficiency = Energy delivered to IT / energydrawn from utilities

• IT Asset Efficiency = Average CPU utilization acrossall servers, often a small percentage such as 5percent, until efficiency efforts like virtualization areundertaken.

WHERE AND HOW TO MEASURE —THE CHOICESIn a data center there are several locations wherepower can be measured. Moving from the coarsestmeasurement to the most detailed the first is thepower entering the data center. If the data center is astand-alone structure this is simply the power feedfrom the utility. This would be the total power numberin the numerator of a PUE calculation.

Very often it’s not this easy. The data center may be afloor in a building in which case a submeter for thatfloor or room should be installed. This submeterwould record the total power number provided thedata center doesn’t share power or building facilitiessuch as cooling equipment. If facilities and power areshared, which is often the case particularly in urbandata centers, then work will need to be done to atleast get an estimate of the total power consumptionof the data center, possibly from several differentsources, e.g., the submeter measuring the feed intothe data center plus some percentage of the powerused by the building cooling equipment.

The next place where power is often measured is atthe UPS. If it only provides power to IT equipmentthen this data can be used as an approximation forthe denominator of a PUE calculation. However, thisis only an approximation because the powerinefficiencies of the UPS itself should not be part ofthe IT equipment power. The UPS may also providepower to rack-based cooling equipment.

A third place to measure power is at the rack itselfwith metered rack PDUs. These figures are generallyconsidered to represent the IT equipment,aggregated to a rack, unless there are fans or rack-side cooling units.

A fourth place to measure power is at the individualoutlets of a rack PDU. These intelligent PDUs alsotypically provide aggregated rack power consumptionas well. Monitoring the power at the outlet levelensures that IT equipment power consumption canbe uniquely identified for a PUE calculation. Byproviding power information at the individual devicelevel, specific actions can be taken to improveefficiency.

The fifth place to measure power is at the CPU. Thisgives the purest measurement of what power isactually going into doing purely computational work.In practice, this is not widely used today. In terms oftaking actual energy conservation actions, the CPU

level is not very useful since, in most cases, an entiredevice, blade or other piece of IT equipment is whatdata center staff can change or decommission, not aCPU. The most typical approaches to measuringpower consumption in a data center are metered rackPDUs and intelligent rack PDUs that monitor individualoutlets.

WHAT TO DO WITH THE DATAGATHEREDDepending on the measurement locations andmethod of measurement chosen, various energyefficiency initiatives may be taken. Individual outlet-level metering is recommended for IT equipmentbecause if provides useful, actionable information.

Monitoring the power consumed at a rack allows datacenter managers to determine if their original powerallocations make sense today. Quite often, power isallocated to IT equipment on the basis of nameplateratings which are conservatively high. Even when apercentage, say 70 percent, of nameplate power isused power is often over allocated. This means morepower is going to an IT equipment rack than what willactually be consumed. This “stranded power” couldbe deployed elsewhere but how do you know you’renot leaving the rack vulnerable to running out ofpower in a peak load situation?

Monitor each individual device at regular intervals, theshorter the better, to ensure that no peak periods areoverlooked. With individual device power consumptionfigures it is possible to set up racks such thatequipment power consumption patterns complimenteach other and thus more IT equipment can besupported with the same amount of power. If a rack isclose to consuming all the power allocated to it, andtherefore at risk of tripping a breaker, havingindividual IT equipment power consumption dataallows IT staff to remove equipment in a logicalmanner so as to minimize the risk of a breakertripping while maintaining useful loading levels.

Through tests in its own data center, Raritandetermined that rules-of-thumb percentages ofnameplate ratings simply don’t work. Across 59servers, 15 had average power consumption of 20percent or less, 29 had 21 to 40 percent, 9 had 41 to60 percent, 4 had 61 to 80 percent and 2 had 81percent or more. Even at peak power consumption 49of the servers were 60 percent or less of theirnameplate rating. Many data center planners use 70percent of nameplate which means there is a lot ofstranded power in many data centers.

On the other hand, at peak power consumption 5 ofthe 59 servers were at 81 percent or more ofnameplate and therefore at risk of shutting down. Themessage is that in terms of power consumption, it isimportant to know what is going on at the individualdevice, not some aggregated average which maymask problems both on the high and low side.

ENVIRONMENTAL SENSORS: THEIRIMPACT ON POWER AND COOLINGEFFICIENCYEnvironmental sensors make an importantcontribution to power efficiency. It is common forcooling to consume 30 percent or more of a data

center’s total power. IT equipment vendors provideinlet temperature specifications. As long as the inlettemperature is within the specification the server willperform fine. These specifications are oftensubstantially higher than what is typically provided indata center cold aisles. Thus, the temperature canoften be turned up which leads to less power

consumption by the cooling equipment.

Temperature sensors should be placed at the bottom,middle and top third of racks on the cool air inletside. Cooling IT equipment to temperatures lowerthan required consumes a lot of power without anybeneficial effects. Due to a lack of at-the-rackinstrumentation, data center managers often overcoolto be confident IT equipment won’t fail.

NEW TECHNOLOGIES AVAILABLETaking an individual snapshot of power consumptionat one point in time is not sufficient. IT devices mayconsume a lot less power at 2 a.m. than they do at 8a.m. and may hit peak power consumption at 4 p.m.on Thursday. Power consumption can also vary bytime of year such as online sales during December.

There are hardware devices that can take snapshotsof power consumption at user defined intervals asoften as once every few seconds. Software programs

are available to turn these data points intocalculations of power usage where the unit ofmeasure is kilowatt hours (kwh). Sophisticated toolscan calculate carbon footprints based on energyusage. With actual individual device information datacenter staff can know the biggest contributors tocarbon generation and therefore what needs to bemost closely managed.

WHAT TO LOOK FOR IN POWERMEASUREMENTAccurate: As carbon caps, credits and trading areadopted, accuracy becomes important. +/- 5 percentaccuracy, assuming perfect sine waves which rarelyoccur in the real world, may be acceptable todetermine if a rack is operating with about a 25percent margin before circuit breakers trip. It is notacceptable when dealing with regulations and carboncredits to be verified and traded on exchanges. Nor isit accurate enough for billing or charge backs.

Open and interoperable: Many data centers havedeployed an IT management system. To tie such asystem to power measurement look for openstandards for integration and interoperability withexisting equipment. Ease of use is a key

consideration so power management does notbecome a time-consuming project for already busy ITstaff.

Secure: Power is the life blood of data centers. It isimportant that access to the power managementsystem be secure. Look for systems with high levelsof encryption such as 256-bit AES and the ability toset authentication, authorization and permissions.

That plan should begin with a program togather information to establish some baselines.Collecting data now, and taking a stab at data centermetrics such as a PUE calculation, will put you on apath to more efficiently manage power and powercosts.
