The second half of 2016 was a busy period for IQM and on 28 May 2016, IQM held it’s Annual General Meeting at Holiday Villa Subang Jaya. In the President’s speech, he mentioned that world economy had weaken mainly due to collapse of oil prices, collapse of economy in a number of EU countries and weak Chinese economy. In Malaysia, the construction industry had weakened leading to sluggish housing sales and hence lower demand for aggregates. IQM continues to pursue its main charter of providing professional training. In addition to existing courses, new courses were being formulated. A new course, “Quarry Planning And Development” was organised on 31 May to 2 June by Mr Andy Houghton who had worked in Malaysia, Hong Kong, Australia and a number of countries. Financially, IQM was on sound footing with healthy fixed deposit accounts. With the available fund, IQM intend to carry out minor renovations to the existing buildings. A new classroom is being planned on the ground floor of Lot 21 and the leaking roofs would be repaired. The President conveyed his thanks to JMG, JAS, Niosh, PDRM, USM, Council Members and IQM Manageress for their inputs and supports. In the first half of 2016 IQM organised a number of courses as follows: i) Basic Legislation for QMC Course on 26-27 January at IQM premise with very good attendance. ii) Quarry Mineral Products Training Course was conducted on 7-8 March at IQM premise with good attendance. iii) The Shotfirer Course was conducted on 21-26 March at IQM premise with reasonable attendance. iv) Drilling Course was conducted on 11-13 April at IQM premise. The response was over whelming where a few late requests were rejected. v) Crushing and Screening Course was conducted on 9-12 May at IQM premise and the response was very good. A few late requests were rejected. vi) A new course Quarry Design and Planning was organised at IQM premise on 31 May – 2 June. The response was overwhelming. From the feedback, IQM will further improve the course content. Hopefully the improved course will be held again in 2017. Besides the courses mentioned above, IQM also organised a technical talk on 28 May 2016 sponsored by Atlas Copco (M) Sdn Bhd. As mentioned in the previous newsletter, IQM is taking steps to introduce new courses relevant to the quarry industry. It was very unfortunate that a course on Vibration and Airblast: Theory, Application and Potential Damage to be conducted at Pusat Penyelidikan Mineral, JMG was cancelled twice due to health problems of the main speak- er. Hopefully towards the end of 2016, IQM will organise that course. A few new courses are being formulated and the course notes are being written. Hopefully they will be ready for 2017. In the second half of 2016 the courses being planned are Environmental Management, 22-25 August, Legislation for QMC, 27-28 September, Shotfirer in November and Shotfirer Practical in December. In Malaysia today many quarries within the economic distance of the explosives supplier are now using bulk explosives. Bulk Explosives offer a lot of advantages such as reduced number of blasting workers, very good water resistance and more energy per volume (better bulk strength). As such burden and spacing can be expanded and may reduce the cost of blasting. It must be remembered that bulk explosive is delivered in fluid form. The explosive supplier in Malaysia supplytheir bulk explosive in different formulation and deliver their explosives with different performance. Under normal condition, the blasters just accept the recommendation of the explosive supplier who may not understand the local conditions. The shotfirer himself who basically has poor

understanding of explosive technology may just permit the supplier to fill the holes to stemming level without proper supervision may lead to flyrock incidents.The bulk explosives, depending on viscosity filled not only the holes but also the fissures and fractures and caused local overcharging.

The shotfirer need to calculate before charging how much bulk explosives needed to fill every holes and instruct the explosives supplier to record the weight of explosive that should fill in each

borehole and the total weight of explosives in all holes. The shotfirer must have the knowledge of how much explosive is filled in every hole before making decision on final blast design. If he is not sure he can ask for the second opinion from explosive supplier who should have a qualified blasting engineer or experienced blaster at the site. Under the OSHA, both the blasting contractor or quarry manager and also explosive supplier/manufacturer are also responsible for any incident. That is why a good drilling record and blasting record is required for every blast. That will enable easier blasting forensic investigation to be made if flyrock incident happens. Blast design report must be prepared before blasting work is allowed by the quarry management.

Blasting using bulk explosives offer many advantages but there also high risk of using it without understanding the implication. Shotfirer and blasting engineers therefore need to be aware of the many advantages and risk of using bulk explosives Note: the photograph shown is just an illustration.

USING BULK EXPLOSIVES

PENJAGAAN BAHAN LETUPAN

Bahan letupan digunakan secara leluasa oleh industri kuari untuk memecah batu dalam menghasilkan agregate. Teknik penggunaan dan langkah keselamatan amat penting dalam pengendalian bahan letupan untuk mengelak-kan sebarang kemalangan atau salahguna.

Keadaan dunia masakini semakin kucar kacir. Kes salahguna bahan letupan untuk tujuan membunuh dan mencederakan orang awam tanpa belas kasihan telah meningkat. Malaysia amat bernasib baik kerana belum berlaku salahguna bahan letupan komersial. Baru baru ini, pada 28 June 2016, satu insiden yang mana sebutir bahan letupan tentera (hand grenade) telah dilontarkan ke dalam Movida Restaurant, Puchong, Selangor telah mencederakan 8 orang. Nasib baik tiada yang terbunuh. Insiden ini amat mengejutkan negara kerana ianya dikelaskan sebagai aktiviti pengganas. Beberapa tahun dahulu dalam satu serbuan keatas rumah kongsi pekerja warga asing, pihak PDRM telah menjumpai beberapa kratrij bahan letupan emulsion. Kemungkinan besar ianya di-curi dari kuari. Peristiwa diatas hendaklah diberi perhatian serius dan pengurusan kuari hendaklah memperketatkan penjagaan bahan letupan.

Mengikut undang-undang negara, pihak pengurusan dan pembedil adalah bertang-gungjaawab sepenuhnya keatas mereka yang terlibat dalam mengendalikan bahan letupan. Memandangkan kebanyakan pekerja kuari terdiri dari warga asing, adalah penting pihak pengurusan kuari mengambil langkah yang lebih ketat dalam mengawalselia aktiviti peletupan. Amalan membiarkan pekerja asing mengendalikan bahan letupan serta menjalankan peletupan tanpa lawalselia yang ketat adalah sangat berisiko tinggi yang boleh menjejaskan keselamatan negara.

Antara langkah-langkah keselamatan yang disyorkan ialah:

i pihak pengurusan hendaklah memastikan pembedil sendiri mengesahkan jumlah bahan letupan adalah sama apa dengan yang dipesan dan kesemuanya digunakan. Mana-mana bahan letupan yang tidak dapat digunakan hendaklah disimpan dalam magazine (jika ada) atau dimusnahkan atau dipulangkan kepada pembekal. ii Pembedil sendiri yang mengawalselia semua kerja-kerja mencaj dan aktiviti letupan bagi memastikan tiada bahan letupan disalahguna atau dicuri.iii Inisiasi yang sangat merbahaya ialah peledak elektrik dan peledak biasa. Pembedil hendaklah pastikan peledak ini dikawal dengan rapi. iv Semua bahan letupan yang digunakan hendaklah direkodkan selengkapnya dalam rekabentuk peletupan (blast design). v Mengemukakan senarai semua pekerja yang mengendalikan bahan letupan termasuk warga asing kepada PDRM setiap tahun untuk tapisan keselamatan. Sekurang-kurangnya pihak PDRM mempunyai rekod mereka yang terlibat dalam pengendalian bahan letupan.

Adalah diharapkan langkah langkah yang disyorkan diatas dapat mengurangkan risiko salahguna bahan letupan. Saya teringat semasa saya hadir kursus shotfirer di United Kingdom pada tahun 1993, diceritakan bahawa penggunaan bahan letupan untuk industri kuari di Northern Ireland, diuruskan oleh pihak tentera. Setiap bahan letupan ada barcode, dihantar dengan helikopter ke kuari dan sentiasa dikawal oleh tentera. Macam cerita lawak, tetapi bagitulah langkah keselamatan yang diambil oleh kerajaan UK untuk mengurangkan risiko pengeboman semasa waktu keganasan di Northern Ireland ketika itu.
