MESSAGE FROM THE EDITOR JANUARY 2016 KDN NO: PP8487/06/2013(032604) FOR MEMBERS CIRCULATION ONLY INSTITUTE OF QUARRYING MALAYSIA IQM 2015 came and left and we now usher in 2016. I hope it is not too late to wish everyone a very Happy New Year. With the Chinese New Year celebration coming up soon on 8th and 9th February, I wish all Gong Xi Fa Cai and a happy and prosperous new year. The second half of 2015 had been a busy period for IQM organising many activities. On 6th August 2015 IQM and JMG had signed a Memorandum of Understanding for a period of 5 years. The MoU is another close collaboration between IQM and JMG in the field of Quarrying and Related Extractive and Processing Industries. The areas of co-operation are conducting training programme, courses and other educational programme to upgrade the skill, knowledge and competency of quarry personnel, formulation of programme to enhance professionalism, exchange of experts and any other areas of co-operation mutually agreed upon. With this MoU, IQM can expand her training activities for the benefit of the industry. The second event was the International Presidents’ Meeting held on Monday 26th October 2015 followed by IQM CONEX 2015 held from 26 - 27 October 2015 which were held at Palm Garden Hotel, Putrajaya. The Presidents’ meeting was attended by Presidents from UK, Australia, New Zealand, South Africa, Hong Kong and Malaysia. During the second half of 2015 IQM organised a number of courses as follows: i) Environmental Management Course was held from 10-13 August at IQM. It was well attended and we had a lawyer from India who was keen to know more about the environmental issues in quarrying. ii) A new course on Legislation was introduced and held from 25 – 26 August. This course will be repeated in 2016 in January and August. iii) Shot-firer Practical Course was conducted on 29-30 September at Kota Kinabalu Sabah jointly organised with the Sabah Quarry Owners’ Association. A similar course was also conducted at IQM Puchong from 28-29 December. iv) A new course on Blast Vibration Monitoring and Control was organised at IQM from 5-6 October. Based on participant’s feedback, IQM will further improve the course content for 2016. v) The Training Course for Shot-Firers was held from 16-21 November at Summit Hotel Bukit Mertajam. FYS Marketing Sdn Bhd assisted with the organising vi) IQM also organised a technical talk on 28 Nov 2015 on Mobil Lubrication in Quarry Sector & Blue Ocean Leadership for Economic Success sponsored by Mobilub Trading Sdn Bhd. Also to enhance the professionalism of the quarry industry, IQM plans to introduce new courses. These new courses are being developed and hopefully to be conducted in 2016. From January - June 2016, the following courses are tentatively being planned : i) Basic Legislation Course from 26-27 January ii) A 2 days’ course on Vibration and Airblast: Theory, Application and Potential Damage will be conducted at Pusat Penyelidikan Mineral, JMG from 25-26 February. The course covers a lot on technical aspects and those with blasting knowledge and experience are highly recommended to attend iii) Quarry Mineral Products Training from 7-8 March iv) Training Course for Shot-firers from 21-26 March v) Drilling Course from 11-13 April vi) Crushing and Screening Course from 9-12 May Also included in this newsletter is the tentative programme for 2016. The dates are subject to change, so please refer to flyers distributed in due course. On Thursday 7 January, IQM lost her founding member, Mr Subramaniam (fondly know as Rock Maniam) passed away peacefully at the General Hospital KL. IQM and the quarry industry conveys its deepest condolences to Nirmala Devi and her family members.

The second half of 2015 had been a busy period for IQM organising many activities. On 6th August 2015 IQM and

The Institute of Quarrying Malaysia’s Founder/Ex Chairman the late Mr. S Subramaniam (fondly know as Rock Maniam) had

passed away peacefully on 7th January 2016 at the age of 75. He was born on 7th June 1940. He served as the IQM Chairman

from 1980 to 1992. He will be greatly missed. He is survived by his son Sreedhar and daughters Nirmala Devi

(currently the Manager of IQM) and Sheela Devi.

The Institute is here to recognise and promote the professionalism of people working within the quarrying industry. Professionalism is created through a combination of work experience and qualifications. Continuing Professional Development (CPD) is the process of continual improvement and personal development that documents your career. We believe that undertaking CPD is a way of ensuring that the qualifications that you have earned are kept up to date.

With effect from 2016, all Members of the Institute have a mandatory 30 hours of CPD required to maintain your membership. Attached is the Summary of CPD Record Form with examples of activities that qualify as CPD hours.

Members are highly encouraged to complete the Form and submit together with the Membership Renewal Form 2016. The information provided will assist the IQM Council in formulating suitable training programme.

PRESIDENTS’ COMMITTEE MEETING HOSTED BY

INSTITUTE OF QUARRYING MALAYSIAThe IQ International Presidents’ Committee Meeting was hosted by IQM in October 2015 at the Palm Garden Hotel and Lunch at the Marriott Hotel, Putrajaya. This Meeting is held on rotation yearly at the respective Affiliate Institutes and IQM had the privilege of hosting it in 2015. The Presidents’ meeting was attended by Anthony Morgan, President IQ United Kingdom, Phil James, General Manager IQ United Kingdom, John Mitas, President IQ Australia, Paul Sutton, General Manager IQ Australia, Dr David Chen, President IQ Hong Kong, Deon Bosman, President IQ South Africa, Les Ward, President IQ New Zealand and Lee Kam Fatt, President IQM. The main items discussed were i) affiliation fees and how they are spent, ii) Mandatory Continuing Professional Development (CPD) for all IQ members to renew their memberships implemented by IQ United Kingdom. Presidents requested more in-depth study on how it will be imple-mented and iii) the 100th Centenary Celebrations for the IQUK in 2017. IQUK intends to hold a number of celebrations and events throughout the year to mark the 100 years and then finishing with a Gala dinner. The Presidents also stayed on and presented papers at the IQM Conex 2015.

This 2 day event was well attended by delegates from Malaysia / Sabah, Sarawak and we also had a number of foreign delegates including the IQ International Presidents. The main highlight of the event during the Opening Ceremony was the launch of IQM’s 2nd publication of the Quarrying Hand Book titled “World Class Quarrying : Innovative Technology and Sustainable Practices” followed by the presentation of the Quarry Manager’s Certificate. A total of 18 participants were awarded the certificate. The Award of Excellence was also presented to Mr Pang Kang Ngen and Poly Quarry Resources Sdn Bhd in recognition of their outstanding contribution towards achievement of excellence in the quarrying industry. A total of 11 papers were presented during the 2 day event by local and foreign speakers. IQM wish to extend a special thanks to all its sponsors for making this event a success.

Leadership For Economic Success was held at the Holiday Villa Subang, Selangor on 28 November 2015. Speakers were Cik Nahzahtul Omar, Senior Lube Engineer from

Mobilub Trading Sdn Bhd and Dato’ Prof Dr Ir Eric Goh from IQM respectively. A special thanks to Mobilub for sponsoring the half day talk.

FYS Marketing Sdn Bhd has been operating its quarry at Bukit Mertajam since early 1960’s. Beginning 1995 due to demand for houses, development of housing estates were encroaching closer to the quarry. In 2005 new housing estate was built very close to the quarry and residents started moving into their homes in 2008. Residents had many complaints about the dust, noise and vibration from the movement of the lorries transporting aggregate. The company took all necessary measure to reduce the dust and noise from the movement of lorries. Environmental pollution and safety hazards caused by the traffic are due to bad lorry driver attitude. Realising this important factor, the company needed to do something so that the lorry drivers understand the quarry’s and the residents’ concern about safety and environmental impact of dust and noise. The company and lorry drivers need to work together to reduce the complaints from nearby residents. If no solution is found the quarry operations maybe severely affected.

After brainstorming, the company realised that quarry operators and transporters (lorry) are related business partners, where quarry products such as aggregate, crusher run, quarry dust are the raw material for infrastructure and development projects. Lorries are the means of transportation of these products from the quarry to the end user which means that quarry operator and the lorry drivers are business partner. Whatever the lorry drivers’ attitude will affect the operations of the quarry. While the lorry driver’s attitude it beyond the company control, the company believe through education and communication with lorry drivers and transport owners, positive message can be delivered which will improve the attitude of the drivers.

FYS Marketing Sdn Bhd came out with an idea of Lorry Drivers’ Day where the first Lorry Drivers’ Day was initiated on 19th January 2013. The purpose of the Lorry Driver Day is to appreciate lorry drivers’ effort that transport quarry products to customer site. It is a yearly program with presentations, free lunch provided plus a small gift such as key chain given to lorry drivers that come on that day. All guests especially the transporter owners and the drivers attended the presentation given by the company on Lorry Driver Code of Ethics and highlighted to all guests that the lorry driver job should be respected just

Lorry Drivers’ Daylike any other profession. The concerns of the quarry owner and the public are the drivers’ attitude for not obeying the traffic rules, careless driving, inconsiderate driving, canvas not properly covered which cause aggregate, quarry dust and crusher run to fall off, affecting the safety of road users especially motor-bite riders. This message is conveyed to the transporter owners so that they can advise their lorry drivers to gradually improve their attitude and work ethics. In addition to the company’s presentation, outside speakers and companies are invited to give talks on related subject such as health and safety, vehicle care and maintenance, traffic rules and others. In one of the programme a company sponsored a vest to all lorry drivers and encouraged them to wear the vest as a safety precaution. Overall the transporter owners and the drivers greatly appreciated the Lorry Drivers’ Day programme.

Besides the Lorry Drivers’ Day programme, FYS Marketing also undertake a few initiatives to reduce the complaints from the public and also to enhance the Lorry Driver Code of Ethics. Such initiatives are as below:

I distribute Lorry Driver Code of Ethics written in dual languages (Bahasa Malaysia and Chinese) with symbols for the lorry driver to read and understand.

Ii Build 8 feet by 12 feet Lorry Driver Code of Ethics signboard at the entrance and inside the quarry to remind the lorry drivers.

Iii Paste A4 size notice on the weight bridge counter to remind lorry driver again that before they leave the quarry they must install the canvas correctly to prevent aggregate/quarry dust fall off and also the Lorry Driver Code of Ethics.

Iv invested to tar 1km of road join quarry exist until the public to reduce dust.

V put up lorry speed limit of 20km/hr. signboard at quarry premises to remind lorry driver to drive slowly.

Vi installed sprinkler at exist points to wet the road to reduce dust.

Vii plant trees at the boundary to block the dust and create greener environment.

Viii installed an auto wash at the washing bay before weighing bridge to clean the lorry undercarriage and tires.

Ix installed CCTV at the quarry exit to stop any lorry with improper installed canvas to ensure no stones falling off from the lorry.

In summary, the Lorry Drivers’ Day is a very successful programme in improving the drivers’ attitude and together with the various initiatives undertaken by the company, the number of complaints from the public have reduced tremendously. The company believe that continuous engagement with all stakeholder in overcoming the environmental issues will create a better understanding and public perspective and image on the quarry industry.
