Dear contractors, Welcome to your winter newsletter. Since the announcement of the department of health funding changes and quality criteria, the LPC have been working behind the scenes to arrange funding and training to help you achieve the new quality payments. I take this opportunity to thank the contractors and all our LPC members for their support this year and wish you all a happy Christmas and new year. It has been a challenging year but there are many positive developments and opportunities for Community Pharmacy to develop and integrate into the wider healthcare system to add value and support improvement in patient outcomes. I also wanted to take this opportunity to thank our former chair Sejal Gohil who has now moved onto a pastures new and extend our gratitude to her for all her support and expertise to the LPC and welcome our new interim chair Satyan Kotecha and Vice Chair Sue Hind. The committee also welcomes our new members, Pallawi Dawda from Masons and Sons, Mohammed Sattar from Well and Deep Patel from Lloyds Pharmacy. The LPC have now obtained funding to support contractors to achieve HLP accreditation through training events which have been planned in 2017. Community pharmacy contractors that wish to take part in the Quality Payments Scheme must:

1. Have an NHSmail account for their pharmacy by the review points (28th April 2017 and 24th November 2017) at which they wish to make a Quality Payments Scheme claim; or2. For the purposes of the 28th April 2017 review point, have evidence that they have applied for an NHSmail account by 1st February 2017.

NHS England and NHS Digital have today announced that contractors that wish to apply for an NHSmail account for their pharmacy, to meet the requirement in point 2 above, can do so by emailing the following information to

Already have an NHSmail account for your pharmacy?

Some pharmacies already have an NHSmail account for their pharmacy. This may be a shared mailbox, which users log into using a personal NHSmail account, or it may be an NHSmail account which has been created for the pharmacy using a personal NHSmail account. NHS England and NHS Digital want all pharmacies to have shared mailboxes which can only be

Contractors with multiple pharmacies may submit this information via one email via this spreadsheet template, providing details for each pharmacy premises. For this reason, pharmacy teams working within multiple pharmacy groups may want to check with their head office before requesting an NHSmail address for their pharmacy.

If you already have a shared mailbox – NHS Digital will put in place a process in 2017 to ensure all such shared mailboxes are modified so that they conform to the approach now being taken to creating new pharmacy shared mailboxes. Further details on this process will be released in due course – no action needs to be taken by contractors with an existing shared mailbox at this time. If you are not sure you have a shared mailbox then it is advisable to apply to ensure you meet the quality criteria. I have checked this with the PSNC today to get advice as this information has just been published. More guidance will be coming in the new year

If you already have a pharmacy NHSmail account, but it is not a shared mailbox – follow the above process to request a shared mailbox. NHS Digital will publish guidance on what should be done with your existing NHSmail account in due course.

The LPC have now booked training dates for HLP leadership training for pharmacists.

We will be communicating information regarding the documentation, HLP champion training information and Pharmoutcomes information in due course. This event is open to ONE Pharmacist per Pharmacy.

Dates are Sunday 15th January 2017, Sunday 7th may, Sunday 21st may and Sunday 7th June

Next steps

In January 2017, further details will be requested from contractors that have submitted a request for an NHSmail account, in order to allow the creation of a pharmacy shared NHSmail account and individual NHSmail accounts for staff, including regular locum staff, that will be needed to access the pharmacy’s shared NHSmail account.

Healthy Living Champion, Leadership Training for PharmacistsTo achieve the quality payments; you will be required to achieve HLP accreditation. This consists of two key elements in terms of training and requirements ;1. One Pharmacist to attend HLP leadership Training per pharmacy 2. One member of staff to complete HLP champion training which is Royal Society of Public Health level 2 accredited training with the completion of an exam

(approx. 8 hours of training)3. Achievement of the HLP assessment criteria in your practice with collection of evidence to demonstrate achievement – the supporting documentation and guidance will be communicated to you in early 2017. 4. We will also be commissioning Pharmoutcomes platform to support achievement of the HLP level 1 criteria

LLRLPC is funding HLP training in order to support your achievement of this status.

We have ONE funded place per Pharmacy Contractor in Leicester City, County and Rutland Places are limited to 40 per event and will be offered on a first come first serve basis.

One participant from each pharmacy may attend one event and will be required to cascade information (including Privacy Officer training) to their pharmacy team.

An acknowledgment email for a booking will be returned from NHS Digital once a participant has booked; the acknowledgment will normally be sent within 3 working days, but may take longer due to staff leave over the Christmas and New Year holidays. The communication will make clear that the pharmacy will be required to complete the Citizen Space AUA form and have at least one staff member complete the CPPE SCR e-module before attending an event.

The Eventbite booking forms can be accessed via IE or Firefox and should also be accessible via Chrome.

Participants are presented with a certificate at the end of the session which can be counted towards continuing professional development (CPD).

Community pharmacy contractors are now able to access support on PharmOutcomes for the Quality Payments Scheme.

This support is available to all contractors as PSNC has agreed to use their licence to provide access to the Quality Payments Scheme framework and asthma referrals service on PharmOutcomes. You can use your existing login to access this.

A Quality Payments Scheme framework has been created on PharmOutcomes, which will PharmOutcomes).

Once a contractor has logged into PharmOutcomes, the tool can be accessed by clicking on the ‘Services’ tab on the PharmOutcomes homepage.PharmOutcomes log in detailsIf a contractor has not used PharmOutcomes before, log in details can be obtained by sending a message to the PharmOutcomes helpdesk. Contractors will need to provide details of the pharmacy, contact information and an email address to issue the login details to.

PSNC news : High Court grants permission for PSNC Judicial Review

The High Court has granted PSNC permission for a Judicial Review of the Secretary of State’s October decision to implement cuts to community pharmacy funding and other changes.

The hearing is to be expedited and will be heard in the week commencing 6 February 2017.The Judge has indicated that if the Secretary of State seeks a later hearing date (which would give him more time to prepare his case), the question of whether there should be a delay in the implementation of the legislation while the case is ongoing, will arise.

Quality payment criterion: asthma referrals:An asthma referral tool has also been created to assist contractors in meeting the quality payment criterion, ‘On the day of the review, the pharmacy can show evidence of asthma patients, for whom more than 6 short acting bronchodilator inhalers were dispensed without any corticosteroid inhaler within a 6 month period, are referred to an appropriate health care professional for an asthma review’.

This PharmOutcomes tool allows contractors to record patient details who have consented to be referred to their GP practice because of them having been dispensed more than 6 short acting bronchodilator inhalers without any corticosteroid inhaler within a 6 month period. When this data is saved on PharmOutcomes a referral will automatically be sent to the patient’s GP practice (if a

PSNC sought permission from the High Court to apply for the Judicial Review in December, on the grounds that it believes the Secretary of State failed to carry out a lawful consultation on the proposals for community pharmacy.Read more about PSNC’s application for leave for a Judicial Review.

PSNC Chief Executive Sue Sharpe said:

“PSNC still very much regrets that the process the NHS has followed in the past year has made it impossible to avoid taking legal action; however we are pleased that our application for leave has been granted and will be heard early in 2017.

West CCG prescribing Updates Prescribing Changes

The Medicines Optimisation team are currently promoting a number of medication changes where due to generic price increases it is now more cost effective to prescribe the originator brand over the generic version.

Nifedipine 5mg & 10mg capsules changing to Adalat 5mg & 10mg capsules. Procyclidine 5mg tablets changing to Kemadrin 5mg tablets Diltiazem 60mg Modified Release tablets changing to Tildiem 60mg modified release tablets

Buprenorphine patches—Change of brand

Recently a number of different brands of buprenorphine 5mcg, 10mcg 15mcg and 20mcg patch have been launched offering significant prescribing savings. After a thorough review of the available options the medicines optimisation team is recommending patients on Butrans (buprenorphine) patches are changed to Sevodyne brand. The medicines optimisation team will be recommending implementation of this change in 2017.

The team will be discussing the change with community pharmacy and the local wholesalers to ensure stock is available prior to any changes being made.
