A Completely Dynamic (Unicode based) Web-Portal & Websites
based on CMS (Content Management System) and having Online
Updating Facility, User Interaction to the various Applications
and Database, Search Engine enabled features, Online
Complain and User Feedback facility
Taking further the scope of e-governance and bringing the
government departments closer to the public, the Home
Department, Government of Gujarat, has developed a
compressive portal for all its departments.
The portal of Home Department – www.home.gujarat.gov.in –
covers total 70 websites, including that of the Home
Department, All its HODs like Anti Corruption Bureau,
Prohibition & Excise, IG Prisons etc. and Gujarat Police (DGP,
Commissionerate, DSPs, Armed Unit, Training, Human Rights
etc.), Port & Transport Department, Commissioner Transport
and all RTOs & ARTOs (Please refer the Annexure-1).

The website provides a wide range of relevant information as well of services to the
people. They are developed keeping in mind the need of making the work and
procedures of the department speedy and transparent. The sites also make all the
departments far more approachable and accessible for the public.
The websites are developed on latest technological platforms making them quite
user-friendly as well as easy to maintain and update instantly.
SSSIIILLLEEENNNTTT FFFEEEAAATTTUUURRREEESSS AAANNNDDD UUUSSSAAABBBIIILLLIIITTTYYY
• Latest technology applied:
o The web sites are based on CMS (Content Management System) software. The
software manages common content retrieval from one website to another, one
category/ head to another and its type to category (like: A content type is news
and it is categorized/ defined under Government Resolutions. The CMS will show
the same content in Government Resolution as well as in News section).
o User defined control panel has been provided to the webmaster/ authorized
person for online updation in the website from any where. As the portal is
based on CMS (Content Management System), Any content can be added / edited
/ deleted / updated online.
o Use of Unicode fonts makes the sites much more user friendly as the viewers are
not required to download any font. Though the sites are in Gujarati, use of
Unicode makes them searchable from search engines, which is not possible with
other fonts.

o The interface of the sites have developed with inputs from experts from
National Institute of Design, Ahmedabad, which has resulted in synchronization
of elements –visual text, graphics, audio, animation. Absence of pop-ups in
another noteworthy feature.
o Accessibility features consistent with standards mandated by groups such as the
World Wide Web Consortium (W3C).
o The sites also take care of security for user information, creation of
cookies/personal profiles, sharing personal information and other security
features as it is hosted on Asia’s biggest network – GSWAN (Gujarat State Wide
Area Network).
• Exhaustive database of relevant information:
o The sites provide in-depth information about each department, going much
beyond the requirements under the Right to Information Act. The information on
the site of each department including the history, vision and mission, scope of
work, organizations structure, budget allocations, duties and responsibilities,
achievements, policies, Acts & Rules and relevant GRs, schemes, forms and
complete contact details. The sites also provide other relevant information
making the work of the department clearer to the public. External links are also
given.
o The sites contain information in form of text, photos, maps, audio, video, forms
and other such formats.
o Each and every content ID has been categorized as per the type of content and
website sitemap.

o All the content in the sites has been indexed under various heads like
Information, Scheme, License, News, Government Resolutions, Photograph,
video etc. This makes it easier for the viewer to locate at what they want.
o Exclusive database of Government officers available with their office as well as
personal contact detail along with the Designation, Name, Photo, Profile and
Place of posting which helps visitors while searching and government in case of
promotion, transfer, retirement etc.
o In addition, a News & Event application has been developed and integrated to
the portal (CMS) which allows webmaster/ authorized persons to login and
broadcast News & Event online from any where.
• Wide range of online services for the citizens:
E-Governance is the right way to work with Transparency, Efficiency and Productivity
for easy life of 5 crore Gujaratis. The sites provide a lot of online services for the
citizens which can save their time and money like:

The sites are developed in such a way that they offer wide search possibilities, like:

o Search by content type (Information, Scheme, News, Government Resolutions,
Photograph etc.)
o Search by Name / Location – Contact Matrix (Extensive Organisational Chart
Application has been developed and integrated to the portal (CMS) which allows
users/ visitors to view detailed Organisational Chart, Find by Name and Find by
Location
• Updation:
o User defined admin control panel has been provided to the webmaster/
authorized person for online updation in the website from any where. As the
portal is based on CMS (Content Management System), Any content can be added
/ edited / deleted / updated online.
o Website administrator can monitor which website / section of the website
updated when.

o Each and every content ID goes through parameters like basic entry,
classification, content association, site sharing etc and which also include
date of content creation, date of content review and date of content end. This
will help administrator to find out content which needs to be updated.
• Design & Visual appeal:
o The interface of the sites have developed with inputs of experts from National
Institute of Design, Ahmedabad, which has resulted in synchronization of
elements –visual text, graphics, audio, animation.

• Automatic email updates:
As on public/visitor part, the visitors can send feedback (general and page specific),
complain and login request for e-Citizen:
o Login as e-Citizen: Visitors can be e-Citizen by filling up the online form. The
system will auto-generate password for each e-Citizen login and forward login
access information to the visitor’s email ID. By login as e-Citizen, visitors can
access FIR Status, Passport Status, Tenant / Servant Registration Form, Search
Police station, Missing person, Complain status, Change in personal
information etc.
o CMS itself / Any office out of 70 can generate / send mail to e-Citizens
o feedback (general and page specific) : Visitor can give general / page specific
feedback to any office out of 70 and offices can reply vice-a-versa
o Complain: Public complain can be received from the portal to any office out of
70 and offices can reply vice-a-versa

• Content management:
Web-Portal is based on CMS (Content Management System) – the software manages

Content type wise subject index available in the portal like Information, Scheme,

Extensive News & Event Application has been developed and integrated to the portal
(CMS) which allows webmaster/ Authorized persons to login and broadcast News &
Event online from any where.

Award Ceremony of 5th India-Tech Excellence at Mumbai
The 9th Annual general Meeting of India-Tech Foundation was held on 14th April, 2007 at the Ravindra Natya Mandir, Mumbai. 5th India-Tech Excellence Awards for Reforms and Initiatives in the field of Power Sector, Infrastructure Construction and e-Governance were also given away at this function to most progressive states in the country. TELECOM India 2006 Excellence Award (1st Runner-Up) - for Application of IT & Administration (E-Governance) was given to Gujarat State.
