Affordable Housing Bonus Program (AHBP)As San Francisco faces growing housing demands, it becomes increasingly important to preserve and protect our middle class working families. I recently co-sponsored legislation with Mayor Ed Lee to create a local Affordable Housing Bonus Program (AHBP). This program seeks to incentivize the development of affordable housing units throughout the City, including those that serve middle-income households and families needing 2-bedroom units.

Requirements under the program In order to qualify for the optional local AHBP, a project must have 30% of its units as affordable. 18% must be dedicated to serving middle income households and 12% for low and very low-income households.

In some cases, the additional height increases can still potentially fall within existing height limits. For example, if a building is currently one-story, in a zone in which the height limit allows for four stories, and is developed meeting all requirements under this proposed program, the building could receive two additional stories.

Once complete, with three total stories, the building is still within the existing four-story height limit.

Why this legislation was introducedIn addition to being one of several tools used by the City to incentivize the development of affordable and middle-income housing, San Francisco must comply with state law. Since 1979, California has had a State Density Bonus program that project sponsors can opt into. Under the state program, projects can receive density bonuses and height increases if they achieve 13% affordable units for rentals (at 55% Area Median Income) and 20% affordable units for ownership (at 90% Area Median Income). The state program does not have a requirement to provide for middle-income units. Density bonuses under state law range from 7 to 35%.

The state law also required that each locality in California have their own law to either enable the State Density Bonus program, and/or to create their own program that meets or beats the state requirements. San Francisco has not done so yet. Additionally, a 2013 California Court of Appeal case (Latinos Unidos del Valle de Napa y Solano v. County of Napa) clarified that any residential development that provides affordable housing units on-site, including those provided to comply with local inclusionary programs, enable project sponsors to request a density bonus under the State Density Bonus Law. Thus, the legislation not only brings San Francisco into compliance with the state law, but provides developers with more parameters around height, which the state program does not do.

ProcessOn October 29, our office attended a community meeting hosted by the Outer Sunset Parkside Residents Association (OSPRA), attended by about 200 residents. Residents asked great questions and we plan to continue our work with the Planning Department and Mayor’s Office to address concerns. This is the first of many conversations about the AHBP, and there will be continued education and outreach efforts throughout the City. The Planning Commission will take formal action on the proposal tentatively planned for December. After the legislation is voted on by the Planning Commission, the Board of Supervisors Land Use Committee will deliberate on the item and then the full Board of Supervisors. There is currently no planned date set for the Land Use Committee hearing. From 1959 to 1993, Larsen Park hosted three different retired Navy jets, each donated to serve as imaginative play structures for the children of the Parkside District. The first was a Grumman F-9 Cougar reconnaissance plane from Squadron VC-61, driven up from Moffett Field in Mountain View with the cooperation of the California Highway Patrol and all the police department jurisdictions in between. The second jet, a Navy F-J Fury, replaced the Grumman in 1967. Both jets had ladders added to help kids climb into the cockpits. The third, and perhaps best-remembered jet, as it occupied the park for eighteen years from 1975 to 1993, was an F-8 Crusader. A Marine helicopter dropped the plane in the San Francisco Zoo parking lot at Ocean Beach, and from there it was hauled up Sloat Boulevard to Larsen Park. Rather than being propped up like the previous jets, the F-8 sat flush on the grass, with a slide added to its side, and its jet intake tube making for a great crawling tunnel. [...]

For many years after the jet’s removal, local children had to make do with an unimaginative basic playground across the street from the jet site. The slides, swings, and wood climbing structure deteriorated, and each was removed from use until we practically had nothing but sand. My daughter and I, walking home from West Portal Elementary School, would often stop for a quick spin on one of the last pieces, a small wobbly metal merry-go-round. [...]

I very much sympathize with old-timers who wish a real Navy plane could have been obtained. The supervisor’s office tried. Modern safety regulations and the prohibitive expense in taking on and remediating a real jet just made it impossible, even if the government had aircraft to give. Also, San Francisco isn’t the Navy town it once was—many people object strongly to having an instrument of war in a public playground. More important than my nostalgia, or differences of opinion on the Armed Forces, is that children from the Parkside, Sunset, and those passing by who convince their parents to “please, please, please stop for a minute” have a place to play safely and let their imaginations soar.

We have our upcoming Fall 2015 Front Yard Ambassadors Program (FYAP) planting date set for November! Please join Friends of the Urban Forest (FUF) in planting new front yard landscapes on two separate blocks in the Outer Sunset. This will be the 5th round of garden installations as part of our program.

On Saturday, November 14th, starting at 9am, we will be teaming up with FUF’s Outer Sunset tree planting group. Neighbors and volunteers will meet for coffee and pastries before planting gardens and trees throughout the Outer Sunset and then celebrate afterwards with a potluck lunch provided by property owners.

Front Yard Ambassadors Program (FYAP) Applications

The Front Yard Ambassadors Program (FYAP) gives Sunset District residents the opportunity to transform their front yards into vibrant, ecologically friendly, and easy to maintain spaces in order to change the pedestrian experience and demonstrate neighborhood pride; provide permeable surface to take pressure off our combined sewer system and recharge our underground aquifer; educate the community about what plant species are suited to our microclimate; and build relationships with neighbors and encourage the community to work together.

Spring 2016 FYAP applications will reopen this month with an application deadline of January 8, 2016. Applicants must have at least five (5) households on their block to fully participate in the FYAP. A minimum of three (3) applications are required for consideration and prequalification of your block. We urge you to begin talking to your neighbors if you are interested in participating! In order to participate in the FYAP, you and neighbors must:

1) Be able to remove some concrete from your front yard;2) Have a minimum of five houses (including yours) on your block to participate (three to prequalify);3) Have the approval of the homeowner (if you are a renter); and4) Agree to maintain your yard as long as you reside at the address.

By participating, residents are stewarded through the process of applying for permits to remove concrete and install landscaping, choosing the right plants for their front yards, removing concrete, and installing landscaping on planting day. Residents chosen for the program would each receive a fully landscaped front yard almost entirely subsidized by the City of San Francisco, and pay only a nominal permit fee.

Permits for a public parklet at Rolling Out Café has been approved, and Bruno Tse, Owner of Rolling Out Café, would like your support to help turn it into a reality. $50,000 is needed for construction of the parklet, and to date, Bruno has raised $23,000.

To acknowledge donors, Rolling Out will be putting up a periodic table on the parklet wall facing the bakery, as well as panels for the 4 elements facing the street. Donors will be contributing towards the construction of the parklet, and will have their names appear on the panel in the element of their choice. Donor recognitions are offered on a first-come-first-served basis. Please note that Rolling Out will use text but no logos on the panels. (Bruno was a chemist before starting his own bakery).

Every third Wednesday of the month from 7:00PM to 8:00PM (changed from every third Tuesday of the month) the Taraval District Police Station hosts a forum for community members to hear from the San Francisco Police Department (SFPD) and express their concerns and questions about public safety. Meetings also include a presentation on a different safety topic each month. Come to the Taraval Police Station Community Room (2345 24th Avenue at Taraval Street) to participate in the forum.

NEN works to bring communities all over San Francisco together through resident resilience and the leadership of many great individuals. At the 8th Annual NEN Awards, they will be celebrating a few individuals and organizations who stand out in their line of work. There are a number of different NEN categories, ranging from Best Neighborhood Watch Group to Best Comeback Neighborhood of the Year to (the newest category) the Invest in Neighborhoods Project Grant. The nomination window closes at 5pm on Friday, December 4th.

On October 8th and 10th, Sunset residents gathered at the Grace Evangelical Lutheran Church to think about the unthinkable -- how to prepare for an earthquake, tsunami, or other disaster. The Resilient Sunset Summit represented both a culmination and a beginning. It was the culmination of two years of rigorous preparation and vigorous engagement between our office, the Neighborhood Empowerment Network, and other community stakeholders, and the beginning of a neighborhood planning process that will increase the neighborhood’s ability to bounce back and respond in times of stress.

Two summits focused on resident input and the input of faith based groups, local businesses, and other local organizations. Attendees listened to presentations

on how critical it was for a community to form a strong plan in preparation for a natural disaster and then came together to identify the strengths, assets, and weaknesses in their neighborhoods. They also devised plans and strategies to tackle the challenges their neighborhoods would face after a crisis.

The Resilient Sunset process has only just begun. We will be convening a working group on November 17 at 6:30pm at the Grace Evangelical Lutheran Church (3201 Ulloa St.) to review the outputs of the Run Your Resilientville Exercise in order to set the goals and objectives for the Resilient Sunset Action Plan. On October 21, 2015, the San Francisco Public Utilities Commission and Recreation and Parks Department hosted a joint meeting to provide the community with an update on the site construction and remediation at 520 John Muir Drive (previously occupied by the Pacific Rod and Gun Club), and discuss potential uses for the site.

Site remediation work began in May 2015 and is expected to be completed by February 2016. A Request for Proposals (RFP) will be issued this winter by the Recreation and Park Department for the future use of this site. All proposals for future uses are subject to Environmental Review and must meet a recreational purpose and protect the watershed. A final lease will be subject to approval by the Recreation and Park Department and potentially the Board of Supervisors. Our office had a fun day carving and painting pumpkins with Noriega Produce on October 25th as part of our Discover Your District event. Participants brought home pumpkins that they carved and decorated. Whether you like them silly or scary, carving and decorating pumpkins is always a messy and fun way to get into the Halloween spirit. Playland at 43rd Avenue (Francis Scott Key Annex) Project UpdateOur office has been in many discussions with community partners and residents over the last year to transform the underutilized Francis Scott Key Annex site into a temporary community resource. On September 28, the Board of Education’s Building and Grounds Committee met to discuss the permitting of the Francis Scott Key Annex Yard. The full Board subsequently discussed this as an informational item on October 13. School site use permits are granted by the San Francisco Unified School District’s (SFUSD) Buildings and Grounds Department, and does not require Board of Education approval. However, because this is the first Pavement to Parks and SFUSD partnership of its kind, we wanted to ensure that the process was transparent and included the Board of Education’s input. The final proposal of the plan was presented to SFUSD, which was inclusive of the design elements that were brought forward during our community meetings. The Francis Scott Key Annex site is now pending permit issuance by the SFUSD’s Buildings and Grounds Department. Upon permitting approval, elements will be installed temporarily at the site as a concept for two months, which allows for further opportunity for community input and refinement of temporary features. Our annual Movies in McCoppin event occurring Friday nights in October at McCoppin Square was another resounding success! Residents enjoyed the shows this year, which included Big Hero 6, Jurassic Park, Monsters Inc., and Maleficent. We had over 100 to 200 community members enjoy the movie nights each week. Our office would like to thank the community organizations and government agencies that helped make this event possible, including the People of Parkside Sunset (POPS), Parkside Library, and Animal Care & Control. Each year, our office gathers all of the District 4 School Principals and PTA Presidents on a field trip where they are given the opportunity to meet their counterparts at other Sunset District schools. We try to select an activity where they get to either learn something about the City, or they can incorporate a learning experience for students at their school. This year, we visited the Walt Disney Museum where we took a tour of the facilities and learned about the technology-related activities the Museum provides, such as its Technological Innovations workshop. We also asked each school to provide an overview of how their school plans for technology needs so we have a better understanding of how we can all help. We would like to thank all of the participants who attended and the staff at the Walt Disney Museum for hosting us. We look forward to next year’s field trip! Annual Field Trip with Principals and PTA Presidents

On October 7, the San Francisco Municipal Transportation Agency (SFMTA) hosted an open house to gather input from riders and neighbors about their proposals and alternatives to improve L-Taraval service. There were about 55 people who attended the meeting and provided useful feedback, ideas, and perspectives for SFMTA to consider in their plan. This is the first of many outreach efforts that SFMTA will be conducting, and our office will be engaged through each step of the way to ensure that the L-Taraval is serving our constituents.

President of Ireland’s Visit to the Sunset DistrictOn October 25th, the Sunset District’s United Irish Cultural Center had the honor of hosting the Honorable Michael Higgins, President of Ireland. Along with key Irish community leaders, the President had the opportunity to meet with local Sunset District merchants with Irish ties, including 3 Fish Studios, Andytown and Java Beach Café. Annie Galvin from 3 Fish Studios even created a new custom artwork with her signature bear for the President! The event was part of President Higgins’ first tour to the West Coast since his election, and we were excited to share the Sunset District’s strong Irish culture and pride.

We cannot predict exactly when a disaster or emergency will occur. However, we can take measures to prepare for an emergency that will help prevent damage and loss to our community. Our office will provide helpful information and resources on emergency preparedness so that District 4 residents may take precautionary steps from www.sf72.org.

Our pets enrich our lives in more ways than we can count. They are members of the family. In turn, they depend on us for their safety and wellbeing. The best way to ensure the safety of your entire family is to be prepared with a disaster plan. If you are a pet owner, that plan includes your pets. Being prepared can help save lives. • Know which hotels and motels along your evacuation route will accept you and your pets in an emergency. Call ahead for reservations if you know you may need to evacuate. Ask if “no pet policies” could be waived in an emergency.

• Most American Red Cross shelters cannot accept pets because of health and safety concerns and other considerations. Service animals that assist people with disabilities are allowed in Red Cross shelters.

• Know which friends, relatives, boarding facilities, animal shelters or veterinarians can care for your animals in an emergency. Prepare a list with phone numbers.

• Although your animals may be more comfortable together, be prepared to house them separately.• Include your pets in evacuation drills so that they become used to entering and traveling in their carriers

calmly.• Make sure that your pet’s vaccinations are current and that all dogs and cats are wearing collars with

securely fastened, up-to-date identification. Many pet shelters require proof of current vaccinations to reduce the spread of disease.

• Consider having your pet “microchipped” by your veterinarian.

The first thing you notice about walking into Papa Mak’s is that it’s a classy joint.
