TLN Steering Committee Meeting Minutes March 3, 2017

Hamburg Township Library

Committee members in attendance: Patty Braden (Romulus), Rachel Lee (Flat Rock), Mike McCaffery (Dearborn Heights), Connie Ozinga (Commerce), Jim Pletz (TLN) Excused: Joyce Farkas (Southgate), Alyson Lobert (Walled Lake City) Others in attendance: Holly Hentz (Hamburg) 1. Call to Order: The meeting was called to order at 10:08AM by Chair, Patty Braden. 2. Approval of Agenda: Motion to approve the agenda by Ozinga, supported by McCaffrey. Motion

passed. 3. Nominations for Secretary: Braden appointed Rachel Lee (Flat Rock) and Joyce Farkas (Southgate),

who will split duties. 4. Approval of Minutes of the October 7, 2016 Meeting: Motion to approve the minutes by McCaffrey,

supported by Ozinga. Motion passed. 5. Announcements: Pletz announced that Donna Sherill is Inkster Library’s new director. Pletz informed

us briefly that she is coming with experience from Detroit Public Library and its Bookmobile service. 6. Chairperson’s Report: Braden announced that the speakers for the upcoming TLN Membership

meetings are Evette Atkin, Continuing Education Coordinator at the Library of Michigan (May 5, 2017), and Randy Riley, State Librarian (July 14, 2017).

7. Old Business:

Pletz stated that the Michigan Mental Health Association workshop was put on hold until 2018 potentially. With MLA doing a similar event this year, didn’t want to compete.

Pletz mentioned that an upcoming continuing education opportunity is on September 7, 2017 at Dearborn Public Library from 9AM-4PM. He will also be surveying the membership for needs and briefly talked about the leadership book club.

8. New Business:

April Spring Workshop at Plymouth District Library, sponsored by the Adult Services Committee. Motion to approve by Ozinga, seconded by McCaffrey. Motion passed.

Revision to PDF file for the Workshop Costs Form with fillable PDF. Braden will put in a helpdesk ticket.

Reimbursement guidelines for Workshop Costs Form have been reviewed and dated. Justin Walker will do this.

Plan of service review: Discussion on full and associate membership within the consortium. Pletz states that TLN is doing the RIDES work for other consortiums. He also counsels libraries without state aid and provides the state with a reasonable timeframe, when notified that a library has failed to qualify, as to what steps in the next year to take in order to become state aid qualified. Pletz will find the history on the origin and purpose of the associate membership within the plan of service. The benefit of an associate membership is non-existent now. Pletz will also check the law to determine if it is supposed to be there as a statute. If any changes were to be made, the steering committee would vote and then, the membership. McCaffrey asked if it needed to be all or nothing and suggested not limiting options. Tabled to May 5th meeting.

Strategic Planning: Pletz mentioned that the last time strategic planning was done was in 2010 and the priority now is the ILS demonstrations, proposals, and making a choice. Pletz is also going to check with his colleagues at other coops. Tabled to May 5th meeting.

TLN Membership Meeting Minutes March 3, 2017

Hamburg Township Library

Attendees: Patty Braden, Bryan, Cloutier, Eva Davis, Dave Ewick, Cathy Forst, Jude Halloran, Holly Hentz, Garrett Hungerford, Jessica Keyser, Karen Knox, Rachel Lee, Cindy Mack, Michael McCaffrey, Paul McCann, Mary Ellen Mulcrone, Donna Olson, Connie Ozinga, Jim Pletz, Theresa Powers, Lisa Hoenig, Kathleen Zaenger Remote Attendees: Devan Green, Francene Sanak, Elyse Streit Guest: Shannon White, Library of Michigan The meeting of the TLN Membership was called to order at 11:03 AM by the Chair, Patty Braden. Holly Hentz (Hamburg) briefly introduced herself and mentioned that the Hamburg library building was built in 2001, but last year, they celebrated 50 years. Approval of Agenda: Zaenger moved, support from Ewick to support the agenda as presented. Motion passed. Approval of Minutes: Cloutier moved, supported by McCaffrey to approve the minutes of the March 3, 2017 meeting. Motion passed. Announcements: Pletz met with Donna Sherrill, new director of the Inkster Library. She is a Wayne State University graduate and has experience with the Detroit Public Library and the Bookmobile service.

-Ewick said that original speaker Secretary of State Ruth Johnson was unavailable for the March 2017 DSLRT meeting, so there will be a discussion with a local police spokesperson on predators in libraries and how to handle these situations. Christine Hage of Rochester Hills Public Library has volunteered to host the September 2017 DSLRT meeting, and has secured a speaker from the Library of Congress who will talk about library architecture. -Zaenger mentioned that as an institutional member of MLA, there is a national insurance partnership and suggested talking with them, district libraries in particular, for information on health insurance benefits.

Chairperson’s Report:

-Speakers for Membership Meetings: Evette Atkins will be speaking on 5.5.17, and Randy Riley will be speaking on 7.14.17, moved up from 7.21.17 -Steering Committee Secretary: Secretarial duties will be split between Joyce Farkas and Rachel Lee. -A help desk ticket will be placed to update the Workshop Reimbursement forms to fillable PDF format. They will be posted on the TLN website soon. The guidelines were not changed. -Plan of Service Review: The question that was brought up was the meaning and difference between associate and full membership. The explanation is there are no current associate members; it was created for a specific purpose. Pletz will look into it and the legalities, as well

as check with his colleagues. Nothing else needs to be updated or addressed. Tabled until 5.5.17 meeting. -Strategic plan for TLN – Contact Braden with ideas and also, Pletz will check with his colleagues. Tabled to 5.5.17 meeting.

Old Business:

-TLN Director’s Report: Pletz stated that the Michigan Mental Health workshop will be moved to next year. On 9.7.17, at the Dearborn Public Library, there will be a program on Security on Library. Speakers include Steve Aldridge, an expert from Canada, and a fellow director who will discuss a special project at their library. Charge will be $5 to confirm seats. He would also like to survey the membership for specific needs. Pletz mentioned that there is a Leaders Book Club and encouraged attendance. ILS proposals for the Shared System have been time consuming since the last time this was done was 10-14 years ago. There will be a SASUG meeting on 3.10.17 to discuss the ILS vendors. -Ewick stated that on 4.28.17, there will be a day-long MLA workshop about understanding mental illness with adult and youth. - Zaenger reminded everyone of Spring Institute and about outreach of all populations and how to make them comfortable at the library. She also mentioned that the executive summit was on 6.2.17 -Olson state that a MCLS workshop will be at Salem South Lyon Library on 3.9.17 at 10AM. It’s for everyone and is an opportunity for community engagement and networking.

New Business:

-Steering Committee Bylaws: Make the following changes: Article III, Section 1: Change from two at large representatives to three. Strike out Wayne County Library Article IV, Section 2: Take out September and strike out specific date for election of officers, which will be solicited prior to October meeting. Article IV, Section 3: Strike out. Article V, Section 1: Change from meeting 8 times per year to quarterly. Davis expressed several concerns of these proposed changes as outline: Article IV, Section 2: Felt that with the omission, it read awkwardly. “Prior” to October meeting or “At” October meeting. No suggestion. Steering Committee will take a look at that. Article, Section 4: With Section 3’s omission, what is the term of office? Indefinite? Braden stated one year, but with the omission of Section 3, it does not state this. Length of service needs to be discussed by Steering Committee and Braden will need to revise. Suggested voice vote at October meeting in order to eliminate formalities. Tabled until next meeting.

POSITION SUMMARY

Under the management of the Circulation Services Department Head, the Page is responsible for accurate

and efficient check in, reshelving, and retrieval of library materials. The Page may assist other staff to

perform clerical duties associated with managing the hold shelf and processing circulation notices and

assisting library patrons as necessary. Due to the varied responsibilities, this position is differentiated by

grade, based on job functions. This position is classified as a regular part-time position and is non-exempt

from overtime. The nature of the work requires evening and weekend hours.

PRIMARY DUTIES AND RESPONSIBILITIES

Regularly empty book drops and bins according to established schedule, or more frequently as directed.

Examine materials for completeness and condition and follow established procedures for processing.

Accurately check in items using the library’s automated system. Place items in correct location on library shelves, hold shelves, appropriate carts, or other

appropriate area, following established procedures. Maintain correct order on library shelves by periodically performing shelf reading. While shelving,

correct shelving errors as they are discovered. Maintain established shelving quota. Explain to patrons the purchase and use of copy cards, and assist in their use. Assist patrons who ask for help in public areas, referring them to other staff or departments as

needed. Assess and direct workflow in Sorting Area as needed. Assist in opening or closing of library (specific shifts).

Part Time (24 hours per week) PRINCIPAL FUNCTION Under the direction of the Technology Services Manager, the IT Support Technician is primarily responsible for:

Providing helpdesk and hardware/software technology support as needed by The Library Network (TLN) staff or library members

RESPONSIBILITIES

1. Provide end user help desk support for both TLN staff and library members via phone, email or remotely.

2. Provide pc technology support for both TLN staff and library members on all supported hardware and software.

3. Prioritize helpdesk tickets and resolve accordingly. 4. Coordinates configuration, imaging and maintenance of computers and peripherals with the System

Administrator and/or Jr. System Administrator. 5. Works collaboratively with System Administrator and/or Jr. System Administrator with

prioritizing helpdesk tickets and managing prepaid pc contracts including documentation. 6. Maintains equipment inventory database for TLN and libraries with prepaid contracts. 7. Above listed responsibilities are not inclusive; other relative duties that pertain to this position

may be assigned by the Technology Services Manager or System Administrator.

QUALIFICATIONS and NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES 1. High school diploma required. Associates Degree in Computer Science, Computer Information

Systems, Information Technology, technical certifications or equivalent work experience, A+ certification or similar certification preferred.

2. Experience supporting computers with Windows operating systems required, minimum 1 year. 3. Ability to travel to libraries located in Southeast Michigan 4. Problem solving ability and detail oriented 5. Excellent communication skills – verbal/written 6. Excellent organizational skills Schedule: Monday, Wednesday, Friday Salary: $18-$21 per hour.
