Greetings! As this calendar year winds up I am pleased to share with you some of the activities and initiatives we are involved with at the Manitoba Chapter of the CFPC.

We continue to promote the concept of the Patient’s Medical Home here in Manitoba. Nationally, the CFPC released “A Vision for Canada: Family Practice – The Patient’s Medical Home” on Parliament Hill in Ottawa in September. We continue to work with Manitoba Health

on the development and implementation of Primary Care Networks in Mani-toba and are promoting the recommendations outlined in the CFPC vision of the Medical Home in this regard.

We are busy preparing for strategic planning. Strategic planning is an impor-tant process that we last underwent several years ago. Stay tuned! We will likely have some information and directions, and will be seeking your input and guidance, by the Annual Scientific Assembly in April.

Manitoba Physician Achievement Review (MPAR) has arrived in Manitoba as part of the licensing process of the CPSM. Some of you are very familiar with this as you have been chosen to be assessed in the first cycle this Fall! Re-call that participation in MPAR is mandatory for licensure with the CPSM.

A few highlights from the National CFPC Board meeting that Ian Goldstine and I attended in Montreal in October:

• Two of our own local Manitoba family physicians were named to very pres-tigious roles within the CFPC! Dr. Alan Katz was approved as Chair of the Section of Researchers and Dr. Brent Kvern was approved as Chair of the Editorial Advisory Board. Congratulations to both of you!

• A former local Manitoba Family Physician and Past President of the Mani-toba College was named to the Executive Committee. Dr. Garey Mazowita is the new Member-at-Large on the CFPC Executive.

• FMF in Montreal was the biggest to date with over 4000 delegates!

• The Section of Family Physicians with Special Interests or Focused Prac-tice (SIFP) approved two new programs: Global Health and Hospital Medi-cine. These join Addictions Medicine, Developmental Disabilities, Child and Adolescent Health, Non-cancer Pain, Prison Medicine, Sport and Exer-cise Medicine, Respiratory Medicine, FP-Anesthesia, Care of the Elderly, Maternal and Newborn Care, Emergency, Palliative Care, and Mental Health.

• Changes to Mainpro submission requirements to include a minimum of 25 credits per year (rather than submitting all the credits in the final 6 months of the cycle!!), beginning in 2013. An update on CCC curriculum (Triple C) was given. Recall that CCC is the vision of the future of Family Medicine residency training in Canada. The three C’s are: Comprehensive, Continuous (ie – continuity of care with a group of patients) and Family Medicine Centred. A toolkit for preceptors is forthcoming by Spring 2012!

An update on the work of the CFPC Task Force on the College’s Relationship with the Healthcare/Pharmaceutical Industry was given. Principles and objectives to guide these relationships have been drafted. Policy development is forthcoming.

On a final note, our Executive Director, Gary Beazley, is retiring this December. Many of us have known Gary for many years and know, firsthand, how inspirational he is in promoting family medicine. He has served the family medicine community for many years and has served as a role model of integrity, passion, and grit. A heartfelt thanks for all the work he has done. Bravo Gary!

We have been busy at the MCFP and look forward to continuing to promote good Family Medicine. Have a won-derful Holiday Season and a healthy New Year!

The Primary Care Oncology Research Team will be hosting a workshop titled “Partnerships to Improve Colorectal Cancer Screening in Manitoba” on March 2nd, 2012 at the Fort Gary Hotel in Winnipeg. Over the last year, this team with representatives from the Department of Family Medicine, rural and urban Family Physicians, CancerCare Manitoba, the WRHA and patient representatives, worked with 78 community-based Winnipeg Family Physicians to complete a cluster randomized controlled trial of the usefulness and effectiveness of tools for Family Physicians to use to facilitate improved uptake of the fecal occult blood testing in colorectal cancer screening. The workshop represents an opportunity to discuss and contextualize the study findings. Participants will actively explore:

1. the role of the Family Physician in supporting colorectal cancer screening;

2. the necessity of dietary and medication recommendations in the use of FOBT;

3. barriers and facilitators of colorectal cancer screening;

4. future alternative options for CRC screening and;

5. opportunities for Family Physicians to collaborate in future primary care research.

In light of current healthcare initiatives focusing on the restructuring of primary healthcare in Manitoba, there is both the need and opportunity for Family Physicians to be engaged in research to help inform policy.

Awards Committee It is the sincere desire of the Manitoba College of Family Physicians Awards Committee to give our Chapter Awards the prestigious place they deserve in our College’s endeavours. The “Family Physician of the Year” Award (which means the recipient is also one of Canada’s Family Physicians of the Year) is an important way in which you can recognize your physician colleagues. It is an honour to be nominated by one’s peers as those who have experienced this will attest.

The Chapter is also seeking nominations for two Awards of Excellence. The nomination forms for both of these awards are enclosed and will also be available on the Chapter’s website – www.mcfp.mb.ca.

This is where YOU come in H I’d invite you to start thinking now about whom you will nominate for “Family Physician of the Year” and for the Awards of Excellence. The deadline for nominations is January 20

th, 2012.

Happy Holidays to everyone!

I am very excited about next year’s upcoming con-ference – taking place on April 19th – 21st, 2012 at the Victoria Inn on Wellington Avenue. The Com-mittee is working hard at getting all the final details into place so that the program can be sent to you in plenty of time this Spring.

Our first year at the Victoria Inn had some hiccups, but we will be making adjustments to avoid any re-currencesHbetter spacing of the break-out rooms to avoid excessive background noise, better plan-ning of the information available on parking and bet-ter signage for meal and meeting rooms. If you have any other suggestions of how to improve things, let us know!

The conference itself is going to be very practical. We took a new approach this year and planned the lectures using committee members’ appointment day sheets as templates. Topics will follow what was actually seen in one of your colleague’s offices! We have a day in a rural office, one in an inner city office and lastly a suburban day. Problems each of us see every day, addressed both in short snapper lectures (short 10-15 minute talks – concise, practi-cal) and in longer case based workshops. I am looking forward to finding new and better ways to approach the “peas and carrots” of Family Medi-cine.

As is traditional, we also have great keynote speak-ers invited – grist for the mind and the political mill!

Our “Day in the Life” of a Manitoba Family Physi-cian will be further celebrated by our fabulous party on the Saturday night featuring Free Ride, the amazing Beatles tribute band. We will be back at the Winter Club, enjoying Chef Guenther’s superb cooking. An evening not to be missed and sure to be enjoyed by your families as well (make sure you bring your dancing shoes!).

None of this would be possible without the work put in by our industrious ASA Committee: Florin Padeanu, Tamara Buchel, Maila Gabriel, Jen Pot-ter, Julie Lamb, Richard Rusk, Lisa Houtkooper, Susan Fair, Mike Dillon and Elaine Csupak - an eclectic and energetic group. I am very grateful for their assistance.

We are always looking for new members who would like to contribute to the CME in our Province.

I am hoping you will take “A Ticket to Ride” to the Scientific Assembly next year and I look forward to seeing you there – ask your receptionist to book the time off now!

Annual Scientific Assembly News

Dr. Beazley took on the responsibility of Executive Director of the

Manitoba College of Family Physicians early in 2010. Since then,

he has been instrumental in defining this role within the Chapter.

His many years in various practice settings as well as his work with

both the University and Manitoba Health have provided him with

a unique knowledge of the health care system, and the Manitoba

College of Family Physicians has benefited immensely from that

knowledge and his many contacts in the health care arena.

Gary has many interests, not the least of which is his cottage at a

remote lake in Ontario, where he and his wife Elizabeth spend as

much time as possible. Retirement will allow them additional time

at the cottage, as well as time for a wonderful Cruise planned for

February 2012.

The Executive Committee and staff of the Manitoba College of

Family Physicians would like to thank Gary for his many contribu-

tions to the MCFP and wish him and Elizabeth a long, happy and

healthy retirement!

EChart Manitoba marked its first year anniver-sary of implementations across Manitoba on December 6th, 2011. EChart Manitoba is a secure electronic system that connects health-care providers to key health informa-tion contained in a single, safe electronic re-cord currently collected from multiple points of care.

Over the course of the year, 35 primary care clinics and emergency departments from across Manitoba received access to eChart Manitoba. To see where eChart Manitoba is available, please visit:

Information is the best medicine!

Dr. Diamond Kassum, Chief Medical Informa-tion Officer, Manitoba eHealth, provides his opinion on how patient care can be improved with the use of electronic clinical information:

“Physicians appreciate the ease of access to additional client information that eChart Mani-toba provides, particularly when they’re work-ing with individuals or families who are unable to provide a complete history,” states Dr. Kas-sum. “Reducing the time spent locating health information at the time of a visit im-proves clinic efficiency and allows physicians to integrate eChart information in to their care plan. The selection and content development of the system itself included Family Physi-cians and Specialists to ensure that the infor-mation available would be accurate and rele-vant for clinical practice.”

Focused on meeting the growing needs to provide quality patient, resident and client care.

Since the initial release of eChart Manitoba, the system has continued to develop in func-tionality, enhancing its value and usefulness

to those authorized to use the system. In ad-dition to having access to medications dis-pensed at retail pharmacies, immunizations, demographic information and lab results, health-care providers authorized to use eChart Manitoba now have access to the fol-lowing three clinical view tabs that includes information available as of November 3rd, 2011:

1. Encounters from St. Boniface Hospital

(SBH) – provides administrative information regarding a patient such as the type of visit, admission date and discharge date.

2. Conditions – identifies reasons for a pa-

tient’s encounter at SBH.

Diagnostic imaging reports – provides diag-nostic imaging reports from the AGFA Radiol-ogy Imaging System including information from 8 of the 11 regional health authorities (excluding Assiniboine, Brandon and Central) available in hospitals and other publicly funded health-care facilities.

By the end of 2012, future objectives will in-clude the deployment of additional laboratory results and clinical information and further in-tegration with Manitoba’s approved electronic medical record (EMR) systems. Manitoba eHealth will continue to develop both the user base and the functionality of eChart Manitoba supporting the vision to connecting care throughout Manitoba’s health-care system with innovative technology.

Continuing Professional Development

Since the last newsletter article of November 2010, there have been changes approved and changes discussed with regard to Continuing Professional Development. With regard to approved changes, as of 2013 it will be required that all reporting of Mainpro credits by participants be done electronically. It is also hoped that one of the services that program providers will undertake will be to upload the verified credits to the CFPC website as a service to the program participant. This is already happening with some program providers and it is hoped that this will become standard practice in the very near future.

Another approved change that will come into effect in 2013 will be the requirement to report Mainpro credits annually with the minimum annual requirement being 25 credits of any category (Mainpro C, M1 or M2). This is consistent with the revalidation process currently in place in Manitoba and other jurisdic-tions and is also in keeping with the principle of lifelong learning which is envisioned as a continuous, consistent process.

The requirement for 250 credits over 5 years remains unchanged as does the requirement for 125 of those credits to be Mainpro M1 and/or C in order to maintain Membership/Certification. With regard to maintaining Fellowship obtained prior to January 2004, the reporting requirements are the same, how-ever Mainpro C credits are not mandatory to maintain the Fellowship. For Fellowship obtained after January 2004, 25 Mainpro C credits are required over the 5 year cycle in order to maintain Fellowship.

As one can see, the current Mainpro system could probably be more simplified and user friendly and also recognize the things that Family Physicians do that do not “fit” easily into the current Mainpro framework and it is with this in mind that the Mainpro Standards Working Group has been working on modifications to the Mainpro system. At the NCCPD (National Committee on Continuing Professional Development) meeting in Ottawa in September, these proposed modifications were endorsed by the Committee. These proposed modifications were then discussed with the Membership Advisory Com-mittee of the CFPC and were then presented to the CFPC National Executive and Board at the most recent meetings in Montreal in October, for discussion. They have not been approved as of yet and there will be more feedback and consultation as the process moves forward. As the Chair of NCCPD, I would like to thank Dr. Bernard Marlow for “championing” this process and moving it along with his vi-sion and leadership.

Sometimes it appears that the only constant is change and it is with this in mind, that, with some sad-ness, we say goodbye to Dr. Marlow after his years of service as the Director of CPD at the CFPC, as he is retiring at the end of 2011. His leadership, vision and expertise have been a driving force in Con-tinuing Professional Development and I would like to take this opportunity to thank him for all that he has done.

Replacing Dr. Marlow will be Dr. Jamie Meuser who is extremely well qualified for this position and I look forward to working with him in the future.

As the Chair of the Mainpro Standards Working Group and the National Committee on Continuing Pro-fessional Development, I would like to thank all of the Committee/Working Group members and all of the Accreditors nationwide who work so hard in their roles in the Continuing Professional Development process.

Along with Dr. Cam Stacey who is also a Mainpro Accreditor and is the Manitoba representative to the NCCPD, I would like to thank all of the great staff who “make it happen” on a daily basis. Thank you to Ms. Susan Patek, Ms. Kari MacKinnon, Dr. Bernard Marlow, Ms. Lori Hill, Ms. Deborah Blois, Mr. Dilip Patel, Ms. Margaret Cheung, Ms. Michelle Chen, Ms. Diane Hamilton and Ms. Naheed Ali – without your invaluable help, assistance and guidance, we would not be able to carry out our duties to the best of our abilities.
