The Institute held its 24th Annual GeneralMeeting (AGM) on the 19th March at theGrand Copthorne Waterfront Hotel

M ore than 80 members attended the meeting chaired byChairperson, Dr. Amy Khor. The meeting proceeded first

with the usual agenda, where members adopted and confirmedminutes from the 23rd AGM and the Annual Report of the 21stCouncil and Annual Accounts 2004/2005.

Divisional Council members to the 22nd Council, who werenominated and elected at the Divisional AGMs, were thenintroduced. Dr. Amy Khor was re-elected as Council Chairpersonto the 22nd Council by Divisional Presidents, Mr. See Seng Guan(LS), Mr. Seah Meng Choo (QS) and Prof. Lim Lan Yuan (VGP).

After the newly-elected members have been introduced, SISVServices Pte Ltd presented its business plan to develop a NationalProperty Portal. Members at the meeting gave full support toCouncil to authorize funding, of no more than $100,000, to thewholly owned subsidiary.

Finally, diplomas were presented to Mr. Hwang Huat Eng (LSF),Mr. Edward Foo (QSM), Ms. Veronica Foo (QSM), Mr. AlfredLam (QSM), Mr. Raymond Lim (QSM), Mr. Alvin Teo (VGPM),Mr. Chng Shih Hian (VGPM), Mr. Jacky Chan (VGPM) and Mr.Lawden Tan (VGPM).

Dr. Amy Khor concluded the meeting by thanking all membersfor their presence and support at the AGM.

Held on the 20th May at the Meritus Mandarin Hotel, the dinnertheme was ‘Reaching Greater Heights with Flying Colours’. Diners

were certainly dressed to impress, with the males mostly in blackbusiness suits, complete with ties of their favourite colours while thefemales mostly wore either smart tops and ankle-length skirts or flowinggowns in a rainbow of colours.

Outside the ballroom, it was buzzing with activities as diners mingledfreely and eagerly dropped their lucky draw numbers into the box setup at the reception area. Some even gamely entered the SingaporePools Special Draw, hoping to clinch the top prize of a travel voucherworth $1000.

At 7.30pm, diners soon filled up the glitzy ballroom and Guest-of-Honour,Mr. Heng Chee How, Minister-of-State for Trade and Industry andNational Development, arrived at 8pm sharp.

The evening began with a speech by Dr. Amy Khor, the SISV Chairpersonand Mayor of South West CDC, who looked elegant in a black glitterygown.

Referring to the Nicoll Highway Collapse and Fusionpolis tragedy, shehighlighted the importance of safety in the construction sector. “Seriousaccidents have brought our emphasis on safety,” she said. The safetyculture is for everyone from Senior Managers downwards. Contractorsare not the only ones at fault.

Dr. Khor feels that the Exxon Mobil slogan, “Don’t Lookthe Other Way”, is apt for this industry, which implies thateveryone should take responsibility for their actions.Shethen reported SISV efforts from around the region. Finally,she concluded her speech by urging members to “comeforward to volunteer opinions and services, and not ‘lookthe other way’.”

Next, Guest-of-Honour, Mr. Heng Chee How delivered hisspeech, commending SISV’s valuable feedback and activecontributions to the government’s policy making. Hereinforced that government property valuers and otherproperty managing agents (MAs) must work together togauge the property’s real market value. Mr. Heng alsohighlighted three major events that SISV members canlook forward to in the coming year, the 1st World Associationof Valuation Organisations (WAVO) World ValuationCongress, the 10th Pacific Association of QuantitySurveyors (PAQS) Congress and the14th Asean ValuersAssociation (AVA) Congress in 2006.

Esponsoring $30,000 for Land SurveyingProfessional Career Video Production.An award was presented to Mr. EugeneSeah for his paper on the ‘Dos andDon’ts in E-tendering’ that putSingapore on the international scene.

Mr. Heng Chee How and ProfessorLim Lan Yuan, President of VGPDivision, were then invited to join Dr.Khor onstage for the launch of SISV’snew corporate video. The video wasrevealed when the three guestspressed the launch pad and a burst ofconfetti showered the guests on stage.

Diners were then entertained by gamesand thrilling acrobatic performances, whilethey tucked into a sumptuous eight courseChinese dinner. Then, came the momenteveryone was waiting for: the lucky draws.Prof. Lim Lan Yuan drew the top threeprizes, with the lucky 1st prize winnerwalking away with a 29-inch Panasoniccolour tv and a DVD player. Ms. Lee WengKwai clinched the top prize in theSingapore Pools Special Draw, walkingaway with a travel voucher worth $1000.

Overall, it was indeed a night to rememberas diners left with fond memories of theevening.

2 nd April marks a significant date for SISVas it has been appointed by LSB to

manage CPD activities and maintain recordsof CPD attendance, after LSB recentlyimposed the CPD requirements onRegistered Surveyors when they apply forrenewal of their practicing certificates foryear 2007.

An Accreditation Panel, comprising Mr. LeeLi Chuan (Chairman), Mr. Richard Ho andMr. Ian Ong, was formed to evaluate andaccredit the activities, courses and seminarsunder the CPD programme.

Guest-of-Honour, Dr. Amy Khor, took timeoff her busy schedule to grace the occasion.Before she came on stage to sign the MOUon behalf of SISV, Mr. Soh Kheng Peng,President of LSB, and Mr. See Seng Guan,newly elected President of LS Division,delivered their speeches. In their speech,they highlighted the importance and

objectives of CPD in the surveying profession and the roles of SISV and LSBin raising the standards of surveyors here.

After the signing ceremony, participants listened to a presentation by LSBmember, Mr. Tan Choo Haw on “Overview of hydrographic surveyors in majorland reclamations in Singapore”. It was then followed by a talk by Mr. KwohLeong Keong, Director of the Centre of Remote Imaging, Sensing and Processingon “Impact of the 26th December 2004 South Asian Tsunami observed withSatellite Remote Sensing Imager”. Mr. Martin Ang then gave a briefing of theCPD programme.

The session came to a close after a very lively Q&A session and tokens ofappreciation were presented to the speakers.

The Asean Federation of Land Surveying &Geomatics (AFLAG) held its 4th BiennialGeneral Meeting at JW Marriot PutraJayaHotel, Malaysia on the morning of GoodFriday, 25th March 2005. Some 30 membersform Brunei, Indonesia, Malaysia, Thailand,Malaysia Singapore and Vietnam attendedthe meeting.

One item was the discussion on the futureof the South East Asian Survey (SEAS)Congress which shall now be the flagshipevent of AFLAG at 4-year intervals. Anotheritem was the proposal to expand the AFLAGmembership to not only ASEAN membernations, but to eligible organizations withinthe ASEAN Dialogue Partners, what iscommon ly known as ASEAN+3.

The proposed constitutional amendmentswere substantially debated; however, as noconsensus was reached it was agreed that

an EGM be convened in November 2005on the sideline of the 8th SEAS Congressto be hosted by Brunei. The in-comingCouncil, which was elected at theconclusion of the meeting, was tasked tofollow up on the issue.

At the election of the new Council for theSession 2005/2007, Pengiran HajiMatusin Matasan was elected President.Pg Matusin who concurrently holds thepost of Surveyor General of Brunei andPresident of the Brunei Institute ofGeomatics (BIG), is also the Chairmanof the 8th SEAS Congress OrganizingCommittee.

Singapore representatives in the newCouncil include Mr. See Seng Guan, whowas elected Vice-President, and MessrsTan Choo Haw & Wee Soon Kiang whowere elected Council members.

The event started off with an opening addressby Prof. Lim, followed by a keynote speechby Finance Undersecretary, Gabriel R.Singson, Jr. Country reports were thenpresented by the respective delegates and alively exchange of questions and answerstook place during the Q&A session.

After lunch, AVA President chaired a meeting,where more than 30 council members werepresent. The Secretariat report was presentedby AVA Secretary General, Mr. Doli D. Siregarfrom Indonesia.

It was followed by a presentation of theTreasurer report by Mr. Lim Kim Hoefrom Malaysia and ended off with areport on the Education and Trainingcommittee by Dato. Mani Usilapan fromMalaysia.

It was also confirmed at the councilmeeting that Indonesia will hand overthe AVA Secretariat to Singapore for aperiod of 4 years at the end of theCongress in 2006. President alsoproposed inviting and sponsoring onerepresentative from Cambodia, Laosand Myanmar to attend the 14th AVACongress to be held in Singapore inJuly 2006. However, the three Aseancountries are not official members ofAVA. The meeting also discussed theproposed programme and promotion ofthe 14th AVA Congress “Valuation in

Asia” from 3rd to 5th July 2006in Singapore.

It was a very fruitful meetingindeed and President thankedAVA Philippines for hosting themeeting and their gracioushospital i ty and efforts inorganizing the successful Pre-Congress Meeting. Delegateswere then treated to a FarewellDinner and Party, held al frescoat DOME Restaurant, where theyhad the opportunity to mingle andenjoy themselves thoroughly.
