The raging flood waters caused by theMarch 31 to April 1, 2010 deluge have longdried up, but, thankfully for the people intwo towns, funding did not.Thus, the Rhode Island Department of

Transportation (RIDOT) has reopened theWoodville Road Bridge which crosses theWood River at the Hopkinton/Richmond,R.I., town line. The well traveled rural spanwas one of the last remaining road andbridge projects to be restored in the stateafter torrential rains washed dozens outmore than a year ago in early spring.The bridge was closed for more than 15

months because of Noah-like flooding inthe region from 40-hour rains that damagedasphalt, concrete, wood and steel in spansand highways in Connecticut, New York,Rhode Island and Massachusetts.“Because it’s considered a state road the

state made it a priority that it had to be fixedright away,” said State Rep. Brian PatrickKennedy (District 38 — Hopkinton) whenannouncing the reopening.“Everyone knows the extent of the

flooding and the damage caused by thoseApril rains,” said RIDOT Deputy ChiefEngineer Frank Corrao. “We had to closethis bridge due to damage to the concretebridge deck.”Corrao explained that the Woodville

Road Bridge is a steel structure, the base ofwhich stayed in place. Damage was con-siderable, primarily to the bridge deck,asphalt joints and the asphalt coat atop thestructure. Corrao placed a $600,000 figureon the repair work, but Charles St. Martin,chief of information and public relations at RIDOT, put totalcost of the project at $791,000. Cardi Corp. of Warwick was the main contractor. “They have a very good reputation in the state of Rhode

Island,” said Corrao. “They did the work, which involved thereplacing of all the steel beams, putting in a new concrete

deck and asphalt overlay. A new bridge rail was installed aswell.”Originally, the bridge was 110-ft. (33.5 m) long, including

four spans, with three piers in the water, abutting on eitherside — one in Hopkinton, the other in Richmond, R.I.

“The original bridge was built in 1949,” said Corrao. “It’sa country road, a rural roadway, but it is very important to thecommunity, those who access schools in the area, commute,get to and from home. That is why it was a priority to get thebridge repaired. It was on a list of bridges to be done [in thenear future]. But, because of the extensive damage, it wasmoved up on the priority list.”Before the floods, Corrao added, there was a posting of a

3-ton (2.7 t) bridge limit for vehicles. “Now, it is a newbridge with a full load posting,” he said.

DOT Challenges AheadCorrao said that the RIDOT is experiencing success sto-

ries like this all over Rhode Island, despite tight resources.

“We are pushing, doing the best we can with whatwe have to work with [limited funding],” he added.“There are real successes out there.”The Woodville Road Bridge was completed

slightly ahead of schedule. “There were sub-contractors, steel erectors, steel

fabricators who installed the rails. The old bridgewas completely removed from the Super Structure.Everything that sat on top of the piers, the steel deck,the rails, the abutments. It went smoothly. They fin-ished on June 27 and it was scheduled to be com-pleted by June 30. The contract went out, a bid con-tract, last fall. It was a lump sum, low-bid processand the low bidder was Cardi Corp.”Seven new steel beams were put in place, ranging

in length from 104 to 112 ft. (31.6 to 34 m). Some 135 cu.yd. (103 cu m) of concrete was used for the deck and its side-walks. Some 27 tons (24 t) of asphalt was used, whichincluded paving and overlay and the approach work from theroads in Hopkinton and Richmond to both sides of thebridge, he added.The bridge has been completely reconstructed and should

decrease travel time between the two towns. Commuting tothe Chariho (Charlestown-Richmond-Hopkinton) RegionalSchool complex will be quicker and easier for parents, staffand students who need to cross the river. There were some chief environmental concerns, Corrao

added, after flood waters receded.“We are always concerned with the environment when we

are working with the natural resources the state has,” he said.

“In this case, the Woodville Road Bridge, which is the pre-mium recreational resource for that area’s boating, kayakingand fishing. We needed to be sensitive to that and did notwant the impact of any debris from the demolition andreconstruction to enter the river below.”

Safe Work Equals Success“Obviously, the work went successfully. It was done safe-

ly and now a new bridge is serving the community,” saidCorrao. “We are pleased with the results.”Some 60 projects have faced the state, as a result of the

massive flood damage in 2010, addressed and completed bya combination of priority need, funding and access. WhileRIDOT continues to whittle down the list of the last remain-ing reconstruction projects to be completed, there are still afew more to go.“We are getting to the end,” said Corrao. “Next up, regard-

ing repairs on flooded bridges, is the Laurel Avenue Bridgein Coventry. It has just gone out to bid and the work will startshortly.”Corrao said the Laurel Avenue Bridge is one of “the first

design-build bridge projects” to be dealt with in its recon-struction. “We are at the point where the contractor will be hiring a

design consultant and a design engineer to design the [new]bridge with RIDOT advising.”He added that rain damage was so deep and extensive

statewide, that some 500 isolated locations — individualroads, highways, bridges, etc. — throughout Rhode Islandalone were affected. The most popular set of buildings affected was the

Warwick Mall, a shopping center of dozens of stores thatwas submerged under nearly two feet of water from thespring floods. The mall was closed for weeks and it forcedthe mall’s private owners and tenants to spend a combined$110 million on a difficult rebuild.About a dozen stores did not return to the mall when it

dried out. The last remaining space, the two-floor depart-ment store of Macy’s, reopened in spring, a year after thedevastation. At the reopening, Warwick mayor ScottAvedisian said it’s “incredibly symbolic that within a year…it’s business as usual at a mall that was fully submerged.”And that was in the midst of dry land. As Corrao said of

the 500 isolated locations and 60 bridges, “Pretty mucheverywhere there was a pond, a river or a bridge structure,there was work to do.”

Utility Work Machines Produce Big Results on CampusToolcat 5600 Units and Multiple Attachments a Valuable Resource for Grounds Maintenance StaffAt the University of Rhode Island,

where they use the slogan “Think Big, WeDo,” the lands and grounds staff doesindeed think big when it comes to main-taining the 40-acre campus. The powerunits may be small — a pair of Toolcatutility work machines — but with 13Bobcat attachments, the results are mightybig.“The Toolcat 5600 units have had a

major impact on the university,” said BrianBoesch, turfgrass manager at theKingston, R.I., campus. “Originally pur-chased for snow removal, the versatilemachines have made us much more effi-cient and we are able to do many morejobs in-house rather than hiring outsidecontractors. In the two years we haveowned the Bobcat equipment, we havesaved significant time and money whileimproving the quality of our work.”

Started With SnowMost students and staff park around the

outside and walk into the campus. “That’swhy clearing the 13 miles of sidewalks isso important,” Boesch said. “For a while

we were using another vehicle that plowedat the rate of about one mile per hour. If wegot a foot of snow it took a long time toclear the sidewalks. The snow was gettingpacked down. We were losing the battle.As a result, there were a lot of complaints,especially from parents of students. Sosnow removal became a huge issue.”Finding the solution fell into Boesch’s

lap. He either had to purchase the rightequipment, or hire another 25 people andgive them shovels.“It became obvious that if we were

going to make a major equipment pur-chase, we should look at something thatcould be used throughout the year,” hesays. “As I checked out several multi-usevehicles, people kept recommending theone-of-a-kind Toolcat utility workmachine.”Replacing the previous vehicle with a

pair of Toolcat 5600s, two snowblowerattachments, a V-blade attachment andtwo rear-mounted sand/salt spreadersinstantly improved snow removal capabil-ities around the campus. All of the Bobcatequipment was purchased from J. J.

Gregory and Son, Inc., the dealer in EastProvidence, R.I.“We could never complete clearing

sidewalks in an acceptable timeframe,”Boesch recalls. “Even though we have alot of nooks and crannies to plow out, nowwe can get around the entire campus with-in 3 to 4 hours, and we do a much betterjob. Previously we could never complete-ly remove all the snow.“Both Toolcat machines are set up with

spreaders on the back; one has a snow-blower, the other the V-blade [both arefront-mounted attachments]. The snow-blower works better where sidewalks arenext to buildings. We use the V-blade onsidewalks in more open areas.”

Equipment Used Every DayThe utility work machines and attach-

ments are shared by two crews. The cam-pus crew maintains the grounds, whichincludes sidewalks, roads, lawns, land-scaping and trees. The athletic group takescare of the stadiums (football, soccer,baseball) and fields (softball and practice)

Readying for Selective Catalytic Reduction in Cold WeatherBy David W.H. FendersonSPECIAL TO CEG

Since the early 1990s the EnvironmentalProtection Agency has been pushing therequirements for reductions in particulateand NOx emissions for modern dieselengines. These reductions are targeted toreduce the environmental impact and thehealth hazards associated with diesel emis-sions. The 2010 requirements are .20 (g/hp-hr) an 83 percent reduction and .01 PM(g/hp-hr) a 90 percent reduction since 1994.One 1994 on-highway engine will emit thesame amount of pollutants as 65 of theequivalent engines that were built in 2010.Many changes have occurred in both

engine technology and fuels in the last 15years to meet these stringent EPA require-ments. Most notably the sulfur content ofdiesel fuels has dropped from 500 PPM in1993 to 15 PPM in 2006. Additionallyengine manufactures have employedchanges in engine timing, EGR, and dieselexhaust particulate filtration, and mostrecently SCR to meet these mandated emis-sion levels.SCR will be the most foreign and most

noticeable change in truck engine design andperformance, and may be the final chapter inreducing NOx emissions. Historically NOxemission requirements have been managed

through a combination of engine timingchanges and EGR. Although these changeshave benefited the environment they havechallenged both engine maintenance andfuel economy.SCR is an exhaust after- treatment that

manages NOx emissions downstream of thediesel particulate filter and uses DEF (DieselExhaust Fluid) to neutralize toxic NOxgasses. DEF is injected into the emissions,which react with the NOx and the catalystcreating harmless nitrogen gas and watervapor. SCR allows the engine to function athigher combustion temperatures, providingincreased fuel efficiency and power. It hasbeen reported that fuel consumption couldbe improved as much as 6.5 percent withtrucks using SCR as their chosen method forNOx reduction. The application of DEF in the engine will

be simple as each truck will be outfitted withan outboard storage tank between 3 and 24gal. depending on class of vehicle. The levelof NOx in the emissions system will transmita need for DEF to be injected into the systemas a fine mist. This DEF mist will hydrolyzeinto ammonia gas (NH3) and react with theNOx in the SCR catalyst to form nitrogenand water.DEF is a high purity mixture of 32.5 per-

cent urea and deionized water meeting thestringent ISO 22241-1 quality standards.

The amount of DEF required will vary byengine manufacturer, horsepower, and load,however, on average one can expect to use 3to 5 percent of DEF as a relation to fuel con-sumed. The average truck going 100,000miles per year at 6 miles per gallon will con-sume between 500 and 850 gallons of DEF.Although the 2010 engines are more costlyto purchase than later model engines, thiscost, as well as the cost to purchase DEF willbe offset by a much cleaner and safer envi-ronment for generations to come as well assignificant improvements in fuel consump-tion. The critical issues surrounding DEF will

be handling and storage as any contamina-tion to the fluid will result in significantthreats to the catalysts and engine perform-ance. It also is very important to use only acertified DEF as both the urea as well as thewater used to blend DEF are required tomeet specifications with very close toler-ances. DEF is being made available throughmany channels of distribution both at thepump and in packages. It will be advisable totop off DEF tanks during routine mainte-nance and inspections as well as carry a 2.5gallon bottle on board the truck as an emer-gency dose. The average truck will go 400miles on 2.5 gallons of DEF. DEF will beavailable in packages sizes of 1 Gal., 2.5gal., drums, totes, as well as bulk deliveries.

Of potential concern to DEF users inMaine as well as other cold weather states,DEF will freeze when the temperature dropsbelow 11F. Fortunately the SCR systems aredesigned for this and will not crack the DEFdispensing equipment and will quickly thawas hot engine coolant will be circulatingthrough heating coils in the system.Additionally during typical engine start upthe need for DEF is limited as the equipmenthas very low NOx emissions. The recom-mendation will be to follow the OEMinstructions for cold weather operation,which will ultimately mean increased idlingto ensure the DEF is thawed. Fortunately theEU has been using SCR for more than 10years in many of the world’s coldest envi-ronments with excellent results.Each SCR truck will be equipped with

onboard hardware to detect levels of DEF inthe storage tank. If the truck runs out of DEFor if the wrong or contaminated fluid is used,the engine will derate. It is possible for theengine to derate down to a maximum speedof 5 miles per hour during these conditions.Again it cannot be emphasized enough tokeep appropriate levels and quality of DEFin the truck’s reservoir to avoid these costlyconditions.For more information, call 508/450-6371.David Fenderson is the senior vice presi-

“With budget restrictions, it hadalways been a struggle to hire others tocome in and work on campus,” Boesch

said. “We always asked what we coulddo ourselves. With the 5600 machinesand all of our attachments, the answernow is, ‘most everything.’ With thearrival of this equipment we are moreproductive, more efficient and staffmorale is much higher.

“The Toolcat machines have provedthemselves so worthy and productiveon campus that the University adminis-

tration has recently given us approvalto purchase three additional Toolcatutility work machines. Additionally,we’ll purchase salt and sand spreadersand snowblowers for each machine.We expect to have the new equipmentby June.”

Massive Sinkhole Opens up BeneathBoston Highway in Big Dig Tunnel

BOSTON (AP) State transportationofficials say a massive 4 ft. (1.2 m)deep hole has opened up about 9 ft. (2.7m) below the road surface in a Big Digtunnel in Boston, but poses no dangerto drivers.

The roughly 190 ft. (58 m) longsinkhole that has filled with water was

caused by settling of the clay aroundthe tunnel.

During construction 11 years ago,contractors chemically froze the soil soit wouldn’t collapse as they dug thetunnel connecting the MassachusettsTurnpike with the Ted Williams Tunnelunder train tracks.

Engineers expected settling, but ithas happened faster than expected.

It’s expected to cost $15 million tofix the problem, but not until theground finishes settling by 2014.

The $15 billion Big Dig highwayproject has been plagued by cost over-runs and construction problems.

Center Arch of Lake ChamplainBridge to Be Installed SoonWEST ADDISION, Vt. (AP) The center

arch of the new Lake Champlain bridgefrom Vermont to New York should be lift-ed into place by the end of August, an offi-cial said. The 402-ft. (122.5 m) center span of the

new bridge between West Addison, Vt.,and Crown Point, N.Y., is being built at aNew York marina 2 mi. (3.2 km) north ofthe bridge site where it is nearing comple-tion. “The workers are putting together the

cable support systems. They have to befabricated on site because they are so long.It is a bundle of cables inside a plastic jack-et that will be used to support the bridge,”John Grady of the New York Departmentof Transportation told WCAX-TV. Once the arch is done it will be floated

down the lake on two barges, lifted intoposition and then secured to the rest of thebridge, said Grady. “There will be a lifting system of cables

that will come off the new bridge on theends of the approaches, and the entirestructure will be lifted into place. Andbeams will be placed underneath it and itwill be bolted into place,” Grady said. “We are looking somewhere near the

end of the month we hope,” he said. Almost two years ago the 80-year-old

bridge that had spanned the lake wasclosed after it was found to be structurallyunsafe. It was demolished. Construction onthe new bridge began last year. It’s due tobe finished by Oct. 9, but the contractor hasbeen given a 65-day extension because ofhigh water on the lake this spring.
