The program is available to applicants that purchase qualified energy efficiency measures and have these measures installed in a facility or campus that receives

electric distribution services from NV Energy. The facility must have at least one meter on one of the rate schedules listed below. Customers served under other

rate classes can only apply with authorization from the NV Energy Program Manager.

A Pre-notification Application is required for all projects. Failure to submit a Pre-Notification Application may result in rejection of the application.

Once the incentive measures have been completed, a Project Completion Agreement must be submitted within 30 days after the measures are installed and

operational. Failure to submit within 30 days could result in disqualification for the incentive. DNV KEMA may request documentation from the applicant to verifymeasure eligibility and costs. Applicant should be prepared to provide a copy of a final invoice that provides sufficient itemization to assess which measures were

installed and the amount paid for the installed measures. Applicant should also provide copies and product specification sheets when necessary to prove that the

installed equipment met the required specification for the incentive. Applicant should also expect to provide documentation on assumptions and calculationmethods used to estimate savings for custom incentive projects. DNV KEMA reserves the right to request additional documentation as it deems necessary to

verify eligibility, costs, and estimated savings.

For every incentive requested, the appropriate Technology Form must be completed and submitted. Please remember to include all necessary supporting

documentation including invoices and a signed Project Completion Agreement.

If funding for the incentive is currently available, applicants that submit a completed Pre-notification Application will receive a Funding Reservation Letter that the

proposed measures are likely to qualify for the proposed incentive. The Funding Reservation Letter may contain various conditions, such as a maximum incentive

amount and a time limi t to complete the project. The letter does NOT guarantee, in any manner, that the proposed measures will be eligible for an incentive or thata specific incentive amount is guaranteed. The eligibility of each measure and the amount of incentive will be determined only after the Project Completion

Tiered incentives are calculated separately for the commercial retrofit and new construction programs, and separately for the NV Energy Southern and Northern service territories.

Incentive Limits & Tiers

The total incentive paid for any application cannot exceed 50% of the total cost of the new construction project. For projects that receive stimulus funds, the

combination of the funds received from the Sure Bet Program and the stimulus funding may not exceed the total project cost. Please see the Sure Bet Policies &

Procedures for additional details.

In addition to the above project cost limit, incentive payment rates vary when a customer or facility calculated incentive exceeds the tiers listed below in a calendar

year. The tables below provide the incentive rates for each tier. Facilities or Customers do not avoid incentive adjustments by submitting multiple applications in acalendar year per program component per territory. The tables below show how the incentive adjustments will be applied.

ConditionsIncentives are available for projects constructed to be a minimum of 10% better than the code under which the project was permitted. For projects permitted under

IECC 2006, that code will define the baseline; for projects permitted under IECC 2009, that code will define the baseline. The Project Information Sheet in theApplication has a block to identify the applicable code. Incentives will not be given for projects that are simply built to meet code requirements.

Measurement and Verification (M&V) activities are a critical part of the energy conservation incentive process. This process allows NV Energy the ability to monitor

the incentive activities to ensure that measures within a program are stil l cost effective and to continue to provide funding. As a condition of the program

participation, the customer agrees to allow NV Energy and its subcontractors to perform M&V activities , that include but are not limited to; site inspections,

spot measurements and the installation of data loggers for up to five (5) years after the project has been completed.

The customer acknowledges that the energy efficiency credits that may result from the energy efficiency measures for which the rebate is paid inures to the benefit

of the utility for compliance with the State of Nevadas renewable energy portfolio standard. Credits referenced here refer to the Portfolio Energy Credits authorizedunder the Renewable Energy Act in the Nevada Revised Statutes, chapter 704, sections 7801 through 7828 (NRS 704.7801-.7828). Owners still retain ownership

of environmental credits, other tax benefits, or other credits not specifically created under NRS 704.7801 - .7828.

Internal LaborInternal labor costs can only be added to determine the total project cost for certain work that is performed and with the following limitations:

For measures which involve simple lighting lamp conversion, such as removal of an incandescent lamps and replacement of an alternative lamp or conversion of a

T-8 lamp to a lower wattage T8 lamp with no ballast change, no internal labor costs can be used.

For measures which involve significantly more than just a lamp replacement or measures involving HVAC, Commercial Kitchen, Refrigeration or other non-lighting

equipment being installed or replaced, the internal labor cost claimed cannot exceed 25% of the total documented project cost. The total documented project costincludes materials, shipping, tax, equipment rental, external (contracted) labor, or any other costs associated with the project for which the customer receives and

pays an invoice. If the submitted internal labor cost is greater than 25% of the total documented project cost, only 25% of the documented project cost will be

allowed. The 25% limit is the maximum that is allowed, the actual cost to be used will be based on the documentation of labor costs (hours spend and hourly rate)

provided by the customer. The Sure Bet staff will have the final decision on whether the measure qualifies for the 25% limit. Please see the current Policies andProcedure Manual for additional examples.

Daylight Dimming SystemEligible controls shall consist of a photo sensor that controls dimmingballasts. Dimming can be continuous or stepped at four or more levels(including on/off). Systems that allow on/off overrides are not eligible.Each sensor must control a minimum of 4 ballasts.

For Performance Based Lighting, the energy savings will be based on thecalculated Lighting Power Density (LPD) on a watts per square foot basis.Incentives will be paid only on the square footage of the buildingwhere the lighting installation is completed and is ready foroccupancy. If a portion of a building is not completed such that finallighting installation is not complete and the space ready for occupancythen that portion is not eligible for an incentive. IECC 2006/2009Lighting Standard specifies the allowable light density for each majorbuilding area type. Please see the Sure Bet Policies and ProceduresManual for more detailed information and example qualification calculation.

The incentive for the lighting performance based approach is $350 per kW

New air and water cooled air conditioning units or heat pumps that meet or exceed the qualifying efficiency (EER) shown in the Coolingncentive Tech Sheet Table are eligible for an incentive. These units can be either split system or single packaged units. Evaporative cooledo not qualify under the New Construction Prescriptive Air Conditioning Incentive, but may qualify under the New Construction PerformanceBased Program. All packaged and split system cooling equipment must meet Air-Conditioning, Heating and Refrigeration Institute (AHRI)standards (210/240, 320 or 340/360), be UL listed, and use a minimum ozone-depleting refrigerant (e.g., HCFC or HFC). A manufacturer'sspecification sheet indicating the system efficiency must accompany the application.

The total incentive is determined by two components an equipment incentive and an efficiency incentive. Both the equipment and efficienncentives are applied per ton of cooling installed. The equipment qualifies for an equipment incentive if the qualifying ef ficiency is met for tequipment size category. In addition, the efficiency incentive is added on a prorated basis if the equipment exceeds the minimum qualifyingefficiency for the equipment size category.

The incentive for air conditioners is calculated as follows:Tons X [Equipment Incentive/ton + Efficiency Incentive/ton X (EER new EER qualifying)]

The commercial steam cooker shall meet ENERGY STAR specifications for energy efficiency or shall have a tested heavy load potato cooking

energy efficiency of > 50% utilizing ASTM Standard F1484.

This measure does not include cook and hold equipment. All measures shall be electric hot food holding cabinets that are fully insulated and havesolid doors in full, three-quarter and half sizes respectively. Qualifying cabinets shall not exceed the maximum idle energy rate of 20 Watts per cubicfoot in accordance with the ASTM Standard F2140 test method as stated in ENERGY STAR. Cook and hold equipment and units < size may beeligible and should be applied for as a custom incentive.

This incentive applies towards the purchase and installation of a new commercial kitchen exhaust hood control system installed in a new dedicatedcommercial kitchen exhaust hood and make-up air system. This measure refers to the installation of a new Electronically Commutated Motor (ECM) for the evaporator fan motor on walk-in boxes or refrigeratedcases as opposed to a standard-efficiency shaded-pole evaporator fan motor. An ECM is a brushless DC motor with an electronically controlledcommutator that allows the motor to operate much more efficiently than the shaded-pole motors with an electro-mechanical commutator typically usedin refrigeration applications. High Efficiency Chiller. The proposed chiller is a nominal 275-ton Carrier water-

cooled screw chiller. The chiller has a full load efficiency of 0.709 kW/Ton, and an

IPLV of 0.525 kW/Ton. The baseline chiller is also a 275-ton water cooled screw

chiller. The baseline has a full load COP of 4.90 (0.718 kW/Ton) and an IPLV COP

of 4.95 (0.710 kW/Ton). While the full load efficiency is not markedly different than

the baseline, the IPLV is extremely efficient. The project will achieve a 12.9% annual

The Performance Based Approach enables the design team to consider a custom approach for individual items, such as a high efficiency chiller. Documentation of savings in the form of abuilding performance model or appropriate engineering algorithms must be provided by the applicant and must show that the annual energy consumption is at least 10% better that theIECC 2006/2009 minimum. The incentive rate is based on kWh savings and varies for on-peak and non on-peak periods. (More detailed information is contained in the Sure Bet Policies andProcedures document.)

Please refer to the Sure Bet Policies & Procedures Manual Appendix for guidelines on supporting documentation required for different project types. Note, the information below isrequired to confirm kWh savings. Examples of documentation to be included with the application are:

The Whole Building Based Approach enables the design team to consider a custom approach for either the building as a whole such as required for LEED qualifications ora combination of measures on a whole building level. Documentation of savings in the form of a building performance model or appropriate engineering algorithms must beprovided by the applicant and must show that the annual energy consumption is at least 10% lower that the IECC 2006/2009 minimum. The incentive rate is based on kWhsavings and varies for on-peak and non on-peak periods.

Performance Based Approach - 25% better than IECC 2006 / 2009

Incentives are available for individual projects that operate at a minimum of 25% better than IECC 2006/2009. In order to qualify for the Performance Based Approach -25% Better than IECC 2006/2009, a Pre-Notification Application is required no later than the scematic phase of the project. The customer or their representative (such as acontractor) must also be working with a Sure Bet Engineer through the design and construction process. Documentation of savings in the form of a performance model orappropriate engineering algorithms must be provided by the applicant and must show that the annual energy consumption is at least 25% lower that the IECC 2006/2009standard. The incentive is based on kWh savings and varies for on-peak and non on-peak periods. No final applictions for this measure will be accepted without meetingthe above requirements.

Incentives are available for projects that apply for the Whole Building Based approach and engage the Sure Bet Team early in design. Customers that apply for thisincentive must be building to at least 10% better than IECC 2006/2009 for the energy use of the whole building. Additional incentives are available for building to at least25% better than IECC 2006/2009 for the energy use of the whole building.

There are two methods that can be used to apply for this incentive. Customers may agree to have a Sure Bet team member participate in the design process OR projectowners agree to have Sure Bet perform the incremental performance modeling of measures being considered based on modeling that will be done to meet IECC 2006or 2009 requirements as applicable. The model used, with inputs needed to meet code, must be provided to the Sure Bet team to perform the incremental modeling ofmeasures.

In order to participate in this incentive via the design process method, Sure Bet team members must be involved at about 75% into the Schematic Design Stage, just prior tothe Design Development Stage. Team members should also be involved in Energy Design Evaluation and Document Design in order to have the opportunity to proposeenergy efficiency improvements. Sure Bet will also verify installation of improvements in order to validate the incentive.

Customers may not apply for this incentive AND the Whole Building Approach - 10% Better than IECC 2006/2009 as the incentive for this measure includes building to 10%

better than IECC 2006/2009.

Sure Bet Program Completion Agreement 2013

This agreement is between DNV KEMA Services, Inc ("DNV KEMA") and a qualified program Applicant ("Applicant"). DNV KEMA is

under contract to implement the Sure Bet program for NV Energy, Inc. (Applicant is defined as either the NV Energy customer, or incases where the buildin owner is im lementin the measures, the buildin owner can be the a licant.

Applicant certifies that they have purchased one or more qualified energy efficiency measures that meet the specifications defined inthe appropriate Sure Bet Program application and that these measures have been installed in an eligible facility that purchaseselectricity directly from NV Energy. Applicant also certifies that the energy efficiency measures were installed between the dates of

Januar 1, 2013 and November 15, 2013.

Applicant acknowledges that the cash incentive will be paid to applicant (or their designee) only after DNV KEMA has determined thatall program terms and conditions have been met. The complete set of terms and conditions are provided in the 2013 Sure Bet ProgramPolicies and Procedures Manual which can be found at www.nvenergy.com/surebet. Available funding for incentives is limited. Applicants are strongly encouraged to notify DNV KEMA via the pre-notification process before the measures are purchased and installed to determine if funding is available.The amount of incentive paid cannot exceed 50% of the cost of the measure. Internal labor costs may be consideredwhen determining the incremental measure cost. Please review application to see which costs are accepted. The paid

incentive amount will vary from the calculated incentive when a facility or NV Energy customer receives total incentivepayments that exceed the tiers stated in the Incentive Limits & Tiers in the Instructions & Guidelines of this applicationwithin a calendar ear for an one ro ram.

DNV KEMA reserves the right to require that the Applicant provide documentation that established the eligibility andcost of the installed measures. The required documentation may include, but is not limited to, copies of invoices androduct s ecification sheets.

For certain measures, the incentive amount will be determined based on the estimated amount of energy savings. TheA licant ma be re uired to rovide documentation on ener savin s calculations and assum tions. DNV KEMA will

.have sole and exclusive rights to determine the estimated savings and thus the incentive amount to be paid.

In exchange for the incentive payment, Applicant transfers all rights for energy efficiency credits that result from theenergy efficiency measures for which the incentive is paid to the benefit of NV Energy for compliance with the State ofNevada's renewable energy portfolio standard.

The Applicant acknowledges that the incentive may be taxable and that the Applicant is solely responsible for thea ment of an resultin taxes. DNV KEMA will re ort incentives to the IRS as re uired b IRS re ulations.

Applicant agrees, for a period of five (5) years, to allow NV Energy or its assigned contractor, to conduct on-site inspections to verify that the qualified measures are installed and to conduct other measurement and

verification activities to assess the amount of energy savings achieved.

Final applications received more than thirty (30) days after the installation of the qualified measures are

subject to disqualification for the incentive.
