As we head into the month of August, we close the books on the 2018 skip season. A few DXers made out very well this summer while others who live in newly congested FM areas of North America didn’t.

NEW DISTANCE RECORD!

Chris Lucas in Poughkeepsie, NY claimed a new DTV distance record of 1591 miles when he logged KCWX-5 Fredericksburg, TX at 1145am. Chris posted on Facebook that “A couple of real nice long-haul E-skip logs this morning. On DTV, KCWX 5/2 Fredericksburg, TX decoded at about 11:45am, for DTV #329, and a new personal distance record of 1591 miles, beating my old best by over 100 miles!!! I missed a screenshot, but the resulting PSIP display is shown below.” See Figure 1.

Another ususual skip reception occurred in Northern Ireland on July by veteran FM DXer Paul Logan. He posted the following on

Facebook: “88.5 CBC Radio 1 from Canada received 1030 pm tonight here in the north of Ireland. Not sure which outlet (NL or 2 x QC). Was there for about 15 minutes - recorded the bottom of the FM band as it happened. Detective work and file listening in coming days. It's late here. Now to try to calm down.” His estimated distance is 1993 miles.

Ralph Strobel (IN) sent in his renewal and along with it were a few items of interest. Ralph writes “Es this summer has been pitiful compared to others. Only two new so far – 6/19 – 88.5 KVFE Del Rio, TX and today 6/28 KLFT 90.5 Kaplan, LA. I now have 977 FMs from the Ed. Band – 88.1-91.9. I’m hoping for 1,000+ one of these years. I still have no FMs from NV, CA or WA. My farthest FM is 91.9 KMVN Astoria, OR by double hop at 1981 miles. So glad I have it on tape. I phoned the station and played the tape for the DJ. It was him with a perfect legal ID! Best states: TX (367), IN (367), OH (303), IL (287, MI (210) and FL (205). Have heard 8 Canadian provinces (nothing from BC or NF), Mexico, the Bahamas, Cuba and Bermuda.” And a couple of notes on Ralph’s notes…May was a bust for Es and the season, in my opinion, didn’t even begin get serious until the end of June, so I hope you did well in July. Ralph also mentioned going to Nassau on a cruise and not finding much to see there. I

would agree…if you were there on a Sunday because downtown Nassau is almost completely closed on Sunday except for one or two restaurants. The cruise ships dock around a mile west of downtown and you’d need to take a local taxi (a mini-van that the locals use to get around for roughly $2 one way) to get there. But my wife and I have been there four times and Nassau is anything but boring!

Thanks Raymie for the information about XHTDMX-TDT. “CDMX” is the new abbreviation for what was once known as the “Distrito Federal”. The city is transitioning from a federal district similar to Washington, D.C. into a “federal entity”, something similar to a state. Mexico’s constitution doesn’t allow it to actually become a state.

Several applications for Special Temporary Authority for post-repack channels have been dismissed as unnecessary. They were filed presuming stations would be forced off their pre-repack channels before the FCC could act on their displacement applications. In a number of cases the Commission has acted sooner than expected and the stations have been able to move before being displaced. W19EN River Falls, Wisconsin is a good example.

WBNZ(FM) Frankfort, MI has been fined $18,000 for operating at variance from the terms of their license without authorization; failing to file for STA to operate with non-conforming facilities; and willfully failing to disclose material information.

The station went silent Jan. 21, 2015. After being contacted by FCC staff in May 2016 they told the officials WBNZ had returned to the air Feb. 15, 2015. On Sept. 12, 2016 WBNZ filed for Special Temporary Authority to operate at 1.4kW ERP. (WBNZ's authorized ERP is 50kW) FM stations are required to obtain authority to operate at less than 90% of authorized power – in WBNZ’s case, 45kW.

WBNZ should have informed the FCC of the reduced power immediately in April 2015. Not only did they not do so; they made two further filings without disclosing the reduced power operation.

The Editor’s Note

As we head toward the waning moments of the 2018 E-Skip season (though as previously noted, Es openings have routinely occurred into August each of the last three seasons), we take a look at what has transpired. As always, with any summation of a DX period, the usual disclaimer: Your mileage may vary at your own particular location. But, with yours truly observing Es on the east coast and absorbing reports on the various online sources, after a slow start, the period from June 15 – July 10 was, in my opinion, as good as it can get for sporadic-E. The stretch featured almost daily openings, some spawning high MUF, perhaps most notably into the 162 MHz. NWR band on June 20, with an intense cloud over the Ohio Valley. We very much hope youwere able to take advantage.

July as a whole, understandably, has not featured quite the same ferocity of openings, but we tip our hat to Chris Lucas in Poughkeepsie, NY, who on July 20 logged KCWX-DT-5 from Fredericksburg, TX via an Es decode. Far as we can tell, at 1595 miles approximately, this is the longest DTV decode anyone has ever achieved. Congratulations to Chris! (Chris also deserves mention for his phenomenal tropo reception of WYZZ-DT-28 Bloomington, IL on July 9, at 798 miles!)_____________________________________________________________________________________

SANTO DOMINGO. The Dominican Institute of Telecommunications(Indotel) confirmed that it authorized the Corripio Group "to conducttests provisionally for the use of frequencies included in the 192 MHz- 198 MHz segment (Channel 10)" to migrate to these the Channel 2VHF, of Teleantillas.

The Executive and Technical Directorate of Indotel informed that they authorized said tests in order toevaluate the origin of a migration of the mentioned frequency segment 54 MHz - 60 MHz (Channel 2).

Teleantillas broadcasts its signal 39 years ago on channel 2 of open and cable television.

Valentín Báez, vice president of the Corripio Group, confirmed to DL that they are working to start the tests.

The Dominican Telecommunications Institute (Indotel) confirmed this afternoon that it authorized the Corripio Group "to carry out provisional tests for the use of frequencies included in the 192 MHz - 198MHz segment (Channel 10)" to migrate Canal 2 to these VHF, of Teleantillas.

The Executive and Technical Directorate of Indotel informed that they authorized said tests in order toevaluate the origin of a migration of the mentioned frequency segment 54 MHz - 60 MHz (Channel 2).

They indicated that before the request made by TELEANTILLAS, SA (CHANNEL 2 VHF) on December 27, 2017, they issued the communication identified with the number DE-0004530-17, by means of which they provisionally authorized to carry out tests, pointing out that They are not definitive.

In this communication it was established that the tests would be performed for a period of 72 hours, and that they would be approved only if compliance with the transmitter installation conditions was verified, which tests must be carried out in coordination with the Indotel. "To date, these tests have not been carried out," said the Executive and Technical Directorates of Indotel.

They also indicated that the provisional authorization is subject to strict compliance with the specific technical parameters and conditions established in the protocol sent together with the communicationsent to Teleantillas.

They stressed that the requirements contained in the technical protocol of the Indotel, are also adopted to "guarantee and protect the operation of the adjacent channels".

"In the same way, it is necessary to indicate that the authorization granted does not constitute a final or binding authorization" to any decision to be taken by the regulatory body on the migration process to be carried out, "they stated.

They argued that INDOTEL, as guarantor and administrator of the efficient use of the radioelectric spectrum, if deemed necessary, may revoke said authorization without having completed said term, for which it will send the corresponding notification.

Finally! Yes, I'm Shouting Doug Allen

My geriatric DXing is mostly passive scanning of DTV channels, and I've been using a HD Homerun tuner and Rabbit Ears for 3 years with thanks to Trip and MikeG for the software and assistance in setting it up. This spring, I thought I'd concentrate on low band channels, especially ch 2 which I'll loose to local LOS WGGS in a little over a year. Using a Raspberry Pi and Ascan software for it, I'm able to scan groups of channels. One group I choose was channels 2,3,4 with the hope and expectation of DTV E-skip there. Nada! I also want to concentrate on those channels for DTV meteor scatter in the August Perseids shower. Earlier this week I hauled an Antennacraft ch 3 antenna up to the top of my 66' tower. I dropped the HDP-269 preamp, and it crashed to the ground, so I'm feeding the ch 3 antenna with 100' of RG-6 coax to the preamp and then 50' of RG-6 to the tuner. I also, by mistake, mounted the antenna 180 degrees off the other antennas- duh- which you see in the photo below. The recently erected 10 el ch 7-13 is at the top and the HDB-4X below it with the RCA dual feed preamp. The ch 3 antenna is as high as I could reach standing on the top of the tower and is above my M2 5 el beam. This morning tropo conditions were poor to fair, but when I pointed the ch 3 antenna northeast- there is WBRA on the map, the

first and only decode in over 3 months of scanning ch 2.3.4 first with the MXV-5100, and then the last couple days with the ch 3 antenna. This ch 2.3.4 scanning is with my original HD Homerun tuner which scanned ch 61 -2 the previous two years and shows, ALL TIME, most of the first two years of DTV decodes, but not the seven Wash DC and one NJ station which were lost when Rabbit Ears went down earlier this year. I'm on a hilltop and decode 300 miles most mornings in the warmer months, but am blocked from west to NNE by the high peaks of the Appalachians which start 12 miles from my QTH. WBRA is not semi-local, but 183 miles with the edge of the Appalachians blocking a direct signal. My chimney mounted MXV-5100 at 25' did not decode WBRA-5 or WCYB-5 in thousands of hours pointed toward them, so that was the meaning of FINALLY YES, I'M SHOUTING!!!. I don't know if I'll ever decode anything on the other side of the Appalachians. Hoping!

25TH ANNUAL MADISON-MILWAUKEE DX GET-TOGETHER

It's almost here again-- the Madison-Milwaukee Get-together for DXers and Radio Enthusiasts, a summer tradition on the DX calendar, is only a month away! This year's edition is a special one for us as we reach a milestone-- our 25th consecutive year we have held this event. We would be very happy if you could join us.

The 25th Annual Madison-Milwaukee DX Get-together returns to Madison this year, after the highly successful gathering in Oak Creek WI last year. This year's event will be held on Saturday, August 18 from 1:00 to 9:30 PM. Bill Dvorak and Mark Taylor are the co-hosts. The location, as it was two years ago, will be in Lake Farm County Park in Madison WI..

This all-band event has become a popular destination for Upper Midwest (and even farther environs) DXers. Each year we have between 30 and 40 DXers participate in this event, and this year will be noexception. The gathering itself is very informal, and you are invited to stay all day or only those parts of the day that are convenient to you (come when you can and leave when you must). Here's what's planned for this year: Attendees can expect an afternoon of good fellowship and lots of DX talk in an informal atmosphere. There are opportunities to DX during the event, and a few informaldemonstrations are being lined up. The optional but highly recommended dinner is being catered in the park at a price to be determined (two years ago it was $18.00 per person). After dinner will be a short program and door prizes, then more camaraderie until 9:30's "byes" and "see-you-next-years."
