VICURBAN UPDATE REPORT
Division VicUrban – Docklands and Major Projects
Presenter Michael Hynes, General Manager Docklands and Major Projects
Purpose
1. To update the Docklands Coordination Committee about various development-related events at Melbourne Docklands.
Recommendation from Management
2. That the Docklands Coordination Committee acknowledges the status of development projects within Docklands.
Emerging Issues
Harbour Esplanade Redevelopment
3. In early August 2008, following extensive community consultation, VicUrban released concept plans for the redevelopment of Harbour Esplanade (Concepts comprise Attachment 1). The “Melbourne’s Verandah” concept includes key features such as:
3.1. a boardwalk adjacent to the water;
3.2. a waterfront park, with clearly designated, separated areas for relaxation and activity;
3.3. a “sculptural verandah” providing partial shelter and shade over a pedestrian walkway;
3.4. a designated bike path; and
3.5. consolidation of the tram lines and road reserve within a tree-lined boulevard to allow for the additional green space.
4. The concepts were displayed for community feedback in the Hub at Docklands, with online feedback invited until the end of September 2008. The concepts were also the subject of a stakeholder workshop session on 28 August 2008.
5. VicUrban is now collating the community’s feedback and will then prepare a detailed design before presenting the plans to the State Government. If approved, construction could begin in 2009. Construction will be staged to allow for the evolution of the site as its potential is realised.

Development Announcements and Site Updates
General
6. Development work is continuing across the Docklands precinct, including the “hinterland” region, with work progressing on planning for the North and South East Stadium precincts, named Lacrosse Docklands and Bourke Junction respectively. Digital Harbour’s new eight-storey, mixed use building, Life.Lab, was officially opened in late August and features retail, office and integrated SOHO (small office home office) units. Medium density housing is under construction at Mirvac’s Yarra’s Edge.
Waterfront City
7. The 21 pods for the Observation Wheel have now been installed. The wheel is on schedule to open by late October 2008.
8. Harbour Town, situated next to the wheel, is currently fitting out. The two levels of shopping, including approximately 90 Brand Direct and 100 traditional retail outlets, are expected to attract local, national and international customers when it opens late in 2008.
NewQuay
9. MAB is preparing to start work on its medium density housing precinct in the NewQuay western precinct. Early works have commenced in the area.
10. NewQuay will soon welcome around 1600 students with the recent announcement that Carrick Institute of Education will be moving into a new seven storey development at 370 Docklands Drive.
Victoria Harbour
11. Construction has commenced on The Merchant, Docklands’ first key worker housing initiative. A Melbourne Affordable Housing rental scheme will be implemented for 67 of the 130 apartments to attract Melbourne’s ‘key workers’ (such as nurses, emergency workers and teachers).
12. Fujitsu staff moved into the new Lend Lease office building The Gauge on Bourke Street in early September 2008, filling the precinct’s first completed building to achieve a six star Green Star rating. Approximately 400 staff joined the 100 Lend Lease staff in the building.
13. New retail continues to open in and around Docklands’ newest retail strip, Merchant Street, with the opening of a bakery, coffee shop, health and beauty outlets, a card shop, Westpac branch and dry cleaner. To ultimately comprise about 50 retail outlets, the precinct will include Docklands’ first Australia Post office.
14. Victoria Green, a new park for the Docklands community, is about to open. The park lies behind the Mosaic and Montage residential buildings in the Victoria Harbour precinct, and will ultimately be part of the municipal area of the City of Melbourne.
15. Construction is also continuing on a number of Victoria Harbour projects, including The Montage, Myer, ANZ and the Children’s Hub.

Community Involvement
16. VicUrban is continuing to work towards delivering community infrastructure into Docklands, with further investigative work on key human services projects identified by the jointly funded (with City of Melbourne) Community Infrastructure Plan, including a Sport and Recreation Hub and a Lifelong Learning Hub.
17. VicUrban continues to be represented within the Docklands Chamber of Commerce and Docklands Community Association.
Docklands Waterways
18. VicUrban has relocated its Superyacht Marina to the south-western end of Central Pier to allow MAB to commence works on its western precinct development at NewQuay. VicUrban continues to own the marina, which is managed by the City of Melbourne under a service agreement.
Docklands Marketing and Communications
19. Docklands featured in the August 2008 edition of Landscape Architecture Australia, with a commentary on a walk through Docklands. The magazine is the official national magazine of The Australian Institute of Landscape Architects.
20. The quarterly Docklands Community Update (DCU) was circulated in late August 2008 to Docklands residents, the corporate community and retail outlets. The DCU will now provide readers with greater detail around Docklands commercial and residential developments, retail updates, tenant updates and events. The DCU will also profile a major/key tenant each month as well as providing the Docklands community with an opportunity to ask questions and provide feedback. A total of 5,000 of the newsletters (Attachment 2) were distributed.
21. A Docklands Ecologically Sustainable Development (ESD) 'Sustainability Sites' pocket guide has been produced and is being distributed across Melbourne Central Business Districts (CBD) information kiosks as well local Hubs and made available online at docklands.com. The guide is also expected to be popular with students who are interested in water sensitive urban design initiatives and other environmentally friendly building methods in Docklands.
Collaborative Projects
22. VicUrban is actively working with the City of Melbourne to progress various projects, including:
22.1. Place Leaders Association September 2008 workshop in Melbourne;
22.2. The Children’s Hub, Victoria Harbour;
22.3. Community Infrastructure Plan communication, location and funding options;
22.4. Waterways Working Group actions;
22.5. Event operations in Docklands;
22.6. Brand Awareness campaigns; and
22.7. Various communication plans.

Melbourne Docklands Community Update
NEWS UPDATE
In early August, VicUrban unveiled its plans to introduce a
major new waterfront park within the heart of Docklands
– transforming Harbour Esplanade into an area for relaxation
and recreation by the water.
We labelled it ‘Melbourne’s Verandah’, as the concept is
designed to truly celebrate where the water comes to
Melbourne’s front door.
Inspired by sites such as the banks of the Yarra River, the
concept design for Harbour Esplanade aims to ensure this key area
of public space becomes a central destination in its own right,
while providing locals with their own place to rest and play by the
water’s edge.
VicUrban’s vision is to enhance Melbourne’s connection with its
waterfront, by introducing significant waterfront parkland to both
complement and better connect the thriving retail and tourist
offerings of NewQuay, Waterfront City and Victoria Harbour.
Key features of the concept include:
a boardwalk adjacent to the water
a waterfront park, with clearly designated, separated areas for
relaxation and activity
a ‘sculptural verandah’ providing partial shelter and shade

The detailed design phase will commence after this round
of consultation and VicUrban will then present the plans to
Government. If approved, construction could begin early next year.

DOCKLANDS COMMUNITY UPDATE
Welcome to VicUrban’s new-look Community Update. You may
notice a few changes to this newsletter and these changes
reflect the growing and changing Docklands’ community.
As the Master Developer of Docklands, VicUrban’s previous
updates have focused on the progress of buildings taking
shape in Australia’s largest urban renewal project. But, now
more than 10 years since the first sod was turned – Docklands
has become so much more than simply a development – it has
become a place. The diverse array of commercial, residential
and tourist infrastructure taking shape is supporting the
growth of an equally diverse community. Docklands is now
home to around 6,000 residents and more than 10,000 workers
a day do business here – and you all need to know what’s going
on around you and what to expect as your new community

WATERFRONT CITY:
More shops and attractions
Construction is proceeding well on both the Harbour Town
shopping complex and the Southern Star Observation Wheel,
with both to open later this year. The wheel’s 21 ‘pods’ are
currently being attached, which will ultimately showcase some
of the best views of Melbourne and beyond.
Harbour Town will consist of approximately 200 shops
comprising a mix of brand direct outlets, specialty stores,
restaurants, bars and cafes and is expected to be fully open by
the end of the year.
Visitation to the area is also expected to be enhanced by the
announcement that America’s fourth largest retailer, Costco will
move to Waterfront City in 2009 (See Retail Update for more
information).
Proposed future developments also include a 5 star boutique
hotel at Melbourne Yacht Club and an additional 3-4 star
hotel.
NEWQUAY:
More students come to Docklands!
Another major tenant from the education sector has been
attracted to Docklands.
The Carrick Institute of Education will move around 1600
students to NewQuay’s seven story development at 370
Docklands Drive, which has only just finished construction. (See
Tenant Update for further information.)
MAB has also received strong interest in its first stage of
residential waterfront development at NewQuay’s Western
Precinct, to consist of waterfront and park-view luxury
townhouses. The wider community will also be able to enjoy a
new park planned for between the town houses and Docklands
Drive.
Construction on this new residential and community area is
expected to commence this year.
NewQuay was one of the first areas within Docklands to
get underway and also offers a diverse selection of bars and
restaurants along the northern edge of Victoria Harbour, where
it meets Waterfront City.
STADIUM PRECINCT:
Enhancing Links between Docklands and the CBD
Lacrosse Docklands
Construction on the $300 million Lacrosse Docklands project
in the stadium’s north-east corner is expected to begin early in
2009.
The development will enhance links between Docklands’ north-
eastern corner and the CBD by providing two new pedestrian
access points to the stadium from LaTrobe Street.
Lacrosse Docklands will consist of two towers and feature
around 300 SOHO (Small Office Home Office) residential
apartments and 120 Quest serviced apartments.
Retail facilities will also be provided, many of which will open
onto the stadium concourse level and help transform the area
into a thriving, urban stadium environment with activity all year
round and not just at event times.
Bourke Junction
This development is planned to deliver two commercial towers,
a 250 room hotel, a pub and a central mixed-use building
which will also help activate the stadium concourse area by
introducing shops and other facilities.

improve stadium access pre and post event, whilst also bringing
the CBD’s laneway feel into the Docklands.
The $700 million Bourke Junction development in Telstra
Dome’s south-east corner is expected to start construction in
the latter part of this year.
The project will be delivered in stages, and is scheduled to be
fully completed in 2012.

It will bring other workers to the Docklands precinct when it
opens in late 2008.
Media House
The Age newspaper is also coming to Docklands, with Fairfax
moving to Batman’s Hill.
The seven storey building will also house 3AW and Magic 1278
radio stations, and the Melbourne bureaux of the Australian
Financial Review and Business Review Weekly.
Construction is well underway on the $110 million development
on the corner of Collins and Spencer Streets, which will see an
additional 1400 workers make the daily commute to Docklands
when complete in late 2009.
Kangan Batman Automotive Centre of Excellence, Stage 2
The diversity of the Docklands community is expected to be
further enhanced, with the latest plans for the Kangan Batman
Automotive Centre of Excellence (ACE) campus to allow for an
additional 500 students once complete.
Plans to build the second stage of the (ACE) campus are now
well progressed, and will extend the existing facilities to include
additional workshop and teaching space.
BATMAN’S HILL:
New Cafe strip for Docklands laneway
Goods Shed North
The refurbishment of the historic Railway Goods Shed No.2
between Collins and Bourke Streets is progressing well. For the
wider community, the development will see a promenade of
cafes and retail outlets introduced along Village Street, creating
a village-like laneway reminiscent of areas within the traditional
CBD.
The project will also provide state-of-the-art, sustainable office
accommodation for VicUrban, the Building Commission and
Plumbing Industry Commission while maintaining key elements
of the shed’s past.
It is aiming to be Victoria’s first heritage listed building to
achieve a 5 Star Green Star rating.
Expected completion is late 2009.
National Foods
Next door to the northern half of the Goods Shed at 737 Bourke
Street, construction is nearing completion on National Foods’
new national headquarters.
The 12-storey building, comprising office accommodation
with retail tenancies at ground level, will play a key role in the

The ACE is positioned to become the largest and most advanced
automotive training facility in the southern hemisphere, providing
specialist education and training to the industry.
ACE also offers tours of its environmentally sustainable campus.

Site One
A variety of small businesses have moved into this new
commercial building at 767 Bourke Street, helping to bring
Batman’s Hill to life.
Most recently the restaurant known as The Nixon opened on the
corner of Bourke Street and Batman’s Hill Drive, along with an
IGA Supermarket.
717 Bourke Street
A mix of hotel and educational facilities will be the lynch-pin of
this mixed-used development when completed in 2010.
717 Bourke will include a 297 room Travelodge Hotel, as well as
ESMOD, an internationally acclaimed fashion and design school
offering courses in multi media, interior design, fine arts and
photography.
A bridge to be built over Bourke street as part of the development
is also expected to enhance pedestrian movement throughout
Docklands.
DIGITAL HARBOUR:
Community diversity
Completion of the third of the 11 buildings planned for Digital
Harbour is imminent.
The new eight storey, mixed-use building, Life.lab will feature
retail, office and integrated SOHO (small office, home office)
units and will complement the existing Innovation and Port 1010
buildings, by providing the opportunity for smaller companies to
move to the precinct.
Digital Harbour continues to add to the diversity of Docklands,
building its innovative designs around a central green space and
offering alternative commercial and residential offerings to some
of the larger scale developments in other Docklands precints.
DEVELOPMENT UPDATE
CENTRAL PIER:
Function centre celebrates
Shed 14’s reputation for housing some of Melbourne’s premium
functionspaces was confirmed recently, when its operator
Atlantic Group was announced winner in the ‘Function Centre
caterer’ category of the Restaurant and Catering Association
Awards for Excellence.
It caps off an amazing year for Atlantic Group, which only
officially opened its doors on the 18th of August 2007.
Peninsula, Sumac, Atlantic and Sketch are complemented by
Shed 9’s Alumbra cocktail bar, which opened in mid 2007 and
has just celebrated its first birthday in its new home (see Retail
Update). Fitting out has commenced across the rest of Shed 9,
with office spaces already open and a community centre, hotel,
photographic studio and other retail facilities set to open later
in 2008.
VICTORIA HARBOUR:
Community facilities progress
Docklands Children’s Hub
The Children’s Hub will provide integrated childcare and
early childhood services to support the growing Docklands
community and is expected to open in early 2009.
A key feature of the Hub will be the central courtyard,
developed as a ‘living and learning’ landscape to provide
children with access to a safe and natural play environment in
the inner-city.

The Merchant
The Merchant is a new 130 apartment complex planned for the
corner of Bourke and Merchant Streets. Construction has just
got underway and it is due for completion in December 2009.
The Montage
Taking shape beside Docklands Park is another residential
building, The Montage. Most apartments are sold but there are
some apartments and townhouses still available. The building is
scheduled for completion in mid 2009.
Victoria Green
Docklands will soon have another new park, with Victoria
Green to open for Spring. The public park between The Mosaic
and Montage will provide space for early morning exercise,
lunchtime sandwiches, summer BBQs or walking the dog! With
clever stormwater design, Victoria Green will harness local
rainwater flow for landscape irrigation.
Myer
Another 1,000 workers will move to Docklands when Myer’s
head office is completed in 2010.
The Myer offices will also include ground floor retail to help
activate the extension of Collins Street. There will be three levels
of car parking and 10 levels of office space.
ANZ
It’s hard to miss the progress of ANZ’s new Head Office at 833
Collins Street, with only one more floor to go before reaching its
final height.
History will also be made when Myer and ANZ are completed,
with plans to extend Collins Street (including the tram services)
to Merchant Street, linking Collins Street to the Yarra River for
the first time.
The 6,500 employees expected to move in will also provide a
big boost to the community’s daily population and lead to a
significant increase in activity in and around Victoria Harbour,

to Docklands.
YARRA’S EDGE:
New homes with a difference
Plans to build 33 medium-density townhouses to complement
the five existing towers at Yarra’s Edge are well underway, with
work recently beginning on plans for another 18 houses.
The development will consist of dwellings two and three storeys
high and will include waterfront homes, terraces homes and
home offices.
There are plans for more residences, a commercial zone, parks
and marina berths in Yarra’s Edge before completion.
Victoria Harbour
EXTENSION OF HARBOUR ESPLANADE TO CHARLES
GRIMES BRIDGE
Work on stage one of the Harbour Esplanade Extension to
construct a northbound lane from the Charles Grimes Bridge
off-ramp to Bourke Street continues. Whilst the carriageway
appears complete, some additional design work is required on
the alignment of the intersection, meaning the lane won’t be
open to traffic until late 2008.

RETAIL UPDATE
The continued emergence of retail tenants throughout
Docklands is an exciting reflection of increased demand from
our growing community.
To ensure retail continues to develop in a way which both
enhances Docklands and complements the current offerings
within it and the wider CBD, VicUrban, with the support of
the City of Melbourne and the Department of Innovation,
Industry and Regional Development has recently developed the
Docklands Retail Statement.
The document is a companion document to the City of
Melbourne’s Retail Strategy and sets out a series of objectives
and strategies to foster a successful retail environment across
the Docklands’ precincts.

In other exciting news, Victoria Harbour’s retail precinct
Merchant Street has officially opened. To ultimately comprise
around 50 retail outlets offering a blend of boutique, street-side
cafes and fresh food stores, it will also boast Docklands’ first
Australia Post outlet.
18 outlets are already open, including Safeway, Bread Top
Docklands welcomes Lend Lease to The Gauge at 825 Bourke
Street, in the heart of Victoria Harbour. Around 200 staff have
moved to the precinct, which Lend Lease is responsible for
developing.
Around 400 Fujitsu staff will join Lend Lease in The Gauge at
the start of Spring, fully occupying the first completed, privately
developed building to be awarded a 6 Star Green Star rating for
design.
Bakery, a Westpac branch, Kenny’s Cardiology, a pharmacy and a
medical clinic.
And as plans progress to fully open Harbour Town and the
Southern Star Observation Wheel in Waterfront City by the
end of this year, news has also emerged that Costco will base
its first Australian store at Docklands. The wholesale warehouse
membership club offers everything from jewellery to fresh meat,
and claims to present one of the largest product selections to be
found under a single roof. Schedule to open late 2009, it will
employ 250 staff.
And Central Pier’s reputation for housing some of Melbourne’s
premier night-spots was enhanced by cocktail bar Alumbra’s
first birthday celebrations in July, with the theme ‘a touch of
pink’ (pictured).
TENANT UPDATE
VicUrban also welcomes 600 Infosys employees to the nearby
818 Bourke Street, who moved in at the end of July. When
joined by around 300 AMP staff in September, this building will
also be fully occupied.
News that Carrick Institute of Education will bring an
additional 1600 students and staff to 370 Docklands Drive later
this year, is also set to introduce a new element to NewQuay.
The private education provider prides itself on delivering ‘job
ready graduates’, offering vocational training from Certificate
II to Advanced Diploma level in fields ranging from accounting,
to hairdressing, tourism and hospitality management. It is
actively investigating what facilities or services it may be able to
introduce to enhance the Docklands community.
And banking and insurance giant Suncorp is the first
commercial tenant to commit to the Bourke Junction site in the
stadium precinct’s south-east corner.The Gauge

Q What are the plans for future parking facilities in
Docklands?
A On street parking is an important part of developing
vibrant, active streets, but the demand for car
parking means the majority of it will be provided in
off-street facilities.
As new developments are opened, additional car
parking will become available, for example when
Safeway opened, an extra 40 on-street spaces and
170 off-street became available. By the end of 2009,
an extra 2800 public car spaces will be provided as
part of Waterfront City’s expansion
Q Who is responsible for parking facilities in
Docklands?
A On-street parking on existing streets is the
responsibility of Melbourne City Council, as
the municipal authority. Undeveloped areas are
managed by VicUrban, with all development plans
and associated parking allowances approved by the
Minister for Planning.

What do you like most about Docklands?
One, is the location. Docklands has fantastic views, it’s by the water
and is in immediate proximity to the CBD. Victoria Harbour in
particular is surrounded by water with the Harbour to the north and
Yarra River to the south. The second reason is because Lend Lease is
responsible for the development of Victoria Harbour. It is great to
be located right in the middle of the precinct as it takes shape and
grows. The environment here at Victoria Harbour changes every day,
it is really exciting to see the precinct take form in front of our eyes.
What do you see as the key challenges for businesses setting up
in Docklands?
I think a big challenge is a shift in mindset from the traditional
characteristics of an office environment. Docklands is not the CBD,
nor is it the suburbs. It has different characteristics that provide
their own benefits like the water, parklands, and the opportunity
to build state of the art premises only a short stroll from the City.
Docklands provides a new take on urban mixed use developments. It
seems to me however, that most businesses, retailers and residents at
Docklands are like-minded and all have a certain amount of vision
seeing the benefits that Docklands has, and will continue to provide.
What about the key rewards?
There are many but the continued emergence of new attributes
is great reward. At Victoria Harbour for example there are the
parklands and retail outlets, the connection to the environment
through the promenades and views, the superior office spaces
that are environmentally responsible while providing improved
workspaces for efficiency and productivity. We get to watch
Melbourne evolve and redefine its boundaries and characteristics to
incorporate this stunning precinct on the water.

AURORA LANE SOUTHBOUND CLOSURE
Throughout the construction period for 717 Bourke Street, the
south bound carriageway of Aurora Lane will be closed. The
north bound carriageway will remain open.
BATMANS HILL DRIVE CLOSURE
A lane in each direction between Collins Street and Wurundjeri
Way will be closed for the duration of construction of a new
sewer installation.
