NEW ORLEANS - City officials in New Orleans are searching for a developer to revitalize the site of a former Six Flags amusement park that was left abandoned after Hurricane Katrina.

Many prior attempts to get the New Orleans east site off the ground have all fallen through but Jeff Schwartz, the city’s director of economic development, said Dec. 14 that officials are still determined to restore the area, The Times-Picayune / The New Orleans Advocate reported.

“There’s a lot of water under the bridge so we want this to be the last time we have to do a solicitation for this site,” he said during a virtual meeting.

The city’s current request for qualifica-tions gives developers until Feb. 9, 2021, to submit their ideas. A short list of developers will then be asked to submit a full proposal for the 162-acre abandoned park area and nearby 65-acre site close to the Bayou Sauvage.

Officials are aiming to choose a developer by the end of June, Schwartz said.

“We’re going to do everything we can to stick to that with no more delays,” he said.

The amusement park on the city’s eastern edge is perhaps the most high-profile, lingering and ghostly reminder of Katrina’s devastation in 2005.

There has been a difference between the kind of redevelopment residents want versus projects that would have a major economic impact, said a 2019 report by the New Orleans Business Alliance, the city’s economic devel-opment agency. Residents wanted education and tourism focused projects, but the report said transportation and distribution companies would be the most beneficial.

BATON ROUGE - ExxonMobil might invest over $240 million to upgrade its refinery in Baton Rouge, state officials said Dec. 16.

The project would improve processing capability, increase flexibility for meeting market demand, advance overall site competitiveness and install technology for a voluntarily 10% reduction of volatile organic compound emissions, a news release said. The projects are pending final engineering, design and investment decisions. A decision

to proceed could come from ExxonMobil in 2021, the release said.

Around 1,300 existing jobs would be retained, and ExxonMobil estimates the projects would support more than 600 construction jobs on-site over three years, the release said. The investment also would provide more than 20 full-time job opportu-nities for graduates of the North Baton Rouge Industrial Training Initiative, a collaborative program spearheaded by ExxonMobil in 2012

to provide no-cost, fast-tracked industrial craft training for community residents.

The state has offered the company its FastStart workforce training program, and ExxonMobil is expected to take advantage of Louisiana’s Industrial Tax Exemption Program.

Louisiana Economic Development said the upgrades would generate approximately $5 million in sales tax revenue and more than $40 million in property tax revenue, according to company projections. ExxonMobil would

focus on providing supplier opportunities specifically to north Baton Rouge businesses, LED said.

In November 2019, ExxonMobil broke ground for its more than $500 million polypropylene project that will create 65 new jobs, result in 219 new indirect jobs, generate 600 construction jobs and double the capacity at the Baton Rouge Polyolefins Plant.

The theme park originally opened as Jazzland Theme Park in 2000 but it went bankrupt in two seasons. Six Flags took over the lease, but then Hurricane Katrina

struck in August 2005, submerging the park and much of the city. The theme park never reopened. Control of the property subse-quently went to the Industrial Development Board of the City of New Orleans.

NOTICE IS HEREBY GIVEN that, pursuant to a resolution adopted on July 14, 2020 and a resolution to be considered for adoption on January 12, 2021 (collectively, the “Bond Resolution”), by the Calcasieu Parish School Board, on behalf of School District No. 23 of Calcasieu Parish, Louisiana, acting as the governing authority of School District No. 23 (the “District”), has authorized issuance of $6,310,000 of its General Obligation Refunding Bonds, Series 2021, to be dated the date of their delivery (the “Bonds”), a portion of the proceeds of which shall provide sufficient moneys to pay the interest through and the principal on January 27, 2021, on the District’s General Obligation Refunding Bonds, 2013 Series, dated June 12, 2013 on original issue, consisting of all of the bonds of said issue which mature May 1, 2021 through May 1, 2030, inclusive (these maturities herein collectively referred to as the “Refunded 2013 Bonds”), as hereinafter set forth.

In accordance with the provisions of SubParts A and B, Part II, Chapter 4, Subtitle II of Title 39 of the Louisiana Revised Statues of 1950, as amended (La. R.S. 39:501 to 531 inclusive), and other constitutional and statutory authority supplemental thereto, the Refunded 2013 Bonds are defeased and deemed to be paid, and will no longer be secured by or entitled to the benefits of the resolution of the District providing for their issuance. In accordance with the resolution providing for their issuance the Refunded 2013 Bonds are to be called for redemption at the earliest possible time, but not later than January 27, 2021.

NOTICE IS HEREBY FURTHER GIVEN that the Refunded 2013 Bonds which have been so defeased are hereby further called for redemption, as follows:

The REFUNDED 2013 BONDS ARE TO BE REDEEMED ON JANUARY 27, 2021 at a redemption price of 100% of the principal amount thereof and accrued interest to the call date, upon presentation and surrender of said bonds at the principal corporate trust office of Argent Trust Company, Ruston, Louisiana, the paying agent therefor.

NOTICE IS HEREBY GIVEN that, pursuant to a resolution adopted on July 14, 2020 and a resolution to be considered for adoption on January 12, 2021 (collectively, the “Bond Resolution”), by the Calcasieu Parish School Board, on behalf of School District No. 24 of Calcasieu Parish, Louisiana, acting as the governing authority of School District No. 24 (the “District”), has authorized issuance of $3,570,000 of its General Obligation Refunding Bonds, Series 2021, to be dated the date of their delivery (the “Bonds”), a portion of the proceeds of which shall provide sufficient moneys to pay the interest through and the principal on February 15, 2021, on the District’s General Obligation Public School Improvement Bonds, 2012 Series, dated August 15, 2012 on original issue, consisting of all outstanding bonds of said issue (these maturities herein collectively referred to as the “Refunded 2012 Bonds”), as hereinafter set forth.

In accordance with the provisions of Subparts A and B of Part II of Chapter 4 of Subtitle II of Title 39 of the Louisiana Revised Statues of 1950, as amended (La. R.S. 39:501 -531), and other constitutional and statutory authority supplemental thereto, the Refunded 2012 Bonds are defeased and deemed to be paid, and will no longer be secured by or entitled to the benefits of the resolution of the District providing for their issuance. In accordance with the resolution providing for their issuance the Refunded 2012 Bonds are to be called for redemption at the earliest possible time, but not later than February 15, 2021.

NOTICE IS HEREBY FURTHER GIVEN that the Refunded 2012 Bonds which have been so defeased are hereby further called for redemption, as follows:

The REFUNDED 2012 BONDS ARE TO BE REDEEMED ON FEBRUARY 15, 2021 at a redemption price of 100% of the principal amount thereof and accrued interest to the call date, upon presentation and surrender of said bonds at the principal corporate trust office of Argent Trust Company, Ruston, Louisiana, the paying agent therefor.

Said Refunded 2012 Bonds which are to be redeemed, as shown in Exhibit A attached hereto, shall be presented for payment at the place speci-fied above, on the call date specified above, after which call date no further interest shall accrue or be paid on said outstanding bonds.
