    Island Manager’s Comments

    Greetings everyone: Irene: Tropical storm Irene continues to be the topic this week. For those of you that were unable to keep up with the news I will try to summarize our week.

    The storm hit pretty much as predicted. The wind started picking up Sunday morning and by noon the lake was so rough that we made the decision to shutdown the ferry service and it remained secured for the remainder of the day. We resumed operation on a limited basis Monday morning at 6AM. However, we did limit ferry traffic to people leaving the Island. We prohibited traffic coming to the Island, allowing only employees and emergency vehicles, until we had an opportunity to assess the damage and clear some of the debris from the roads.

    During the storm, Chief Persson, Paul Bourque and Joe Pansini continually patrolled the Island roads; doing their best to keep the roads passable and checking for safety hazards. In addition, Chief Beaulieu and Officer Matt McGill were on patrol as well and assisted in the tree removals when necessary.

    By early afternoon there were trees and wires down all over the Island. There didn’t appear to be a lot of structural damage to homes but a number of electrical services were pulled from houses, a result of trees or branches hitting the wires. By about 2:30 there were so many wires down, and so many people sight seeing, that we called CMP to secure power to the Island. We didn’t know which lines were still energized and which ones weren’t and we needed to insure the safety of everyone and everything on the Island

    To add insult to injury, we developed a 220 GPM leak in the water system. The Public Works crews searched for hours through all of the trees and wires that were on the ground and the very high winds and torrential rain to find the leak but couldn’t. They finally had to isolate the system section by section in order to locate it. The broken pipe turned out to be in a trench that collapsed under the heavy rain.

    The fire station remained open and manned throughout the storm coordinating the efforts of the Island patrols and providing shelter for those in need; it was also open after the storm so Islanders could charge cell phones, lap tops etc.

    When the storm finally subsided there were trees and wires down everywhere and Leisure Lane, Ridge Road, Island Road and Emerald Point were all blocked by trees or phone polls and were impassable. There was a fairly large pine tree that came down on the power lines on Sunset Road but Joe Pansini and Paul Bourque, with help from Chief Beaulieu and Officer McGill were able to clear enough of the tree to make the road passable. On Monday morning the Public Works Department broke into 3 teams to tackle the mess on the Island. By 2:00 PM they had cleared most of the roads with the exception of the broken poll and wires in the Beach 10 area of Leisure Lane, and Island Road where there was a tree on a power line that couldn’t be removed. It was our feeling that if we could get the trees out of the way it would make it easier for CMP and help expedite the repair on the Island. On Tuesday, crews from CMP came to the Island to begin the power restoration. Their process was to repair a section, insure the section was safe and then restore power to that section. By the end of the day on Wednesday they had restored power to almost the entire Island. The only areas left were Island Road and Emerald Point. They returned Thursday afternoon to complete these repairs which they did but we still have a few individual homes that remain without power because the service connection to the house was down. Repair crews will return today in an effort to finish. In my opinion, we are extremely lucky to have as much of the power on the Island restored as we do considering there are still thousands without power in the Lakes Region. On behalf of all Frye Islanders I want to offer a very well deserved thank you to the following people for the tremendous job they did to keep the Island safe during the storm and then for the clean up efforts afterwards: From the Fire Dept – Chief Steve Persson, Paul Bourque Joe Pansini, Ruth Ann Bourque, Bobbie Aranyi and Sally Pansini; from the Frye Island Police Dept. – Chief Beaulieu and officer Matt McGill and from the Public Works Dept- John Crosby, Rich Purtell, Eric Berube, Harry Holgersen, Steve Kaplan, Tim Knight and John Busseno. The Public Works crew spent hours in the driving rain and high winds finding and repairing the water leak and then spent days after the storm cleaning up the trees and debris. I also want to thank Ernie Wrzesinsky for helping Public Works during the clean-up and Jean Whalen for providing pizza for the crews during the storm. If I left anyone out I apologize, it was not intentional. If you see any of these people in your travels, say thank you for a job well done.

    Life Goes On……Frye Island Inc: The annual Frye Island Incorporated stockholders meeting will be held this Saturday, September 3rd. The meeting will be held at the Community Center and will start at 9:00 AM. All Frye Island lot owners are entitled to one vote per owned lot at the stockholders meeting.

    The current FII Board of Directors consists of 6 Islanders. They are all elected at the annual stockholders meeting to serve a one year term. The Board members are: Joe Potts, President; Nancy Donio, Secretary; Ed Charrette, Jacquie Ossi, Neill Bovaird and David Lowe. If you are interested in being a candidate for the Board of Directors, please pick up a “volunteer to serve” form at the office.

    Immediately following the FII Stockholders meeting, the Town will hold Public Hearings on the following:

    � First Draft of the 2012 Municipal Budget. � Revision to the “Golf Cart Ordinance” � New Ordinance restricting the Use of Personal

    fireworks.

    � Presentation of a 2 tier vs. 3 tier ferry ticket pricing system

    Medical Emergency Procedure Dial 9-1-1 Your 9-1-1 call will be received at the Raymond Dispatch Center.

    State your name, your location, and the nature of the emergency.

    The Raymond Dispatch Center will dispatch the Frye Island Fire Department medical First Responders and Raymond Rescue. The Raymond Dispatch Center will also notify the ferry captain for an emergency run. This will occur during normal operating hours and during off-hours.

    Time is critical in an emergency! Stay at your location until help arrives. Medical personnel are responding to your location. If you leave that location, you may bypass responding rescue personnel.

    Fire Emergency: Dial 9-1-1 Your 9-1-1 call will be received at the Raymond Dispatch Center.

    State your name, your location, and the nature of the emergency. Then get out of the building if there is a fire. The Raymond Dispatch Center will dispatch the Frye Island and Raymond Fire Departments. Raymond Dispatch will also notify the ferry.

    Note that all streets and fire lanes on the island are clearly marked. All owners and visitors should know the street, lot number, fire lane, and a nearby landmark where they are located in the event of a fire, medical, or police emergency. This information will greatly expedite the response time for the emergency service that is answering your call. Time is critical!

    Frye Island Public Works Dept.

    Department of Public Works After the storm, the Public Works crew cleared most of the fallen trees and branches from the power poles, wires, and cleared the roads. Because of our crew doing this tree removal, it enabled CMP to go right to work repairing poles and wiring, and establishing power sooner than expected.

    Our crews also assisted several residents with their tree removal on their own property, and with some generator issues.

    Thanks to Mike Kaplan for his loan of a generator for the island gantry hoists.

    Thanks to DPW employees; Rich Purtell, Eric Berube, Harry Holgersen, Steve Kaplan, Tim Knight, Willie Campbell, John Busseno, Kim Peters and volunteers Ernie Wrzesinsky and Laura Crosby.

    The pool is “CLOSED FOR THE SEASON”. Thank you Steve Kaplan for volunteering all season, caring for and cleaning the pool.

    Starting on Monday the Public Works crew will be picking up “STORM RELATED” trees and brush from the sides of the roads. Please pile your brush and tree debris as neatly as possible along the side of the road. Brush and tree debris must not any longer than 6 feet.

    Ferry During the storm the ferry had to stop running due to the heavy seas, but our crews fought nasty weather for as long as possible and then stayed on duty if needed.

    During the “State of Emergency” on Monday we needed to restrict travel on the ferry and the roads so that our crews could do their work and make the roads passable.

    We apparently had a few “irate islanders” who complained loudly and with threats to the crew. The travel restrictions were lifted at about 2pm on Monday afternoon. Our employees should not be treated like this by anyone! If you were one of these “irate islanders” please apologize to our crew as they were only doing as they were told, so that everyone could be safe.

    Long Beach Marina Restitution The Long Beach marina investigation has come to a conclusion with receipt of restitution from the three individuals involved. In short, I will give a Readers Digest version of the events.

    During the weekend of July 15th a cottage in the area of Long Beach marina was used by a 19 year old male and a group of his college friends. The weekend involved heavy underage drinking and loud parties by the 19 year old and his friends. The police received two calls for the loud parties which were subsequently shut down. As a result of one of the loud parties, two individuals were charged with alcohol violations, one for possession of alcohol by a minor and the other for providing a place for minors to consume alcohol.

    During the early morning hours of July 17th, 23 boats in Long Beach Marina were gone through. Most of the boats had their canvas pulled back with the contents of their cubbies strewn on the floor of the boats. Several boats had their light switches turned on and throttles pushed forward. Four boats were untied and set adrift with three of the boats found floating in the channel. Due to the number of the boats involved, I placed a request in the FINS, which ran for 4 weeks, to contact the police if anyone received damage or missing property as a result of this incident. Three people came forward to report a theft or damage to their boat.

    As a result of the investigation, several items of evidence were collected from a number of boats for DNA analysis. Text messages were also obtained from two of the individuals discussing what they described as “robbing of the boats” as they went onto blame a mixture of heavy alcohol use along with prescription drug use as the cause of their actions. When interviewed and confronted with the evidence, three suspects in all were identified as the individuals involved. These three suspects were the same participants from the loud parties at the nearby cottage.

    In conclusion, a representative of the three suspects involved offered to pay full restitution for the reported damages. After discussing the situation with the Town Manager and taking into consideration the small number of victims with a relatively low dollar amount, we decided to allow the restitution to be paid and avoid the long wait and cost that DNA analysis and criminal prosecution would entail. As a result of the investigation two individuals were charged with alcohol violations, plead guilty in Bridgton District Court and paid fines along with full restitution to the three victims who reported a loss.

    This week I will be contacting all the victims who reported a loss to arrange a time and place for a payment of restitution.

    Hurricane Irene Last weekend we here on the island experienced what most of us only experience a few times in a lifetime, a hurricane. Hurricane Irene spent all day with us on Sunday with her strong winds and heavy rain. I know most of the Town’s employees spent all day away from their homes and loved ones, making themselves available to the island and island residents. I want to especially thank the DPW and Fire Department for their unselfishness as they both put the Island and its residents first.

    While we’re on the topic of the DPW and its leader, Director John Crosby. It appears John is in the “thought of the week” business as well, calling me out for the content of my weekly Thought of the Week in last week’s DPW portion of the FINS. Well John this thought is for you.

    Marina News Safe Boating Tips

    FRYE ISLAND YACHT CLUB ANNUAL MEETING SEPTEMBER 4, 2011 @ 8:30 AM The Frye Island Yacht Club Annual Meeting and Election of Marina Committee members will be held on Sunday September 4, 2011 at 8:30 AM in the Community Center.

    Yacht Club Policy requires representation from an Equity Rights slip holder, Quail Circle slip holder, and an At Large slip holder.

    � During and after refueling operations, your vessel’s power ventilation system should be activated for at least 4 minutes after refueling to remove all gasoline/fuel vapors from the engine compartment, BEFORE STARTING your engine. A fully charged fire extinguisher should be readily available for emergency use. After fueling, open the door of the engine compartment and sniff to check for evidence of gas fumes. Do this before starting the engine.

    CONSERVATION COMMISSION UPDATE Shangri-La vs. The Inconsiderati

    The Conservation Commission has been flying under the radar this year because of a few members with personal problems. This is the tenth year of this commission and it seems like a good time to evaluate the natural resources and quality of life on this extra-ordinary Island and Lake.

    It is quite amazing that there has been so little change in the character of this Island over the past forty-two years that I have been coming here. The number of homes has increased from 120 to 500 but it is still forested and green except for a few exceptions.

    There is still ample wildlife and open space due to conservation areas and undeveloped lots. The trail system offers an alternative to dodging cars on the road. The nearly 300 golf carts reduce auto traffic and wear and tear on the roads and competition for parking spaces. After visiting lakes and lake districts in many countries, this lake is still number one on my list.

    Now for the not-so-good news. For the first forty years of coming here the changes and occasional negative incidents were hardly noticeable. However, over the past few years the MeMeMe aspects of our modern American culture are being manifested more and more. I am seeing more cutting of trees to improve water views, dumping of stumps and brush and expansion of lot boundaries onto public land.

    Also, more zoom-zoom jet-ski riding close to shore, more loud music on beaches, from cars with open windows and believe-it-or-not a moving golf cart. Since, 1. it is not wise to personally challenge the zoomers, dumpers and noise-makers, 2. the policy of the Island is to be laissez-faire re-enforcement, the best way to slow down the pace toward total chaos and perhaps start to reverse the trend is thru peer pressure by commenting to your friends and neighbors when they go astray. Let’s all do our best to preserve one of the best “special places” on Earth.

    Interestingly, there are several people who frequently roam around the Island and observe the results of the perpetrators and swap information identifying the guilty ones.

    Recent wildlife sightings

    Deer are seen almost daily, a mink, large snapping turtle at Long Beach Marina, an 18 inch road kill snake, a large water snake, a turkey with eight chicks ( now down to six ), two owls, an osprey and a giant blue heron. In addition, across the Lake near Inner Island there is a large nest with a bald eagle and a few eaglets.

    All are welcome. Dress is casual. You are cordially invited to attend our weekly non-denominational services, which are held every Sunday morning from 9:00 to 9:30 AM in the upper room at the Community Center.

    Ladies Golf Scramble -- Come Join The Fun! Get out your clubs and join the ladies of the island for fun-filled, non-pressure, golf scrambles. We will meet at 8:50 a.m. every Tuesday at the golf club house. Tee off time will be 9:00 a.m. All levels are welcomed. Teams will be organized to assure parity. If the weather is questionable, I will notify the golf club by 8:30 a.m. Don't miss this opportunity to socialize around a golf ball!

    TIME FOR BRIDGE It's time for Bridge! - Tuesdays at 1:30 At the Golf Club

    All Frye Islanders and their guests are invited to come and have a good leisurely game of Bridge. We're really not too serious.

    It's two hours or so of fun with beginners and experts.

    The Great Frye Canoe/Kayak Races Will be held Sunday, September 4th at 4:00 p.m. Beach 6 We supply kayaks. Races (age groups)

    Mah Jongg Anyone? We will resume our Mah Jongg games at the Leisure Lounge July thru August. The times will be:

    Mondays @ 9:30am and Fridays @ 12:30pm

    Golf Tournament Rec Center Fundraiser – New Date

    ANNUAL HALLOWEEN PARTY FOR CHILDREN CALLING ALL WITCHES AND GOBLINS The Recreation Commission will again be sponsoring a Halloween costume party for children on Sunday, October 9, in the Community Center. There will be treats for all, activities for the children and prizes for all. Plan now!

    ICE CREAM SOCIAL The Ice Cream Social that was scheduled for September 4th has been cancelled.

    Garden Club News Don't forget! We have a fairy house introduction and workshop on Saturday, the 3rd. Come to the Community Center at 11:00 to start yours. After Irene, we certainly have enough natural places and materials to create a fairy house. Some of our neighbors have already embraced the idea and created some houses on their property. Please gather some materials and bring them with you - tree bark, sticks, twigs, leaves, pine cones, stones, flowers… and locate a place on your lot to put the house. See you there!

    Frye Island Family Fun Field Day Cancelled due to Storm Cleanup Irene has hit the Island hard and the Recreation Committee is cancelling it's Field Day to accommodate cleanup activities. We'll be back next year, so practice blowing those bubbles and eating your pies and watermelon so that you'll be ready to compete and have fun.

    Windham Food & Clothes Pantry Since this is such a vacation paradise, we would like to reach out to our fellow communities.

    Please drop all your non-perishable goods before leaving the Island at the bin located next to the Post Office near the ferry landing. All donations will be appreciated and taken over to Windham on Monday mornings.

    TENNIS TOURNAMENT

    Are you ready for some great competitive tennis? Tennis players of all abilities are invited to participate in the Frye Island Tennis Tournament. Tennis fans are invited to watch. This event will be held at the Community Center Court.
