    Island Manager’s Comments

    Greetings everyone: As we look forward to this long Memorial weekend that typically signals the beginning of the season on Frye Island; let us not forget the reason for this special holiday. Memorial Day was established following the Civil War, in 1886 to honor the U.S. citizens, both Union and Confederate that died fighting in the War Between the States. From that time on May 30 and more recently the last Monday in May has been set aside to honor all of the men and women that have died serving our country during a time of war. So as we enjoy the weekend, let us not forget those who gave their lives so that we can enjoy the wonderful amenities offered on Frye Island and the freedoms and liberties that are available in the United States of America.

    Long Beach Marina & Quail Circle Canal: The docks at the Long Beach Marina are in. We do have quite a few Islanders on the waiting list this year so if you do not plan to renew your rental slip, please call the office ASAP so that we can assign your slip to someone on the waiting list. The fees for 2011 are the same as last year:

    � Marina Equity Slips $225.00 � Marina Rental $900.00 � Quail Circle $200.00

    This is the final chance to pay for your slip. If you haven’t paid the appropriate fee by the end of business on Saturday you could loose the privilege of having a slip at the Long Beach Marina or Quail Circle.

    Note: Proof of insurance must be presented when registering your boat as is the case with Motor Vehicles in accordance with the Yacht Club Policy.

    Marina & Quail Stickers: In order to monitor use of slips, all boats occupying any slip in Quail Circle and the Marina shall display a Sticker issued by the Town office at the time of the slip renewal, rental or other authorized slip use. The slip owner/renter is responsible for ensuring the sticker is placed in a visible location. The fee is $5.00. There shall be an administrative fee of $100 assessed to the owner having the slip assignment if a boat occupies the slip without a sticker. This fee shall not apply if the use is without the slip owner’s knowledge or permission, although the owner of said boat will be subject to towing and storage charges/fees.

    Quail Circle: If you are installing a dock at Quail Circle, please make sure you install it correctly so that it doesn’t infringe upon your neighbors space. The center of the dock should be located at the numbered pipe and pointed at the corresponding pipe on the opposite side of the channel. In addition, it has been brought to my attention that some people at Quail do not secure the outboard (the end in the water) end of the dock and wave action and wind can cause the dock to swing into their neighbor’s space. So, in addition to getting the dock in the right location, please consider this swinging potential when installing your docks.

    Reminder: Parking for Quail Circle is at Quail Circle, the two areas on either side are intended as 5 minute pick-up, drop-off, so if you are taking your boat out for the day, please park accordingly.

    SAD 6 Budget Meeting: The SAD 6 budget meeting will be held next Thursday evening June 2nd at the Bonny Eagle Middle School in Buxton. All Frye Island registered voters are invited to attend. The MSAD #6 budget committee has proposed a budget for the 2011 – 2012 fiscal year of $41,407,750. This is a reduction of $1,182,261 from the previous budget. Frye Island’s share of the budget, if passed as proposed, would decreases from $1,198,596 to $1,119,986. There are 17 Articles on the warrant for the budget meeting. Each Article will be discussed and voted on during this meeting. There is no absentee voting for the budget meeting. If any of the warrant articles are to be amended it will be done at this meeting. The warrant for this meeting will be posted on our web site and has been posted at the town office.

    The referendum election to validate this budget will be held on Tuesday, June 14th. (The notice of this referendum election has been posted on the Town bulletin board). The polls will open at the Frye Island Community Center at 10:00 AM and will remain open until 8:00 PM. All registered voters can participate in this referendum election by voting in person at the Community Center, or by absentee ballot. A copy of the “Specimen Ballot” has been posted on the bulletin boards

    I will post the results of the meeting on the Town bulletin board and on our website as soon as they are available from SAD 6.

    E-Tickets: We continue to add EZ Ride accounts to the system. We now have 86 accounts set-up and close to 200 EZ Ride users. Through the first 4 weeks of the season, we identified and prioritized 5 issues that we wanted to accomplish to improve the system. We have completed 2 of them, the more important being the modification to the scanner software. Our goal was to make the operation as simple as possible for the ferry crews while still processing all of the data we require. Thanks to some long hours by the developers and Ronnie Ilich, I think we have it. I am sure there will be a few more glitches but the basic process is working very well. We still have a couple of issues we are working on to improve the process at the server level but I am really pleased with the progress.

    We are doing our best to keep up with the EZ Ride applications so that we can minimize the number of paper tickets in circulation. If you haven’t applied for an account please consider doing it. It makes the whole ferry ticketing process much simpler. If you have applied you will receive an email similar to the following:

    “Thank you for submitting your EZ-Ride application for the Frye Island Ferry Service. You are being sent this email to verify the email address: your email address.com submitted with your application, as well as to set your password”.

    Please click on the link and add your user name as it appears in e-mail address. We had a little glitch here that made the user name case sensitive but that has now been changed. So…the user name is not case sensitive but the password is. You can then add a password of your choosing and you should be all set. I try to create the ID Cards the same day your account is established so after you validate your email address and set your password, you should be able to pick up your cards in the office.

    Setback Reductions: The following property owners have applied to the Board of Appeals for a setback reduction. A meeting has been scheduled for Friday June 17th, at 7:00 PM at the Community Center:

    Ferry Trailer: I know that there are times it is necessary to enter the ferry trailer to conduct business, get ferry schedules, or directions or confirm rates; but I want to ask that you limit the visit to business only. The trailer isn’t very big and it gets very congested and confusing when crews are in the trailer, the phones are ringing and people are trying to conduct business. There are also times when there is money on the desk when the crews are reconciling shift activities so please be considerate of the ferry crews and limit your time in the trailer to conducting business only.

    Computers: I learned something the other day that I thought I would share with you. One of the computers in the office was infected with a virus that prevented the user from accessing the internet and emails. We do have virus protection but this virus got into the computer via a “pop-up” when the internet was being accessed. The pop up came up in front of the internet home page and said that it was a message from XP Security and the computer system was being hacked. The message also said to click on the pop up to terminate the hack. However, when this was done it allowed the virus into the system.

    I spent over an hour on the phone with our computer consultant. He took me to places in a computer that I had no idea existed in order to chase down the virus and eliminate it. We were eventually able to get rid of the virus. When we finished I was told that with some of these pop-ups just trying to X out of the popup is sufficient to enable the virus. Here is the part that I didn’t know that could help all of us. I was told that if you are on the internet and a pop up appears in front of the screen you are working with you should never try to close it by clicking on it anywhere but should try to close it by hitting the escape (“esc”) button.. If that doesn’t close out the pop up you can press the “alt” key and hit F4. That will safely close pop-ups with out enabling them to inflict a virus. Try it next time, it might save you a lot of heart ache and money.

    Let’s Do It Again! USS Spruance & Michael Murphy Day on Frye Island

    July 23, 2011

    Last year’s USS Jason Dunham Day was a great success. Sailors from this guided missile destroyer, under construction at the Bath Iron Works, enjoyed a day of R&R on Frye Island and loved it, as did the Islanders who hosted them.

    Now, we have another opportunity. Bath’s next ship, the USS Spruance, is nearing completion and is scheduled to leave in early September. The final ship in the series, the USS Michael Murphy is scheduled to sail away next spring, too early for its own day next year. So we would like to host a joint day, mostly for the sailors of the Spruance, all of whom are now in Bath, plus some of the few who have already joined the Michael Murphy. And we’re looking for Islanders who want to help out.

    As we did last year, we would like to start with a welcome and ballgame in the late morning, followed by a barbecue lunch and informal recreation in the afternoon, including swimming, boating and kayaking, golf, basketball, soccer, volleyball, and tennis. We plan to close the day by inviting groups of two to four sailors to the homes of Island families for supper and relaxation. This was the high point last year for many of the sailors, who were missing their own homes and families while on temporary duty in Bath.

    We would like to hear from those interested in participating, through offering boat rides, partnering in golf or tennis, contributing a pot luck dish for the noon lunch or, especially, in taking some sailors home for supper. Also, let us know of any ideas you have for the conduct of the day or if you would like to help organize an event.     Note: This event is not scheduled until the 3rd week of July. The USS Spruance & Michael Murphy Day will again be advertised in FINS at a later date.

    Only permits for warming or cooking are issued providing that an adequate weather advisory has been dispatched to us from the State and that additional guidelines are met.

    There are no other types of open burning allowed, including campfires or bonfires on either private or public property. Any person who engages in out-of-doors burning in violation of this article, or who fails to comply with any stated permit condition or restriction, commits a Class E crime.

    Bobcat Please report any sightings (and where you saw it) of our island Bobcat. We are arranging for live trapping of this beautiful creature and we need to document his/her roaming habits.

    Propane Dear Frye Island Residents,

    Champagne’s Energy is looking forward to the opportunity to offer propane to the residents of Frye Island. In order to make this a viable opportunity we are hoping to obtain the commitment of at least 10 -12 residents initially. We have a scheduled a meet and greet meeting at the community center on Saturday May 28, 2011 at 10AM. This will enable us to meet you and introduce you to our company and answer any questions that you may have. We understand that many of the residents of Frye Island live either out of town and or out of state, that is why we chose the Saturday of Memorial Day weekend with hopes that more of you will be coming to the island for the holiday weekend.     How to contact the Frye Island Police Department To avoid any confusion contacting your police department, please follow these simple rules.

    1. For emergencies always dial 911 2. For non emergency business dial 893-2810 in area

    code 207. This is the number to the dispatch center that the island contracts with. Contact will be made with the police department in real time by way of radio, phone, pager or email via BlackBerry. A call will be returned to the complainant shortly after we receive the information from dispatch.

    3. Please do not leave police messages with the folks at the Town Hall, Public Works, Fire Department or other Town departments. In the past they have all been kind enough to relay messages to the police department but this is not their responsibility.

    Golf Carts As we all know the island has an island exemption from the State of Maine to utilize golf carts as a form of transportation on the island. Simply, what this means is that due to our unique situation, being island residents, we can operate golf carts on public ways. This is a privilege, not a right, and with all privileges from the State this is governed by State Law. All golf cart operation must meet the following standards.

    1. All golf carts must be registered through the Town Hall with the lot number displayed at the rear of the golf cart, ($12.00)

    2. All golf carts have to be insured the same as any motor vehicle, ($50.00 to $75.00).

    3. All operators of golf carts must have a valid driver’s license. There is no exception.

    4. Golf carts that are operated after dark must have lights turned on.

    Marina News Safe Boating Tips

    � Always check your watercraft’s “capacity plate” and adhere to it’s guidance. Overloading your boat can lead to capsizing and the potential for loss of life.

    � The U.S. Fish and Wildlife Service recommends: “Do not release unused bait into the waters that you are fishing; dump it into a proper trash receptacle on land far away from any water body.” This will help in reducing the number of invasive species from our precious water resources.

    � Watercraft 16 feet or longer, must have a wearable U.S. Coast Guard approved Type I, II, or III PFD (personal flotation device) for each person on board PLUS at least one throw able device (Type IV) on board. Watercraft under 16 feet in length require one PFD for each person on board. All children 10 years of age and younger must wear a Type I, II, or III PFD while on board a watercraft.

    Salmon On Thursday 5/19, the Maine Dept of Inland Fisheries and Wildlife came with 500 Landlocked salmon for the annual restocking of the lake.

    Greg Massey and Matt Rinkus boarded the ferry with their tank truck, and Captain Spring and Mate Brian Pounds facilitated in helping to unload the fish into the “gut”.

    These 1½ yr old salmon came from the Casco Fish Hatchery, and were all 6-8” in length.

    The “flying fish” in the picture were actually tossed from a net by Greg for a great photo-op.

    Annual Plant Sale The Garden Club Plant and Bake Sale will be postponed until late June due to unforeseen circumstances. The combination of the chilly wet weather (not good for planting summer flowers) and late arrivals of Club members forced the decision. Please stay posted for further information.

    Recreation Dept. will be opening Memorial weekend: Welcome back to Frye Island Community Center. We have planned many different activities for the summer. Capture the Flag will still be played on Saturday evenings. We will also have other planned activities at the ball field during the day as well. Hope to see you this weekend.

    Free Family Fishing Days Will take place on Saturday and Sunday, May 28th and May 29th respectively. On these days, any person (except those whose license has been suspended or revoked) may fish without a license. All other laws and regulations apply on these days.

    You are cordially invited to attend our weekly non-denominational services, which are held every Sunday morning from 9:00 to 9:30 AM in the upper room at the Community Center. Coffee and refreshments to follow on May 29th.

    Track and Field Attention ALL grade school children who are interested in learning the fundamentals of track and field.

    Join other grade school kids on Saturday, May 28th from 1:00 PM to 2:30 PM at the Frye Island ball field.

    We will be running 6 events, 3 track and 3 field.

    Please wear running shoes or sneakers and bring water or other beverage.

    Adult volunteers welcome.

    Pinetree Basscasters Fishing Club Tournament – Saturday, June 18th Luke Gagnon, President of Pinetree Basscasters fishing club will again hold a tournament on Saturday, June 18th from 7:30 to 4:00 at Long Beach. The rules of the tournament are anyone can fish alone for $30.00 (5 fish limit 12" minimum) and can win all. If you are fishing 2 in a boat it’s $30.00 a piece and the most you can win is $100.00.
