Transportation (RIDOT) remembers the delays of thosespans and vows never to repeat them. “This bridge project is not like the other bridge projects

in Barrington,” said Michael Swift, project manager ofRIDOT. “We will get in and get on, be on schedule and onbudget with this White Church Bridge.”

Ahead of Schedule AlreadyThe Central, or White Church Bridge project abuts route

114 along Massasoit Avenue, across another, more norther-ly section of the Barrington River, which parallels the high-way from the larger Narragansett Bay. This highway runsthrough Warren and Barrington into East Providence. Theriver flows into Hundred Acre Cove, a pristine environ-mental haven, fishing and kayaking area.Built in 1940, the bridge has surpassed its design life and

is showing “signs of aggressive deterioration.” This hascaused RIDOT to restrict the weight limit to 15 tons,adversely affecting vehicle traffic in the area.The replacement is under way through a $15 million con-

tract with the Cardi Corporation of Providence. The ground-breaking took place in September for the rapid assembly oftwo temporary spans on both the north and south sides ofthe present bridge, which will keep traffic open during briefconstruction period planned over the next three years.In addition to time constraints, RIDOT crews must work

around protected wildlife and deal with heavy traffic,including dozens of daily school bus crossings.“From environmental concerns to utilities, there are

many factors that had to be taken into consideration as we

prepared for this project. The work is being phased in overseveral years so we can take care of these issues while lim-iting closures on Massasoit Avenue throughout the life ofthis project,” said Rosemarie Amoros, chief public affairsofficer of RIDOT.Work is scheduled in phases over the next several years.• Phase one involves demolishing portions of the exist-

ing structure and roadway approaches through June 2014.No in-water construction work will take place fromFebruary to June to protect the migratory marine species inHundred Acre Cove.• Phase two involves the construction of the north side of

the new bridge. The existing gas and water lines and over-head utilities will be relocated. The northern half of thebridge is scheduled to open by August 2015.• Phases three and four involve the demolition and

reconstruction of the southern half of the bridge. The goal isto have the new bridge fully open to traffic by October2016.• The final phase involves wetland work along the

bridge, Riverview Drive and Virginia Drive. Crews willcomplete paving and striping work, and a hydrographic sur-vey to determine the construction impact to the river. Thisportion of the project is scheduled to wrap up by May 2017.“We have worked closely with the town throughout this

process to make sure that all concerns were addressed,” saidAmoros. “Specifically, we arranged a schedule that allowedthe bridge to stay open throughout construction, raised thevertical clearance by two feet, and increased the width of thesidewalks and roadway to accommodate vehicles, cyclists,pedestrians and fishermen.”

Sheeting the KeySwift confirmed that the building of the temporary bridges

had begun in late October. The east abutment began later in November. “We are working concurrently,” Swift said. “Our crews

will be jumping back and forth, from one side to the other.”

Vlaco Says Fuel Savings aKey Feature of Liebherr L566 feed our screening plant. Over theyears we have fluctuated betweenusing 4 yard machines and 5 yardmachines. We have always purchasedthe same brand of earth movingequipment and we have never reallybeen inclined to make any changes inthat area. So when Paul Lorusso ofLorusso Heavy Equipment contactedme and asked if we would be willingto demo one of their Liebherr loadersI told him flat out ‘No, don’t bring it,I don’t want it, I’m not interested intrying it.’ Paul was very persuasiveand in the end I very reluctantly agreed to tryout a Liebherr L566 5-yard loader.“When the machine was delivered I had

my operator, Mike Diamond, try out themachine. At the end of the day I got a callfrom Mike telling me that I needed to comeover and try the machine. Mike got me torun it, I liked it, and called Paul and said let’smake a deal.”According to Vlaco, one of his favorite

features of the L566 is the benefit of the allhydrostatic drive system and the fuel sav-ings. “Since we purchased this machine we

have seen about a 30 percent fuel savings.We are going through about 20 gallons a dayless for fuel. For us that works out to be asavings of about $1,600 a month. Thehydrostatic drive has also increased our pro-ductivity. With hydrostatic drive there is noshifting. No shifting means much fastercycle times. A faster cycle time translates toincreases in production. A screening plantoperates at maximum capacity if you cankeep the hopper full. You can only put justso much material in the hopper at a time.The real trick is refilling it before it runsempty and that’s where the increased cycletime dramatically increased our productionrates.”Another big advantage to this loader is its

ability to dig in sand, Vlaco said. “The machine is equipped with various

traction control settings, which can beadjusted on the fly. This is the only machinethat I have ever seen that will dig in the sandwithout wheel slip or spinning. Typicallywhen working in sand wheel spin preventsthe operator from picking up a full load ofmaterial. That is not the case with theLiebherr and full bucket loads mean that wecan fill our trucks or the hopper on thescreening plant twice as fast.”“One of my main concerns about pur-

chasing equipment from a new vendor isproduct support and thus far Lorusso Heavy

MassDOT Launches Last of Five Mega-Bridge ProjectsBy Jay Adams CEG CORRESPONDENT

Pardon the pun, but the ninespaghetti ramps have pasta theirprime and effectiveness.MassDOT has launched the lat-

est and last of Gov. Deval Patrick’sfive mega bridge projects, theremoval of the viaduct and bridgespaghetti ramps that twist and turnoff the Braga Bridge, just under thedowntown center of Fall River,Mass.More than 100 people in the Fall

River area attended the DOT pub-lic hearing detailing the project onSept. 24. General construction onthe estimated $197 million projectbegan in October.

From Ramps to RoadsOfficially called the Route

79/Braga Bridge improvementproject, but nicknamed thespaghetti ramp removal project,the three-year job is one of the fivelargest projects of the Gov. Patrickadministration’s AcceleratedBridge Program, an 8-year, two-term, $3 billion effort to reduce thenumber of structurally deficientbridges in Massachusetts.MassDOT said that safety,

access and aesthetics near the CityPier area of Fall River will be

improved when the the Route 79viaduct, an archaic and twisting1960s bi-level structure of rustedsteel in serious disrepair, isremoved and replaced with a newsurface roadway that combinesRoute 79 and Davol Street, a criti-cal artery leading into the center ofthe city.In addition, the nine spaghetti

ramps connecting Route 79 andInterstate 195 will be rebuilt andtwo new roadways, The WaterStreet Connector and MillikenConnector, will improve local con-nections to the waterfront, whichsees thousands of visitors to thefive U.S. Naval warships that fillFall River’s famous BattleshipCove. Pedestrian and bicycle safe-ty will be enhanced alongInterstate 195, through the additionof three signalized intersections onRoute 79, wider sidewalks, bikelanes and a shared-use path.According to MassDOT press

secretary Sara Lavoie, MillikenBoulevard is under construction tobetter accommodate traffic duringthe interchange improvement proj-ect. General project constructionaccelerates through the fall of 2013and full beneficial use of Route 79and the Interstate 195 ramps is setfor completion in fall 2016.Work on the Braga Bridge —

the third-of-a-mile bridge that con-nects Fall River with Somerset,Mass., spanning the Taunton River— will include necessary structur-al steel repairs, cleaning and paint-ing. Spaghetti Circles theWater

Three areas within the Route79/Interstate 195 interchange cur-rently exhibit vehicular safetyissues partly as a result of substan-dard roadway geometry, saidLavoie. Two areas are weave sec-tions and one is a merge junction.The project will make changes toimprove these areas and addresstraffic safety problems.In addition, time has taken a toll

on the viaduct and ramps, whichinclude 111 spans stretching 8,700ft (2,651.8 m). Currently, 11 small-

er bridges within the interchangeare structurally deficient and needrehabilitation.The project removes the old

Route 79 viaduct, and replaces itwith a new surface roadway thatcombines Route 79 and DavolStreet. The Route 79 viaduct andramps were built in 1965 as part ofconstruction of the interchangewith Route 195 “The nine spaghetti ramps con-

necting Route 79 and Interstate195 will be rebuilt and two newroadways [Water Street Connectorand Milliken Connector] willimprove local connections,” saidLavoie.Most of the ramps connecting

Route 79 to Interstate 195, Route138 and local streets will bereplaced in more or less the samelocation, according to Lavoie, sothe proposed project will not openland for development.The proposed project design

evolved from a task force con-vened by MassDOT comprised oflocal and regional stakeholders toexamine alternatives to address theinterchange deficiencies, includingremoving the viaduct. After study-ing more than 12 conceptual alter-natives, MassDOT determined thatone alternative best addresses theproject’s purpose and need, whileincorporating community intereststo the greatest extent possible:Removing elevated Route 79 southof Cedar Street and replacing it

with a surface street that will com-bine Route 79 north and south-bound traffic with Route 138 andDavol Street traffic.“The new at-grade roadway will

be combined with Davol Street,which is actually one level aboveground level,” said Lavoie. “Theproject will use staged constructionin order to maintain traffic throughthe interchange. Alternative routesto the regional roadway systemwill be identified to minimize traf-fic through the interchange. Theconstruction sequence of variouselements of the project, as well assome temporary ramp connec-tions, will allow traffic to be shift-ed so that the viaduct can beremoved.”Lavoie said that minor amounts

of private property right-of-way

takings and or easements will beneeded to build structures such asretaining walls. “A portion of the Southern

Union Company property at therear of Anawan Street will be takento build the Water StreetConnector. Two complete takingswill be required, but these are smallvacant or undeveloped parcels [ofland],” said Lavoie.Building materials in the con-

nector job will include precast con-crete, mechanically stabilized earth(MSE) walls and structural steel.The condition of the infrastruc-

ture, and the opportunity toimprove multimodal access andenhance economic development,made the Route 79/Braga BridgeImprovements Project an excellentcandidate for the state’s

Accelerated Bridge Program,according to MassDOT.This is the fifth and final Mass.

megaproject to start construction.The other four are underway: theBurns Bridge in Worcester-Shrewsbury; Fore River Bridge inQuincy-Weymouth; theLongfellow Bridge; and theWhittier Bridge/I-95 over theMerrimack River in Amesbury-Newburyport

COLCHESTER, Vt. (AP) Vermont construction contrac-tors and do-it-yourselfers are going to be getting a new wayto dispose of their construction debris. On Oct. 30 officials inaugurated Vermont's first mixed

construction and demolition materials recycling center inColchester. The Myers Recycling Center will accept mixed loads of

construction and demolition debris, sort out what is recycla-ble and reusable, and send a much smaller amount of mate-rial to landfills. Owner Jeff Myers said that currently much good material

ends up in landfills. The center will reduce the amount ofdebris sent to landfills and create jobs. Some of the items that will be accepted at the center

include asphalt shingles, clean lumber, concrete, and scrapmetal.

Barrington Officials Takean Active Role With DesignsSwift reiterated that existing traffic lanes

will be kept open while the curb demolitionsand the tie-ins to the temporary spans aremade, bolstered by the support sheetingplaced during Phase one of the project.He said that like other infamous

Barrington bridges, this will be completedthe same way — temporary spans to keepcritical traffic flowing will be used, and torndown when the new bridge is finished.However, unlike those projects, RIDOT andgeneral contractor Cardi Corp. have putstrict deadlines into place with incentivesand goals that DOT is demanding be met ontime and on budget.“The other Barrington bridges took a long

time in construction, 14 years for the entireproject,” said Swift. “Those temporarybridges were up for almost ten years. But notso, on this project. Cardi is already doing anexcellent job. They submitted a lot of pre-approval work. We have a February 1st crit-ical deadline to get all the sheeting into placeso that we do not get behind. The moldingshave to be done by February 1.” The original bridge is 24 ft. (7.3 m) wide

with two 12-ft. (3.7 m) travel lanes. The newbridge will have three 11-ft. (3.4 m) widetravel lanes when completed, with two 5-ft.(1.5 m) shoulders and two 5.5-ft. (1.7 m)wide sidewalks, according to Swift. Theroadway meeting the bridges will beexpanded from 24 ft. (7.3 m) to 43 ft. (13.1m) wide.There will be two travel lanes heading to

the suburban area of homes called HampdenMeadows from Rte. 114 and one heading toRte. 114, away from that area.Currently, in the demolition phase, six to

eight crew members are working shifts fromabout 7:00 a.m. to 3:30 p.m. Swift said, dur-ing the sheeting phase, eight to 10 men willbe working daily, and from eight to 12 peo-ple will be driving the sheeting at any onetime to meet the first critical state deadline.“The pile driving crew is a fluid situa-

tion,” said Swift. “We will vary the numberof men per phase. The piles are circular steelpiles filled with concrete, driven directly intothe piles. There are no coffer dams in place.”There are numerous sub-contractors in

place, including:• Demolition sub — The Demolition

Company (TDC), headquartered out ofNorth Carolina, with offices in Boston

• Sheeting and pile sub — M.I.G.Construction of Acton, Mass.

• Landscaping sub — M.O.N. of NorthDartmouth, Mass. (including hay bales and

sediment control)• Construction formwork sub — Algar of

Brockton, Mass.

Wetland MitigationThe new bridge will be located slightly

north of the old bridge. “We are taking some wetlands from the

area, mitigating some wetlands,” said Swift.“We will be compensating for that in thesouthwest corner with new wetland plant-ings. The two adjoining roads, VirginiaDrive and Riverside Drive, contain much ofthe mitigated areas. There has to be asphaltremoval and retention areas with plantings tocompensate what we are taking.”Rare diamond terrapins breed along this

river, and the estuary and cove are filledwith unusual birds like great blue herron,egrets and piping plovers and vital speciesof fish, including migrating bait fish(American chad, pogies, anchovies, etc.), thestriped bass, blue fish, flounder, blackfish,monk fish, eels and many other specieswhich feed on them.Swift said that officials in Barrington were

very involved with the design process andplans to protect everything along the wayuntil the project’s completion in 2017. “There were many changes in the plans,

with the town keeping the bridge open dur-ing the process, they wanted that; changingthe width of the bridge, etc. We had a goodrelationship and are working closely withofficials throughout the entire process,”Swift said.The first month went extremely well,

according to Swift. “There is always traffic back-up on this

bridge every morning, but it doesn’t seem tobe any worse since the work began,” saidSwift. The route is especially well-traveledby school buses, going to and fromBarrington High School, which standsdirectly across the street at the intersection ofRte. 114 and Massasoit Avenue.“We have kept the schools and the bus

company in the loop. They know our com-plete closure and road shifting schedule. Wehave had no complaints to this juncture fromthe schools or the buses or the familieswhose children are on them.”Swift said that for this town of only

19,000 people, “This bridge will be done ontime.”For more information, visit to
