By Jay Adams CEG CORRESPONDENT After years of planning, design, careful attention to detours and the daunting feat of procuring the proper federal and state funding, work has begun on the reconstruction of the Longfellow Bridge, the critical vehicular commuter link connecting Cambridge to Boston over the famous Charles River. According to the Massachusetts Department of Transportation (MassDOT), the $255 million Longfellow Bridge Rehabilitation Project will address the bridge’s cur- rent structural deficiencies, upgrade its structural capacity and bring it up to modern code, including improving multi- modal access and bridge street connections to meet accessi- bility guidelines. A new American with Disabilities Act pedestrian bridge crossing adjacent to the heavily travelled Storrow Drive also will be constructed as part of this project. The Longfellow remained one of the five most important, so-called “mega projects” for their scope and cost, prioritized by Gov. Deval L. Patrick, since he first assumed office six years ago. It has received funding, like the four other “megas,” through Patrick’s Accelerated Bridge Program, a multi-billion dollar earmark established to address and repair the dozens of decaying and aging commuter spans across the Commonwealth. The other four mega projects in the design phase are the Burns Bridge in Worcester, John Greenleaf Whittier Bridge (Interstate 95) in Amesbury and Newburyport, the Fore River Bridge in Quincy and Weymouth, and the Spaghetti Ramps (Route 79/Interstate195) in Fall River. Civil Northeast Inc. in East Elmhurst, N.Y.,and Consigli Construction Co. inMilford/Boston, Mass., have formed a jointventure team referred to by MassDOT asWhite-Skanska-Consigli.

According to MassDOT Press Secretary,Sara Lavoie, the team is concurrently start-ing basic construction elements and hascompleted the overall design. They are com-pleting the inspection of the existing supportstructures with Phase one of the intricate sixstages of reconstruction set for spring of2014.

The project is being completed in fourconstruction phases, with six traffic stages.Lavoie directs curious traffic of a differentkind, web traffic, to an eight-minuteYouTube video animation, which dissects allsix phases, showing how the task will becompleted while subway trains weavearound the work.

The video is posted on the project Website at www.mass.gov/massdot/longfellow-bridge.

Phase one will reconstruct the upstream(Boston bound) roadway and sidewalk.Phase two will reconstruct the inbound toBoston MBTA Red Line tracks. Phase threewill reconstruct the outbound to Cambridge

tracks and Phase four will reconstruct thedownstream (Cambridge bound) roadwayand sidewalk.

Outbound vehicular traffic to Cambridgeis being detoured for the entire project dura-tion. Traffic stage one is in place throughSeptember 2014 for reconstruction of theinbound to Boston road deck and sidewalk.During this stage one vehicle lane intoBoston, a bicycle lane in each direction onthe roadway and two-way pedestrian travelon the existing sidewalk are accommodated.

Traffic stage two will be implemented toinstall the temporary shoo-fly track for the

outbound Red Line train on the outboundroad deck. During this stage, pedestrians willcontinue to use the existing downstreamsidewalk. One lane for vehicle travel toBoston and two-way bicycle travel will beaccommodated on the new upstream road-way. Traffic stage three shifts the Red Linetrains to reconstruct the inbound track. Oneinbound lane for vehicles and one inboundbicycle lane will share the downstream road-way. Pedestrians will use the existing down-stream sidewalk. Outbound bicycles will usethe upstream side of the bridge.

During traffic stage four the Red Line

trains move to reconstruct the outboundtrack. Pedestrians will continue to use thedownstream sidewalk. One vehicle lane intoBoston and two-way bicycle travel areaccommodated on the upstream side of thebridge.

Traffic stage five shifts the Red Line trainsonto the existing alignment to remove theinbound shoo-fly tracks. Two-way bicycletravel is accommodated on the upstream sideof the bridge and one vehicle lane intoBoston and two-way pedestrian travel areaccommodated on the downstream side.

Traffic stage six provides two-way bicy-cle and pedestrian travel and one vehiclelane to Boston on the upstream side to recon-struct the downstream roadway and side-walk.

“Currently, the first phase of the project isto demolish and reconstruct the upstream,Boston bound side of the bridge. The workwill begin soon and continue throughSeptember 2014. Currently, the contractor isinspecting piers and installing scaffolding,”said Lavoie.

The project began with preliminary workin April and will be substantially complete inSeptember 2016.

In order to to save money, MassDOTincorporated an incentive/disincentiveclause into the bid specifications to ensurethat the project is being completed on sched-ule. “MassDOT’s contractor is required to

maintain emergency response, MBTA RedLine service and bicycle and pedestrianaccess on the bridge at all times,” saidLavoie. “In order to ensure MBTA service inplace, the current traffic management planhas a Cambridge-bound detour in place. Thecontractor will have one Boston-bound laneon the bridge at all times throughout the sixphases of construction.”The bridge will not be widened or length-

ened to increase traffic flow. “The bridge length will be unchanged.

The width will also remain the same with theexception of a slight increase in width at theupstream Boston abutment, which will beshifted slightly to accommodate the newcross section that improves bicycle andpedestrian travel,” Lavoie said. “The finalbridge configuration will safely accommo-date all bridge users. “In the final configuration, the upstream

sidewalk will increase from 6 feet wide to 8feet 6 inches. The downstream sidewalk willincrease from 10 feet to 13 feet. Theupstream side will have a 5-feet 6-inch bikelane and the downstream lane will be 6 feetwide,” said Lavoie.Boston bound traffic volumes during both

a.m. and p.m. peak periods are higher thanCambridge bound, according to Lavoie.There will be two Boston bound travel lanes,one Cambridge bound travel lane, bicyclelanes on each side of the bridge, and widersidewalks on both sides. A list of how muchsteel, concrete, asphalt, stone, etc. is not yetavailable, but special marine materials areknown, due to reconstruction that will beginbelow the surface of the Charles River.“There is some granite block cleaning in

the ‘splash zone’ being performed by diversoperating a 5,000 psi pressure washer as partof the cleaning process in advance of themasonry joint repairs,” said Lavoie. “Thejoint repairs consist of deteriorated mortarremoval and repair material is just ‘HarrisConstruction Non-Shrink Cement BasedGrout,’ injected by a progressive cavitypump into the joints.” Lavoie said that despite the use of manlifts

on floating barges in the river, there will beno significant contribution from a majorcrane company and no floating cranes.STV Incorporated is the design-build enti-

ty’s designer. Jacobs Civil prepared the pre-liminary design and secured the necessaryenvironmental permits. At least five sub-contractors and material suppliers are inplace, but Lavoie said she could not releasetheir names at this time, as they have notbeen officially approved by MassDOT.Besides Accelerated Bridge Program tech-niques like the Incentive/Disincentiveclause, and design/build contract, pre-castelements to replace all decaying piers andsupports have already been made.Environmental challenges have been care-fully addressed.“The Charles River is a valuable natural

resource, and the bridge is located adjacentto the Esplanade in Boston and MemorialDrive in Cambridge where extensive publicparkland exists,” said Lavoie. “The contrac-tor has measures in place to protect waterquality in the Charles River and to minimizeimpacts to parkland.”All plaques and sculptures will be protect-

ed during construction and restored as part ofthe project.

The Devil Is in the DetoursThe project will employ several detour

routes for one of Boston’s most heavily trav-eled areas. The primary Cambridge bounddetour uses Charles Street and StorrowDrive to reach Leverett Circle and cross theriver via Monsignor O’Brien Highway(Route 28) to access Land Boulevard andFirst Street and Binney Street for KendallSquare and points west in Cambridge. Thealternate route uses Storrow Drive west-bound to the Mass Avenue Bridge to reachMain Street via Vassar Street. On weekends,when MBTA buses will replace Red Linetrains, Boston bound traffic will useMemorial Drive or Third Street and BinneyStreet to reach Land Boulevard and LeverettCircle. According to Sara Lavoie, there are 25

weekends over the three and a half year-proj-ect when buses will replace Red Line trainsto accommodate track work. On these week-ends, only MBTA buses can use the bridge.All other vehicle traffic must use alternateroutes. Bicyclists and pedestrians may con-tinue to use the bridge in both directions, andaccess for emergency vehicles will be main-tained.
