Response: The UST has been removed, the Oil tank closure report will be made available to the selected firm. No work is anticipated or should be included for the oil tank at this time. Question #2 - To determine whether or not any suspect ACMs are present and adhered to the underside of the slabs for the various construction dates, core drilling in representative areas of the school would need to be completed. Can the town provide any information for the location of utilities, drainpipes etc. that may run under the slab to safely coordinate locations for core drilling or will it be the consultant’s responsibility to provide that service (hire a sub) to ensure nothing below the slab is accidentally impacted? Response: There are limited existing plans that will be provided to the selected firm. See the attached 1965 and 1989 plumbing plans and the 1957 foundation plan. Please also note the revised plan Appendix “C” plan rev 1 dated 6-26-20 depicting assumed additions, The art room addition has been changed to 1989. Question #3 – If a firm has an inhouse laboratory certified by the CTDPH, AIHA and NVLAPP. Our lab analyzes asbestos bulk samples via PLM/PLM point count analysis. If selected, would we be able to analyze collected samples inhouse or would we be expected to send those samples to an independent laboratory? Response: All consultants must utilize an independent laboratory.

NESHAP Pre-Demolition Hazardous Building Materials Inspection, Testing,

Design & Abatement/Remediation Monitoring Services

Addenda #1 Issued June 26, 2020

Note: the proposal date has been changed from July 6th to July 7th.

Proposals are Due no later than July 7, 2020 at 2:00 p.m.

Questions and responses

Question #1 - Has a determination been made regarding whether or not the UST mentioned in the RFP has been removed and properly closed as discussed during the site visit? Question #4 - We understands that CAD drawings will be required for the design phase of the project. For the inspection report however, to show the locations of identified ACMs would drawings clearly marked by hand suffice, for cost saving purposes? Or would you prefer some type of computer-generated drawings? Response: CAD drawings will not be required for the interior building areas, hand drawings or edited

PDF documents using REVU 2019 or similar software will be acceptable.

Question #5 - Can we receive an electronic copy of the last three-year AHERA re-inspection report for

the school?

Response: As noted on page 2 of the RFP, the existing management plan and reports are not available

electronically, Contact information for Allen Corson was provided if the consultant wishes to review

the documents prior to their submission.

Question #6 - There is language about entering into an agreement with the Town and indemnification

language with the insurance requirements in the RFP, however, there is no specific language about the

ability to negotiate or not allow exceptions. Could you please clarify the agreement terms and if they are

negotiable?

Response: If your firm has specific exceptions to the language contained in the insurance

requirements or RFP provide an attachment to the bid form listing those exceptions. The contract will

be negotiated with the selected firm.

Question #7 - Is there an anticipated method for demolishing / removing the portable classrooms? This

may change the approach to the survey and/or abatement plan.

Response: There is no anticipated form of removal, The portables were added to the existing school in

2000, the portables will be removed by selective demolition and the exterior wall restored for the fall

2021 school year.

Question #8 – Please confirm that the 2-bay brick garage is to be included in the survey, abatement, and

demolition.

Response: The 2 Bay brick garage is included in the survey, abatement and demolition.

Question #9 – The Phase II ESA recommends sampling for pesticides in soils around the school buildings

and in the former agricultural fields. Should scope and costs be included in the proposal?

Response: No additional testing outside of what has been requested in the RFP should be included at

this time. Any additional testing for pesticides will be reviewed with the building committee, if

additional testing is undertaken it will be provided as an hourly additional service based on the hourly

rates submitted with the RFP response. Lab Fees will be paid at actual cost.

Question #10 – The RFP requests that costs be included for remediation specifications to address RECs

identified in the Phase I and Phase II ESAs. Where should these costs be included? There is no specific

line item on the Bid Proposal Form.

Response: The UST has been removed, do not include any additional costs in the RFP response for

specifications to address REC’s at this time. Delete all references to REC’s from Section III Scope of

Services Paragraph 1.

Question #11 – Will the specifications for the underground water tank removal be part of the architect’s

specifications, as these are not environmentally regulated?

Response: Yes the underground water tank is part of the architect’s responsibility

Question #12 – The Phase II (April 2019) identified environmental impacts to the drinking water. Has a

Significant Environmental Hazard Notification been filed with CTDEEP? Shall the proposal address any

follow up notifications?

Response: A notification has been filed with CTDDEEP. New wells are part of the project and no

follow up notifications are anticipated.

Question #13 – Is the architect or the consultant responsible for developing the demolition bid package?

Response: The architect will develop the building demolition specifications, the environmental

consultant is required to coordinate with the architect and provide all abatement specifications. The

documents should be fully coordinated and work in harmony with each other.

Question #14 – If PCB materials will be assessed visually this summer (2020), and samples collected for

analysis in 2022, how should this be addressed within the requested bid document to be prepared in

2021?

Response: An approach to PCB testing and remediation will be developed with the building

committee after the visual assessment and potential source material quantities are estimated and the

risk and reward options of testing has been reviewed with the committee. It is anticipated that all

testing and specifications will be finalized prior to bidding based on the selected approach.

Question #15 - There are no unit costs included for paint chip samples (if needed), waste

characterization samples (TCLP) TEM or SPLP samples (for potentially recycling painted concrete or

reusing as clean fill). These may be required depending on the levels of lead found in paints during the

inspection phase. Should we include unit costs for these and if so how many for each should we

assume?

Response: An updated bid form Rev 1 dated 6-26-2020 is attached to this addenda. TCLP sampling has

been included. Lead based paint as noted in Section III Scope of Services Paragraph 2A shall be

identified using XRF equipment. There will be no re-use of materials.

Question #16 – For the line item “Provide PCB specifications (PCBs less than and/or greater than 50 ppm

PCB)” Are you asking for separate specs? One for <50 and another for >50, or one spec that addresses

both?

Response: An additional line has been added on the bid form to separate out PCB specifications for

both <50 and >50. See bid form Rev 1 dated 6-26-10.

Question #17 – Should we be providing lump sum costs for post project compliance reporting (Asbestos

Compliance Report & PCB Remedial Action Report)?

Response: Post compliance reporting cannot be accurately determined until an understanding of the

scope of environmental remediation has been determined in the discovery phase. Post compliance

reporting and project close out will be negotiated using the hourly rates provided in the RFP response.

Question #18 – Are there any existing plans of the Tunnels?

Response: There are limited existing plans that will be provided to the selected firm. See the attached

1965 and 1989 plumbing plans and the 1957 foundation plan.

1. Appendix “C” update - Appendix “C” has been updated, please reference the attached revised

plan Appendix “C” plan rev 1 dated 6-26-20 depicting assumed additions, The art room

addition has been changed to 1989.
