Additional lighting and an emergency call station will be added in the area • Many of the pedestrian paths leading to and from the Rolfs Center and Loftus Center will be rerouted during the construction • Courtney Lane, the gated east-west road adjacent to the tennis courts, will be open for one-way east- bound traffic leading to Ivy Road Jordan Hall of Science, a $70-million, 201,783- square-foot building to stand along Juniper Road in front of the Rolfs Center, has been underwritten with a leadership gift from John W. “Jay” Jordan II, a 1969 Notre Dame graduate and member of the University’s Board of Trustees. It will include 40 undergraduate laboratories for biology, chemistry and physics; two 250-seat lecture halls; a 150-seat multimedia lecture hall; two classrooms; 22 faculty offices; offices for preprofessional (pre-med) studies; and a greenhouse, herbarium and observatory. It will open in August 2006. The Guglielmino Family Athletics Center — or “The Gug” (pronounced Goog) as it quickly has been dubbed — is underwritten by the late Don F. Guglielmino and his widow, Flora. At 95,840 square feet, the $21.25-million building will house the football locker rooms, offices and meeting rooms, as well as provide Notre Dame’s more than 800 student- athletes with enhanced space for training and sports medicine, strength and conditioning programs, and equipment. It will be built adjacent to the Loftus Center and completed in August 2005. Welcome to the premier issue of ND Works, afaculty and staff newspaper that intends to recognizeand celebrate the contributions we make as all of usare called to work togetherin common service to themission of this University.

This publicationanswers a call from NotreDame employee groups fora central, timely source ofnews about issues affectingthe University.

ND Works is a projectconceived with muchthought and input from ourlate friend Denny Moore,who believed, as I do,that a faculty staffpublication can and should achieve goals beyond aninformational role.

This publication exists to support a strongerworking Notre Dame community. Even its name waschosen to reflect how we, as members of the NotreDame community, exercise the responsibility thatcomes from participation in our common enterprise.The title seeks to identify quickly the purpose of thepaper—to bring to light the good news of our staff andfaculty through all the good works in which we areengaged.

It is about the business of our enterprise and whywe are here: some to teach, some to learn, and all, inone way or another, to help advance the cause of thisgreat institution.

As Pope John Paul II said in Laborem Exercens,work elevates unceasingly the cultural and moral levelof the society within which man lives in communitywith those who belong to the same family. With NDWorks, we seek to create a communication tool thatmanifests the unique nature of a society that integratesCatholicism and scholarship through our daily,individual contributions.

ND Works begins small: eight pages every otherweek. As we publish, we’ll be monitoring our progressin bringing you a newspaper that you ultimately findindispensable, that you wish had more pages, or werepublished more often. Dennis K. Moore,associate vice president forpublic affairs andcommunication andUniversity spokesman, isbeing remembered today asone of the great, true voicesof the University.

This newspaper, NDWorks, was beingconceived by Moore whenhe was diagnosed withprostate cancer earlier thisyear. Moore also had begunplanning a book projectwith Rev. Edward A.Malloy, C.S.C., Universitypresident.

Moore died Dec. 3 inNew York where he hadbeen seeking cancertreatment.

“There has never been aperson of more depth offaith and recognition ofGod’s place inlife, of lovefor his wifeand children,love forIreland, andlove for NotreDame,” saidMalloy in aeulogy shortlyafter Moore’sdeath. “The love of servicehe was able to render toothers was an example, andhad a great impact on ourinstitution. He was anexample to us of selflesslove and commitment tothe most important things.”

A member of NotreDame's Class of 1970,Moore served on thefounding staff of theUniversity's studentnewspaper, The Observer.He went on to work forsome 20 years injournalism and corporate

relations in thiscountry and inIreland beforereturning to theUniversity in1988.

For most ofhis tenure atNotre Dame,Moore served asthe University’sprincipalspokesman andmedia relationsofficer, and hedirected its publicrelationsactivities. He played aprincipal role incoordinating thecommunications initiativesfor Notre Dame’s twomost recent capitalcampaigns, as well asscores of institutionalcommercials, video and

photographicpresentations, brochures,and other internal andexternal publications,announcements andreports.

Moore’s forthrighthandling of variousdifficult episodes – NCAAsanctions against thefootball team and thetransition from NotreDame football coachGeorge O’Leary to TyroneWillingham - areconsidered sterlingexamples of theeffectiveness of honesty,

integrity andtransparency in crisismanagement.

He was promoted inApril 2002 to associatevice president in the

newly created division ofpublic affairs andcommunication and wasinvolved in overseeingseveral new initiatives.Moore's many civicactivities includedservice on the localboards of RebuildingTogether (formerlyChristmas in April) andthe Catholic Workerhouse.

Moore is survived byhis wife, Doreen, andtheir children, Erin,Colleen and Brendan.

Sitting in Room 248of Malloy Hall,Theology ProfessorMichael Signer smiles atthe question, but theanswer is a while incoming.

It cannot be easy toexplain what a niceJewish rabbi is doing ina place like Notre Dame.

"It began with theSecond VaticanCouncil's documentNostra Aetate," he said.

"That provided theimpetus to reverse twothousand years ofhostility between Jewsand Christians. NotreDame provides a vitalCatholic communitywhere Jews are notpresent in significantnumbers. That means Ithink of Notre Dame asa kind of parish. How dowe create anenvironment withinparishes that issympathetic to andrespectful of Judaism?"

Nostra Aetate, ("InOur Age") was theDeclaration on the

Relationship of theChurch to Non-ChristianReligions, a document ofthe Vatican II Councilissued in 1965. Itushered in a period ofhealing and dialogue inthe relationship betweenCatholics and Jews.

Michael Signer, theAbrams Professor ofJewish Thought andCulture, is hardly theonly Jewish facultymember at Notre Dame,nor the first Jewishmember of the theologydepartment. But he hasmade Jewish-Catholic

relations a high profiletopic on campus andbeyond.

Along with his wife,Betty, coordinator of theNotre Dame HolocaustProject, Michael Signer hasorganized three majorconferences at theUniversity since joining thefaculty in 1992. All werefocused on the historicalroots of Jewish-Christianrelations. In April 1998, thewidely hailed "Humanity at

the Limit: The Impact ofthe Holocaust Experienceon Jews and Christians"attracted the top scholars inthe field. A newconference, "Life AfterDeath: ReconstructionAfter Genocide and MassMurder," is being plannedfor the near future.

Signer teaches a fullload of courses in thetheology department and heand Betty takeundergraduates toAuschwitz every otheryear, and graduate studentsto Krakow in the alternate

years. (A colleague fromthe history department,Doris Bergen, is teaching aHolocaust course to 70students this semester.)

Betty Signer notes,“Through history and theHolocaust, one can learnmany lessons aboutsurvival, hope, courage andhatred.” She says of theirstudents, who are exposedto texts, films and variousmulti-cultural experiences,“Through discussion and

listening, we hope that theybecome the disciples whowill teach and practicetolerance, open-mindedness, and peaceamongst all people." WhenRabbi Signer came to NotreDame, a friend said to him“that I had been preparingfor this job all my life."

In fact, he did hisdoctoral studies under thedirection of a Catholicpriest, Rev. Leonard E.Boyle, O.P., at the Centerfor Medieval Studies at theUniversity of Toronto. Hewrote his dissertation on

Andrew of St. Victor, a12th century ChristianHebraist, and receivedhis degree in 1978.

While a professor ofJewish History atHebrew Union College-Jewish Institute ofReligion in Los Angeles(1974-1991), he alsotaught Bible courses atSt. John's Seminary andparticipated in a myriadof other Jewish-Christiandialogues and sharedexperiences.

Though he knows noteveryone on campus iscomfortable with thepresence of a rabbi onthe faculty, he says hissupport from themajority of colleagues,as well as theadministration, has beenunwavering since he wasfirst recruited by Rev.Richard McBrien, thenchair of the theologydepartment, with thesupport of the president-emeritus, Rev. TheodoreHesburgh, C.S.C.

Signer says, "I wantto build for the future aninterest in new questionsof Jewish and Catholicthought, focusing on ourunity as well asrespecting ourdifferences."

Notre Dame is preparingfor its periodic evaluationby the Commission onInstitutions of HigherEducation of the NorthCentral Association ofColleges and Schools, andis seeking comments aboutthe University for thevisitation team.

The University willundergo a comprehensiveevaluation visit March 22-24. The team will reviewthe institution’s ongoingability to meet theCommission’s criteria foraccreditation and GeneralInstitutional Requirements.

Comments shouldaddress substantive mattersrelated to the quality of theinstitution or its academicprograms. They must be inwriting, and signed. Thecommission does notaccept confidential orunsigned comments.

Long-range plan aim

Anyone who has tried to leave campus quickly to makea 5:15 p.m. child care pickup or a noon haircut inMishawaka; anyone who has even tried to drive JuniperRoad to the Hammes bookstore can affirm the following:it’s getting increasingly difficult to move on the publicroads surrounding the University.

For the past several years, Notre Dame administratorshave been working with city and county officials ontransportation solutions that will correct current congestionand that will absorb what is expected to be an even highervolume of traffic in the coming decades.

The fruits of their labor will come to broader view nextweek with two public presentations sponsored by the St.Joseph County Board of Commissioners - at 7 p.m. Dec 17in Darden School and at 7 p.m. Dec 18 in Perley School. Asecond round of public meetings will be at 7 p.m. Jan. 14in Darden and at 7 p.m. Jan. 15 in Perley. The presentations

will outline the problems and a series of possibleimprovements such as new traffic signals, widened roadsand rerouted arteries that should decongest intersectionsand allow for vastly improved traffic flow. Following a

period of public meetings, a taskforce of University andgovernmental officials areexpected to determine a set offinal recommendations and costestimates.

While none of the specificroad projects has beenscheduled, progress in theplanning arena is important tosupport several long-rangecommunity goals that areimportant both to the Universityand local residents. They includthe conservation of theresidential areas that shareboundaries with Notre Dame,the containment of campusgrowth within its currentboundaries and the refocusing othe campus as a pedestriancampus connected to its historiccenter.

How changes onJuniper can help

Discontinuing the campus legof Juniper Road and reroutingtraffic, most likely to a widenedIvy Road, is the proposed roadproject most familiar toUniversity employees and localresidents. Students, faculty andstaff are said to make as manyas 10,000 on-foot trips acrossJuniper per day, and more willfollow with the opening of theJordan Hall of Science in 2006.But few of us want to drive theroad, whose stoplights andcrosswalks were established todeliberately slow traffic to acrawl.

“Rerouting thru traffic to anew north-south corridor willmake life better for everyone,”said University Architect DougMarsh. “It will improve traveltimes for people traveling inevery direction.”

Marsh and CommunityRelations Director JackieRucker have been makingpresentations in nearbyneighborhoods to preview theelements of the plan. Part oftheir presentation focuses on therecent Campus Master Plan andhow it relates to traffic issues.

Connecting to thecenter

The plan holds as a centralvalue the need to refocus theUniversity as a containedpedestrian environment in whichall points share a connection tothe historic center of campus.

Outward sprawl would defeatthat goal; growth within theUniversity’s boundaries willachieve it. One of the majortenets of Universitydevelopment over the nextfew decades will be theestablishment of a campusdevelopment boundarywithin which all major newbuildings will be located.Intrinsic to this vision, adiscontinued Juniperbecomes open space uponwhich future developmentcan occur.

While there is a time tablefor governmentalconsideration of this project,there is no timetable foractual construction, andMarsh can not predict one. Ifthe project were approved bythe county and it moved fullspeed ahead, it would not becompleted for at least twoyears. How quickly theproject is initiated dependson available funding. TheUniversity will shoulder agood portion of the reroutingcosts on the grounds that it’sthe University’s presence,and this mandate to growinward, that most necessitatesthis change.

SupportingNortheastNeighborhoodrevitalization

Notre Dame, the City ofSouth Bend, the NortheastNeighborhood RevitalizationOrganization and theneighbors themselves havebeen engaged in planningthat will encourage arevitalization rich inresidential options and thebusinesses that support aneighborhood.

South Bend city officials,in collaboration with countyauthorities, have a requestoutstanding with the state towiden State Road 23 as itpasses from the north,through the Five Points areaand onto Eddy Street. Trafficvolume on this thoroughfarehas doubled in the pastdecade, and it is expected tocarry an additional 10,000vehicles in the future.

The University supportsthe City in itsrecommendation that thewidened S.R. 23 be four

lanes with attractive mediansand landscaping. The planmeets the needs of today’sdrivers and should continue toserve well until at least 2025.

Implicit in this redesign isa reconfiguration of FivePoints that will allow theneighborhood to establish anattractive, physical presence ata location that should becomea center of neighborhoodactivity in this revitalized area.The city is expecting adecision soon from theIndiana Department ofTransportation on whether itsproposal has been accepted.

Creatingcommon groundfor the arts

Located close to EdisonRoad on the southern edge ofthe campus, the Marie P.DeBartolo Center for thePerforming Arts seems to beseparated from the greatercommunity by a barrier ofrapidly moving vehicles.Neighbors and Universityrepresentatives believe thecenter would be betterunderstood as a cultural assetfor both the University and thecommunity if it could beapproached on foot andthrough a park-like area. Thisgreen space would serve ascommon ground for thosefrom the University and thecommunity who support thearts.

Notre Dame owns most ofthe property on the south sideof Edison including the LoganCenter campus and the woodsbetween Eddy and the youthsoccer fields. The Universityhas proposed that EdisonRoad be straightened in frontof the DeBartolo Center andfor about a half-mile east,eventually curving backtoward the original Edison tomeet an improved Edison andIvy intersection. This projectwould not occur until LoganCenter has completed theplanned relocation of itsservices and has discontinueduse of the building.

Ultimately, these changeswill create a more efficienttraffic flow to the southeast ofcampus, with Ivy Road usersgaining a graceful entranceboth to an improved S.R. 23and to Twyckenham Drive.

Public presentations scheduled

Four public presentations have been scheduled on long-range plansto improve traffic flow on the state and county roads surrounding theUniversity. All meetings will be at 7 p.m. as follows:

• Dec. 17, Darden School

• Dec. 18, Perley School

• Jan. 14, Darden School

• Jan. 15, Perley School

The latter two meetings have been scheduled to provide follow-upresponses to questions raised in the December sessions.

A: One reason is that we have been able to negotiatemultiple year agreements with the companies providingthe benefits. Use of a third party administrator, such asNorth American Administrators, limits theadministrative fees paid for their services in comparisonto insurance companies.

Q: Is cost containment solely a matter of these kinds ofnegotiations?

A: No, we also need to consider the quality and accessof programs being offered. The campus communitydesires a certain level of benefit and service within theprograms offered. Often that poses challenges innegotiations and can lead to higher costs. Also, NotreDame’s health care benefit costs are impacted by howmuch we use them. If we start to experience an increasein illnesses associated with large medical bills, likecancer and heart disease, we could see more dramaticincreases in our health plan premiums.

Q: What are some of the other advances in this year’sbenefits package?

A: The Long Term Disability program is being offeredto all staff. In past years, Long Term Disability for non-exempt staff was only provided through their pensionplan. They will continue to have this coverage, but alsocan take advantage of the University Long TermDisability coverage. This is a significant improvementfor the staff.

Flexible spending accounts are increasingly popular,and we now have an off-site administrator (NorthAmerican Administrators) that will provideimprovements such as weekly reimbursements insteadof every two weeks. The use of direct deposit has beenadded for those who prefer that method ofreimbursement. Also, employees will not have to fill outthe claim paperwork for medical expenses to receivereimbursement because North American will handlethem automatically. Claim forms for other expenses willneed to be completed.

The earlier open enrollment period was a plus, too.During later Open Enrollment period in past years,employees often become caught up in the end ofsemester activities or holiday excitement and couldn’trespond on time or give close attention to the decisionsthey needed to make. The later enrollment periodresulted in many individuals not receiving theirinsurance cards by Jan. 1. The earlier period wasreceived well as evidenced by the greater participationof employees in selecting their benefits by the deadline.

Q: Were there any benefits you weren’t able tonegotiate?

A: We would like to offer those in the PPO plan achoice between St. Joseph Regional Medical Center andMemorial Hospital, but we weren’t able to complete thenegotiations for 2004. We will continue discussionsthroughout the coming year.

Q: As employees, the story of health care insuranceseems to begin and end with whether our rates aregoing up, or how much out-of-pocket expenses weincur. What are other elements of the story that weshould understand?

A: We find that when people learn about how muchhealth care really costs us, they are more accepting ofthe increases that come out of their pocket. Forexample, we asked several employee groups to guesshow much the total University prescription drug costswere in the first nine months of this year. The guessesthat University employees made ranged from $500,000to a few million when, in fact, the answer was $4.2million. When our employees compare that figure totheir contribution, they’re much more accepting of theincreases they’re facing.

The benefits team of HumanResources started 2004 with ashock: Partners HMO, the providerof health care to the majority ofNotre Dame employees, would beshutting its doors and discontinuingservice at year’s end.

Director of Benefits Denise Murphyand her team are ending the year - and therecent open enrollment period - with aviable replacement for Partners and ahealth care benefits package whoseincreases to employees are less dramaticthan those of employee groups throughoutthe country.

In this Q&A, Murphy talks aboutbuilding the 2004 package, what employees choose, and what they might see in the 2005package.

Q: How did the discontinuation of Partners affect this year’s health care package?

A: The search for a comparable, cost-efficient replacement to Partners was difficult.Employees wanted a similar service and provider network, particularly the right to picktheir own doctor. We went out for bids in June, and some companies just declined tobid. North American Administrators, which has provided our PPO program during2003, eventually offered a package we believe is as good as Partners’ using the localprovider network with Memorial Hospital.

Q: With open enrollment just completed, what kind of choices did Notre Dameemployees make?

A: While there was a slight shift in health care enrollments to the Advantage HealthPlan, most employees enrolled in Partners chose to continue with the North AmericanHealth Plan option. More and more employees are selecting the EyeMed insuranceprograms for vision while the dental insurance enrollment stayed stable. We’ve seen anincrease in participation in the Flexible Spending program. And employees loved on-line enrollment. Half the employees who could enroll on-line, did so.

Q: Across the country, many employees with families have experienced from 15 to 25percent increases in health insurance costs this year. How is it Notre Dame and ouremployees faced only 12 percent increase?

Giving season yieldscoats, cans, and cash

As the AlumniAssociation wrapped up asuccessful food drive forlocal food banks, theorganizers of the UnitedWay Campaign and ProjectWarmth were looking toDecember contributions tomeet their goals.

As of Dec. 1, Universityemployees had pledged$290,000 of the $330,000United Way campaign goalfor 2003. To that point,1,250 employees of about4,900 had sent in pledgecards. In 2002, more than1,350 employeesparticipated.

Donations were beingaccepted throughDecember, according toDee Dee Sterling,University campaigncoordinator. Units includingSt. Michaelis Laundry hadscheduled their United Way

participation events inDecember, so Sterling wasanticipating a larger finalcampaign total.

Large gains late in thecampaign are characteristic.Last year, a second pledgecard sent in mid-Novemberresulted in an additional$60,000 to $80,000 inpledges. This year’s goal of$330,000 is the same as lastyear’s.

The Food Bank ofNorthern Indiana hasreceived $6,500 raised byfaculty, staff and studentsduring the fourth annualfood drive organized by theAlumni AssociationCommunity ServiceProgram.

The four-week fooddrive involved 24dormitories and 18 campusdepartments. Besides cash

donations, thedrive collected1,000 poundsof non-perishable fooditems.

The cashdonation isparticularlyhelpful.According tofood bankDirector BillCarnegie. Itcan helpunderwritetransportationof

supplemental fooddeliveries from a nationalfood bank network. Also,the cash can help Carnegiemake wholesale purchasesof food, should the shortageof goods become dire.

Student residence hallsalso were playing a big rolein the potential success ofthe annual Project Warmth.The program collects usedjackets and coats fromNotre Dame, St. Mary’s,and Holy Crosscommunities.

The full force of theprojectbecomes known afterThanksgiving, whenstudents return fromThanksgiving vacation withcoats liberated from theirfamily closets.

Last year’sreordbreaking projectpeaked at 2,770 garments.This year, the goal is 3,000.
