II. TO ESTABLISH THE STRUCTURE OF KINGDOM OF THE WORLD

the structure of the Kailasa (World) Kingdom Government is formed by establishing and

appointing the Royal Councils, the 5 World Prime Ministers and 20 World Great Ministers

(Maha Menteri Dunia).

To expedite achievement of these objectives, the King of Kings has also formed 5 Linggacalas

(Continents) structure by appointing Emperors or Empresses: 1 for each Continent as the

The Boards of the Supreme Council of the Kingdom are appointed and dismissed by the Royal

All the Royal Councils of the Kailasa (World) Kingdom are independent, therefore report and

are responsible only to the Emperor of the World according to their respective category and there

is no direct instructive relation with the other Councils or the other structures of the Kingdom

The Royal Councils of the World Kingdom represent elements of mind, emotion, body and soul

of all beings. All of the Councils are independent, report directly to the King of Kings and hold

no authority over/nor give instructions to the Prime Minister or Great Ministers.

THE DUTIES AND RESPONSIBILITIES:

The World Supreme Honorary Council is appointed and dismissed by the Royal K.681 King

Royal’s Family, and the Honor of the People through the Codes of Conduct, the Law of Imam

Board members will handle and resolve disputes at the world level. The Supreme Honorary

Council is responsible only to the Emperor of the World according to their category.

II.2. THE ADVISORY COUNCIL OF THE KALASA (WORLD) KINGDOM

THE DUTIES AND RESPONSIBILITIES:

The Advisory Council of the Kailasa Kingdom is appointed and dismissed by the Royal K.681

King of Kings. The Council serves to provide advice and consideration to the Emperor of the

World in a wide range of topics and fields such as: Law, Religion, Constitution, Spiritual,

Political, Finance and Banking, Military, Asset, Project etc.

World Advisory Boards are professionals who are experts in various fields and placed to

accomplish the tasks given by the Emperor of the World.

The Crown Council of the Kailasa Kingdom is appointed and dismissed by the Royal K.681

United Kingdom of God Sky Earth and as well, are responsible for removal arrangement of

the Royal Officer positions; in all categories creating and organizing education and culture.

The World Welfare Board is appointed and dismissed by the Royal K.681 King of Kings. The

Council functions as adviser and provides special consideration in the People's Welfare, Royal

Family and Emperor of the World. The Council is tasked with overseeing the specialized

fields such as Clothing, Food, and Shelter, providing a benchmark of the Kingdom’s Welfare,

the Royal Family and the people of the world. The Council also gives guidance for the

population growth and expansion.

The World Prime Ministers assist King of Kings in carrying out the duties of running the

government so that the implementation of Payments 1-11 is in accordance with the purpose and

goals of NEO United Kingdom of God Sky Earth and can be achieved and sustained.

The choice of a World Prime Minister is the prerogative of the Emperor of the Kingdom of

Kailasa, or under the proposition of two thirds of the Board of the World Prime Ministers.

The World Prime Ministers will begin their duties in Oath Position according to the rules and

Codes of Conduct of the Kingdom.

The World Prime Minister is a Diplomat who represents the Kingdom and should be able to

work in his/her respective sections and networks. The performance and nature of the world

Kingdom's leadership would be reflected in the performance of the World Prime Ministers and

their ranks.

In fulfilling their Duties and Responsibilities, The World Prime Ministers will be assisted by the

World Great Ministers (MMD), Emperors/Empresses of 5 Linggacalas according to their tasks

respectively, including upholding the Kingdom’s Codes of Conduct.

The World Prime Ministers are Heads of World Government as structured by the King of Kings.

They are responsible for the appointment and dismissal of the Officials working under the World

Prime Ministries. They direct the World Government activities and thus remain aligned to the

diplomatic and administrative orientation key principle.

They also ensure the coordination, supervision of World Government action and, through their

arbitration, avoid that different MMD take initiatives going in opposite directions.

The World Prime Ministers ensure the implementation of laws, decrees, ordinances and

decisions, in addition to its administrative and diplomatic function. The WPM exercise

regulatory power, subject to the signature of ordinances and decrees, deliberated upon in the

Council of MMD from the King of Kings.

World Prime Ministers will also have a financial accountability, as these are mainly the ones

who ordered the expenditures or revenues to finance their Ministry.

The World Prime Minister has a cabinet composed of a Secretary General and other cabinet

members, chosen from the various Councils of Kailasa (World), Linggacala (Continent) or

Negara (Country) and other administrative offices, facilitating the achievement of the World

Prime Ministry’s goals.

The World Prime Minister, as Cabinet Council Coordinator, will work in unison with the MMD

to fulfill the administrative management through clear communications and implementing all

directives with regard to merging Negara (Country) into NEO UKOGSE, as they accept

Payments 1-11 integration and allocation of the Human Obligation.

All the World Prime Ministers are responsible for running and securing the implementation of

Payments 1-11 and always keep the Vision and Mission of the Kingdom according to their

assignment Sector respectively. This provides direction and guidance to all Emperors/Empresses,

PML and MML of Linggacala.

The World Prime Minister conducts the supervision and coordination of the policies of the

Kingdom as defined by the King of Kings.

He/She is assisted in his/her duties by his/her Office and the Secretariat General of the

Emperor/Empress Office.

The World Great Minister as the leading figure of the Ministry and as such, requires particular

skill sets such as organizational astuteness, experience in strategic planning, formulating Policy,

developing and implementing new goals and standards and ensuring their execution; skills in

examination, re-engineering and managing procedures, processes and process improvement,

supporting innovation, negotiation and change management skills, reporting skills and coaching

skills.

The World Great Minister upholds the image of The Kingdom as well as their relevant Ministry

in everything they do, both globally and nationally. The MMD commitment to the Kingdom is

both Spiritual and Physical - You are always a Diplomat.

He or she serves as a liaison between the Linggacala (Continent) and the World Central

Administration (WPM Board and MMD Ministries). They may also maintain membership in

professional organizations associated with their Ministry. The MMD interacts positively with

members of the media and gives positive information as well as communicating transparent

messages during times of crisis management.

Their authorities are organized around two main missions, one administrative, the other

diplomatic.

The World Great Minister is responsible for creating, communicating and implementing their

Ministry’s Vision and Mission and overall direction. The MMD is also responsible for all the

decisions and policies of the Ministry. The strategy and vision for the Ministry determine where

everyone will focus their efforts; find a vision and strategy and use it to align your entire

Ministry. As the head of his Ministry, he/she supervises all Officials which he/she appoints on

specific duties and can also revoke them in case of severe mistake or repeated misconduct.

He/she also appoints his/her Ministry Officers from the various Councils of Kailasa (world),

Linggacala (Continent), or Negara (Country) and other administrative offices, under the

guidance of the WPMs.

The World Great Minister is responsible for establishing the goals and strategies of their entire

Ministry; they oversee the Ministerial budget and ensures that the resources are allocated

properly and ensures that full accountability is maintained at the highest level.

He/she is also in charge of supervisory control over public Institutions, acting in the field of the

competence of his/her Ministry.

The World Great Minister does not always have, in principle, the regulatory authority (that is to

say the capacity to issue general standards), except for organizing services within his/her

Ministry. Regulatory power is normally exercised by the WPM, who may delegate this power to

the MMD. However, they must countersign the approval of the King of Kings and the WPM

relating to matters within their competence.

On the other hand, the World Great Minister is in charge of a Diplomatic Mission: he/she

initially provides impetus and implementation of the Diplomatic Mission. The animation of

Diplomatic life is traditionally part of its activities. The MMD will also have a financial

accountability, as they are mainly the ones who ordered the expenditures or revenues to finance

their Ministry.

Other responsibilities of the MMDs are to enable the King of Kings to implement the correct

steps to ensure this harmonious functionality of the Organization:

1. The MMD attends Meetings of their various relevant Councils.

2. The MMD is required to deal with internal private matters and manage their relations with

various Councils.

3. Ensure members of the Board of World Prime Ministers have the information necessary to

perform their fiduciary duties and other government responsibilities.

4. Develop and maintain relationships with other associations, industry, and government officials

that are in the best interest of the Kingdom.

5. Provide adequate and timely information to the Board of World Prime Ministers to enable it to

effectively execute its oversight role.

6. Meet with Board of Highest World Prime Ministry and other executives to determine if the

Ministry is in accordance with the Kingdom’s goals and policies.

V. APPOINTMENT-DUTIES AND RESPONSIBILITIES OF THE TOP

PRESIDENTS

The Top President is appointed and dismissed by Royal K.681 King of King's M1. The job of a

Top President is a very demanding job that requires a certain amount of training and advice.

Wisdom and foresight are essential qualities in a manager. Moreover, a Top president must be a

strong and resolute leader with excellent judgment and ready to take responsibility. A keen

diplomatic instinct is essential. A Top President with a good diplomatic sensibility is able to see

where the people are facing a problem and therefore to take the necessary measures to prevent

unnecessary conflicts.

The ability to communicate is vital; in some cases, the Top President is the main spokesman of

their Office and also needs to facilitate communication with and among World Central

Administration (WPM and MMD) and the World Emperor. The Top President must listen as

well as speak and be able to handle many different personalities on the Organization. The Top

President has to be an optimist, not a defeatist.

A good management style is essential, including tact and the ability to assist people to achieve a

consensus according to the Organization’s Codes and Conduct. They must be able to show

disagreement very discreetly. The good Top Presidents are able to maintain the focus of the

Mission according to their guidance and resolve any disagreements with civility.

external factors affecting the Organization and to ensure that processes and systems are in place

to ensure that the World Emperor, World Prime Ministers (WPM), World Great Ministers

(MMD) are properly informed and that sufficient information is provided to the Central

Administration to enable them to form appropriate deliberation or decision.

To ensure the organization is appropriately organized and staffed and to have the authority to

hire and terminate staff members, chosen from the various Councils of Kailasa (World),

Linggacala (Continent) or Negara (Country) and other administrative offices as necessary to

enable it to achieve the approved goals. Putting the right people in the right positions with the

right training is probably the single most important thing a Top President can do. With the right

team, all things are possible.

Top Presidents will be assisted by the Linggacala Top Presidents and Negara Top Presidents.

Only the Top President of Kailasa can perform the task of balancing resources. All executives

have experience dealing with budgets and allocating resources. But the Top President's job

involves keeping a proper balance of resources for all the disparate groups and initiatives,

according to the Organization’s goals and the Codes of Conduct. Skill in making such decisions

requires a deep understanding of all aspects of the Organization as well as a clear vision.

VI. APPOINTMENT-DUTIES AND RESPONSIBILITIES OF THE

LINGGACALA EMPEROR/EMPRESS

The Linggacala Emperors/Empresses are appointed by decree of the King of Kings, as

custodians or representatives of the Kingdom authority and also the World Central

Administration in the Continents.

The Linggacala Kingdom is a diplomatic and administrative component of the territory of World

Kingdom: it shall have legal personality.

It enjoys autonomy for managing its human, economic, financial and technical affairs. It carries

in its diplomatic institutions, the powers vested by the Constitution.

It cooperates with other Continents and the World Central Administration (WPM and MMD) as

part of the regular functioning of the Organization. In performing his/her mission of representing

the World Central Administration and coordination of decentralized public services in the

Continent, the Emperor/Empress is accountable to the World Central Administration and the

King of Kings.

He/she provides in this context, the protection of the Kailasa Kingdom interest, respects the laws

and regulations of the Kailasa Kingdom and ensures the security and public order in the

Continent.

In matters within the exclusive jurisdiction of the World Central Administration,

Emperor/Empress coordinates and supervises the services under the authority of the World

Central Administration, ensures the implementation of the diplomatic, economic and social

development programs; and generally, to perform all the tasks entrusted to he/she by the World

Central Administration.

The actions of the Emperor/Empress are subject to annulment or cancellation, if necessary, with

the approval of the King of Kings: the World Central Administration can reform or replace the

authority of the Emperor/Empress. In case of serious misconduct by the Emperor/Empress in the

missions of the decentralized public services, the World Central Administration can revoke,

sanction or suspend indefinitely the latter.

The Emperor/Empress shall ensure that under the authority of the competent PML and MML, the

general direction and coordination of the activity of the public service installed in his/her

Continent. This leading position is expressed as follows:

1). The Emperor/Empress may carry out any investigations or take any measures he/she deems

necessary for coordination to carry out his/her responsibilities under the supervision of the World

Central Administration.

2). The Emperor/Empress regularly reports to the World Central Administration regarding the

coordination action, particularly regarding the implementation of diplomatic, economic and

social development plans and programs, general guidelines of cooperation for national and

regional integration.

3). The Emperor/Empress has the authority to appoint and terminate the PML, the MML and also

the Council Members as necessary to enable it to achieve the approved goals and organizes the

Linggacala Kingdom Council and deals with all disciplinary sanctions under the regulations of

Codes of Conduct.

Thus The Emperors/Empresses of the Continent’s task is to manage and supervise and

coordinate the various activities: political, economic, financial, humanitarian and socio-

demographic under the supervision of the World Central Administration as assigned by the King

of Kings, to serve all Countries in its Continents’ region, serve and represent the people and all

sides of life. Emperors/Empresses of Continents’ task is to establish the Council of the Kingdom

in their Continent, which he/she serves: every Country in their Continent transformed into the

Kingdom, as part of Neo the United Kingdom of God Sky Earth.

The structure of direct communication is to flow from each Linggacala Emperor/Empress,

directly and solely to the World Great Ministers and the World Prime Ministers: the World

Central Administration of the Kingdom - Keraton Kailasa.

The WPM as part of the World Central Administration, will then inform the King of Kings of all

matters relating to each of the 5 Continents. So as to ensure that no decision is contrary to the

King of Kings policies or wisdom, any matters will be deliberated by the Board of the WPM and

MMD as part of their related role and duties.

We should realize from this communication protocols that: from bottom to top the

communication flows from the Empress/Emperor to the MMDs then to the WPMs and finally to

the King of Kings, and from top to bottom from the King of Kings to the WPMs then to the

MMDs down to the Empress/Emperor.

structure of the Kailasa Kingdom.

4) The Negara King/Queen’s main duties are to establish the Royal Councils and

government structure similar to Linggacala in the Negara they serve: every Negara in the

Linggacala transformed into the Kingdom, as part of the Neo United Kingdom of God

Sky Earth.

5) All Councils mentioned above are formed in the Negara Kingdom, similar to Linggacala

but adjusted for Negara and follow the Kingdom Councils in Kailasa and Linggacala. The

Councils only communicate, report and are responsible to Negara King/Queen. The

Councils do not have authority over or give instructions to the Negara Prime Ministers or

Negara Great Ministers: Honorary Council, Advisor Council, Welfare Council and

Crown Council of the Negara.

The structures of the Negara Prime Ministries, Negara Great Ministries, as the Linggacala Prime

Ministries and Linggacala Great Ministries, follow and reflect the structure patterns of the

Kailasa Kingdom structures respectively. Likewise all the various Councils of the Linggacala

and Negara will also mirror the Kailasa Councils structure patterns.

The job descriptions of both Linggacala and Negara for the Prime Ministers and Great Ministers

will be a reflexion of both the World Prime Ministers and the World Great Ministers

respectively.

All the various Linggacala Ministries and Negara Ministries will also be the same, to be adjusted

if necessary according to the need and size.
