2.0 Dog Breeding Establishment Licence

An application for a licence has been received as follows:

The premises is a semi-detached property and the applicant

presently has four breeding bitches and eleven other dogs/puppies.

The premises has been inspected by the veterinary officer and a

copy of his report is attached at Appendix 1.

Consultations with the local member and the occupier of the

adjoining premises have indicated concerns. A copy of the letter

received on behalf of the adjoining occupier is reproduced at

Appendix 2.

The veterinary officer has indicated that subject to compliance with

certain requirements he is satisfied that the premises are suitable

for licensing.

The authority is required to consider this report when determining

the application and can attach any conditions they consider

necessary or expedient.

In view of the concern raised by the adjoining occupier it is

proposed that additional conditions be attached to those required by

the veterinary officer.

Recommendation

Approval subject to the following conditions:

1 No more than 15 dogs in total to be kept at the premises at

any one time. This number to be reduced to 10 dogs within

a period of five years from the issue of the licence.

2 A dedicated isolation facility to be provided within one year

from the issue of the licence.

3 Minimum and maximum temperatures to be recorded in the

general living area.

4 Smoke detectors to be fitted in accordance with guidance

from the fire officer.

5 All excreta to be removed daily and properly disposed of.

6 Disinfection of paths, hardstandings etc to be carried out

weekly.

7 All reasonable measures to be taken to prevent noise

nuisance arising from barking.

3.0 Riding Establishment Licence (i) Grant

An application for the grant of a licence has been received as

follows:
