    Region IV-B Eleven (11) houses were totally damaged in the Municipalityof Narra

    3.2. Agriculture

    Region V 627.50 hectares of seedlings and newly transplanted stage ofrice and vegetables were affected in the Province of Albay:Sto. Domingo (15.5), Camalig (174 has), Manito (12 has),Malilipot (15 has), Oas (61 has), Malinao (220 has) andPolangui (130 has) with a production total loss estimated atPhp1,359,954

    CARAGA Four (4) hectares of corn field in Las Nieves, Agusan delNorte is flooded

    Region X Ten (10) barangays of Tubod, Lanao del Norte incurred anestimated cost of damage on crops, livestock and fisheriesamounting to Php3,627,470

    4. Emergency Incidents

    Flooding, landslides and sea mishap as a result of continuous rains occurred in thefollowing regions due to the overflowing of rivers and tributaries

    Region IV-B Brgys El Vita and Paraca, Narra, Palawan

    Region V Various barangays in Jovellar, Daraga, Camalig, Malinao,Polangui, Libon and Tiwi in Albay and Castilla, Sorsogon

    Region VIII Brgy 92 in Tacloban City, Leyte; majority of the barangays inSaint Bernard, Southern Leyte; upstream barangays in Oras,Maslog, Can-avid, Dolores, Jipapad and Taft, Eastern Samar;Brgy Fatima, Hinabangan, Western Samar; and NorthernSamar

    4.3. Sea Mishap

    Region V One (1) fisherman, identified as Patricio Adronial Pergrino, Jr.,56 years old of Brgy Sta. Cruz, Virac, Catanduanes wasreported missing since January 1, 2011 when strong wavescaused his boarded outrigger sail/row boat (sibid-sibid) tocapsize within the vicinity of San Pablo, Virac, Catanduanes.PCG, PNP Provincial Command and Bantay Dagat conductedsearch, rescue and retrieval operations with no positive result.

    5. Status of Lifelines

    5.1. Roads

    Region VIII Road from Brgy. Fatima, Hinabangan, Western Samar to Taft,Eastern Samar already passable; All roads are passable asper information from the DPWH Regional MaintenanceEngineer

    CARAGA Three (3) road sections in Agusan del Sur are still impassableto all types of vehicles due to flooding and landslide: Bah-Bah-Talacogon Road, Awa-Aspetia and Butuan Lapaz Road.

    Butuan-Talcogon-La Paz Road is impassable due tolandslide.; In Surigao del Sur: Payasa-Los Arcos Road,Gamut-San Miguel Road and Surigao-Davao Coastal Road-Lingig-Davao Oriental Boundary are not passable due tolandslide and flooding; in Surigao del Norte, Del Carmen-SanBenito Road is not passable to all types of vehicle due tolandslide.

    Region XI Two (2) footbridges in Brgy Andap, New Bataan, CompostelaValley were washed-out while the National Highway alongSan Jose, Monkayo; Barangays Cambagang and Poblacion,Maragusan and Barangays Cogonon, New Bataan are notpassable and road along Brgy. San Roque, New Bataan,Compostela Valley is scoured. Roads along Brgys. Pongpongand Buca, Sta. Maria, Davao del Sur are not passable to allland vehicles.

    5.2. Power Interruption

    Region VII Brgys Kalunasan and Tipolo Village in Cebu City

    CARAGA Power already restored in Barobo and Tandag in Surigao del

    Sur; Esperanza of Agusan del Sur has no power/electricity

    5.3. Communication

    CARAGA the 175 feet tall tower of Radyo ng Bayan Station in Tandag,Surigao del Sur toppled down after a strong wind hit thetower. Station is off the air at the moment

    5.4. Suspension of Sea Transportation

    Region VII Ocean Jet Fast Craft travel from Tagbilaran, Bohol to DipologCity, Zamboanga del Sur and from Dumaguete City, NegrosOriental to Tagbilaran City, Bohol were suspended due to

    rough seas Travel of small seacraft in Siquijor MV Ma Cristina plying to

    Larena Siquijor to Dipolog, Misamis Oriental and M/B Sta Feplying from Bantayan Island to Sagay, Negros Occidentalwere also suspended

    II. EMERGENCY MANAGEMENT

    Total assistance provided: Php4,326,232.98 worth of relief assistance with combinedresources from DSWD, DOH, LGUs and NGOs and other GOs: Region IV-B(PhP69,000) Region V (PhP503,270), Region VIII (PhP1,029,044) and CARAGA(Php2,724,918.33) (details on Tab D)

    NDRRMC

    Continuously disseminating General Flood Advisories for Bicol Region, Eastern Westernand Central Visayas, Northern Mindanao, Davao Region and CARAGA to the RDMMCsconcerned for further dissemination to their respective local DRRMCs; Conducted anemergency meeting on 3 January 2011 presided by USEC Benito Ramos, ExecutiveDirector of NDRRMC and Administrator, OCD and attended by NDRRMC memberagencies such as: PAGASA, AFP, DOH, DBM, PIA, DSWD, DPWH, PNP, PCG, PMS,OCD Division Chiefs and OCD Regional Directors and discussed the extent of damagescaused by the tail-end of a cold front and the assistance and responses provided by theconcerned agencies and OCDRCs in Regions IV-B, V, VIII, X, XI, ARMM, and CARAGA

    Philippine Information Agency Posts situation reports at Weather Watch (a facebook account) on the effects of the

    continuous rains in Southern Luzon, Visayas and Mindanao which can be accessedthrough website: www.pia.gov.ph which has a link that takes the searcher directly to theaccount. Aside from the use of social media, PIA also do SMS to relay importantinformation like what PIA Director General Jose Fabia did last Sunday, January 02, 2011

    Armed Forces of the Philippines The CENTCOM OPCON units conducted disaster response operations in areas affected

    by floods and landslides in Samar Province and deployed SAR assets to the followingareas on January 12, 2011 to conduct rescue operations and provide assistance :

    One Platoon from 14IB, PA in Jipapad, Eastern Samar

    Loop de Loop Detachment of DCoy 52CBn, PA in Taft, Eastern Samar

    One platoon from TG Gabay 801Bde, PA in Hinabangan, Western Samar; and

    One platoon from 14 IB PA in National Highway in Taft, Eastern Samar

    PA Special Forces deployed Hoover Craft Air Boats donated by the AustralianGovernment to Liguasan Marsh in Maguindanao Province for use in the on-goingdisaster monitoring/operations in the area

    The AFPCC facilitated the availability of two (2) PAF aircraft (UH-1H): One (1) for OCD-

    5/PDRRMC Albay in the conduct of aerial survey and inspection at the landslide proneareas in Cagraray Islands in Albay and the other one for the team composed of DSWD,DPWH, PNP, OCD, Local Media and Chairperson, RDRRMC 8 in the conduct of aerialsurvey and clearing operations in Libagon and Sogod landslide areas in Region VIII

    Philippine Navy, TOG5-PAF-DRU 207th / 505th SRG, 9ID, PA, 901st Bde, 902nd Bde and903

    rdBde assets and personnel were put on standby in Albay in case disaster response

    operation is required

    Philippine National Police Initiated SAR and evacuation operations in the following regions through its Regional

    units:

    a) PRO5 evacuated 8,259 families/37,631 persons in Albay and Sorsogon;

    b) PD, Albay PPO with two (2) rescue units from Police Provincial Public SafetyCompany proceeded to Padang-Lidong, Sto. Domingo, Albay to assist motorist;

    c) Manito MPS conducted SAR on the reported missing persons in Brgy Nagotgot,Manito who were recovered dead.

    SAR team led by Police Inspector Marcelo Bernardino of Saint Bernard Municipal PoliceStation recovered three (3) dead bodies at the landslide areas and the elements ofSouthern Leyte Police Office and participated in the evacuation of 392 families/1,504persons in the flooded areas in Southern Leyte

    PNPPRO 13 assisted in the evacuation of affected families in the low-lying barangays inAgusan del Sur;

    The elements of PNP HPG CARAGA conducted traffic, direction and control while theelements of Agusan del Sur Police Station participated in the SAR operations to locatereported missing persons

    Activated its Police Regional Disaster Operations Center (PRDOC) in close coordinationwith the RDRRMC Operation Centers

    Assisted in disseminating warning advisories to the local Chief Executives, local DRRMCAction Officers, RDRRMC Member agencies and local radio and television stations thrufax, and text messages/SMS

    The RPSB CARAGA personnel led by P/SUPT Francisco Dungo Jr., BATCOMconducted barangay visitation and SAR operations in Brgy Lemon to rescue the family ofBoy Ebdan and seven family members of Rodillo Simili in Brgy Mahay all in Butuan City

    Department of Health DOH-HEMSOPCENs staff is fully activated to include field response teams and PHTO-

    Based Response Teams conducted rapid health assessment in respective areas;

    CHD VIII - PHO team led by PHTL Dr. Matibag was deployed to conduct rapid healthassessment bringing initial logistical support (drugs and medicines);

    CHD representatives led by Dr. Verna Fernandez coordinated with MDRRMC and isclosely monitoring the situation;

    CHD HEMS OPCEN Team is preparing augmentation support for drug and medicinesand other WATSAN logistics; and

    CHD 8 Cluster team is now conducting assessment and is preparing for possibledeployment if necessary and admitted injuries at the Anahawan District Hospital

    DOH-CHD CARAGA distributed medicines/fluids to the Provincial Health Teams (PHT) tothe affected areas worth Php380,434.25, broken down as follows: Agusan del Norte(Php79,685.76); Agusan del Sur (Php80,180.76); Surigao del Norte & Dinagat Islands(Php146,245.15) and Surigao del Sur (Php74,322.58)

    DOH-CHD Region X prepositioned assorted drugs and medicines worth Php50,000

    Philippine Coast Guard PCG District Palawan (CGDPAL) dispatched 1 Rescue Team of SOG Divers to Brgys El

    Vita and Paracan, Narra, Palawan in connection with flashflood in said areas; CGD Central Eastern Visayas (CGDCEV) deployed 1 Team of Deployable Response

    Group (DRG) from Maasin Coast Guard Station to Brgy Pulot Pulot, Saint Bernard(SARV-001 on standby);

    CGD Northern Mindanao (CGDNM) dispatched 1 Team of SOG Divers to Brgy Buhangin,Butuan City (SARV-3501 on standby);

    CGD Bicol (CGDBCL) dispatched 1 Team of DRG to Brgy 17 Legaspi City, SOGpersonnel assisted stranded persons from Penaranda Park and transported thestrandees to St. Rafael Church, Legaspi City using PCG rubber boats;

    CGDBCL assisted 172 persons in Albay and Legaspi City; and

    PCG assets on standby/ready for dispatch (1 PCG Islander aircraft, 1 PCG HELO and 4teams of DRG at PCG Headquarters)

    Department of Public Works and Highways Three (3) road sections in Agusan del Sur are still not passable to all types of vehicles

    due to landslides and road slip:

    o Butuan City-Talacogon-La Paz Road (landslide)

    o Awa-Azpetia-Lianga Road (landslide)

    o Asuncin-San Isidro-Laak Veruela Road (road slip)

    In Surigao del Sur, Payasan-Los Arcos Road is not passable due to landslide

    DPWH, through its Maintenance Engineering Crews in various affected regionsconducted removal/clearing of debris and slides and installed warning signs along thenational and secondary roads affected by floods and landslides.

    Department of Social Welfare and Development Mobilized/deployed the Regional QRT and SWAD Teams to assist the affected LGUs in

    the disaster operations;

    Released and transported 1,000 family packs (worth Php164,100) to DSWD-FO V fromthe DSWD-National Resource Operations Center (NROC) on December 31, 2010 asadditional augmentation support for the flood-affected municipalities in the province ofAlbay.

    Provided P997,820.25 worth of relief augmentation to the flashflood-affected LGUs in theform of family packs and other food (rice, noodles, canned meats and fish, etc.) and non-food items (mats, blankets, clothing, etc)

    Allocated PhP1 Million for Region VIII for the purchase of emergency relief supplies inaddition to its prepositioned relief resources

    Non Government Organization Gawad Kalinga (GK) headed by Mari Oquinena, sent a team to St Bernard on January 4,

    2011 to assess and start relief operations. In addition, GK team stationed in FatherSaturnino Urios University (FSUU) in Butuan City is on standby ready to be activated toreceive evacuees.

    FSUU offered its Gynmasium as Coordination and Relief Center of Butuan City DRRMC

    RDRRMC RDRRMCs and local DRRMCs Chairpersons in Regions IV-B, V, VIII, X, XI, XII, ARMM

    and CARAGA orchestrated the emergency management in the flood and landslide-stricken areas in terms of search and rescue, evacuation, relief operations, conduct of emergency meetings and disseminations of warnings to the public.

    Respective OPCENs maintain 24/7 monitoring operations and disseminate warning

    advisories to LCEs, Local DRRMC Action Officers, RDRRMC Member Agencies andlocal radio/television stations thru fax, voice, SMS and email

    Respective RDRRMC-TWGs and local DRRMCs convened and discussed updates oneffects of flooding and landslides, preparation for the projected increase of rainfall in thenext succeeding days and preventive measures undertaken

    Affected local DRRMCs dispatched their respective response groups for the conduct ofSAR, evacuation operations and clearing operations of affected roads.

    MDRRMCs Kapalong and Sto. Tomas in Davao del Norte Province convened to planstrategies to address the threats on flooding incidents

    PDRRMC Albay conducted a pre-emptive evacuation of urgent critical barangaysfor landslides in Sto. Domingo, Manito, Guinobatan, Bacacay and Malilipot with anestimated population of 1,576 families / 8,200 persons

    The MDRRMC in Region VIII with reported fatalities had provided coffin and

    embalming fees to bereaved families
