NBSD QUARTERLY OSH POLICY/TRAFFIC RODS SAFETY COUNCIL MEETING The NBSD Quarterly OSH Policy/Traffic/RODS Safety Council meeting was conducted on 07 September 2011, in Building 72, Nimitz Conference Room, at 1001. The purpose of the council is to identify, define and assess issues, problems and needs at NBSD and make recommendations to improve the effectiveness of the NAVOSH, Traffic and RODS programs. Mr. Poston gave opening remarks and reviewed minutes from the last meeting. Old Business: During the last meeting, conducted on 06 June 2011, we reviewed base construction projects, driving safety, the latest OSH inspection findings, mishap prevention at home, and the most recent trends for work-related injuries. New Business: Base Construction / Areas of Caution / Gates - 15 to 18 September-Asphalt repair and overlay will be applied to Pass & Decal visitor parking area along Harbor Drive starting from Chollas Creek to the inside exit of B- 3436. Parking area will be secured on 15 September for asphalt repairs until 16 September with the actual overlay being done on 17 & 18 September. The area will be opened upon completion. - 12 to 28 September-Solar powered crosswalks will be installed at Cummings Rd & Gate 9, just south of Paleta Creek Bridge & Surface Navy Blvd & Cummings Rd in two phases. Phase 1: Cummings Rd & Gate 9 from 12-21 September. Phase 2: Surface Navy Blvd & Cummings Rd from 19 to 28 September. - Kalbfus St: From Robertson to Jensen St, utilities project to reroute a condensate line. - Xeriscape: From Robertson to Jensen St contractors will be installing ATFP Standoff Xeriscape around all buildings including boundaries of Brinser & Kalbfus St. This will be done in three phases from 12 September to 02 December. - PL 3-S was recently (30 August) completed with a one inch asphalt cap.

NBSD QUARTERLY OSH POLICY/TRAFFICRODS SAFETY COUNCIL MEETING

The NBSD Quarterly OSH Policy/Traffic/RODS Safety Council meeting was conducted on 07 September 2011, in Building 72, Nimitz Conference Room, at 1001.

The purpose of the council is to identify, define and assess issues, problems and needs at NBSD and make recommendations to improve the effectiveness of the NAVOSH, Traffic and RODS programs.Mr. Poston gave opening remarks and reviewed minutes from the last meeting.

Future Projects:- Asphalt overlay projects include:

o PL 3-K, PL 3-R, PL 3-J, PL 3-E, PL 3-H, Gate 9, Gate 13, Kidd St, 10th St, 11th St, Dewey St, 12th St. (Note: 10th, 11th, & 12th St will be changing back to previous street names)

Traffic study is being conducted at Vesta St gate for possible stop light installation. More information to follow.

Please wear reflective material when you jog and watch for vehicles. Stop for pedestrians and do not smoke in GOVs or while walking in uniform. Navy PMV Fatalities Update Personal Motor Vehicle (PMV) mishaps result in the largest number of off-duty Navy deaths each year and are always a subject of concern. We have had 23 traffic-related fatalities this fiscal year, not including one bicycle fatality. From NSC, these are the vehicle fatality stats as of 1200 06 September 2011, both two wheel and 4 wheel. FY11 ALNAV (to date) FY11 CNRSW (to date) FY11 SD Metro (to date)

Cars: 9 M/C: 14 Cars: 2 M/C: 8 Cars: 1 M/C: 6

These stats do not show the bicycle related fatality. Stay involved with your subordinates, mentoring and even parenting them on occasion, to keep them from being on this year’s list. While we have not had any pedestrian or jogger fatalities, the possibility is there. There was a recent night time pedestrian/vehicle mishap on Norman Scott Rd in the area of Snyder Hall and Copp Hall. Witnesses stated the pedestrian was wearing the dark camo uniform and was crossing the street 10 feet outside the crosswalk. The driver was turning left from Copp Hall and did not see the pedestrian, striking him with the driver’s side mirror of the vehicle. Both the driver and the pedestrian were not seriously injured. As always, be an active participant in your travels and play the “what if” game.

Military Sport Bike Rider Courses – conducted on NBSD, in the former “bottle yard”, just south of Bldg 280.

To sign up for traffic classes as well as dirt bike, ATV classes, and more log on to ESAMS and click on “Classroom Training”, or visit www.navymotorcyclerider.com which will link to the same class registration page available to all ESAMS customers. All riders should be encouraged to continue their education through reading technique guides and attending advanced riding classes.

Operational Risk ManagementTraffic Safety

The Click It or Ticket seatbelt campaign is still in full force; please continue to reinforce this good habit in discussions with your people. Our last seatbelt survey on the base showed 94% compliance, so there is still room for improvement.

Please encourage your people to use the LED crosswalks installed on Norman Scott Rd near Pacific Beacon. Pedestrians have been seen crossing outside the crosswalk where drivers are less likely to see them. The flashing LED stop signs are also in place to made drivers more aware of stop signs in order to be on the lookout for possible pedestrians.

While most know about the Arrive Alive program, there is still a need to ensure everyone knows that it is to be used as a last resort means of getting home. Before the card is used, the Sailor should have put in place a plan to get home safely, such as using public transportation, a designated driver, or setting money aside for a cab. The program seems to be working, but there have been cases of misuse which if continued, my cause the program to cease. Arrive Alive cards are now distributed at the Broadway Complex.

A new tool available to everyone is the use of a professional designated driver. Companies such as Be My DD offer services to pick you up from your home, take you to your destination, and then bring you back to your house. Their fees are reasonable when compared to the thousands one would incur from a DUI charge. We encourage you to take an active approach to DUI prevention.

Motorcycle Fatalities

Motorcycle mishaps continue to lead our PMV fatalities statistics and only diligent, involved leadership can turn this around. Make sure ones who ride are aware of the risks, the training & PPE requirements, and the responsibilities that come with riding single track vehicles with high horsepower to weight ratios. Ensure they are signed up for the required classes in plenty of time to allow for the wait list.

Also, ensure they are using the tools available to be a better driver, such as the Drive for Life training on NKO, and ensuring their vehicles are safe to drive by using the POV Condition Checklist found on the Naval Safety Center website.

OSH Inspection Findings Upon review of the most commonly found hazards during the Occupational Safety and

Health Inspection many of the specialists reported the following:

- Electrical boxes missing covers- Light switch faceplates broken- Overhead lights missing covers- GFCI not working properly- Surge protectors plugged into surge protectors- Chemicals stored improperly- Chemicals no uniquely identified for quick MSDS reference- Out of date MSDS- Fire extinguishers not properly mounted- Fire extinguishers not being visually inspected on a monthly basis- Personnel delinquent in safety training

Safety is everyone’s responsibility. Please ensure that your coworker, supervisor, subordinates, and ancillary personnel are performing their work safely. Working in a safe environment can cut down on injuries, time, and money.

Current Mishap Trends

Most of the injuries investigated over the last few months have been off duty, sports related. Warming up and stretching is imperative to prevent sports-related injuries, as well as wearing the proper fear for the sport. On our base, football accounts for the majority of the sports-related injuries this fiscal year. All injuries reported were to the feet—sprained ankle, torn Achilles tendon, jammed left toe. Proper gear for the sport is a must and may prevent or reduce the severity of sustained injuries.

The other part of the equation is preparing for the sport. Ensure your people know to hydrate before participating in a sport as well as during. They should also perform overall body stretches to loosen up joints and muscles. Injuries may also be prevented if all players know and abide by the rules of the game. Remind them to be aware of any repetitive injuries they have and give their muscles time to recover after a game.

Slips/ Trips/Fall

We are 342 days into this fiscal year, and so far we have had a total of 4 incidents of slips, 4 incidents of trips, and 3 incidents of a fall. We also have 24 other injuries classified as contusions, pinches, twists, sprains, faints, and strains. Stay well rested so you can better spot potential injury situations around your work places. Report them promptly and follow up to ensure they are fixed!

Remember to report all injuries to your supervisor and record them in ESAMS.

Action Items: There were no Council action items for this quarter. Zone inspections are still in progress every Tuesday with the CO, XO or CMC. Remind your people to walk on designated walkways. Xeriscape around the base

is becoming worn from pedestrians not using sidewalks. If personnel will not be attending a motorcycle course, please ensure they

unenroll themselves or they will be counted as a No Show.

Open Forum:

A member wanted to know about the status of base stickers.Answer: Base stickers will continue to be used at all installations; they will not be going away. Xo noted there is a website where you can now request a Vehicle Decal Renewal online. The website is: http://www.cnic.navy.mil/SanDiego/OperationsAndManagement/ForceProtection/PassandDecal/index.htm From this page, members can select Decal Renewal Request Form (in the middle of the page) and enter their personal and vehicle information. Decals will then be mailed to your home address. Be sure to select Commander Navy Region Southwest for our region.

Another member asked if an outbound only turnstile could be installed at Gate 9 for easier access to the trolley as this gate is subject to closure during drills and other various times. Answer: This will be looked into further.

Member had concerns about the PPE required for motorcycle riders coming on base regarding bright orange vests and its conflict with other reflection gear. Answer: Per the base instruction, riders must wear bright orange vests for visibility and to relive the gate guards from determining proper gear. The instruction is in place, but will be brought to the attention of CAPT Smith for further review.

Member noted that the new Admiral for the Naval Safety Center will be giving a traffic safety talk on 14 September at North Island, Building 672, and exact time unknown.
