O'HAKA NEW YORK, Jan. 31 UP).~Th« stock market passed out of Janu- ary today with a modest net gain on the month but with slightly mixed tendencies in the final ses- sion. , The direction was foggy from ths start although selected rails and specialties did fairly well through- out. Steels and rail equipments came to the fore at the last 'as prospects for the carriers getting more locomotives and other rolling stock were thought to have bright- ened. Closing prices were no worse than moderately irregular. Earnings and dividend hopes per- sisted as the principal trend prop. Many customers, however, kept commitments light pending forma- tion of the new tax bill, clarifica- tion of European diplomatic ques- tions, results ot the big battle of the Marshall Islands in the Pacific and completion of the war loan drive. Lack of any real selling in recent sessions inspired some bid- ding. The Associated Press average of 60 stocks was unchanged at 50.6 but for the month was up a full point. Dealings, sluggish the greater part of the' proceedings, quickened in the final hour and transfers to- tnlled 632 40 shares compared with 613,650 Friday. Jan. 31 UP).—Rail- road bonds retained all of the ris- ing power.of last week in todays market, pushing into new high* since 1937 and giving extreme sta- bility to other corporate securities. In the first month of this year the 20 rail bonds in the Associated Press averages climbed nearly 4 points, starting the month at 79.7 and ending today at 83.5. On 17 different days new highs since 1937 were established, six in succession at'one time and Ave at another. In that period the roads ware seized by the government because of a labor strike threat and returned aga.ln to private management, all without muddying the Industry's financial waters to any extent. Record-breaking wartime earn- ings, rapid progress in reorganiza- tion matters and reyised estimates of the postwar earnings capacity or the country's ranking transpor- tation system loomed large In the summary of events explaining the unusual stability of the railroads. Among the better performers to- day were bonds of the Baltimore and Ohio, Missouri' Pacific, New "York Central, New Haven, Northern Pacific. Seaboard. St. Paul, North- western* und Lehijh Valley.
