I would specially congratulate, and welcome newly registered electors, who have just been enrolled as voters. In all forthcoming elections, newly enrolled voters, will get an opportunity, to exercise, their right of franchise for the rst time. Friends, this is a very proud day for all of us, since this was the day, when the Election Commission of India was set up in 1950. Since then, the Commission has dedicated itself, to the task of delivering, free, fair and credible elections to the Indian people. I would thank all voters, for their greater participation in the last Lok Sabha elections and State elections held after that. Our endeavour is, to make elections more voter-centric, voter-friendly, participative, inclusive, transparent and festive. The theme of the National Voters’ Day this year is, ‘Inclusive and Qualitative Participation’, which focuses on registering all eligible citizens as voters and encouraging them for optimum, informed and ethical participation. Our slogan is “No voter to be left behind”. As Chief Election Commissioner of India, I call upon all citizens of this country, to strengthen democracy, by way of enrolment and increasing participation in forthcoming elections. Dear Friends, I feel very much privileged to have full co-operation and whole hearted support in completing the gigantic task of “purication” of voters lists in both the States except Greater Hyderabad area by deleting 35,47,357 dead, duplicate, shifted voters in Telangana State and 24,53,223 in Andhra Pradesh State. On the occasion of 6th National Voters' Day, I congratulate the people and political leaders of Nizamabad district of Telangana State to achieve cent percent purication of the rolls on 31.7.2015, the rst district in the entire country. They proved that the true democracy can thrive only on “Purity” of voters lists and not on the politics of malpractices. I wish the same level of co- operation by the political leaders of Hyderabad, would have put the brightest feather in the cap of democracy of this mega city. The task of “Purication” is very cumbersome and unpleasant and no electoral ofcer would like to touch it. Nevertheless, it is inevitable to curb the malpractices in order to conduct free and fair elections. Just like life saving surgeries have to be performed to remove the “diseased part” of the body at the risk of removal of healthy one and sometimes, patient may succumb to surgery. But the surgeriessave millions of lives, it is more and more in prevalence inspite of few deaths. Importantly, in the process of “purication” of voters lists, if error takes place, one does not loose the right to franchise permanently, there is remedial action by way of ling an appeal. In order to achieve error free roll purication without any mistake, we have tried to adopt more and newer technologies, but could not replace the human beings with the Robots. I am very happy to place on record the hard work and commitment of 74,032 BLOs, 7400 Supervisors, 284 EROs, 1,296 AEROs and 23DEOs in performing this humongous task. “2015” has also been the year of “bye / biennial elections” in both the States. We have conducted the elections to Tirupathi Assembly Constituency in Andhra Pradesh, Warangal Parliamentary Constituency in Telangana, 2 Teachers& 12 seats of Local Authorities' Constituencies in Andhra Pradesh and two Graduates& 12 seats of Local Authorities Constituencies in Telangana. Besides, we have also conducted elections to 9 seats in Andhra Pradesh and 6 seats in Telangana in the respective Legislative Councils to be elected by the MLAs. The percentage of voting in some elections was 99.9%, an all-time record, which demonstrates the overwhelming participation of the people in the democratic processes in both the States. On this Day, I appeal to the citizens, who have attained the age of 18 years as on 1.1.2016 to enroll as voter. Similarly, those, who shifted their residence from the address noted in the voters list / EPIC, to submit Form-8A for address change, if residence falls within the same Assembly Constituency, otherwise, to le Form-6 duly furnishing the previous address in Part-IV of the Form-6. The normal human tendency of initiating such efforts just before any election, however, may deprive you of the most powerful right to franchise in the said election. Sixth National Voters Day 25th January, 2016 is celebrated as 6th National Voters' Day with the theme of “Inclusive and Qualitative Electoral Participation”. The Commission's objective is to increase enrolment of voters by using this occasion so as to make universal adult franchise a complete reality and, thereby, enhance the quality of Indian democracy. Functions are organized at 42,399 Polling Stations in Andhra Pradesh and 31,633 Polling Stations in Telangana State. The newly registered voters in each Polling Station are felicitated with a badge with logo and the slogan “Proud to be a voter - Ready to vote” along with new EPIC (Voter Card). Competitions for the Students / Woman Competitions have been conducted for students - Junior level (upto High School) and Senior level (above High Schools) in (i) Elocution; (ii) Painting; (iii)Slogan writing; and (iv) Quiz at Assembly Constituency, District and State levels and (v) for women in Rangoli, it is conducted today at each Polling Station. The prizes will be distributed to the winners and certicates to the participants. Online Registration Facility In order to make the voter registration citizen-friendly, the facility for voter registration / corrections / deletions has been provided on CEOs' web sites (http://www.ceoandhra.nic.in & http://www.ceotelangana.nic.in) from the door step of the applicant or nearest netcafe / e-Seva / Mee-Seva / Citizen Service Centres available in nook & corner of the State. More than 70% applications are received online in both the States. The remaining applications are received in the village / locality by the Booth Level Ofcer, who is a local ofcial in the same village / locality. Dear citizens and voters,

On this momentous occasion of the 6th, National Voters’ Day, I congratulate all citizens and voters of this nation. I would specially congratulate, and welcome newly registered electors, who have just been enrolled as voters. Friends, this is a very proud day for all of us, since this was the day, when the Election Commission of India was set up in 1950. I feel very much privileged to have full co-operation and whole hearted support in completing
