Chairman’s Message As Chairman of the Grenada Council for Technical and Vocational Education and Training I am pleased to present the Annual Report outlining highlights of the achievements and challenges of the National Training Agency in 2015.

The act of parliament that established the Grenada National Training Agency in 2009 gave life to two entities – the National Training Agency (NTA) and the Grenada Council for Technical and Vocational Education and Training (GCTVET) with the NTA having responsibility for overseeing the development and implementation of all Technical and Vocational Education and Training in Grenada while the GCTVET was given responsibility for providing oversight to the work of the NTA in the fulfillment of its mandate under the Act. In 2013 the NTA, in consultation with stakeholders, stated its mission as enhancing the employability of Grenada’s workforce and its vision as ‘a highly productive workforce improving Grenada’s competitiveness’.

The stated overall goal of the NTA is to increase the competence of Grenada’s workforce through the implementation of a competency-based education and training system that leads to Caribbean Vocational Qualification (CVQ) and National Vocational Qualification (NVQ) certification based on occupational standards developed with significant industry input. The realization of this goal is closely linked to the Mission of “enhancing the employability of Grenada’s workforce” since the development/adoption of occupational standards and certification are prerequisites for achieving our Mission. The achievement of this goal will be contingent on the development and maintenance of an integrated training and certification system that is relevant to the needs of local and regional industry and benchmarked against international standards.

In order to ensure the achievement of the above, the NTA has placed heavy emphasis on the development and implementation of quality assurance policies and procedures in line with the requirements established by CARICOM and CANTA for the award of the CVQ. This includes the approval of training centres for the delivery of training and assessment services for the award of C/NVQ certification, the development of occupational standards, the conduct of assessments and the verification of assessments. Additionally, the NTA periodically conducts self-assessments and subjects itself to external Quality Assurance audits to ensure that it continues to be in adherence with the regional policies and regulations.

The mandate of the NTA is crucial with regards to its potential contribution to national development. This includes both economic growth and social development issues such as freedom, equity, participation and fulfillment of potential capabilities. It is our view that TVET can contribute to national development by helping individuals to build their capacity to become

more productive and creative thus increasing their ability to contribute to economic development as well as to lead more creative and fulfilling lives in line with their needs and aspirations.

The Grenadian economy faces problems of low productivity, slow economic growth and high unemployment. The labour force is comprised largely of low skilled, uncertified workers. This situation presents an opportunity for the NTA, working closely with government agencies, the private sector, trade unions and other relevant stakeholders to implement programmes to increase the productivity of the work force through effective training and certification programmes for both the employed and unemployed. This has proven to be effective in several countries including Columbia, India, Mexico, Morocco, Nicaragua and Indonesia where training of the workforce has been identified as the single most important factor in increasing national competitiveness with the increases in productivity gained for workforce enterprise-based training programmes ranging from 25% to 75%.

GCTVET Membership and Meetings The membership of the GCTVET in 2015, in accordance with the Act, comprised of representatives of the Grenada Employers Federation, the Fine Arts Sector, the Marine Sector, the Tourism and Hospitality Sector, T. A. Marryshow Community College and the New Life Organization. Representatives from the Ministry for Economic Development, the Ministry of Labour, the Ministry of Education and Human Resource Development and the National Training Agency served as ex-officio members. A representative from the Construction Sector was not yet appointed.

During the year under review the GCTVET convened five meetings. The agenda for the meetings included a range of matters pertaining to the operations of the NTA in the development and implementation of the training and certification system and included the approval of nineteen occupational standards (2 at Level 1, 6 at Level 2, 9 at Level 3 and 2 at Level 4), approval of the certification of 324 candidates with CVQs and NVQs. The Council received four quarterly reports on the performance of the NTA outlining achievements and challenges related to the organization’s core functions along with financial reports.

Staffing The work of the Human Resource Committee is still ongoing. This committee is tasked with the development of policies that will govern the employment of staff by the GCTVET/NTA.

There were no major issues with regards to staffing in 2015; no resignations and no cause for disciplinary actions against any staff by the Council.

Training of the workforce has been identified as the single most important factor in increasing national competitiveness with productivity gains ranging from 25-75% in various countries around the world.

One new senior staff, the Training Support Coordinator, took office early in the year and the contract of the CEO was renewed towards the end of 2015. A decision was taken to fill the vacant position of Communications Officer. However the implementation of this decision will hinge on the relocation of the offices of the NTA since the current space cannot accommodate additional staff. The Council also took a decision to have the offices of the NTA relocated. This decision will be implemented early in 2016.

3. Financial sustainability of workforce training is achieved

Introduce an Enterprise Training Fund/levy aimed at addressing employers’ primary concern about training i.e. the perceived high, and therefore unaffordable costs

Increased productivity, improved competitiveness and expanded supply of experienced/skilled labour in Grenada’s economy.

Grant funding was secured from CDB for development of proposals for an ETF for submission to the Government of Grenada in 2016.

4. Public perception of the value of TVET enhanced

Introduce a multi-dimensional communication strategy aimed at modifying the perceptions of four main target groups: students, parents, teachers, and employers

TVET is seen as a “first choice” option by students, by parents, teachers, and employers resulting in increased demand for OS and C/NVQ certification

5. Occupational standards and certification capacity expanded

6. Adequate maintenance of Quality Assurance is ensured

The NTA’s TVET system is respected as a leading point of reference for TVET in Grenada

GNTA has COHSOD approval to award CVQ. A verification audit by CANTA in 2014 indicated continued full compliance. Scheduled to be audited every

three to five years and reports submitted to CANTA.

7. TVET coordination streamlined and improved

Appraise all training institutions of the prerequisite of having most, if not all of the designs of their training programmes vetted/ approved by the Agency

The training industry evolves into a supplier of top-class graduates relevant to market- and employer-led needs for technical skills

14 training centres in Grenada delivering TVET programmes in line with National and Regional Occupational Standards and leading to C/NVQ certification. The centre approval process ensures that the programmes offered are in line with national and regional requirements.

CDB Support for Strategic Objectives The NTA was successful in securing a grant from the Caribbean Development Bank to conduct activities related to the achievement of three strategic objectives in the 2014-16 strategic plan. The grant will fund the development of occupational standard in Traditional Boat Building and Yacht Repair, the development and implementation of a communication strategy aimed at increasing the awareness of workforce development and enhancing the public perception of the value of TVET and the development of proposals for the establishment of an Enterprise Training Fund to provide a sustainable funding mechanism to support the development of the Grenadian workforce. The selection of consultants for two consultancies started towards the end of 2015.

Collaborations In order for the NTA to effectively carry out its mandate it is of critical importance that it works collaboratively with a range of stakeholders. During the year under review this included the Grenada Tourism Authority, the Customs and Excise Department, Ministry of Youth and Religious

Affairs’ New Imani Programme, the implementation of the Skills Training component of the Market Access and Rural Enterprise Development Project (MAREP); development of plans for the training of teachers in Data Operations with CARCIP; support for and certification of trainees under BNTF funded training programmes; support for the CARILED project in Petite Martinique; Ministry of Education and Human Resource Development’s implementation of the CVQ in Schools programme and DFID, CICan, CEFE’s CAR 19 Pre-technology Programme. The NTA also maintained membership in the American Boat and Yacht Council (ABYC) and CANTA and became a UNESCO-UNEVOC centre.

There were also collaborations with private sector organizations including the Marine and Yachting Association of Grenada (MAYAG) and the Grenada Hotel and Tourism Association (GHTA).

Challenges During 2015 there were a number of challenges with regards to the implementation of the mandate of the NTA. These included the small size of the staff with departments consisting of only one officer, the inadequacy of the space that houses the operation of the NTA, the unfilled position of Marketing and Communications Officer and the need for improving the facilities used for the delivery of training at our training institutions. In 2016 attention will be focused on devising appropriate responses to these challenges within the limitations of available resources.

Acknowledgement We are grateful for the support of all our stakeholders who partnered with us in 2015 as we worked towards improving Grenada’s competitiveness by enhancing the employability of its workforce thus improving the level of productivity and profitability of our business enterprises and the earning capacity of workers.

The Grenadian private sector is a critical partner in our efforts at workforce development and we are thankful for the collaborative arrangements to date and anticipate greater collaboration as we work to continue the development of the Enterprise-based Training Programme. We are also grateful for the support of the Government of Grenada and in particular the Ministers and the staff of the Ministry of Education and Human resource Development and the Ministry of Youth, Sports and Religious Affairs for their immense support during the year under review. We especially would like to thank the Permanent Secretary of the Ministry of Education for her enduring support.

Chief Executive Officer’s Report In 2015 the NTA continued its focus on the implementation of the 2014-16 Strategic Development Plan. This report highlights the achievements and challenges as the NTA staff, with the support of the GCTVET, worked with a range of stakeholders to build on the achievements of previous years in developing a TVET system in Grenada that will contribute to achieving our vision of ‘a highly productive workforce contributing towards improving Grenada’s competitiveness’.

Significant accomplishments during the year included the expansion of the certification capacity of the TVET system by way of increases in the number and range of occupational standards available for training and certification; capacity building activities and Quality Audits at 12 training centres and the implementation of fees charged for services to supplement the funding from the Government of Grenada for the operations of the NTA. Additionally the NTA continued to support the New Imani Programme to increase the number of trainees achieving C/NVQ certification and the implementation of the training component of MAREP as well as the DFID / DFATD funded Youth Skills Development Pre-technology Programme.

In 2015 there was also greater focus on Carriacou and Petite Martinique with significant numbers of candidates involved in assessments leading to C/NVQ certification.

Significant work was done with regards to the strengthening of existing collaborative arrangements and the establishment of new ones. The NTA continued to be an active CANTA member participating in all activities including the work of the Quality Assurance and Standards Committees and the evaluation of new NTAs and TVET Councils for approval to award the CVQ. Additionally the NTA continued to provide support to other NTAs in the region and conducted the training of assessors for the Antigua and Barbuda National Training Agency. The NTA was also accepted as a member of UNESCO’s UNEVOC network during the period under review.

Quality Assurance The quality assurance policies and procedures of the NTA were developed to be consistent with the policies and procedures established by the Caribbean Association of National Training Authorities (CANTA) and approved by CARICOM, and in line with international best practices. These policies are identical for institutions and programmes leading to both CVQ and NVQ certification. This is important since the credibility of the certification depends on the maintenance of a rigorous and robust approach to promoting quality and coherence in the TVET system.

During the year under review there was significant focus on quality assurance capacity building within the system including within the school system as the NTA collaborated with the Ministry of Education and Human Resource Development for the implementation of the CVQ in Schools. Additionally, the quality assurance mechanisms within training centres were examined and strengthened as training centres worked towards becoming Approved Training Centres for the award of C/NVQ certification.

Quality Assurance Capacity Building

One hundred and four TVET instructors were trained during 2015 in the use of Competency –based Education and Training Methodology in workshops that included 47 secondary school teachers in preparation for the implementation of the CVQ in Schools programme and more than thirty instructors from various training centres covering the following occupational areas:

Additionally, thirty-nine TVET teachers from secondary schools were trained as Assessors as a part of the capacity building programme for the implementation of the CVQ in schools. In preparation for the implementation of the pilot of the CVQ in schools programme the CEO and the EBT Officer facilitated a presentation on July 7 to Principals and Vice Principals of selected secondary schools. The session provided an orientation to the CVQ, CBET and the procedures for the award of the CVQ to secondary school candidates working with the Ministry of Education, the Caribbean Examinations Council and the NTA. Schools present were:

Police Training School

As part of a capacity building programme in preparation for approval as a training and assessment centre an assessor training workshop was conducted for instructors at the Police Training School and included persons from other training centres. The first phase of the training commenced in February and was conducted over six consecutive Fridays. The participants included 15 officers and 10 persons from 6 Training Providers/Centres. The second phase of the training includes portfolio development and assessment for certification and is ongoing.

Center Approval

The NTA’s quality assurance policy provides for the approval/accreditation of training centres for the delivery of training and assessment services for the award of C/NVQ certification. During 2015 Centre Approval audits were conducted with twelve training centres. The reports and recommendations for eight centres will be presented to the GCTVET in January 2016. Occupational Standards Standards Development

The GNTA has embraced the Competency-based Education and Training (CBET) approach to TVET training and certification. At the centre of this approach are occupational standard which are developed with industry input and form the basis of all training, assessments and certification. The Coordinator for Standards and Planning works closely with industry to identify the areas where standards are needed and works with Industry Lead Groups to develop / adopt and vet the relevant standards.

The following twenty-six occupational standards were vetted and approved by the GCTVET in 2016 (the average for 2009-2015 was eighteen) taking the total number of standards approved for training and certification in Grenada to 129. Thirty-six percent of the standards approved were at Level 1, 39% at level 2, 23% at level 3 and 0.02% at level 4. There are no standards approved at level 5 to date. Curriculum Development

During 2015 a Curriculum Committee was established to guide and give oversight to the development of curriculum for various occupational areas. The Curriculum Committee held two meetings during the months of October and November and reviewed terms of reference for the committee and agreed on a template for the presentation of curricula.

Sector Advisory Committee

Proposals are being developed for the establishment of Sector Advisory Committees. The proposals will give consideration to the composition, roles and functioning of similar structures within the region and internationally and suggest terms of reference for the proposed Committee.

Sector Surveys

Survey instruments were developed for the conduct of sector surveys for the Automotive and Tourism and Hospitality sectors and meetings were held with representatives of the two sectors to receive feedback on the instruments and generate lists of potential interviewees. The surveys will be carried out in January 2016 to establish the training needs for the sectors and to gather information for use in the development of a catalogue of occupations in Grenada.

Training and Certification A core function of the NTA is the development and implementation of a TVET system with all of the required components for the award of the C/NVQ certification to successful candidates and in line with regional and international best practice. To this end the NTA works with training institutions through its Institution Based Training Programme to bring their TVET programmes in line with C/NVQ requirements. The NTA has also implemented an Enterprise Based Training

Programme to support on-the-job training efforts and ensure that persons already in the workforce have opportunities to gain C/NVQ certification for skills that they build at the workplace. Additionally the Community Based Training Programme seeks to support training and certification at the community level. The Assessment of Prior Learning programme provides a mechanism for certifying persons for skills that they already possess.

During the period under review the NTA continued working to increase the number of training institutions operating in Grenada that align their programmes to approved occupational standards thus providing opportunities for C/NVQ certification for candidates successfully completing training programmes at these institutions. Work was also done to lay the foundation for Enterprise Based Training and certification.

Assessment of Prior Learning (APL)

The Assessment of Prior Learning Programme provides opportunities for C/NVQ certification for persons who are in the workforce and developed skills in occupational areas but are uncertified. During the year in review there was a noted increase the amount of persons expressing interest in this programme - 228 candidates submitted registration forms for certification in thirty-three occupational areas. Forty-two candidates have started assessments and one candidate was certified with a CVQ Level 2 in Welding.

Table 7 above presents data on the registration of candidates from Institution Based Training Programmes in 2015. Six hundred and six candidates were registered by fifteen training centres (see figure 7) in twenty occupational areas (see figure 8). This represented a 115% increase over the previous year which recorded 281 registrations. Many of these candidates will complete their programmes and receive certification in 2016.

It is of interest that all of the registrations were for Level 1 and 2 qualifications. This points to the need for working with training institutions to build capacity to offer programmes at levels 3, 4 and 5 on the qualifications framework. This will be of critical importance if we are to achieve the vision of improving Grenada’s competitiveness through the development of a highly productive workforce.

Enterprise Based Training

The workforce in Grenada has been characterized as comprising of a large number of low skilled, uncertified workers with approximately 25% of the workforce possessing certification related to employment. To address this issue the NTA has implemented an Enterprise Based Training Programme. This programme seeks to provide increased opportunities for the certification of persons in the workforce. During the period under review the NTA reached out to both the private and public sectors to create increased awareness of the need for C/NVQ certification. This included interventions aimed at identifying training needs and developing and implementing training programmes. Carriacou & Petite Martinique

The Standards and Planning Coordinator, the EBT Officer and the Quality Assurance Coordinator travelled to Carriacou to promote the services provided by the NTA. The main objectives of the visit were to:

Provide increased opportunities for workers in Carriacou and Petite Martinique to access training leading to National Vocational Qualifications and Caribbean Vocational Qualifications

Educate employers and workers about the Assessment of Prior Learning (APL) and Enterprise Based Training (EBT) programmes

Provide opportunities for persons interested in APL to do their self-assessments based on available occupational standards.

Meetings were held with stakeholders from various sectors including tourism and hospitality, construction, managers of homes for the elderly, Permanent Secretary in the Ministry of Carriacou and Petite Martinique Affairs, employees and New Imani trainees. Seventy five self-assessments were completed by persons employed in eleven occupational areas. These candidates will be assessed for certification in 2016.

Work was done in Carriacou towards the certification of over 120 candidates who are participants in the New Imani programme as apprentices through the Assessment of Prior Learning process. Assessments are in progress and will be completed in 2016.

Additionally, the NTA through the EBT Officer is working with the CARILED project to implement an apprenticeship programme in furniture making for youth in Petite Martinique. The programme is in the planning phase and the training will be implemented in

2016. EBT with Grenada Tourism Authority

A series of meetings were held with the GTA and GASCO members with regards to the training of Grand Anse Beach Vendors. A survey was conducted to gather data from spice and craft vendors, food and beverage operators, water taxi operators, beach chair operators and hair braiders. The survey identified areas where a training program might help workers to be more effective. Summary data was used by the GNTA to identify and recommend areas for delivery of training leading to certification. A Memorandum of Understanding (MOU) was signed with GTA to implement the Life Skills and Literacy and Numeracy training programme, a precursor to technical training that will commence in 2016 to provide C/NVQ certification to operators. Eighty participants were trained in Life Skills and twenty participants in Literacy and Numeracy.

Members of staff of the NTA collaborated with the GTA to host the graduation of eighty candidates from the Life Skills training program on September 3rd 2015. The facilitators of the program were recognized with certificates of appreciation.

Community Based Training

Discussions were held with the St. Andrew’s Development Organization with regards to implementing a community based training programme in Marquis. Training will be provided for twenty five participants in Small Engine Repair Level 1 and another twenty five in Straw Craft Production. The first phase of the programme commenced in November 2015 with Life Skills training.

Collaborative Arrangements Market Access Rural Enterprise Development Programme

The MAREP training was formally launched in January with an all-day activity at the National Stadium which included a formal ceremony with addresses by the Prime Minister, a guest speaker, MAREP Project Manager and CEO of the NTA. Training Providers were present to provide an orientation for the trainees.

Eight training providers were contracted to deliver training in seven occupational areas to eleven groups of trainees across five parishes (St. George =2, St. Patrick = 3, St. John =1, St. David =1, St. Andrew =3). Some programmes started on February 2 and others started on February 9, 2015.

Verification of assessments was completed for five courses and submission for certification was made to the GCTVET at its December meeting. Verification work was concluded for the other

six programmes in December and the final results will be available early January 2016. Approximately 150 trainees are expected to successfully complete the programmes.

One of the challenges faced during implementation was a high attrition rate in some of the courses. Some Phase 1 courses experienced decline in the number of participants due to issues related to the provision of adequate support to needy trainees. The General Construction course was particularly hard hit due to a combination of factors including flagging interest, low literacy level (which significant effort was made to address), and poor financial support. CARICOM Youth Skills Development (YSD) Project

The DFAD & DFID funded CARICOM YSD Pre-Technology project, through a partnership of Grenada, St. Lucia, Antigua-Barbuda and a Canadian College, seeks to expose 100 persons in each territory to marine sector related training that will improve their job readiness and ability to access further training. Participants should be unemployed, between the ages of 15 to 29, and have less than three CXC passes.

After investigating other options, responding to industry feedback, and considering national priorities it was decided that the project in Grenada will be delivered through Courtney’s Training Agency in New Hampshire which prepares persons for employment on cruise ships. The project provides an opportunity to align Mr. Courtney’s training program to the CVQ/NVQ format.

A one day pre-planning visit was made by Canadian project leader on May 4th. Between May 7th and 8th the Training Support Coordinator attended a regional meeting in Saint Lucia to work out budget allocations so that the implementation plan can be developed by the Canadian partner. By end of May 2015 Coordinator of Training Support delivered Grenada’s input to the plan.

for the course. The standards and some other materials intended to be used in the course were shared with the team prior to their visit. The general conclusion was that the course could be delivered as proposed covering the NTA 9-module life skills, literacy and numeracy component, 3 NVQ/CVQ certifiable units and other cruise ship specific materials.

At the end of June the completed implementation plan was circulated to regional partners for approval by their Project Advisory Committees and for implementation to begin in coming weeks.

The Project Advisory Committee for the Pre-technology Programme was established and held its first meeting in July 2015. Four members attended the meeting during which project documents were reviewed. The budget and work plan were approved by the Committee.

An online session was facilitated by the Canadian partners with regional coordinators and training providers on July 28 2015. The project’s overall Monitoring and Evaluation Framework was discussed and a number of baseline tools, milestones, and strategies were discussed.

A Regional Online meeting of Project Advisory Committee was convened with representation from Grenada, St. Lucia, and Antigua on October 23. A common platform was set for the scope, terms, and duration of engagement of committee. Feedback on implementation in the various islands was shared and another regional online meeting was carded for January 2016.

Consistent with project Institutional Partnership Output #4, Gaye Wadham conducted a 1-day workshop on how to work with disadvantaged learners designed for personnel delivering the programme on November 19. Recognizing the utility of such information, the NTA invited other training providers to attend. A total of 25 persons participated in this workshop.

On November 20th, consistent with project Institutional Partnership Output #5, Marianne Desrosiers conducted a 1-day visit related to gender analysis and orientation for the program which involved meetings with the team delivering the training at Courtney’ Training Agency, a representative group of male and female trainees, and a subset of employers that will facilitate the trainees during the traineeship.

After ten weeks in classroom and two weeks in job training, the first cohort of trainees in the CEFE/YSD Pre-Technology Project concluded on December 6th 2015. Thirty-four trainees completed the training program: 18 males and 16 females. One trainee dropped out of the course due to extended sickness. The provision of transportation allowance positively impacted attendance resulting in an average 95% over the period of training.

Assessments of the three certifiable units were concluded in December, the verification procedures are in progress, and statements on competence will be issued in January 2016. Thirty trainees participated in program review session on December 9th. Trainees expressed a very high level of satisfaction with the course. Sixty five per cent (65%) of trainees sent on job training were retained in full or short term employment.

Caribbean Local Economic Development Project (CARILED)

The EBT Officer traveled to Petite Martinique from July 23rd- 24th 2015 to participate in a planning workshop for youth of Petite Martinique. The objectives of the workshop were:

To identify existing training programs offered by the Government and other agencies for unemployed youths in Grenada, Carriacou and Petite Martinique.

To decide what forms of assistance, collaboration and support can be expected from said program

To design and develop a training program in Furniture Making apprenticeship for Petite Martinique.

The stakeholders involved in the Carriacou and Petite Martinique Youth Training Project met at the GNTA conference room on 20th August 2015. Present at the meeting were Ms. Vinisha Cudjoe Local Economic Development Officer (LEDO) Carriacou and Petite Martinique (CPM), Mr. Dexter Miller Petite Martinique Fishermen’s Cooperative, Mr. Jeffery Izzak outgoing LEDO for CPM, Ms. Nathalie Ruffin Grenada Industrial Development Cooperation, Mr. Norman Gilbert Ministry of Youth, Sports and Religious Affairs and the EBT Officer. The meeting was used to confirm the contribution of the stakeholder organizations and finalize the outline of the project document to be submitted to CARILED.

The Project Advisory Committee (PAC) for the Petite Martinique Youth Training Project met on 14th December 2015. The objectives of the meeting were:

Collaboration with the Ministry of Youth, Sports and Religious Affairs

During the year in review the NTA continued collaborating with the Ministry of Youth, Sports and Religious Affairs’ New Imani Programme to facilitate the training and certification of youth in the apprenticeship programme. The Quality Assurance Coordinator and the EBT Officer worked with Ms. Nailah James of the Ministry of Youth and made four visits to Carriacou. The purpose of the visits was as follows:

A total of 99 self-assessments were completed in 17 occupational areas while assessments have started with 41 candidates in 6 occupational areas. T. A. Marryshow Community College

The Training Support Coordinator and Monitoring and Evaluation Officer participated in a stakeholder meeting at TAMCC to review plans for the TAMCC Applied Research Institute, an initiative developed to support the Environmental Sustainability Program in partnership with the Canadian college, Canadore. A quasi-independent unit called TAMCC Applied Research Institute was proposed to lead research activities. Feedback from attendees urged collaboration with SGU (WINDREF) and careful consideration to funding for research activities.

The Training Support Coordinator attended a curriculum development workshop at TAMCC hosted by Professor Claude Levasseur of Canadian College partner (CEGIM College of Gaspe) in the development of Environmental Sustainability Practices program (ESP). The workshop focused on CBET methodology, curriculum development, evaluation methods, and rubrics planning as articulated by Canadian College partner.

On June 16 the Coordinator for Training Support participated in BNTF stakeholder meeting to develop a standard application form and selection tool for BNTF funded projects with CVQ/NVQ training components. A tool with weighted selection criteria was developed to provide the basis for consistency in selection of candidates – the first draft was circulated June 18. Training programs are to be implemented by GRENCODA, SADO, Ministry of Youth, Sports and Religious Affairs, and Ministry of Social Development during 2015-2016.

The Coordinator for Training Support participated in a BNTF stakeholder meeting to develop a standard tracer study tool. Officers from BNTF and the Ministry of Social Development will refine the tool and circulate to stakeholders for comment.

Commonwealth of Learning Workshop

The CEO and Dr. Telesford of TAMCC attended a Commonwealth of Learning workshop in Barbados from February 20-23. The theme of the workshop was the development and implementation of flexible TVET systems through flexible and blended approaches that provide enhancement of learning, and can make learning more effective and efficient. This will require, among other things, flexible instruction and agile teachers. The use of ODFL (Open, Distance and Flexible Learning) was presented as a way to increase access to TVET, make TVET more responsive to national and individual needs, encourage active learning and raise standards and quality.

The use of learning management platforms such as Moodle was presented as useful for training institutions in implementing flexible learning systems. However, a shared Moodle was suggested as being more useful for both institutions and territories.

Although the workshop focused more on implementation of flexible modalities at the institutional level, organizations such as the GNTA can provide support for the work done at the institutions. The NTA can also give consideration to incorporating flexible components into its certification processes and procedures.

Meeting with Official from Caribbean Maritime Institute

A meeting was held with Mr. Osric Forrest, Director of the School of Advanced Skills of the Caribbean Maritime Institute (CMI) in Jamaica. Mr. Forrest was in Grenada working with the Grenada Port Authority with regards to providing opportunities for the training and certification of port workers. The NTA will work collaboratively with the CMI to provide certification for the various categories of workers at the port. Mr. Forrest has indicated an interest in providing support to the NTA in its efforts to develop standards for the Marine Sector in Grenada.

Marine and Yachting Association of Grenada (MAYAG) The EBT Officer met with Anita Sutton and Tricia Cadoo of MAYAG in April to plan for the Marine Institute visit on May 6th – 12th. The purpose of the visit was to meet with stakeholders to discuss and develop a three year training program design for incumbent and new workers in the marine and yachting sector.

The EBT Officer also participated in a three day workshop that focused on the development of a training program design for the Marine and Yachting sector. The CEO and the EBT Officer subsequently attended the presentation of a Three Year Training Programme for the Marine and Yachting Sector. This plan includes the establishment of a formal apprenticeship programme for the Marine sector involving job engagement and formal training for new workers resulting in C/NVQ certification and ABYC certification where applicable.

UNESCO

Meeting with UNESCO Representative

A meeting was held with Robert Parua, Acting Director and Programme Specialist in Education and Joan-Marie Protain, local UNESCO representative. The meeting discussed possible areas of collaboration between the GNTA and UNESCO including:

Support for the development of a TVET Policy for Grenada. This will be done in two phases. Phase 1 will involve a TVET review and phase 2 Policy development.

The GNTA will apply to become a UNEVOC Centre.

All NTA senior staff are encouraged to join the UNEVOC e-forum.

Attendance of a one day consultation in Jamaica by the CEO to discuss the establishment of a Caribbean UNEVOC Centre (in collaboration with a UNESCO supported TVET conference in Jamaica in May 2015).

UNESCO-UNEVOC Membership

The NTA was officially accepted as a UNEVOC Center in August, 2015. Mr. Morgan and Mr. Glasgow participated in an online meeting with UNEVOC officials and were provided with an orientation to UNEVOC and the concept of the UNEVOC Centre.

UNESCO-UNEVOC is the International Centre for connecting UNESCO Member States worldwide to develop and strengthen technical and vocational education and training. It undertakes its activities through a global network of TVET institutions comprising departments of ministries, national TVET bodies, universities, and leading national training centers.

UNEVOC Meeting in Jamaica

The GNTA was invited to participate in a meeting of UNEVOC representatives from the Caribbean region on May 12th 2015 at the Hilton Rose Hotel in Montego Bay, Jamaica. The purpose of the meeting was:

To consolidate the UNEVOC Network in the Caribbean To brainstorm on collaborative regional and sub-regional activities or joint projects

within UNESCO-UNEVOC’s priorities and areas of support To identify potential activities in which UNEVOC centres could engage with other

Network members from the Caribbean cluster or beyond.

During the meeting progress reports were given by each UNEVOC Centre representative highlighting their recent activities and use of the online services and products available. The progress reports highlighted communication as one of the main problems faced. A presentation was made on the online services which are available.

Each UNEVOC centre is valid for 4 years after which it will be reviewed for re-approval. All centres must submit their biennial work plan using the appropriate template which was discussed.

During the period 2015-2030 UNESCO will place great emphasis on TVET and will include the following:

TVET conference every 2-3 years. Funding from the World Bank and CDB. Focus on Youth Employability and greening in TVET. Quality education and sustainable development.

TVET Conference in Jamaica

The CEO and Quality Assurance Officer attended a regional TVET conference held in Jamaica from May 13-15. The conference was entitled ‘STEM Education in TVET: Imperatives to National and Regional Development’. Papers were presented on a number of issues including the following:

Presentation to Visiting Belize University Students

The CEO of the NTA made a presentation to a group of visiting Belize University students at Ministry of Tourism conference room. The presentation focused on the role of the NTA in the development of the Grenadian Workforce and the processes and operations involved in achieving same. The Belize team was in Grenada as part of a CSME awareness/education campaign in the region.

Participation in Foreign Affairs CSME Workshop

The Training Support Coordinator and the EBT Officer participated in a two day workshop in March, 2015 on the invitation of the Ministry of Foreign Affairs. The purpose of the workshop was to equip a cadre of both public and private sector personnel to become effective CSME Spokespersons to be able to support public education on the CSME. On completion of the workshop participants were given a Certificate of Participation that admitted them to the regional CSME Spokesperson Bureau.

Study Tour to Trinidad

The EBT Officer, Quality Assurance Officer and Training Support Coordinator were part of a team of six persons from Grenada that travelled to Trinidad to obtain direct information relating to the implementation of the CVQ in Secondary schools and the Assessment of Prior Learning programmes. The team comprised of three officers from the GNTA and three persons whom the Ministry of Education had selected to manage the implementation of the CVQ in the Secondary schools. The visit coincided with that of a team from St. Vincent and the Grenadines on a similar mission.

The aim of the Study Tour was for NTATT to contribute to capacity building and institutional strengthening of the Grenada National Training Agency and Ministry of Education and Human Resource Development (Grenada) to facilitate its implementation of the CVQ in secondary schools and the Assessment of Prior Learning programme. More specifically, the study visit provided opportunities for the following:

Understanding of the requisite knowledge and skills to properly develop and manage a quality assurance system in TVET.

Observation of the operation of workforce development/assessment centres. Information and exposure to activities relating to the implementation of the CVQ in

Secondary Schools. Documentation of best practices related to the implementation of the Assessment of

Prior Learning process.

With regard to the CVQ in schools some key learnings included the need to allocate sufficient resources to the subject areas, the need to schedule deliberate and sufficient time for the subject areas, the need to work with students at the appropriate literacy and numeracy levels, and the need to have highly motivated principal and staff to drive the process forward. With regard to the APL process a key move is for the NTA to use a dual approach of sending persons to approved training providers as well as the NTA directly contracting assessors and verifiers to work with candidates.

Participation on the Guyana External Review Panel

The Quality Assurance Officer participated as a member of the External Review Panel for the external audit of Guyana TVET Council for accreditation to award the CVQ. This involved a series of virtual meetings and a visit to Guyana to conduct the audit from June 23-26.

Assessor Training in Antigua

Grenada NTA was offered a contract by CICan to provide training and certification for a group of potential assessors in Antigua. The Quality Assurance Coordinator and Mrs. Marlene Finlay, Master Assessor and Dean of the School of Applied Arts and Technology of TAMCC conducted the training in Antigua for 23 participants from December 7 to December 15, 2015 with practicum on December 16 and 17 and a review session on December 18.

Twenty-two candidates completed the practicum successfully. One candidate will be re-assessed in March. All candidates are preparing their portfolios for submission during the first week of March 2016.

CANTA Standards Committee

The Standards and Planning Officer participated in meetings the CANTA Occupational Standards Committee to review occupational standards for submission to CANTA for approval as CVQs. Fifty-two new standards were recommended to CANTA for approval. These standards were

endorsed by CANTA and the Regional Coordinating Mechanism for TVET (RCMTVET) and submission for final approval by COHSOD is pending. CANTA Quality Assurance Committee

The Quality Assurance Coordinator participated in a CANTA Quality Assurance Committee workshop in Barbados from March 25-27. The workshop focused on issues and challenges faced by NTAs with regards to quality assurance, certification requirements for CVQ personnel, capacity building activities and the revision of key quality assurance documents including the Quality Assurance Guidelines and Criteria, the draft CBET Manual and CVQ Assessment Templates. The meeting developed recommendations for standardization of the Assessment Templates and the revision of the Quality Assurance Guidelines and Criteria for submission for CANTA’s approval. CANTA Meetings

The CEO and Quality Assurance Coordinator attended the 25th meeting of the Caribbean Association of National Training Agencies in Jamaica from May 12 – 13. The following are noteworthy points from the meeting:

CANTA is now registered in Jamaica and registration is being pursued in Trinidad and Tobago, Barbados and Guyana.

Arrangements are being worked out with CXC with regards to the CVQ patent The need for harmonization of the classification of occupations in the region was

noted. A recommendation for approval of the St. Vincent SSDA to award the CVQ was

endorsed for submission to COHSOD for approval. A recommendation from the QA committee outlining the requirements for the

certification of Verifiers was approved. All TVET apex bodies are to be reviewed every five years and are required to submit a

self-evaluation report to CANTA after the third year. Fifty-nine new occupational standards were approved for submission to COHSOD for

approval as CVQs. CVQ in Schools is now done in 50 schools in Jamaica. Saint Lucia and Dominica are

scheduled to start in 2015. Trinidad is moving to implement CVQ Level 2 in the schools and the CVQ can be used for matriculation into CAPE (e.g. 3 CXC and 1 CVQ). The CVQ will be used to meet requirements for the award of scholarships.

In Barbados, UWI has approached the TVET Council with regards to the award of joint certification involving the CVQ.

The CEO, Training Support Coordinator and EBT Officer attended the 26th meeting of CANTA in Trinidad in Tobago on November 4th and 5th. Attendance at the meeting provided opportunity for new senior staff of the NTA to participate in the regional discussions that shape the policies governing the operations of the regional TVET system and for networking with regional TVET experts. Elections of officers were held for the Association. Table 14 presents the members of the CANTA Executive elected at the meeting.

Regional Coordination Mechanism for TVET (RCMTVET)

The CEO and Standards and Planning Coordinator participated in a virtual meeting of the Regional Coordinating mechanism for TVET (RCMTVET) on October 30, 2015. The major outcomes of the meeting had to do with the approval of new NTAs to award the CVQ and new standards for the award of the CVQ. A recommendation for St. Vincent and the Grenadines’ Sector Skills Development Agency and Guyana’s TVET Council to be approved as CVQ awarding bodies was endorsed by the meeting as was the recommendation for the approval of fifty-eight new occupational standards for the award of the CVQ. For the first time since CANTA’s inception standards were presented by NTAs other than Trinidad, Jamaica and Barbados with standards presented by Saint Lucia and Guyana.

Appreciation The achievements of the NTA in 2015 were due to a number of factors including the dedication, commitment and teamwork of the staff, the unwavering support of the Grenada Council for Technical and Vocational Education and Training, the support of the Ministry of Education and Human Resource Development and the Ministry of Youth, Sports and Religious Affairs. Additionally, the support of our various stakeholders including private sector institutions/organizations and NGOs was invaluable to the development and achievements of the NTA during the period under review.

We especially thank the Permanent Secretary in the Ministry of Education for her unwavering support.
