NEEMWhat is NEEM?

NEEM stands for Na�onal Employability Enhancement Mission

The All India Council for Technical Educa�on with an objec�ve to offer on the job prac�cal training to enhance employability of students pursuing gradua�on / diploma has made certain regula�ons by exercising its powers conferred under sub-sec�on[1] of sec�on 23 read with sec�on 10 of the All India Council for Technical Educa�on Act, 1987 (52 of 1987).

Objec�ve of NEEM

The objec�ve of The Na�onal Employability Enhancement Mission (NEEM) is to offer on the job prac�cal training to enhance employability of a person pursuing his or her gradua�on/ diplomain any technical or non-technical stream to increase their employability.

Tata Ins�tute of Social Sciences - SVE & NEEM MODEL

The Tata Ins�tute of Social Sciences (TISS) was established in 1936 and was incorporated as Govt. Deemed University in 1964. In December 2011, Under the aegis of UGC and AICTE, TISS set up the school of Voca�onal Educa�on (SVE) to provide immediate and definite interven�ons to improve the skill levels of millions of youth, through appropriate voca�onal training programmes. Thetarget beneficiaries would include organized and unorganized workforce across industries and aimsto cover every individual who needs to develop employable skills. Therefore, SVE has been set up with a vision of crea�ng ecosystem that would bring back the dignity of labour to all professions and occupa�ons to create sustainable sources of income for the aspiring youth in the country.

With the above objec�ve TISS-SVE has now rolled out the three year Bachelor of Voca�on Educa�onprogram newly introduced by the University Grants Commission (UGC). TISS is now registeredwith the AICTE as a NEEM training agency.

NEEM

Salient Features of the Program -

Skill Knowledge Partner (SKP)

Companies from any industry with a proven exper�se in the field of manufacturing and / or services and is desirous of providing on the job training to TISS-SVE students may register with the Tata Ins�tute of Social Sciences - (SVE) as a Skill Knowledge provider (SKP).

Theory classes will be conducted once a week ( by TISS training partners in mul�ple loca�ons across the country).

A student will join the B.Voc degree program of three years, equivalent to any other Bachelor Degree.

The minimum dura�on of training per year would be 1260 Hours, out of which 720 is prac�cal and 540 is theory.

Such enrolled student shall be known as a NEEM ‘trainee’ under the scheme and TISS shall be called as the NEEM ‘agent’.

The course is based on ‘Earn while you learn’ model.

Each year is a stand alone cer�ficate so the student can leave the course a�er comple�on of each year.

Student will undergo on-the-job training (five days a week) with a Skill Knowledge Provider (SKP) as a ‘trainee’. (No employer - employee rela�onship as per the NEEM no�fica�on).

Students will get university ID cards.

Industry (SKP) shall pay the trainee a s�pend which is not less than the minimum wages for unskilled labour. S�pend shall be paid as a single consolidated amount and such payment willnot a�ract any statutory deduc�ons or payments applicable to regular employees.

Advantages of becoming a Skill Knowledge Provider :

Enrol exis�ng employees into the B.Voc program to give them opportunity for upward mobility.Experience reduced levels of a�ri�on as employees complete their gradua�on over three years.Companies with distributed sales force could ini�ate this program across mul�ple loca�ons. More than 100 ci�es & towns covered.Employer can provide internship opportunity to students of TISS to beef up exis�ng workforce.All students would be university(TISS) students and there would be no employer - employee rela�onship between student and SKP.SKP can also offer internship opportuni�es during peak season (fes�ve season for retail industry and Jan/Feb/Mar for insurance industry).Contractual work force can also be enrolled in these courses.Sponsorship of fees of students can be treated as CSR expense.Unlike the appren�ce act there is no restric�on on number of trainees.NEEM is also applicable to the service industry.
