Will the Minister for Petroleum and Natural Resources be pleased tostate whether it is a fact that the oil prices in Pakistan are not beingreduced by the Government in-line with the reduction made ininternational market; if so, the reasons thereof?

Minister for Petroleum and Natural Resources (Mr. Shahid Khaqan

Abbasi): Benefit of the reduction in petroleum prices in international market arebeing passed on to the consumer. However due to reduction in international prices,the Government taxes are also reduced, therefore the benefit of reduction is partlypassed on to consumer or no change in prices is made. Resultantly tax rates areincreased by M/o Finance /FBR to meet the country’s revenue targets approvedin Finance Bill. Sometime the impact of hike in prices are not passed on in order toprovide relief to consumer through reduction in taxes.

Will the Minister for Parliamentary Affairs be pleased to state:

(a) whether it is a fact that it is the duty of the Ministry to encouragethe Local Government Institutions in the country;

(b) whether it is also a fact that Article 140A of the constitutionguarantees to devolve political, administrative and financialresponsibility and authority to the elected representatives of thelocal governments;

(c) if the answers to parts (a) and ((b) above are in affirmative,whether Federal Government intends to invoke Article 149 (I)to give directions to provinces to make local Government lawsunder the true spirit of Article 140A; if so, when it will beimplemented; if not, the reasons thereof?

Minister for Parliamentary Affairs: (a) No. Ministry of Parliamentary

has not been allocated with the subject of local government under Rules ofBussiness, 1973 (Annex-I).

(b) Yes, but Article-140A makes it incumbent upon the provinces toestablish, by law, a local government system and devolve political, administrativeand financial responsibility and authority to the elected representatives of the localgovernments;

(c) Article-149(1) is invokable if the executive authority of Federationis impeded or prejudiced by exercising the executive authority of a Province.

(a) whether it is a fact that the Sui Northern Gas PipelinesLimited discontinue supply of gas to Textile Mills at any time; ifso, the reasons thereof;

(b) the gas consumption of Textile Industry at present; and

(c) the supply of gas in MMCFD to said industry at present?

Minister for Petroleum and Natural Resources (Mr. Shahid KhaqanAbbasi): (a) On SNGPL’s system, there is a vast gap between demand andsupply of gas which is bridged through load management in different sectors inPunjab including Power, Industry, CNG and Fertilizer in order to cater for highpriority domestic and commercial sectors in accordance with the Natural GasAllocation and Management Policy, 2005 since there is no curtailment in KhyberPakhtunkhwa due to the decision of Peshawar High Court in a writ petition invokingArticle-158 of the constitution.

SNGPL endeavors to ensure maximum supplies to the textile sector evenduring winters, despite suspension of gas supply to all sectors other than domesticand commercial (including non-textile industrial consumers). However, with furtherdecrease in ambient temperature, the demand of domestic sector increased and theCompany was left with no option but to reduce gas supplies to textile sector. However,in realization of the hardships that they may face due to inevitable discontinuation ofsystem gas supplies, GOP and SNGPL explored the possibility of re-gasified LNG(RLNG) supplies to textile sector. Resultantly, w.e.f. December 25, 2015, SNGPLinitiated RLNG supplies to textile sector consumers in Punjab.

(b) Textile sector in Khyber Pakhtunkhwa is consuming around23 MMCFD indigenous gas, whereas the textile sector in Punjab is being suppliedRLNG for 4 hours per day only. Textile sector in Punjab requires around 60MMCFD gas to operate @ 4 Hours daily for Textile Captive Power and 17% ofAllocated Load for Textile Processing. However, since all textile sector consumersin Punjab have not yet opted for RLNG supplies, they are currently consumingaround 45-50 MMCFD RLNG.

Minister for Parliamentary Affairs: (a) Section 49 and 50 of

Representation of Peoples Act (ROPA) 1976 deals with the limits of expenses forcontesting candidates and submission of Return of election expenses and its mannersthereon. However, there is no express provision provided by law for self-scrutinizingof election expenses.

(b) Similarly, violation of expense limit and non-submission of Return by aperson makes him guilty of corrupt practice and illegal practice under Section-78,sub-section 1 of Representation of Peoples Act (ROPA) 1976 and Section-83,sub-section 1(a) of ROPA 1976 respectively.

Minister for Communications: (a) The Road section from Chakdarato Mingora-Fatehpur (82 Kms) is being rehabilitated through financing of SaudiDevolopment Fund (SDF).

(b) The Loan agreement is scheduled to be signed in February, 2016.Therefor no funds are released yet. After Loan agreement the procurement forconstruction will be initiated. The projcet is scheduled to be commence in end of 2016.

Minister for Communications: (a) & (b) The Length of NationalHighway N-35 (KKH), which is also known as Silk route in Pakistan, is 806 kmtraversing between Hasanabdal, Mansehra, Gilgit and Khunjerab Top. About 67%of this road is in fair to good condition and about 33% is in poor condition.

(c) Chinese Grant Project: Thakot Bridge-Raikot (Km 190-470)

Currently, work is in progress on three work packages between Thakotto Raikot section (KM 190-370) of KKH under the Chinese grant project.The cost of this project is about 7.5 billion and project will be completedby January, 2017.

This project comprises of construction of five (5) bridges and rehabilitationof 143 km of road.

Up-Gradation of KKH (N-35) and realignment of Atta-abad Lake Project

KKH has been upgraded from Raikot to Khunjerab (Km 471-806) anda length of 335 KM has been rehabilitated. The work has been substantiallycompleted on 30th November, 2013. Whereas the work is under progresson Realignment of Atta-abad Lake Project and project completion date is25th September, 2015.

The prime reason for this non-uniform schedule is huge gap betweendemand and supply of natural gas. Due to meager gas demand, there is nogas load management in Balochistan. The honorable Sindh and PeshawarHigh Courts have directed the Federal Government to adhere to theprovisions of Article 158 of the Constitution therefore gas load managementis mostly restricted to Punjab Province and to some extent to Sindh provinceas per demand and supply position of gas.

Minister for Communications: (a) Karachi-Lahore Motorway wasrenamed Peshawar-Karachi Motorway. Recently two sections of Peshawar—Karachi Motorway were undertaken which are as follow:—

(i) Lahore—Abdul Hakeem Section (230 Km)

(ii) Multan—Sukkur Section (392 Km)

The manpower was sanction only for patrolling duties, however,subsequently, many other additional tasks like briefing at toll plazas, MobileEducation Unit, Road Safety Training Institutes, Guidance Centres etc. havebeen assigned. The manpower and logistics have been internally managedby squeezing resources from other establishments as was the case withFaisalabad-Gojra Section (58 KM) of M-4 inaugurated on 16th March, 2015.

Total area of M-4 Pindi Bhattian—Faisalabad—Multan is 295 kmwhich has been divided in different phases for construction purposes, 03Sections of Motorways i.e. Pindi Bhattian to Faisalabad to Gojra and Khaniwalto Multan have already been operationalized, whereas personnel and logisticresources have been sanctioned for only Pindi Bhattian-Faisalabad section.Accordingly the Ministry of Communications vide this office letterNo. NH&MP-43/Vol-II/73 dated 14th January, 2016 has been requested totake up the matter with quarter concerned which is under process.

Upon commencement of enforcement from existing resources, therequirement of Motorways Zone from M-1 to M-4 has been increased manifoldi.e. 1624 whereas, currently 1153 uniformed posts are sanction. Hence 471posts of uniformed officers are required to be sanctioned to meet the deficiency.

Minister for Defence: (a) It can only be ascertained after 6th populationcensus. However, generally speaking the populations of Cantt Board Wards areless than population of Union Councils.

(b) The Wards in Cantonment Boards have not been prepared on thebasis of population but on the basis of classification of the Cantonment Boardsunder Section 13 & 13A of the Cantonment Act, 1924 (Annex-A). Section 13 ofthe Cantt Act, 1924 states as under:

(1) “Cantonments shall be divided into three classes, namely:—

(i) Class 1 Cantonments, in which the civil population is one hundredthousand or more;

(ii) Class II Cantonments, in which the civil population is fifty thousandor more but less than one hundred thousand; and

(iii) Class III Cantonments, in which the civil population is less than fiftythousand.

(2) For the purpose of sub-section (1), the civil population shall be calculatedin accordance with the latest official census, if the Federal Government,by general or special order, so directs, in accordance with a special censustaken for the purpose.”

Therefore, for Class-1 Cantonment there shall be ten Wards, for Class-IIthere shall be five and for Class-III Cantonments there shall be two Wards.

ANNEX-A

EXTRACT FROM SECTION 13 & 13A OF CANTONMENTS ACT,1924.

SECTION-13

13. Classification of Cantonments:

(1) Cantonments shall be divided into three classes, namely:

(6) The Officer Commanding the station may, with the sanction of theCompetent Authority, nominate, in place of a military officer whom he isempowered to nominate under clause (f) of sub-section (1), clause (f) ofsub-section (2) or clause (d) of sub-section (3), any person who is ordinarilyresident in the cantonment or in the vicinity thereof.

(b) The subject locality is privately developed and presently a ban isimposed by the Government of Pakistan on provision of gas to all new housingschemes. Therefore, SNGPL is not in a position to provide gas connection.
