Number of trauma and first aid centres established on M-9. 27. *Ms. Tahira Aurangzeb: Will the Minister for Communications be pleased to state the total number of trauma and first aid centers have been established on M-9 by the Government so far? Minister for Communications: As per concession agreement M/s SCORE has established 2 state of the art trauma and first aid centers on M-9 Motorway at km 21 and km 80 on south bound of carriageway. Status of Pakistan Post during last three years *Ms. Shakila Luqman: Will the Minister for Postal Services be pleased to state: the year-wise total profit/income earned by the Pakistan Post during the last three financial years; the year-wise total loss suffered to the Pakistan Post during the said period; and whether the performance of the Pakistan Post is improving gradually; if so, the details; if not, the reasons thereof? Minister for Postal Services (Molana Ameer Zaman): (a) & (b) The position of Revenue/ Expenditure, and deficit of the Pakistan Post Office Department (PPOD) for the last three years is given below:— (Figures in Million Rs.)

(c) The main reasons of deficit are noted as under:— Pakistan Post was a self-supporting department from 1998-99 to 2008-09. The gap between revenue & expenditure is widening due to increase in -pay, allowances and pension benefits granted by the government to the employees from time to time since the year 2009-10. Postal tariff was last revised on 02-11-2009 whereas prices of commodities & services, and utilities have been increased manifold since then. The rate of Post Office Service charges had been reduced from Rs. 1.50 % to Rs. 0.50% on savings Scheme work w.e.f. October 2010 by the Finance Division. This has reduced Revenue of PPOD by Rs.2 billion annually approximately. The expenditure on account of pension payment is being borne by the Finance Division under “Demand NO.034- Superannuation, Allowance & pension” all departments of Federal Government. Whereas pension payment of Postal employees is included in expenditure of the PPOD due to which deficit has been increased. During the financial year 2016-17, the PPOD had incurred an expenditure of Rs. 5,696.844 million under Head A04- Employees Retirement Benefits. 78% of the Budget (Expenditure) is incurred on mandatory payments of Pay, Allowances and Pension to serving as well as retired employees.

The following steps are being taken to control deficit of the PPOD:— The PPOD has already taken up the case with Finance Division to exclude the pension payment from budget/ expenditure of the PPOD. Proposal for increase in existing Inland Postal Tariff is under consideration of the Ministry of Postal Services. Costing of Saving Bank work was carried out by Cost & Management Firm on the direction of Ministry of Finance with the result that 2.05% is the actual Cost while currently Finance Division has been allowing only 0.5% since 2010. Total electricity generated in country *Ms. Aisha Syed: Will the Minister for Energy be pleased to state the project-wise total quantum of electricity being generated in the country at present alongwith the generation capacity thereof? Minister for Power Division (Sardar Awais Ahmad Khan Leghari): The detail of project-wise installed capacity and generation of electricity through various sources at present (as on 25-02-2017) is attached as Annex-I. (Annexure has been placed in the National Assembly Library) Estimated domestic gas demand in the country *Ms. Suraiya Jatoi: Will the Minister for Energy be pleased to state: the estimated domestic gas demand in billion cubic feet per day in the country at present;

the estimated production of gas in billion cubic feet per day in the country at present; and whether it is a fact that the OGRA has warned about increasing the gap between supply and demand of gas in near future; if so, the details thereof? Minister of State for Petroleum Division (Mr. Jam Kamal Khan): At present, the approximate constrained demand of natural gas in the country is over 7 billion cubic feet per day. At present, the approximate production of natural gas in the country is 4.125 billion cubic feet per day. OGRA has been highlighting the demand and supply gap scenario in its Annual reports. OGRA, in its Annual Report of the State of the Regulated Petroleum industry 2016-17, reported that Pakistan is facing shortage of gas supply which will further increase in the future. The gap between the supply and demand is expected to increase to the tune of 3,999 MMCFD in FY 2019-20 and 6,611 MMCFD by the FY 2029-30 without imported gas. Details of contracts / agreements between PSO and PNSC *Ms. Belum Hasnain: Will the Minister for Energy be pleased to state:

the details of contracts/agreements made between the Pakistan State Oil and Pakistan National Shipping Corporation to import Furnace Oil, Petrol and Diesel since June, 2013; and whether it is a fact that some flaws have been highlighted in the process of awarding the said Contracts; if so, the steps taken by the Government to eradicate the same? Minister of State for Petroleum Division (Mr. Jam Kamal Khan): A Contract of Affreightment (COA) was signed between Pakistan State Oil (PSO) and Pakistan National Shipping Corporation (PNSC) in October 2012 for transportation of PSO’s Furnace Oil cargoes from designated ports in Arab Gulf to Pakistan through PNSC’s vessels. An Addendum to the COA was also executed between PSO and PNSC in January, 2013 to include transportation of PSO’s Motor Gasoline (Petrol) and Low Sulphur Furnace Oil (LSFO) cargoes from different ports of world to Pakistan. In June, 2015 PSO was directed to import Petrol and LSFO on C&F basis while import of High Sulphur Furnace Oil (HSFO) was continued on FOB basis through PNSC. Neither any tender process was involved nor was any award issued in this regard. PSO and PNSC, being public sector companies, reached to an agreement and signed the said COA. However, during execution of the contract, PSO has faced several issues including in-transit quality assurance of the cargo, freight rates as per market, timely provision of vessels by PNSC

and penalties and protection etc. to PSO against non-performance of PNSC. In order to address the above issues, upon expiry of the first phase of the contract (3 years), PSO sent a comprehensive revised draft of contract to PNSC in February 2016 covering all the above areas of concern. However, PNSC did not agree to incorporate required changes in the contract despite PSO’s vigorous follow-up and meetings with PNSC for about two years. Resultantly, PSO has requested Ministry of Energy (Petroleum Division) to move a summary to the ECC of the Cabinet for termination of COA between PSO and PNSC. The proposal is under consideration by the Ministry of Energy (Petroleum Division). Supply of clean drinking water. *Sahibzada Tariq Ullah: Will the Minister for Science and Technology be pleased to state: the details of research made with respect to supply of clean drinking water since June, 2013; and the proposals made therefor during the said period? Minister for Science and Technology (Rana Tanveer Hussain): (a) Pakistan Council of Research in Water Resources (PCRWR) is a Research & Development organization working under the aegis of Ministry of Science and Technology and is working exclusively on water related issues. The details of the research work since 2013 with respect to supply of clean drinking water is given as under:

Water Quality Monitoring of 26 cities of Pakistan revealed that 69% water samples were contaminated and only 31% samples were sale for drinking purpose. Bacterial, Arsenic, Nitrate, Fluoride and Iron were found as major contaminants in the drinking water supplies of monitored cities. The report was published and disseminated to concerned local, provincial and federal authorities. The report is also available on www.pcrwr.gov.pk. PCRWR through its network of 24 water quality laboratories all over the country has tested 80,686 water samples in the last 03 years and water quality testing and advisory services are being provided to public, private organizations and general public (Annexure-I). PCRWR is also working on water quality monitoring projects in all provinces including FATA, GB and AJK, in collaboration of national (WASA, PHED, Pak EPA etc.) and International (UNICEF, IUCNA, CSTRO & UNU) organizations. A concrete set of recommendations/ proposals has been given in water quality report “Water Quality Monitoring in Major Cities of Pakistan 2015-16” (Annexure-II). Minister for Science and Technology has written letters to Chief Ministers of all four provinces including Gilgit-Baltistan and Prime Minister of AJ&K and assured Ministry of Science and Technology’s full support in term of capacity building, water quality monitoring services and providing low cost testing and treatment technologies to achieve the target of provision of safe drinking water to the public (Annexure-III).

(Annexures have been placed in the National Assembly Library) Details of Military Courts cases. *Mr. Abdul Qahar Khan Wadan: Will the Minister for Defence be pleased to state: the total number of cases are pending in the Military Courts at present alongwith the details thereof; and the total number of cases disposed off by the said Courts alongwith the details thereof? Current charges of higher posts given to serniors. *Malik Muhammad Amir Dogar: Will the Minister for Defence Production be pleased to state whether it is a fact that current charges of higher posts including Assistants, Junior Assistants, Private Secretaries, Assistant Private Secretaries and Superintendents have not been given to Seniors by the Ministry since June, 2013; if so, the justification thereof? Minister for Defence Production (Rana Tanveer Hussain): It is informed that there are four (4) wings in this Ministry. Each wing is headed by Joint Secretary / OSD (BPS-20). There is acute shortage of Section Officers. Against an establishment of 17 posts, only 3 regular Section Officers are available. Remaining posts are being managed through deputation and other stop-gap arrangements. Current charge of the higher posts in the Ministry of Defence Production Secretariat is being granted to Superintendents, Assistants and Assistant Private Secretaries on the recommendations of their respective wing incharge after completion of all codal formalities. It may be added that as per appointment, Promotion and Transfer Rules, 1973, the relevant rules on this particular issue, seniority is not the only criteria for grant of current charge and fitness and eligibility are also considered. At present no senior, if fit and eligible, is denied current charge. Progress on Chashma D.I Khan – Zhob Transmission Line Project. *Ms. Naseema Hafeez Panezai:

Will the Minister for Energy be pleased to state: the progress made on Chashma-Dera Ismail Khan-Zhob High Transmission Line Project; and the time by which said Project will be started and completed? Minister for Power Division (Sardar Awais Ahmad Khan Leghari): (a) Chashma-DI Khan-Zhob transmission line is being implemented in 02 phases: Phase-I Chashma-D.I.Khan T/L Phase-II D.I.Khan-Zhob T/L

Phase-I Chashma-D.I. Khan transmission line is under construction along with 220kV grid station at D.I. Khan. The overall progress of Grid Station is 65%, and overall progress of transmission line is 54%. Phase-II D.I. Khan-Zhob transmission line PC-I has been approved by ECNEC on 07-11-2016 with a total cost of Rs. 6,878.41 million. Detail survey work of 220 kV D.I. Khan­Zhob T/L has been completed and approved, soil investigation work is awarded to M/s Firm Decon International (Pvt.) Ltd. Crew mobilized at site and soil investigation is in process, tender documents are under preparation. The land for 220 kV Zhob Grid Station has been selected and finalized by Siting & Layout Board. Notification under Section 4 of Land Acquisition Act 1894 has been issued by Deputy Commissioner on 02-01-2018. Phase-I of Chashma - D.I. Khan - Zhob transmission line is expected to be completed by 31st March, 2018 and Phase-II is expected to be completed by December, 2019. Number of persons with detail to whom gas connections are provided in District Mardan *Ms. Naeema Kishwar Khan: Will the Minister for Energy be pleased to state: the total number of persons to whom gas connections have been provided under the long services during the last two years in District Mardan; the areas of said District in which gas provided during the said period alongwith the detail including addresses thereof; and

whether rules and regulations have been observed while providing these services; if not, the action taken against the responsibles thereof? Minister of State for Petroleum Division (Mr. Jam Kamal Khan): SNGPL has reported that 232 number of long service line cases have been approved in different localities of District Mardan during the last two year, (against long service line cases approximately 1 inch Ø x 8741 Meters & 1 1/4 Ø x 4491 Meters pipeline has been laid.) Details of said area including Name/ Addresses where gas facility has been provided through long service line is attached as per Annex “A” & Annex “B”. There is no violation of rules / regulation observed during processing of long service line cases. The long service line cases are being strictly processed as per company’s policy on turn/ merit basis. (Annexures have been placed in the National Assembly Library) The line losses during 3 years. *Dr. Nafisa Shah: Will the Minister for Energy be pleased to state whether it is a fact that Pakistan incurred gigantic loss of electricity during the last three years due to mismanagement, inefficiency and theft; if so, the reasons for negligence thereof? Minister for Power Division (Sardar Awais Ahmad Khan Leghari): The line losses during last three years have been reduced as compared with the previous years as evident from Annex-A. The effort is going on to attain the benchmark fixed bythe Regulator to the

maximum possible extent keeping in view the ground realities which vary from entity to entity. Annex-A

Status of Motorway from Gojra to Shorkot *Dr. Shazia Sobia: Will the Minister for Communications be pleased to state the present status of under construction Motorway from Gojra to Shorkot and Shorkot to Khanewal? Minister for Communications: The present status of the under construction motorway from Gojra to Shorkot and Shorkot to Khanewal as under: Gojra -Shorkot Section-2 is under construction in two parts (contracts).

Package-2A (Gojra-Jamani (Toba Tek Singh) This part is 31 KM. 65% work has been completed. The completion date for this package is 25 May 2018. Package-2B (Jamani-Shorkot) This package is 30 KM. 55% work has been completed. The completion date of this package is 25 June 2018. Shorkot Khanewal Section-3 is under construction in two parts (contracts). Package-3A (Shorkot – Dinpur) This part is 31 KM. 45% work has been completed. The completion date for this package is 14 August 2018. Package-3B (Din Pur – Khanewal) This package is 34 KM. 38% work has been completed. The completion date of this package is 14 August 2018. Recruitment / appointment under Ministry of Law and Justice *Dr. Nikhat Shakeel Khan: Will the Minister for Law and Justice be pleased to refer to the Starred Question No.44 replied on 03-11-2017 and to state whether 34 posts have been created with the approval of Ministry of Planning, Development and Reform and Ministry of Finance, Revenue and Economic Affairs for the Ministry; if so, the time by which the process of appointment against said posts will be completed? Minister for Law and Justice (Chudhary Mahmood Bashir Virk): Yes. 34 posts have been created with the approval of Ministry of Planning, Development and Reforms and Finance Division for the Laws of Pakistan Cell in this Ministry.

Recruitment Rules for the posts in BS-16 and above for the said cell were referred to Establishment Division for approval who, while approving the draft rules, had opined to decide the status of the employees as to whether they are Civil Servants or not in the presence of Publication of Laws of Pakistan Act, 2016, in consultation with FPSC. The matter is being referred to FPSC for their advice. As soon as the status of staff to be recruited for the Laws of Pakistan Cell is decided, the process of recruitment will be initiated and be completed in shortest possible time. Steps to implement laws related to Human Rights *Mr. Abdul Qahar Khan Wadan: Will the Minister for Human Rights be pleased to state the steps being taken by the Ministry to implement the laws related to Human Rights? Minister for Human Rights (Mr. Mumtaz Ahmad Tarar): The Government of Pakistan is committed to ensure Human Rights of its all citizens as envisaged under the Constitution, relevant laws and international commitments. The steps being taken by the Ministry to sensitize the relevant stakeholders to implement the laws related to human rights in the country are given below:— (i) National Commission for Human-Rights (NCHR) is primarily a monitoring body with quasi-judicial powers, entrusted to provide relief to victims of human rights violations in accordance with the National Commission for Human Rights Act 2012. It also has jurisdiction to review laws from human right’s perspective and suggest legislation for effective implementation of Human Rights as guaranteed in Constitution, and promote awareness of human rights etc. The NCHR, since its Inception from May 2015 till date, dealt with 1348 petitions of human rights violations relating to protection of

children, women, minorities, transgender. Out of these 1348 petitions, 511 petitions have been disposed off, 222 petitions are in hearings process and 615 petitions are under investigation. The National Commission on the Status of Women (NCSW) is regularly monitoring the cases of gender based violence in line with women specific laws. NCSW has been monitoring acid crimes in partnership with Acid Survivors Foundation and has found that there has been 50 % reduction in Acid Crimes and the amended acid crime law (2011) is increasingly being used. National Commission on the Rights of the Child is being established under National Commission on the Rights of Child Act, 2017 to ensure protection of child rights in accordance with the national laws & international commitments. Under the Action Plan, the Ministry of Human Rights has initiated capacitybuilding and trainings of the relevant stakeholders besides Public Awareness Campaign on Human Rights Education and Sensitization. The Campaign focuses sensitization of all the concerned stakeholders with a view to ensure proper implementation of laws related to Human Rights. Helpline 1099 for legal advice on human rights violation has also been established for providing free legal advice to victims of Human Rights violation and referral to concerned law enforcement agencies/ organizations relates for their redressal. A National Task Force to monitor implementation of Action Plan for Human Rights has been established under the chair of Federal Minister for Human Rights comprising parliamentarians (one each from National Assembly & Senate of Pakistan), relevant Federal Ministries and Provincial Human Rights Departments. Provincial Task Forces in Punjab, KP, Sindh and Balochistan have also been constituted. The effective

implementation of Human Rights laws is one of the main areas of Action Plan. Patroling on National Highways, between Hyderabad to Mirpur Khas. *Mr. Waseem Akhtar Shaikh: Will the Minister for Communications be pleased to state: whether it is a fact that Motorway Police does not patrol at all on the National Highways between Hyderabad to Mirpur Khas and Khairpur to Larkana; if so, the reasons thereof; and whether it is also a fact that no speed board has been displayed on the said Highways? Minister for Communications: (a) National Highways & Motorway Police (NH&MP) does not patrol on the National Highways between Hyderabad to Mirpurkhas and Khairpur to Larkana, as it has not yet been commissioned on these roads. 19 cases for phase-wise policing on National Highways have been taken up and Larkana Khairpur National Highway is included in the 2nd phase. (b) The project Larkana Khairpur Bridge has been constructed by NHA to connect the district Khairpur and District Larkana. At present 24 Nos. highways safety boards are installed at LKBP out of which 06 Nos. are regarding desired speed limit. The work for highway safety boards including several different signs are installed frequently but unfortunately the theft of these boards is very recurrently for which law enforcement agencies are approached by field staff repeatedly.

CPEC Project on Zhob Bypass. *Ms. Naseema Hafeez Panezai: Will the Minister for Communications be pleased to state: as to when the construction work on Zhob Bypass will be started; and whether funds have been allocated for it? Minister for Communications: (a) Zhob bypass is part of CPEC project i.e. Yarak - Zhob. PC-Ihas been approved. Procurement of project will be initiated after signing of frame work. Agreement with EXIM Bank China. Construction work will be started after completion of procurement process. China EXIM Bank will finance the project. Amount paid under corporate social responsibility projects in Sindh. *Ms. Shakila Luqman: Will the Minister for Energy be pleased to state: the total number of the outstanding amount paid/spent during the last five years under the Corporate Social Responsibility Projects in various districts of Sindh particularly in Badin; and the details of the production bonus due and actually paid during the last five years alongwith its utilization in Sindh? Minister of State for Petroleum Division (Mr. Jam Kamal Khan): The details of the outstanding amount paid/spent during the last five years i.e. 01­01-2013 to 31-12-2017 under the Corporate Social

Responsibility in various districts of Sindh including Badin district is attached at Annex-A. The details of production bonus due and actually paid/deposited by the Exploration & Production Companies in different districts of Sindh province during the last five years i.e. 01-01-2013 to 31-12-2017 is attached at Annex-B, which is utilized through a district level Committee called Petroleum Social Development Committee (PSDC), as per Production Bonus Guidelines issued by the Provincial Government. (Annexures have been placed in the National Assembly Library) Strategy to control gas loadshedding in Winter. *Ms. Shahida Akhtar Ali: Will the Minister for Energy be pleased to state whether the Government has any strategy to control gas load shedding in Winter? Minister of State for Petroleum Division (Mr. Jam Kamal Khan): The huge demand and supply gap of Natural gas during winter seasons is observed particularly in peak-hours within the areas falling at the tail-end of gas distribution network. In order to bridge this ever-increasing gap, various strategies are being adopted by the company for efficient gas load management. Minimum distance between two toll plazas for charging toll is 35Km-60 Km. However in case of M-9, the toll is charged between interchanges regardless of the distance, because on M-9, toll is based on rate per Km multiplied by distance travelled. (b) Three sections out of four have been completed which measures 120 kms. Toll is applied on sectional completion. Toll tax is being charged for 120 kms completed section out of 136 kms of total length of the Project. Plan to relocate population residing near line of Control. *Ms. Musarat Rafique Mahesar: Will the Minister for Defence be pleased to state whether the Government is considering to make a plan to relocate population residing near Line of Control/working boundary of Pakistan bordering India in order to protect the loss of precious human lives? Mr. SherAkbar Khan: (Deferred during 52nd Session) Will the Minister for Communications be pleased to state: whether it is a fact that a Security Vehicle (Toyota Hilux) of Sky Exchange Private Company Limited carrying foreign currencies amounting to PK Rs.33,000000/- was looted on 08-01-2018 at 06:45 PM on M-I (Motorway) near old Toll Plaza, Islamabad; whether cameras installed on said Toll Plazas were functional on said date; if so, whether any footage has been captured; if the answer to part (a) and (b) above are in the affirmative, whether any action has been taken against responsibles; if so, the details; if not, the reasons thereof? Minister for Communications: (a) As per statement representative of the company, M/s Sky Exchange, Major Retd. Inayat, he security van registration No. RIS 3787 of Sky Exchange (Pvt) Ltd Company were carrying foreign currency amounting to PKR Rupees 33,000,000/- on his way from Haripur to Rawalpindi G.T. Road on 08-1-2018, it was snatched/kidnapped by some unknown persons boarded in two pickups near Islamabad. The present Main Toll Plaza, Islamabad on M-1 Section is temporarily facilitating the commuters, as there is no permanent toll plaza, so CCTV cameras are not installed on the said toll plaza. Further, the said security van was snatched by some unknown culprits and there is no CCTV cameras are installed in Main Toll Plaza, Islamabad on M-1 Section. The crime was taken place in the

jurisdiction of PS Naseerabad, Rawalpindi, hence, an FIR No. 11/18, U/s 395, PPC dated 10-1-2018 was registered at the said Police Station to that effect, the case is still under investigation by the local police. Green and Oerange Bus in Karachi. Mr.Abdul Waseem: Will the Minister for Communications be pleased to state: whether the Federal Government is carrying out the work on Green Bus and Orange Bus in Karachi; if so, the cost to be incurred thereon; whether the said work has not been completed so far; if so, the reasons thereof; and the time by which said work will be completed? Minister for Communications: (a) Federal Government is providing funding for Green Line BRTS out of PSDPAllocation. Total cost of the project is Rs.24,604.06 million. Whereas, Orange Line BRTS is being funded by Government of Sindh. The extended section of Green Line BRTS from Guru Mandir onwards to Central Business District (CBD) have been delayed due to the following reasons:— i. Government of Sindh have recommended that Numaish Underpass station be redesigned as a central underground BRT Terminal where Yellow and Red Corridors will integrate at minus one (-1) level, ADB Operation Consultants are tasked by Government of Sindh to prepare concept design of Numaish Underpass. KIDCL shall develop the

underground integrated station at Numaish with limited staging facility as per the concept design of Bus Operation Consultants. Notice Inviting Tender (NIT) have been published in the newspapers on Ist March, 2018. Government of Sindh have further recommended to develop At-grade common corridor for Green Line BRTS from Numaish Underpass to Tower with three (03) underpasses at major arteries. Project Consultants and Government of Sindh’s Operation Consultants are working on conceptual design in consultation with Operational Consultants of ADB. Allocation of remaining land for construction of Bus Depot is pending with Government of Sindh. The original scope of work i.e. Construction of corridor from Surjani to Guru Mandir shall be completed in the current financial year i.e. by March/ April, 2018 as per already committed project completion timelines. Constructing drain alongside GT Road. Mr. Siraj Muhammad Khan: Will the Minister for Communications be pleased to state: whether it is a fact that the National Highway Authority is constructing a drain alongside GT Road at Iraqabad, Akora Khattak, Nowhsera, Khyber Pakhtunkhwa and the same is un- covered at present;

if the answer to part (a) above is in the affirmative, whether numerous students pass the same to attend educational institutes in said area? Minister for Communications: (a) Yes, NHAhas constructed a stone masonry side drain at KM: 1648+000-1649+000 (NBC) on N-5 to ensure the followingadvantages:— A major function of the Side drain is to ensure that the various pavement layers of the carriageway are protected from ingress of water. The surface drainage allows water to be collected in a channel and be disposed off towards a natural outlet, hence ensuring smooth flow of traffic even during rain fall. With regards to covering of side drain, it is informed that proper approach slabs have been provided to residential areas and Educational institutes within the close proximity of subject side drain in order to ease up the entry/exit access and safetyof commuters. However the whole side drain cannot be covered keeping in view the periodic cleanliness requirements and repair/ maintenance of subject side drain in case of damage (if any). As part (a) above, please. Low voltage supply of electricity to Nowshera. Mr. Siraj Muhammad Khan: Will the Minister for Energy be pleased to state:

whether it is a fact that an additional 200 KV transformer has not been installed in Street No.20 and 24, Sector G-6/1-2 near Masjid-e-Olah, Islamabad so far; if so, the reasons thereof; and the steps being taken to install transformer in said area expeditiously? As per field formation report, a 200KVA transformer exists at Street No. 40 & 23 in Sector G-6/1-2 near Masjid-e-Olah Islamabad. The same transformer is also feeding to the consumers of Street No. 20 and 24. The existing transformer is fully loaded, hence an LV proposal for installation of additional 200KVAtransformer amounting to Rs. 1.643 (Million) was prepared which has been approved. The said work order was forwarded for execution, but work could not be initiated due to right of way problem. The case has been referred back to field formation for revision. The completion of work is subject to revision,/ approval of the estimate and clearance of right of way problem. Employees in Neelum Jhelum Project. Dr.Nikhat Shakeel Khan: Will the Minister for Energy be pleased to state:

the total number of employees working on contingent paid basis in the Neelum Jhelum Hydro Power Project at present alongwith the tenure of said employees separately; whether there is any proposal under consideration of the Government to appoint employees out of said who are already working in the said Project either on contingent paid basis or contract basis on permanent basis; if so, the stage of such consideration at present; and the time by which the services of said employees will be regularized? Dr. Nikhat Shakeel Khan: Will the Minister for Energy be pleased to state: whether Islamabad Electric Supply Company (IESCO) has taken notice of electrocution of a man from 1100 KV wires installed in a village Deedwaal, Tehsil and District Chakwal on 15 July, 2017; if so, the details thereof; whether it is a fact that hazardous nature of wires involved in the incident was reported to concerned sub-division of the IESCO of the area and a proposal to carryout alignment of the wires was put up to relevant quarter; and whether this is tantamount to negligence of the concerned quarters of the IESCO; if so, whether there is any proposal under

consideration to investigate the incident, compensate the aggrieved family and align of wires expeditiously? Minister for Power Division (Sardar Awais Ahmad Khan Leghari): (a) Yes, IESCO has taken serious notice of electrocution of the person from general public (named Mr. Muhammad Rizwan S/o Mr. Muhammad Shafique (labor) from 11KV wires at Village Deed Wali Tehsil and District Chakwal on 15-07-2017. IESCO also lodged an FIR of the incident at Station Dhuman Chakwal against owner of the house i.e. Mr. Tahir Mehmood S/o Mr. Muhammad Hussain. On receipt of application from the locals of Village Deed Wali regarding, shifting of 11 KV line through Chairman Union Council Jaswal, the site was checked, an estimate amounting to Rs. 849,386/- was prepared and Demand Notice No. 1765 dated 28-08-2017 was issued to the Chairman Union Jaswal for payment. The demand notice was, not paid by the concerned Chairman Union Council. The shifting of line on department cost is not covered under the Rules. Although it was an illegal construction by the owner/occupant of the house, but even then, the case is being investigated to rule out any possible fault on the part of IESCO employees. The compensation of the aggrieved family and disciplinary action against the responsible officer/official is subject to the finding/conclusion of the enquiry committee report. Sui Gas Meters in Gujrat. Mr. Junaid Akbar: Will the Minister for Energy be pleased to state: whether it is a fact that sui gas meters for blue eyed persons have been installed in village Jhander Khurd Tehsil and District Gujrat;

whether it is also a fact that the gas meters are not being installed in the said area for entitled persons; if the answers to part (a) and (b) above are in the affirmative, the justification thereof; the names of persons whose gas meters have been installed and those whose meters have not been installed in said village alongwith the details thereof; and the time by which the remaining meters will be installed in said area? Minister of State for Petroleum Division (Mr. Jam Kamal Khan): No, it is not the fact that Sui gas meters for blue eyed persons have been installed in village Jhander Khurd Tehsil and District Gujrat. In the light of MOE directive, first 300 applications are processed after commissioningof network in a new locality. The Village Jeendar Khurd, gas distribution network has been laid and commissioned. The detail of applications/demand notices/meter installation is as under: — Applications receivedafter commissioning 353 Nos. Demand notices issued 216 Nos. Demand notice under process 84 Nos. Meter installed 149 Nos. No, it is not the fact that the gas meters are not being installed in the said area for entitled persons. All such applications are being processed which qualifythe policyfor issuance of demand notice and installation of meter. As soon as the issuance of 300 Nos. demand notice are completed, the applicants falling on merit will be considered. Lists of demand notices issued, meter installed and pending applications are attached as Annex-I, II & III. The remaining gas meters will be installed as per their turn/merit.
